hi, you super lucky music under the swastika starts november 19th on d, w. ah, ah, ah. ah! this is d w. news coming to live from berlin, russia, orders its troops to withdrawal from ukraine's hassan and areas around it. russian defense minister, sergey shaw. you said his soldiers lives must take priority marking a possible turning point in the war. also in the program control of the united states congress hangs in the balance as mid term election results. come in, republicans take the lead in the race for the house,
7:01 pm
but there hope for red wave fails to materialize. jo biden's democrats perform better than expected with many competitive races, still uncalled. ah hello, i'm terry martin. good to have you with us. russia has ordered his troops to withdraw from the western bank of the negro river near house on the move could market major turning point in the war. russian defense minister sergey chicago, ordered the retreat after weeks of ukrainian gains in the area. rushing commanders say it's no longer possible to deliver supplies to the city, and troops will pull out, will pull back. they say to defend the eastern side of the river caisson is the largest city captured by russia since the war began. and the withdrawal would mark a major setback for the kremlin. i asked w,
7:02 pm
correspond nick connelly what he makes of this russian announcement. i mean, this is certainly a big deal if it turns out to be true. there's also a lot of skepticism here in key of fears of a trap, an attempt to somehow get the ukrainian forces to betty head into keta, so on and then, you know, face series resistance. there had been talk in recent days of very high level, very highly trained while results. russian troops being had san a changing in civilian clothes and basically waiting for the ukrainians to come in . but it does seem like the ukranian tactic of consistent attacks on the infrastructure on the bridges, on all the kind of pontoon bridges all the attempts to bring in supplies for that russian garrison. there has now finally achieved something. it has become basically impossible for the russians to re supply their troops west of new per river, which is a very, very wide river and widest point. and basically, yet the dividing line between those, we should rush troops there and they're kind of em, hinterland and all the supplies. so certainly, and of course,
7:03 pm
doctors and hankey have bought a lot of suspicion and a lot of fear of a trap. if this withdrawal is actually happening, nick, what does it tell us about where this war might be heading? well this of the was the part of ukraine that all observes be looking at since the summer in the summer we were told at the ukrainians would head for that song and that that would be their priority ended up coming differently back then it was more kind of diversion tactics similarly from the ukrainian side. but it does show that these ukraine tactics all working that ukraine's patients at depriving russian troops of their supplies is working. even though it may be doesn't bring success as quickly as lots people hearing here would want. and it also shows that russia is basically not able to do anything is liable to respond to the strategy that it isn't able to suddenly, you know, kind of deal with these as a school hurdles in the way of on thought it would, that it is overstretched. and it may be a bit off more that can chew. i think the symbolism is really difficult to kind of overstate here. this is the only regional capital that russia has picked up in this
7:04 pm
entire war. it is the 1st major city that it picked up back in early march, and it's can be very difficult, especially after the annexation of to russia claimed had san, was now part of russia for the russian ship to explain this to me. russians, as you say, they're still quite a bit of suspicion. we have to see if the withdrawal is actually happening. but again, if it is happening, what does this mean for russian president vladimir putin? well, it's very, very kind of painful blow. we've already seen him trying to spread the blame. he made one of his top generals of the top general in charge of the ukrainian war. so it sort of, you can come out and go to bases suggested to the leadership. then it was a survey showing the defense minister who now came up with this order. so basically this is all about making sure the optics that all the kind of bad news comes comes out of other people's mouths and not out of that in the future mouth. similarly with mobilization,
7:05 pm
that is all being delegated to the regions. and the regional governors are having to kind of take the unpopular decisions and ask people to send their sons to the front lines here in ukraine and getting the future. and you kind of drops in when you're there's something good to report a success and bessie trying to kind of disconnect his brand from this war. and you kind of see, he seemed, he thought was going to be a big success. an easy when it's something that would stabilize his regime, him trying as much to can to basically put as much distance between himself and all this kind of endless bad news come out of ukraine. nick, thanks again. our correspondent nick connelly in keel in the united states. mid term elections results are pointing to a surprisingly strong, showing for joe biden's. democrats, who are doing better than polls predicted, with early indications suggesting they're managing to fend off sweeping republican gains. but there are still many races to call in the battle for both houses, which will set the countries course for the next 2 years. so get closer look at the
7:06 pm
latest numbers at the moment. republicans have the lead in the race for the house of representatives. us voters have been choosing lawmakers for the entire house, so far, 175, out of the 435 seats have gone to the democrats and 203 to the republicans. now over to the senate, starting with the seats that are not up for grabs in the selection. if you add in those newly decided seats, you can see the republicans slightly ahead. with 49 seats and the democrats with 48 seats so far, with vice president cabinet harris able to cast high breaking boats. republicans would need $51.00 for a majority. 3 seats are still open, arizona, georgia, and nevada. some of the margins in those races, her razor thin, is still too early to draw any conclusions. well, let's get the very latest now from washington. our correspond stuff on simon's is standing by there. so we'll start with what's happening in the house. republicans
7:07 pm
have not done as well as expected. no sweeping gains for them. how do you see things shaping up there? a right there was a non stop for the republican party. yeah. house minority leader might mccarthy a wanted to get 60 more seat 60 seats for the republicans in the mid term elections here the last time they're pulled this off with in 2012 years after president berg obama took office this summer around. it doesn't look like the republicans can pull it off in those numbers. however, they have the lead and they are expected still to take the house to take the house of representatives, get the majority. there, however, is surprise and a, if you will try him for the democrats are that they held up so well that the republicans will kiss this dreams of getting 60 seats or anything close to this
7:08 pm
good boy. now, to the senate, a several key races. there are still to be decided at least 3 key races. a doesn't look like the democrats might hold on to the st. yeah, by threats. and then is also surprised. so those 3 races are in nevada, in arizona and in georgia. it looks like it, it looks like it now that georgia will pretty much sure of it had to her a head off a log, another election, a run of election on december 6 between the republican and democrat contenders. but arizona is a surprise. why? because the republicans were favored there to make it really, really, really hard for the democrats to keep the senate seat. it looks as of now that a, mr. kelly, that's the democrat running in arizona for the senate are defending his senate seat . can pull this off and that would be huge for the democrats. something else
7:09 pm
happened for the democrats. that was equally juke is they actually gained a senate seat in pennsylvania. and the guy who did it is this one relief after a hard fought and treacherous battle to the top pennsylvania man of the people did what republicans feared most. i never expected that we're going to turn these red counties blue where we did what we needed to do and we had that conversation across every one of those counties internally. that's why i'll be the next. you are senator from pennsylvania. oh, medical expense. during the campaign against his multi millionaire republican opponent tv personality, dr. mehmet, as sediment focused on the liberal values that many democrats have called to
7:10 pm
protect. among them free healthcare, which he's championed. it's also a personal mission for him. after suffering a stroke earlier this year, health challenge, i'm proud of it. we ran on protecting a woman's right to choose, ah, raising a minimum wage in the union with oh, hill here is a fundamental human really. it said, move if you know, be there for you when you over here, but the democrats wish to protect what they deemed fundamental rights for us. citizens may be challenged if republicans take overall control of descent. so stephan biden's, democrats are doing better than expected tub trumpia and republicans less so. could
7:11 pm
this have an impact on which candidates the party feed, the parties field in the 2024 presidential election? yes, indeed. there is a man called rhonda centers. he's a governor of florida, he won his 2nd term as governor, and by a large margin this time again against the democratic contender. so randi centers is seen by many inside the g o. p editor, the republican party as the future of the g. o. p against donald trump. and that's going to be interesting because there's also many who expect donald trump to come out on november 15th and announce a, as he said, big announcement. ah, that he might go further on 24. now this will be interesting and absolutely tricky . of course, complicating things but also make it more interesting for the democrats and for joe
