louise and country, are we thinking everything and to make you made a change in europe? we build this week on d, w b. ah ah, this is d, w. news live, but from berlin tonight, a possible turn in russia's invasion of ukraine, russia claiming that it is pulling its troops out of here saw the country's defense minister confirming that the withdrawal is happening saying his soldiers wides must take priority. it could be
9:01 pm
a major blow to vladimir putin's war. also coming up tonight, control of the united states congress hanging in the balance as mid term election results continue to come in. republicans will likely regain control of the house of representatives. but this is not the dreaded mid term defeat for the democrats that have been fear, plus egypt, human rights record in focus as it host the cop $27.00 climate summit. pressure is mounting on cairo to release activists of delta. he's been on a hunger strike inside an egyptian prison. it will tell you what i i bring after al reviewers watching on p b. s in the united states and to all of you around the world. welcome. russia says that it has ordered its troops to withdraw from the western bank of the ne pro river near harrison in crate. the move could mark
9:02 pm
a major turning point in russia's invasion of the country. the announcement by russian defense minister, sergey chicago, comes after weeks of ukrainian gains in the area. russian commanders say that it is no longer possible to deliver supplies to the city, and that troops will pull back to defend the eastern side of the river. you see right there, if san is the largest city captured by russia since the invasion began back in february, and the withdrawal will mark a major setback for the criminal. let's listen now to a statement that was made earlier by russia's commander of troops in ukraine, general sergey serafina reporting to the russian defense minister version of it. if i don't hear from you after a comprehensive assessment of the situation, but it is proposed to occupy the defense along the eastern bank of the denise pro river. i understand that this is a very uneasy decision,
9:03 pm
or at the same time we will save the lives of our servicemen on the combat capability of our troops. if philip waste a focus group, the doctor was a correspondent connelly. he is in cave and i asked him whether this move announced by russia, whether it can be trusted. well, certainly there are lots of voices in care of who say this definitely cannot be believed. they see this as a provocation in attempts to you are in ukrainian troops to hassan and then kind of force them into kind of st battles of the kind we saw in mary apple. we've heard from talk ukrainian intelligence officials who say that some of course is best equipped and best trained soldiers are still in some city that some of them it's believed changed in civilian clothes, more difficult to identify them. and they certainly said they haven't seen any evidence of the russian military pulling back we have seen in recent days, checkpoints disappearing, police disappearing. russian flags being taken off and missed ship buildings. but
9:04 pm
no conclusive proof so far that the russian military has left kind of solid. so there's a lot of cautious kind of questioning here as to whether this is really something that you can can take advantage of, or whether it really is going to be still a few weeks. and some very difficult matter before you crane troops. finally, to cousin a very nic connelly in keep the latest on this breaking news coming out of ukraine . thank you. next i also spoke with mike martin. he is a former british army officer and a senior visiting research fellow with the department of war studies at kings college, london. i asked him whether this announcement could be a trap set by russia. it might be perceived as a trap, but there are some simple facts. this was a region that russia annexed about 6 weeks ago. and supposedly this is part of russia. and now we're seeing the commander of russian forces announcing withdrawal
9:05 pm
. so i'm sure there will be chops and stay behind policies and all the rest of it. the simple fact of the large body of russian troops has been the only large body of russian troops. i should say that crossed the river, the prose on the west, franklin of the pro is now withdrawing. and that's a significant victory for you. and talk to us about why your phone is so strategically important. so has almost taken in the very early days of the. ready war and it's the only major city that russia has ever controlled throughout this conflict. and it's the revenue through it, cuts across ukraine. it cuts into it runs from crimea, oil to keep and so on is the only city on the western side of that river. and so if russia continued to control that city, they would have a spring board for 3rd millage activities in that whole bit of ukraine to the west of the ne pro and the prose wide times. it's 5 miles wide. so it's
9:06 pm
a significant defensive barrier with russia withdrawing from that side of the river . that means that ukraine has a very, very solid defensive line that it can use. and i know it's, it's hard to estimate numbers, particularly in this conflict. but what would you say, how many russian troops are we talking about in your song? i again, with huge caveats. yeah. potentially 10 or $15000.00 russian soldiers in on the west bank of the ne, per in what strategic step might the russian military be planning. next, i'd actually like to turn that question round. sure. i may. yeah. because momentums really in war and you're asking me what the russians are doing, but actually it's the ukrainian that's a forcing the russians to respond to them. so the reason the russians are pulling out is because the ukrainians have been cutting their supply lines. they blew up
9:07 pm
the coach bridge. they've knocked out rail lines and so those as that russian come on to said we can't supply our chips anymore. so i think the actual question is, what is it the ukrainians are going to do? and i think there's potentially time for one more move between chris, between now and when it gets really difficult to maneuver during the winter. and i suspect that they will try and cut through to the black sea, thus cutting the russian forces into so you got a pocket in the east and the dumbass and a point in the south in crimea. i mean, what you're talking about here is a significant blow to russian forces also to know this war being pushed by vladimir. those are, do you think you can come to that, that they can go all the way? as far as you're saying by, by christmas, by the end of the year. well if they haven't got the troops, the ukrainians haven't got the troops to to have one last offensive the for
9:08 pm
christmas before the end of the year. and of course, we don't know that very, very, very secretive about, about like a abilities. obvious reasons, then that will inevitably be part of the spring offensive. so i think things are going to slow down a lot over the winter, and then we'll be into the spring and both sides will be looking to kick off again . and that will be well, one of the main things i think crane is trying to achieve. we will definitely be talking again sooner rather than later. i'm sure mike martin with the department of more studies at kings college london. mike, as always, thank you. thank you very much. so in the united states, mid term election results are pointing to a surprisingly strong, showing for president biden's democrats. they're doing better than posted, predicted, with early indication suggesting that they've managed to fend off sweeping republican gains. but there are still many races to call in the battle for both houses of congress. course the results will set the country's course for the next 2
9:09 pm
years. at the moment. republicans have the lead in the race for the house of representatives. us voters have been choosing lawmakers for the entire half so far a $176.00 out of the $435.00 seats have gone to the democrats. as you see there, 204 have gone to republicans. have a closer look now at the u. s. senate, starting with the seats that are not up for grabs in the selection. there are 100 total. if you add in those newly decided seats, you can see that the republic them slightly ahead with 49 seats. the democrats with 48 seats and 4, you've got vice president comalla, harris able to cast a tie, breaking vote. the republicans with the need 51 to have a solid majority. 3 seats are still open. we're talking about the states of arizona, georgia, and nevada. but some of the margins they are razor thin, it's far too early to draw any final conclusions. so let, let's have
9:10 pm
a look now at how to day as unfolded yesterday as well so far. and what if still to come with the midterm election results with control of congress hanging in the balance, americans work up to a very mixed picture in pennsylvania. it was the democrats who emerged victorious, winning the open senate seat. jim them. we hulu. and they triumphed in wisconsin's, closely fort governors, race. some people guard barring or, you know, i was godson as it turns out, boring wins. but it was the republicans who romped home in florida with ultra conservative governor rhonda santas winning decisively only one alexia. we
9:11 pm
have a written the political now, but with vote counting still underway in key states that political map isn't looking as good for republicans. as many analysts predicted. we went in expecting a, a big knife for republicans giving a given the unpopularity of biden. the fact that in mid term elections through our out party tends to do well, our inflation of courses is still pretty high in on a lot of voters minds. and though the big night did not really pan out on republicans, especially trump, back republicans struggled in the bow. one key issue that appears to have helped boost the democrats at the polls. is abortion rights. currently, nearly as a woman, i'm protecting reproductive rates and all forms in the state and federally is the most important thing that's been driving me and a lot of my friends and i think has really pushed a lot of us to get friends. maybe wouldn't have voted or get people to kind of look
9:12 pm
into who they're voting for, why they're voting for them. while counting continues in key battleground states. like here in arizona, with control of congress still unclear for now at least it seems, the democrats had performed better than some expected them to and my colleague in his fall, she is following these mid term elections for she is in the state of arizona today . and it's going to see you again, talk to me about why there is a delay in the election results. they're well prime because it's so close. i'm standing here at the maricopa county election center where about 60 percent of all those of arizona i'll counted. and people are still in, they're literally counting the votes, it is too close to call. why? because it's such a small margin. katie hob through the democratic candidate for governor is in the
9:13 pm
lead that the only $11000.00 votes just to, you know, give you the perspective also for our international audience, how close this is and therefore it takes so long and do you get the feeling there? you've talked to a lot of voters, is there a general acceptance of the, the legitimacy, the credibility of the vote? counting the ballot counting process. reverend, there were some issues yesterday or on the day of election on the election day. 60 or so, or printers had problems, but only for a little amount of time time. anyhow, other republican candidate carry leg uses this kind of topic to spread again. her lie that the elections will be reeked if she's not winning. so this is causing some problems talking to waters. it was quite interesting. even many republican voters said that they actually do believe that the system is okay.
9:14 pm
but nevertheless, again carry lake and other republican politicians. they try to spread the lie, that the system can not be trusted in case they don't win. and, and i'm wondering how that is affected by the news that they're getting from the rest of the country, particularly the, the news coming out of pennsylvania with sediment. they're winning for the democrats for the u. s. senate has that had an impact on the mood there in arizona . sure, i mean, republicans, a carry lake herself. she was very optimistic that she will win and one has to say her opponent. katy hops wasn't a very visual visible in the race. and they thought that would be like an easy been, and it's obviously not the case, not only in arizona, also in other parts of the united states, it's much harder from before. the trump in dos candidates to bring home the wind,
9:15 pm
so the moot within the republican party here is and the republican supporters obviously is down. you shall see where this leads to my suggestion. my idea is my understanding that again this will lead to the, to the spreading of ally again, that the system is rick, because it will be hard for them to accept a loss. d, w 's in his poll on the story for us tonight from arizona in the us in as, as always, thank you. we wanna get a view now from germany regarding these mid term elections. michelle leak is the coordinator of trends glenda corporation at the german foreign office. he's a member of the business from the f d p party. it's one of the government coalition partners. my colleague, emily gore dime asked him about the, the impact of these midterm elections or relations with german. what does the results mean for trans atlantic corporation?
9:16 pm
i think we have a unique opportunity now to use the next 2 years where we still have president biden miss administration in office to try to elaborate as much as possible in cooperation between the european union and the u. s. yes, we don't know. we get exactly the results in the senate and in the house, but we have a president and an administration, which is extremely interesting to work together with you as much as possible when it comes to ukraine. when it comes to issues like a human rights and digital world, when it comes to china. so let's pick that up. but we need to live up to the expectations also from the u. s. site. and there i think your people can still do more. what is your biggest concern when it comes to the results? what is the worst case scenario? and frankly, when i remember the last general election, where we saw 2 months later, certification of the results in the u. s. congress,
9:17 pm
january 6th. we saw the fatal. not rick, non recognition of the result by those who lost the electrons. so the question is, will those who last see in some governors races on some important fundraiser? will they accept the results that's to be watched that's to be observed. and i really hope that maybe in 234 weeks, we can be relieved and say everybody has recognized the results. because that is exactly what, what's at stake now. peaceful, really recognition of the electro results. if president bond does become bogged down on national politics and foreign policy takes a step back, what will europe have to do and response? well, 1st of all, of course, that's on the us side to, to, to find the necessary balance between, let's say, for a 2nd, we will have a,
9:18 pm
the congress dominated by the republican party in case that turns out. then they have to find a way to go forward and i'm pretty sure deadlock. a gridlock is not the solution for the next 3 years. there might be some in fighting on issues like inflation, the border of crime. but even the republicans, even if they have the majority, they can't afford to do nothing for 2 years to, to brock everything. so they will have to find a way forward. and we europeans, especially the germans, me to be ready for the following. whoever is in charge in the us regarding china, democrats or republicans, will certainly address us with the question. where do you stand on china? what can you do together with us to really confront the systemic rivalry which we half of china. and i think independent of who is in charge in the us, this is the question we have to face instilling. thank you very much. thank you. let's take a look now some of the other stories that are making headlines around the world.
