a very difficult decision, but we will be saving the lives of our service men and the combat capability of our troops, which is necessary to stay on the right bank or in a limited area. russia's defense ministry says, troops have already begun moving out of the city. a forced pull out of russian troops from her son would be a significant blow to vladimir putin. only weeks ago, the russian president announced what he called the forever annexation of the house on region, along with 3 others in a ceremony in moscow. her son was the 1st major city captured by russia at the start of the war. and re taking it could allow ukraine to win back more last territory in southern areas, including crimea, which russia illegally seized in 2014 earlier our correspond mathias bullying. i gave us an update on why ukraine remains wary of the russian announcement. it's

a bit unusual to announce a withdraw days in advance. and rhetoric has even before hinted at that. so that something that makes the military here suspicious. the plot could very well be to draw the ukrainians into the city of harris on wait there with a quite a few units heavily armed and engage the ukrainians and costly street fights or to have major buildings mine to a blow up or parts of the city as the ukrainians enter their many variance, but to this announcement seems a little bit suspicious to people here to the military. and that's why the ukrainians are saying they're moving on very cautiously. they're very well aware that this might be something different from what it looks like to the united states now, where president joe biden has welcomed the results of mid term elections after his party fared better than expected. u. s. media had predicted huge games for
4:05 am
republicans. those failed to materialize. democrats or facia, biden's democrats do looks at to lose control of the house of representatives. but the senate remains on a knife edge. former president donald trump also claimed a victory for republicans despite the weaker than expected results. so here's biden speaking a short while ago to party activists. thank you. no, i really mean it. thank you for fighting like the devil to make sure that we have a free and fair election. and you know, all those elections and i are so far best to my knowledge. none of them has not said that when they lost their said we lost. that's a big deal. no, i really mean it. you know, tuesday was a good day for america. a good day for democracy, i was a strong knight for democrats. for more on this story i asked he'll be washington correspondent, see me so much gonna, what these election results will need for you as democrats?
4:06 am
that's right, i'm the democrats and president biden. you could say probably benefit of the most from these elections, even if they do end up losing the house of representatives. i mean, in that speech we heard president biden driving home that message once again, and that he says, democrats beat the odds in large part because he believes americans overwhelmingly support his agenda and his message. and so he pointed to the fact that independence, so these are voters who are not registered as democrats or republicans, that they, the majority of independence, voted for a for democrats, that women and young people showed up in force for the democrats. i mean, you have to say it wasn't all bad for the republicans. they did have some bright spots. they were able to win that big senate race in ohio. they also, once a big congressional seats in new york and some governors races, you know, republicans themselves, or voicing disappointment because they had expected to do much better. so on a whole, i think that's why we're seeing so much optimism from democrats and from president

biden, in the aftermath of these mid term elections. so looking ahead, what do these mid terms mean for the next presidential election in 2024? well, for the republican republicans, rather, i mean some trouble for donald trump. so we're seeing right wing media like fox news, for example, raising questions about the former president's influence on the party. it was some of the candidates that president trump, the former president himself, hand picked that didn't fair so well for the republicans. he's not very happy about this criticism. as you can imagine, he's blaming the republican party, republican officials, for making bad choices. and at the same time, his rival rhonda santos, who's the governor of florida. he's getting praise to the skies for winning his re election so strongly. so handily. so even though we are expecting trump to announce that he's running for 2024, there is a lot of pressure on him right now to rethink and ask for the democrats president biden. was asked about, as he said he is intending to run,

he has to consult his family, his party advisors, and he's going to come to a decision early next year. there are some headwinds for president biden, he's turning 80 this month. he's still not a particularly popular president, so those might be some factors that affect his decision. but as of now, he says he's expecting to be going forward. so we could possibly see a rematch of the 2020 election and we still don't have the final results from these midterms. can you tell us where votes are still being counted? yes, some house races are still being counted too close to call and crucially to senate races. in swing states, a nevada is still going through tens of thousands of ballots. and the same is true in arizona. both of these states are crucial in deciding who has control of the senate and then know we all get to watch georgia become again the epicenter of the election frenzy in a month when the 2 senate candidates their face off in a run off. so at the very latest, by early december, clear, we should have a much clearer picture. ok as t w's assume. he's on his gun to thank you. as always for your reporting.
