and ukraine celebrates as its forces, liberate the southern city, pension crowds to russia's retreat and present the lens. he calls it a historic death. ah, i'm here until berlin. thanks for joining us. we begin in cambodia where you as president joe biden is meeting asian leaders at a summit. she wants the 10 member block to help contain china's growing influence in the region by the says, the association of south east asian nations is at the heart of his administration strategy in the region. he's promising to tackle key issues and couldn't climate change. and the rule of law biden's presence is meant to lay the groundwork for a meeting with the chinese president teaching ping. earlier i asked york matters are correspondent and i'm penn. how biden's plan to work with algae and members to
3:02 pm
counter chinese influence is plain out. what today the level of the relationship was lifted to that of a strategic partnership. and the american president made clear here in prom pen at the meeting of the 10 as young member states. that it is this new partnership that will tackle the biggest issues of our times. now this new partnership, one has to say, is largely symbolic and it is an upgrade to the u. s. relations and upgrade that china already got a last year. the real issue for the american president, and here is that the, as the on member states do not want to pick sites when it comes to the rivalry between china and the u. s. all right, but we also know that me and mars also on the agenda what's being said there, about the state of affairs and me and more what really, as an, as a diverse club of states. and so the concern is if you move into anything like eco
3:03 pm
know, make sanctions against the member state, which myanmar still is. then that is something that could hit you on, on the way on the road into the future and could hit yourself. and so they're rather careful about it when, when it comes to me on mar, the opinion here really is, it is not as the i'm that failed, but it is military rulers in me, on mar, that are not complying with what, as an agreed with them. some one and a half years ago. so the frustration about how bad things really are in me on my runs very deep. let's take a look. a residential area in myanmar houses on fire across the country. entire villages have been set ablaze. international observers say the military is behind the attacks. those who have not fled to violence are living in fear, ankle, when my cousin was shot in the street, he saw just attached a mind to his body meant for whoever tried to retrieve it. didn't someone tried to
3:04 pm
move the party with a long stick? my mind went off immediately to attend. we got his body back in pieces, flew to new gle, warrior descent, including smuggling pictures like these out of me and mar, can be life threatening the repression and the on grew dallas, he of the operations that the military is committing against his own people. i think there's been no barrow before now. we aren't getting. let's be frank, we're not getting any substantial assistance from abroad. there are hopes that the asean summit in put on pan could change that. the association of southeast asian nations is based on political and economic interests. the host nation cambodia, underlined what's at stake. won't cut no close to like perform millions of people live in our region. depend on wisdom and our foresight. longer model. everything depends on us making the right decision. so job corps, we say ridge guy, why?
3:05 pm
but the un secretary general criticized how the international community had handled myanmar. everybody has failed musicians via the international community as a whole list of un is spots of international. it is that i'm at the to see in the suffering of the via moneys. man. mars generals have been banned from attending the summit. still a consensus on concrete action. it could be elusive. the us, china and russia are invited to the meeting. all big players with conflicts of their own. some are doubtful that change will materialize. the mere mas case has to be and it has to be dr. basil discussed at these high level summits. some people are becoming very out. discouraged and
3:06 pm
cynical thing now all is glamour, lies not going to have any effect. brutal seems like these serve as a powerful reminder of just how badly action is needed. no, get this conflict in me more has been going on for years. can we actually expect any type of progress? the summit lead us year at the summit in cambodia decided now on a 15 point plan and there are some surprises in there. for instance, especially as the an and boy is now ready to meet oppositional parties in myanmar, which gives them a quite a big boost and didn't go down. oh, well, at all with the military rulers, in myanmar, also the foreign ministers of ozzy on are now meant to hammer out a plan how to make substantial progress. and the message from your mom, from the summit is if there will be no substantial progress. and for the 1st time, there's talk of a timeline for that piece plan that has been agreed if there is no progress,
3:07 pm
then all representatives, including the non political ones that so far had an observer status, will be uninvited from all ministerial meetings and summits. that ozzy on is having the right that was d. w's geared matters into non pen. thank you for your reporting and here some other stories. know, making headlines around the world. democrat, mar kelly has won the arizona senate race should be the republican contender, blake, masters, democrats and republicans now have in the $49.00 seats, each in the upper house of congress control will come down to the results in nevada and georgia, which is going to run off next month, lease in bolivia, fired tear gas to disperse. protestors in the city of santa cruz. demonstrators are demanding a new census. many see their taxes are too high. they want a new national survey to find to update federal funding, distribution. frontal range, venezuela has caused landslides and damage homes. about 20 homes near the catholic
3:08 pm
rock has happened, destroyed some houses are still at risk. from heavy rain canyon troops have arrived in the democratic republic of congo on a peacekeeping mission around, around a 100 soldiers landed at goldman in the east congo has been struggling to contain our militias that have captured territory and inflamed ethnic tensions. the united nations climate summit in egypt has reached the half way mark. he was president joe biden has pledged that washington will meet. it's a mission targets by 2030 in sidney. so $100.00 protesters joined a global day of action for climate justice. they were calling on participants at the gathering known as cop 27. to do more to fight climate change. campaigners argue that emissions are still rising despite pledges at previous summits. i'm joined now by natalie mon gondo. she focuses on climate finance as
3:09 pm
a member of the you and climate, high level champions team that we joins is now from shar mail shake. so protesters for climate justice are continuing around the world even at the cops summit itself . what do you think is their key message? i think the key message is for lead that can cheese need to raise their ambition. because people who come from vulnerable region, people who are vulnerable groups such as young people, indigenous people don't see the ambition and being met. i punchy parties and the actions that are, you know, the ambitions that has been noted in dcs on enough to reach 1.5 degrees celsius. and then i think the next thing is definitely a focus on climate finance rates and the accessibility of climate finance, particularly for young people, vulnerable groups, emerging markets and developing economies. and then, you know, there's
3:10 pm
a really big focus on a just transition, particularly for emerging markets and developing economies. and, you know, given that up 27 is being posted in africa, who's seen a lot of these cards come to the forefront in a way to heaven or even things such as scaling up investments and adaptation and resilience. and so i think that's the justice that we definitely see no, soon with the financial aspect for a 2nd, developing countries are demanding climate reparations from rich nations. how exactly? cuz scheme like that work. you know, there's many different things. first of all, governments can't do it. alone and you see that we come from high indebted country . so we really do need a reform of the dead instruments that are being offered to emerging markets and developing countries. they're under a lot of debt constraints,
3:11 pm
and we need innovative financial instruments. glenda financial instruments, particularly for emerging markets and developing economies. but then also private sector really needs to come to the table because government can't do it alone. so they already constrained under this fiscal strain. and so the all really need to see res, ambition and accountability from the private sector as well as 2 governments as well. so how exactly could the private sector play a role in mitigating climate change in terms of the financial aspects? well, you know, of course they 1st need to ensure that they implement mid term science base targets, which are credible. and i think there's been a lot of green washing allegations to the forefront. and so they need to ensure that they're science based targets that are meant then of course, capital needs to flow to emerging markets and developing countries. as i mentioned
3:12 pm
before in a manner that doesn't good and did. as we're coming into the strain we're facing multiple global crises and it's saying that you know, the developed world has really had to deal with this year. and then i think the private sector really shouldn't just be seen as a whole of capital, but also pull of technical expertise. so when you deal with financial actors, they say the projects that are being submitted on fireball. so bring us that capacity building those capacity retention, the technical expertise as well as the capital. alright, room from afraid went to leave it there. that was natalie mangano in from ocean. thank you. thank you so much. ukraine to celebrate the liberation of the key southern city of her song. it forces entered after russian troops withdrew from the area. the kremlin says that the city will remain part of russia. however,
3:13 pm
despite the pull out of its troops. o chance of victory fill the air in newly liberated her son. this is the moment ukrainian forces are greeted with tears of joy as they sweep into the city. in nearby villages, people on flying, the ukrainian flag again with pride with both of i'm just so excited of what we knew this day would coddle that our boys would liberate us. were very grateful to them. these months were pure horror. judging as night, falls jubilation in ukraine's capital. he f a crowd gathers at my dawn square as the news of russian retreat is confirmed. ah, we are just so happy. we thank her and forces we are so happy to be ukrainian.
3:14 pm
the more i cannot express what i'm feeling all these people here. we've all been waiting for months for this. and now we can celebrate it together. was emory's detail to us recapturing her son is a big victory for keith. and a bit, a blow to russian president vladimir putin, who just a month ago declared the her son region to be forever, a part of russia, ukraine's president hailed the cities liberation. he william is that today is a historic day family. we're taking back the south of our country. i am taking back harrison. i was the people of harrison never gave up on ukraine. russia sas more than $30000.00 troops, retreated across the ne, for river to the southeast. from there they have resumed attacks against ukrainian targets. c a look at attack on the city of nikolai, of northwest of her son. long range missiles destroyed an apartment building,
