we even heard the criminal spokesperson, which best cove saying it openly today, that at basically because kia was not coming to the negotiating table, wasn't willing to engage in talks on moscow's terms that russia was attacking this critical infrastructure. he tried to kind of roll back a bit and said that it was about attacking ukraine's military capability through the infrastructure. but basically we've seen that, you know, the rest, the force of proven unable to attack the weapons deliveries from western european countries to ukraine. they still haven't. so as we know, destroyed any of the high tech weapons. the ukraine is received from the u. s. so far, in spite of claims the country by russian media. and we've seen, you know, everyone has seen how the cranium army is pushing back russia near where i am here in kennesaw in recent weeks. so basically this is yet the weakest link. this is be a bit of instructor that is easiest to target. it can't move it, there's so much of it that it's very difficult to offend. and i guess the expectation is that at some point you grains millions are going to put pressure on their government to give in to somehow come to some kind of compromise. and if they

have to deal with weeks and weeks and weeks that power water. now you spent the last days in the liberated, recently liberated city of have san, in the south of the country. what have people been telling you there? well, it's interesting, but so see within the 1st few days after the liberation, where you had prince lensky in town and where it was in the sun, was out people work and celebrating the fact that now that ordeal was over. and there was a kind of carefree attitude that is still larger, that there is extorting optimism, given the circumstances, given how difficult it is for locals. but you do sy? hearing more in the way of troubling stories about people who still accounted for fear dead. people who kidnapped by the russians or people who spent time in sellers, people who tortured and increasing either do rushes, also firing chips on from the other bank, the deeper river we will buy the blown up and turn off ski, bridge. the main link to the bank and had irrational to re find our direction. we

saw something we can shell exploded near above us. similar kind of cosette form of some kind. that definitely is a very real risk to people living there. and you know that the russians are still within, very much kind of utter distance of anywhere in the city. so this is not a safe place to go back to. but throw that in here in mich alive, if at 6 come to down the road, you company bump it to people who are returning to catch some people who've left safety, western european countries with that asylum and have chosen at the 1st was all changed to come back and to expose themselves to these risks. now winter as starting to bite across the country just as we are seeing these renew did tax. how is morale, how people coping? so what is interesting that for now, it, these attacks by the russian seem to be counter productive. you see people all across the ukraine. you know, these, these attacks or heating cities as far west as levine, even from gifts busy, hard up against the you. polish border says busy no part of the country right now.

that is not constantly involved in this war is not feeling the consequence of this war. which is different to what happened 2014, where basically most the fighting and the conflict was concentrate in the southeast in crimea. and on beth, this is basically the whole country for now. people allowed to define making jokes about generators about how to plan their lives around a few hours a day where power is available. but things are changing that is true previously in the 1st few weeks, the rocket attacks most the time, the outers were a couple of hours at a time at worth a day or 2. these an hour it lengthening, began pipes, and the out is becoming more frequent. mobile phone connection is disappearing for longer and there is no error in understanding now that basically ukraine is running out of spare parts. that all the repairs that needs be done now will only be possible thanks to spare parts being sent in from a broad from ukraine spot is abroad. there is a very clear kind of feeling of vulnerability, but equally there's no real desire near among the people you speak to here, to basic given to what people see here is kind of russian blackmail did up just make harmony. they're reporting from the southern city of mich alive in the ukraine . thank you very much, nick. at the club,

27. un climate summit and shotwell shake in egypt. world leaders have been making more promises on climate action. german foreign minister, angelina burbock, told reporters that germany was committed to trying to keep warming to 1.5 degrees celsius transition away from fossil fuels and gave more financial aid to poor countries to help them combat global warming. perhaps along since 2015. also as european stay through hack disgust, goals or for the medium town goes in 20 or 30. it is not, it is time, but we know that c o 2 is accumulating in the air and we can get it out of the air in 20 or 30 years time. so it is so important that we have this wrap program to define concrete goals for the coming years. healy reduction steps need to be included in their program. so it was important that we asked, in your opinion, during best cub made it very clear again that we are continuously iden and not so

901 is i n d c a, reviewing our national, it's had to my contributions and as miss at humans has made clear our own fit for 55 goals, 3 has been increased. did you corresponded julia sal deli is asked cop 27 and shamela shake, and i asked her what stood out to her about the german foreign minister's comments . yeah, as we've heard the focus on the 1.5 degree goal, the goal to try to keep global warming below 1.5 degrees is something that other than a point to and, and i babbled, pointed out a still a very much being important for germany and that is also significant because we've heard that here at corporate, there were some countries who were considering backtracking. they were hesitant of wanting to keep that goal at the forefront of climate negotiations. but we've seen in a draft a document of the final agreement that, that target of 1.5 degrees is still in the agreement here at cobb. and that is
6:13 pm
something that is very significant. a 2nd important point is how i don't know. i been pointed out that she and germany want to see the phase out of all fossil fuels contained in the agreements, and that is something that is not likely to happen. if we look at the draft at the moment, it only includes the phase out of coal and does not also include gas and oil, something that in a european countries and also india are currently pushing for. and a 3rd important issue is that of financing, and how germany has said it is open at to see the creation of a fund to, to support economically the developing countries that are being hit the hardest by climate change. now you mentioned that germany is pushing for that solution to financing, but is there any sign that an agreement will be reached on that at that conference?
6:14 pm
this is one of the sticking points under the negotiations at the moment. and we see basically 2 fronts on one side, the developing countries and also china will have put forward a proposal to include already a mechanism for a so called lawson damage fund. a mechanism with which rich countries can provide the financial means the money to developing countries to help them overcome and adapt to a severe consequences of climate change that the poor countries are suffering the most. now they want to see a clear mechanism already in the agreement this year at carbon. on the other side, we have the rich countries, including the u. s. and e. u. countries that are more hesitant. they agree that a fund is necessary, but they do not really want to see a clear mechanism defined here. they want to take more time to discuss what it should look like. and they're also hesitant to commit so much money, the billions of euros in dollars of that developing countries say,
6:15 pm
are needed. they don't want to be liable in the long term for such big sums of money. and this is really the crucial issue here at carbon. we're, we're going to have to see whether they can find the middle ground to agree on. freed up, it's julia. i saw deli, they're reporting from trauma shake. thank you, julia. and that's it from me on the news team from now, i'll have an update for you at the top of the hour. don't go away. they'll use asia is next with my colleague, rash, vanity. i've got office from me and the news team here in berlin. i got so much for your bucket list. i magic corner hotspot for food and some great cultural memorials to boot w travel.
