arrives in san falling, the cranium cities liberation from russian occupation. find to the danger is not over. brush and strikes have left millions of ukrainians without electricity and heating as winter sets in line to our correspondent in queue. and in sports fever as president lashes out at critics of the upcoming world cup and caught our accusing the west of hypocrisy. ah a mariner evans dean, welcome negotiators at the u. n's. com. 27 climate summit in egypt have reached a draft deal on a loss and damaged fund for vulnerable nations after days of gridlock. the proposal would see countries agree to set up a fund to come unsafe. those nations bearing the brunt of climate change calls for
6:02 pm
such a fund have dominated the last 2 weeks of talks. but the proposal still needs to be voted on by delegates. and it posts hones the key decision of which countries would pay into the new funds until next year's un climate summit or for more or we can speak now to the w correspondence. and baker, who is covering the un climate summit in shemelle check. hello to you, sam. so it could be a real breakthrough on this deal for a loss and damage fund. what more can you tell us about the key points of this proposal? well, as you said, there are still details to come. most importantly, who's going to be funding this fund, who is going to be paying into it. so that will have to be worked out ahead of next year. but climate vulnerable countries and campaigners are saying that this does offer hope to fund loss and damage,
6:03 pm
which is one of these un buzzwords. but really it's money for vulnerable countries, poorer nations that are dealing with catastrophes increased by climate change. so like the floods we've seen in west africa and pakistan recently, and this year's conference was the 1st time that this loss and damage funding was even on the agenda here. so the fact that there is some agreement to establish a fund is really an achievement in that sense. yeah. and days. and so at least it's on the agenda for the 1st time as you said. so hopefully there will be some agreement on this draft proposal. last time i know you've been covering this summer for days, if not for the last couple of weeks. what else has been agreed and what are still the outstanding issues? well the main thing holding up negotiations at this point is mitigation. so that's just reducing and miss and, and
6:04 pm
a group of countries known as the high ambition coalition. this includes germany, denmark, the u. k. but also marshall islands mall div. they're calling for stronger wording in this final agreement to keep temperatures well below one and a half degrees celsius of increase of warming. so the paris agreement calls for keeping temperatures under 2 degrees of warming scientists, a one and a half, is really not necessary to avoid some of the worst catastrophes that climate change might bring. and just to give you a sense of what half a degree might make a difference, a 2 degree world or 2 degrees of warming means that no coral reefs in the future. a means 12000000 more people dealing with coastal flooding. i mean 60000000 more people dealing with drought that will increase hunger and water shortages. so this room is really pushing on increasing efforts to reduce emissions. so that's,
6:05 pm
that's what stalling a final deal at this point. and did a lot at stake there did up a, a sam baker reporting from the comp 27 climate summit in egypt. thank you so much. also joining us now from the climate summit in shemelle shake is mitzy joel tan. she is a climb. and just as activist from the philippines, welcome t d w. so we've been talking about this deal on a compensation fund. how significant would that be for countries in the global south battling climate change? i country is one of the most climate foldable countries in the world climate crisis just a week before comp, we insured at least 1000000 us dollars in damage and infrastructure agriculture. that's just one of the several types of forms that hits my country every single year. the lawson damage finance facility is crucial that ensure that people who are
6:06 pm
impacted by the climate crisis today that young people like me who are already experiencing the worst. in fact, the claims are compensated, have are received reparations from the global north cause the climate crisis. it has to be very few that we need this fund operational immediately to make sure that it reaches the most vulnerable. so you mention your own personal experience or what your country the philippines has been going through. do you feel that at this year's summit, your voice was being heard? at this year's summit, we saw how civil society a struct. yet civil society was able to find a way to create momentum and put pressure on road leaders was like meeting every single year. every single day with the campaign this year, we will only know if they actually listen to us if we get a loss damaged by that. and if you make sure that that finance actually comes and arrives this year to day in the form of grads and not load you and not reality
6:07 pm
until that we are only be heard, but not listen to is clear that there is still a lot to be done, and these are very serious challenges and there's been lots of talk and maybe not enough action. but over these last 2 weeks, has there been anything that you've seen or heard? that gives you hope that maybe in some ways your message is getting across and maybe some concrete steps will be taken to protect our planet. what gives me hope is the peoples movement. seeing people come together from different places of the world, seeing global south countries calling for the state that civil society is calling for, which is a loss beverage finance facility. and the fossil fuel stays out. that is what gives me hope the people knowing that together we can fight and we can change the world for one that prioritize people had planted that not profit. that was missy janelle

tan climate justice activists from the philippines. thank you so much for sharing your insights. with us let's turn our attention to ukraine now, where crowns have greeted the 1st train carrying passengers to the southern city of carson. a week after it was liberated from russian occupation. there is plenty of joy and relief among those returning, but the danger is not over yet. ukrainians still face harsh conditions including widespread power outages as winter approaches. she is as the 1st train inter liberated her son post into the station. after enduring 8 months of russian occupation, these families are finally reunited yet no, i haven't cried for a long time. now. finally,
6:09 pm
little i cry when i see my daughter. ah, you queens are calling this the victory train, but victory and her son has come at a heavy price. russian soldiers left the city in pieces littered with land mines and its power grid in ruins. as ukrainian troops make games on the battlefield. moscow has been targeting the power grid and step nearly half of the network has already been destroyed, leaving millions of ukrainians without heat or electricity. at a time when temperatures are dropping below 0. the head of ukraine's biggest private energy firm has urged people to leave the country to reduce demand or to look it up so close to the sale. of course, i think the city a some me worth and so i may have to make a decision and go abroad because without electricity got out gas useful without

heating a book, me know, conditions to provide me with a child her as read it wrong. the 1st now is usually a sign that the festive season is just around the corner. but for ukrainians it's an ominous reminder of the danger that lies ahead. and for the latest from ukraine, i'm joined now by the w xian. philip charles, who joins us from care of how bad are the how badly rather are the power shortages affecting the country? i mean, is a complete shut down imminent? well, i think it's obvious to everyone here that sir, the shortages have for electron a really, very difficult situation. some government officials have even started to talk about the possibility of a complete. so shut down here in key if and all of this of course hunter,
6:11 pm
worst possible mormon to temperatures are dropping. snow is setting in and many ukrainians heavily rely on electricity for eating their homes. but it also has to be said that we are really talking about oh, absolute worst case scenario here that we are still far away from. and so most ukrainians remain impressively optimistic than the that the worst can be avoided. holy did see at least a small glimpse of hope or some joy as outlined in our report. these ukrainian families reuniting in the city of her son as the train station very opened and yet, and yet a ukraine's largest energy firm is urging people to think about leaving the country to save energy. you talk about the resilience of the ukrainian people, but will they just have to leave their homes to survive this winter?
6:12 pm
well, sometimes hope and fear in this were a really very close and some developments sometimes even seem to contradict each other. i was at the train station myself last night when the 1st train left for her son and there was almost a stiff mood in the air. the deputy defense minister even said that after her son, the crimea could be next to maybe still in december. but at the same time, several energy company officials have indeed sets that it might be good for people to leave the country, especially over the winter period to ease pressure on the damage to power system. and we are also hearing about new intense fighting in the don bus region. so definitely a very critical moment of the war at the moment. and it's just impossible to say
6:13 pm
