president lensky urges the un to condemn what he calls moscow's energy terror to the latest missiles strikes and knockout heating power and water supplies. it is the bald cup they are calling it the miracle of dough hot. japans to one's surprise when over germany sends dan spilling into the streets and even brings calls for a national holiday. ah hello, i'm clare richardson, thanks for joining us. the united nations is launching investigation into iran's crack down on anti government protests. now in their 3rd month, will, activists are still turning out despite security forces using deadly force. the unrest began after the death of a young or men arrested for allegedly not wearing her head scarf properly. now the
6:02 pm
un human rights council estimates iran has detained 14000 people. so far on germany is foreign minister, and alina burbock was among those calling for an investigation, or political correspondent, thomas barrow, told me it is a win for her. can certainly be interpreted in that way and that is how german officials are certainly presenting it this has to do with the fact that germany was one of the countries that had pushed forward for this initiative for this discussion. also in the un human rights council, which and that's important to stress, is the key inter governmental forum within the united nation system, dealing precisely with human rights around the world. germany had intended for this to happen also for this resolution to pass. and what's also relevant is the fact that germany had wanted also this fact finding mission, which is also part of the resolution. it was not clear whether that fact finding
6:03 pm
mission would, would be part of the resolution. in fact, there were countries like china that had tried to present amendments to that claim to block that fact finding mission. but in the end the resolution passed with the fact finding mission. so it can be seen as a good day for german foreign policy in particular, if you're judge by german priorities on this matter. so now with that, that has remained and how could this fact finding mission actually work without having people there on the ground in iran? it is certainly see now as the main challenge, how to implement that fact finding mission. it is seen 1st and foremost as a step towards accountability and away, which that can happen if you're judged by what has been discussed in the un human rights council is by supporting, for instance, the job that is already being done by the un special rapport term on the situation of human rights in iran. but beyond that, it is clear that this is an important challenge. how this will go from the words that we saw today from the resolution that we saw today to actually bringing those
6:04 pm
facts about potential human rights violations in iran. in particular, when you look at, for example, some of the countries that were against that including not surprisingly, iran, the radiant authors already saying that they wouldn't allow such a fact finding mission. so there will be challenges moving forward. but all in all, it is an important step towards finding accountability. and that's the way that german authorities have also presented this move. and looking more closely at germany's role in finding accountability to think germany has more leverage to support demonstrators and iran, especially the women who are out in the streets. well, this is one example of how germany could have a leverage. for example, in these kinds of international fora. and it's also something that, by the way, seen here in german streets, i've been covering several approaches in support of those were protesting in iran. and one of the arguments that had been presented during those protests here in germany. was specifically for this in fact finding mission. so i do see that the
6:05 pm
move by germany in particular by germany is foreign ministry to have this resolution. and this discussion in geneva will be accepted, will be positively accepted by segments of the german population that have been following very closely. what is happening in iraq? thank you so much for that update that is at thomas barrow for us there. or your grand president voters lensky is urging the united nation tobacco resolution condemning what he calls energy terror. russia has launched fresh rocket attacks against the ukrainian power grid. lensky says it is a crime against humanity. and russia. missiles have killed at least 7 people and knocked out power nationwide, and blackouts have also hit neighboring moldova. this latest russian air assaults was brutal, devastating, and wide spread. little remains on this street enriched garad, a town on the outskirts of keys, which took a direct heads,
6:06 pm
though to call this place home, left to pick up the pieces of their shattered lives. so i am looking for pats left behind in the chaos of the shelling here while others try to clear away the debris amongst the ruins of a residential building. there's no electricity and no water and no sign that russia is going to stop any time soon. over some referrals with today was the scariest name. it was very loud and terrifying. you could hear the strikes so many wicked m, so many houses ruined. people have nowhere to live, no went to sleep. it's cold. i can't explain. and what phone you were also human beings around 70 missiles were lodged by russia. this time around reeking more damage on ukraine's already crippled
6:07 pm
energy system. here in the cap at so many have lost power and the cities mer says at least 80 percent of residents have been left without water. and they are not alone. cities right across ukraine are dealing with blackouts and problems with water supplies. in the wake of the attack, ukraine's president dressed the un security council in new york insisting it's time for the will to act owing me, their cd. what russia wants to achieve with such strike should not cause confusion anywhere in the world like him older, an entity, terror, or is comparable to the use of weapons of mass destruction. we must have all rough . when the temperature is below 0, outside, and his hens of millions of people left without electricity, iris is give her heat some water hub. yeah. as a result of russians missile, they're hitting energy facility of sa beth worthy. this is an obvious crime against
6:08 pm
humanity. broadly, blue jealous presidents, zalinski says ukrainian, people are unbreakable and they will get through this war. but just how much more of this? can they really take? our correspondent nick connelly joins me now from ukraine's capital k of nick, how are people managing after these latest attacks when you might just looking here at the scenic, you have get a sense quite how cold it is. and behind me, you should be seeing care of at russia, but obviously because the electricity is out for most buildings here, you might just see a few lights in the fog. it really is quite a kind of startling scene. this is city of millions of people, but you wouldn't know you'd be able to tell looking across the roofs, care of right now. situation has been somewhat stabilized. there isn't the current total collapse that many here feared yesterday evening. the national grid has been reconnected for a while there last night. there were basically several parallel grids across the
6:09 pm
country, not really connected with each other. this country's nuclear power stations had to go into kind of security or switch off to prevent overloading the grid. and there was a real sense that kind of permanent damage could be done to the infrastructure that has seemingly been averted, lots of creative solutions. lots of means out there on social media, images of trams being pulled by tractors instead of the normal tech because it just isn't any power. we don't have any timelines yet from the government as to when normal service is going to resume here in cave. at least there is water again. since a few hours, there is a sense that the heating is gonna come back on for lots people in high rise apartments of there's no other option. they don't have the option to put a generator somewhere. they don't have the option of somehow getting a bonfire ready to heat some food. this is a desperate time for people here, but no real sense here of panic or of the kind of mood turning. i think people were predicting this. they were seeing this are about to happen. i think the big thing is that now in the last few days we've just had the temperatures really dropped the
6:10 pm
1st time and went to hit us. and now people facing up to another 34 months of this year. and make it as just darkness all around you. i mean, after these attacks and have targeted ukraine's vital infrastructure, is the government getting enough support from its western allies? there's definitely been a lot of criticism here in kids that foreign positions like to turn up pankey of promise big sums and then leave the actual transfer the actual detail to people in their bureaucracy and often enough that money doesn't arrive for weeks, months or a tool so there's definitely a big list of premises pledges that haven't been made good on yet. and also they point the fact that so far, the e in total bilaterally and through the you, that those countries have transferred to ukraine only about half as much as the us even though this a conflict on europe's doorstep. so lots of room for growth, at least at the grain composition. there's a hope that these attacks on civil infrastructure on and keep this conflict in people's minds on the, her, in, on the front pages of newspapers. whereas,
6:11 pm
you know, previously the kind of action the front lines may be, was leaving some people behind. and then our calling for western country to send missiles and the kind of weapons that would allow kind of some kind of tit for tat richby. she gets russia to prevent russia busy getting away with this without any cost to its own position, to its own civilian sense, that right now, yet these good tax could carry on till the spring if there is no sense that russia is gonna be punished for them. so a real desire here and hope that long range missiles, some kind of capability will, provides ukraine soon. thank you so much for reporting as our correspondent economy and keith. we can bring you up to speed now with some other stories making news around the world's rushes state. atomic energy company is backing a planned protection zone around ukraine's operation nuclear power plant. the proposal comes from the international atomic energy agency. russia and ukraine have blamed each other for shelling at the facility. the lower house of rushes,
