ukrainian force had warned, of an escalation in house on, as russian troops dug in across the ne pro river d w's ukraine. correspondent nick connelly has more all those loaded latest attacks on harrison i think after the initial period of euphoria here in ukraine about head on returning to ukraine control. may people have seen those images of people out with a ukrainian flags on the streets? of course, on meeting the grain soldiers getting autographs, taking se, i think the route is now hitting home that the russians still are not very far away . they are across the other side of nip or if it's a wide river, but still definitely within range of artillery fire. there is no way in console that is safe from those artillery pieces that are just a handful of glamorous away when we were there just a few days ago we went to was the river to the bridge that the russians blew up when they left had san and within a few minutes, most arriving, obviously they had seen us. there was some artery, far in our direction, may be just to warn us, buffy, there is no sense of safety,

some kind of finality. okay, so on getting back to normal life, the strange thing is that locals there for the most part, didn't seem phased by. they had been living with this for the last 89 months. and as such. yeah, they boobs wasn't a sense. people going to take this chance to get out now that the cities back in ukraine control, it said you had people coming back to cason, choosing to move closer to the russian fire. that may now change. but it definitely is a very dangerous place to live and people there are without power without heat. and now with these constant artillery attacks, result acts living in a very dangerous place. indeed. well, i understand that ukrainian troops are busy in the dull nest region trying to stop russian advances there. what do you know about that nic? well, that's been the new focus now in recent days of see russia has taken a lot of troops out of concerning the south of ukraine, left some along the nepa river. but moved, as we have seen from images from satellites come social media content more in the

way of tech and people to donate to the east misty of bottom, which is where the can a most intense fighting is now really awful. images on social media of phosphorus, bombs being used by the russians or the kind of a weapons. it's not really a deemed part of normal. conventional warfare are playing by the rules as it were. but the thing is that, that is where fighting has been going on. since 2014, that was the dumbass conflict that happened here that was going on for 8 years before this phase. the war began in february. and as such, there are very good ukraine defense in that part of the country. there are trenches there, a minefield. so the progress is very, very slow, and there's a feeling right now that russia desperately need some successes. after all these ukrainian pushed back all the defeats that they have incurred on the battlefield. and so they're throwing basic gun limited manpower and tech at the cranes in buffalo. and for now they're not really making much in the way of headway. but there is an a very intensely lot going on there and feeling henkie of it may be potentially, there might be some small incremental russian gains in next couple weeks given how
12:05 pm
much results they're putting at it. nick, thank you so much. our correspondent nick connelly in chief these latest attacks come as ukraine struggles to restore water and power supplies that russian strikes knocked out earlier this week. satellite image is released by nasa, give some idea of the extent of the damage inflicted on ukraine's infrastructure. this is a night time view of eastern europe in early february, a few weeks before russia invaded, you can see the ukrainian capital kia, they're in the blue circle, and the bright spot up there. well, that's moscow. now, compare this to another image taken yesterday. the 24th of november, as you can see, the night time sky around kiya is barely visible that keith is barely very barely visible. and even though there are no borders on this image, you can clearly make out ukraine silhouette as the country has been plunged into
12:06 pm
darkness. here's more on how keep residents are dealing with a difficult situation. ukraine's energy grid is on the brink of collapse. the capital keith has gone talk authority, say only half the countries energy needs are being met after the latest russian strikes on ukraine's infrastructure life once as temperatures plummet, well below freezing authorities have set up thousands of so called invincibility centers. here people can get warm, charged their phones and find hot beverages. a little double, no my system. it's the 2nd day without power and food. more than 60 children a waiting for food, and we can't prepare anything unless the power gets fixed. to be sure that they rushes campaign against ukraine's power grid is seen by many as retaliation for battlefield losses. moscow acknowledges attacking basic infrastructure,
12:07 pm
saying it's aim is to reduce ukraine's military capabilities and push it to negotiate. cave accuses russia of weapon ising winter and trying to freeze the country into submission. but rather than breaking ukraine spirit, these attacks of fueling resolve and anger across the country. shook us oh, bloody losses. the way they fight and target civil infrastructure. it can cause nothing but furious decisions. zillow usually hooted remote if they expect us to fall on our knees and crawl to them. it won't happen at the napa county let our windows go dark, but we will not be in russia, this hatred as for generations to come earlier as the snow sets in ukraine remains defiant. but for the millions, now living without power and water, this is only the beginning of a long, dark winter. spring in ruins,

over here is from berlin. economics saw his an energy consultant who's been advising ukraine with funding from the german environment. ministry, thanks for being with us. mr. stoba surgeons in ukraine are having to operate on patients using flashlights because the power grid has been knocked out by russian air strikes. how would you describe the energy situation in ukraine right now? well, i'm frankly very concerned the latest attacks on wednesday night were really one of the most devastating for the training energy system. so far as of this morning, the capital key of 2 thirds of it remained without heat and about half the city is still without electricity. and while the training energy energy system has remained remarkably resilient during the war so far, it seems that now it's really being pushed to quite close to a breaking point. so close to a breaking point, you started advising the ukranian government or no energy policy last year where
12:09 pm
the focus on lowering emissions. i understand that was before the war, but surely emissions are no longer a priority or are they well, you're right. well, before the full scale invasion, we were mainly working on, on supporting the ukrainian medium to long term energy system planning. put countries, energy transition. now focus lies mainly on the immediate need for trans energy security and resilience. however, we are also now in the process of supporting the planning for you trans reconstruction, and that includes the written reconstruction of the energy system, of course. and here we do think about how a ukrainian green reconstruction could look like. so this, this shows that you cannot do compensation is still a focus in this work on the reconstruction plans. now presumably you have a good overview of ukraine's energy infrastructure. what temporary solutions would
12:10 pm
you say are available to ensure the ukrainians get through this winter without freezing? well, i think they are too full 1st. and this one surprise you. i think there is a need for additional ad offense because i think the best restoration of the energy system is not actually having it destroyed. and then on the 2nd hand, or we're talking about equipment, there's need for all sorts of equipment that ranges from generators to transformers, mass, which gear cables, insulation and the need to really very urgent. the grid operators out of stock of a lot of the supplies and it needs, it needs this equipment and it needs a quick to, to be able to restore the the electricity system. and the same goes for equipment for the, for the heating system. that when we talk about energy, we talk about logistics and dod economics of it. but the countries a countries energy supply is never just an economic matter. it's always political. would you agree with that statement? yes, i,
12:11 pm
i whole heartedly agree. let me recall the saga around the most and to project in and the years leading up to the school really where former chancellor, myrtle is always called a purely economic project when defending it and even back then eastern europeans have loudly complained that this is not just an economic project, it will make europe more dependent on, on russian energy supply, north on energy, blackmail. and this is exactly what we're seeing now with the, with the natural gas applied to europe with the tax on the energy infrastructure. so i wholeheartedly agree. energy is always not just an economic, but also a political matter. ruben's tuba energy consultant. thank you very much for your perspective. thanks a lot for having me. rushes war of aggression against ukraine has sparked fears and neighboring countries that they too could face a russian invasion in poland. the army is offering military training to civilians,
12:12 pm
both old and young to prepare them for a possible emergency. how to deal with a gunman, wolf, tampa, missus military training for civilians in warsaw. poland became a frontline state after the russian invasion of ukraine. now demand for this sort of training has been booming. arletta is one participant length of chicago, so i decided to come here because of the state of the world at the moment. i think it's with knowing how to act in case of a disaster, which hopefully won't happen to us managers and you know, what got, you know, most people taking part in the free one day polish army course. have no experience with weapons. they want to know how to defend themselves, and their country benoit survival in the field. and firearms training
12:13 pm
with courses are also meant to attract new recruits to poland, volunteer army which is not regina, and i will protect the homeland family and loved ones. that is the duty of a soldier to be able to act in such a situation the whole, but that's my big dream. i love it, but it was i yeah, i gotta is an accountant. my hands keep shaking. she says, she's told she's holding her gun too tightly. she learns basic techniques, but of course it takes more than a one day course to make a civilian into a soldier vegetable agreed with weapons training is important in the event of a war voice couple. when people are drafted into the army, looked latonya as cold as we can shorten the time needed for military training. wagner bo, and was him. his crew chief justice scalia of wisco vega, this sort of training is also being offered in some schools. for example,

here in lodge 8th and 9th grade students can now study shooting systems train here with a 5.6 millimeter sporting rifles in metro selection. they will not be shown. metro is the, the ammunition is not real. poland education ministry says they should be prepared for the threats that poland could face. the teenagers tell us how it feels to shoot . can't i just felt free? my head was empty. that all i would describe ethic to those. good. okay. yeah. because i had to probably have, it seems to me that these courses should only be offered to those who are ready for it because of the mental state of children. because not every one is prepared for this. let me give the interpreter got the valid back in warsaw. the adult participants are learning how to throw hand grenades. the most important thing for many of them is to learn how to use weapons. would leave us with these up with an unusually i had the opportunity to learn the ropes and above all,
12:15 pm
to learn from the military how to handle things the right way. the way the lieutenant explained it. these are priceless things for me as a civilian luck to mom said, john, i just stand around and wait until they kill or write me. i will shoot them. fairs are growing in poland that the russian war in ukraine could spread is like his mother stories making headlines around the world today. china has reported another record high of daily cove. 19 infections with new cases exceeding 32000 authorities have imposed fresh lockdown. enclosures in almost all major cities in line with the countries controversial coded policy. ellen musk has announced that says that so suspended accounts on twitter will be granted when he calls amnesty starting next week. the social media giants, new c e o has already restored suspended accounts like that of donald trump. fears

12:19 pm
but other kinds of wildlife trade are also in focus. like rhinoceros horns or elephant tusks. hippopotamus teeth apprised his ivory for jewelry or knife handles . illegal hunting is already believe to have wiped out hipaa populations in some african countries in response to 10 african nations at the convention in panama, have tabled a proposal for a global trade ban on hippopotamus products. species protection is an urgent task with scientists warning of the danger of a new period of mass extinction. the last time, such an event happened was 66000000 years ago. ahead of the convention, the e you issued a revised action plan, stepping up its fight against wildlife trafficking. but the brought was sharply criticized roots, rejection of a full commercial ban on hipaa products. others, species like laws, frogs, res b and shocks. we're lucky,
12:20 pm
a 60 species of sharks will be shielded by international trade regulations. if the decision is signed on friday night. so fast you shock species have been singled out for protection. the animals are hunted for their thins and meat, and are traded internationally. several species are critically endangered, already threatened with extinction shocks and res plan, indispensable role in marine ecosystems experts say a global pact to protect them would boost the hell, the world's oceans. let's get more from the w reporter beatrice christopher up. it was a start with the example of shark saw in our report. we mentioned that there's an effort to get a global agreement on protecting sharks because they're considered vital to the ecosystem. but if sharks are really so important, so vital to the ecosystem, why are they protected already historically?
12:21 pm
and it's been really hard to regulate the trade on sharks and raise because there was not really a lot of data on their populations. because international fisheries were tracking more like tuna and other migratory species and didn't really have sharks on the reader that much. now this has changed, the data has become better and it's become clear. many of these species are at risk of extension extinction from over fishing. and something needs to be done about it urgently. right? the agreements at this conference in panama. um, of course it sounds important in protecting all of the species, not just the animals, but plants to that are considered vital for the planets biodiversity in our future . will these agreements work? there have been plenty of examples of when they did work really well. so for example, 30 years ago, a band was imposed on the international trade of ivory. and for a long time it was successful. the poaching and africa went down,
12:22 pm
the prices of ivory plummeted, but just because something is legally binding to the countries that are part of this conference doesn't necessarily mean it's always going to get implemented or respected. and so there have also been other cases, for example, the poaching of rhino horn. we see that there are still like very alarming rates of that. so the frustrating answer is that with the decisions made at this conference, of course we just have to wait and see how it plays out. let's take another example, hippos, as we saw in our report, the e u is not supporting a ban on hippo ivory. what are reactions to that in africa or west african nations are very angry and quite frankly incredulous that the you would stand in the way of a proposal that could protect species that are native to these countries the hippo . and because the u block is very, very influential and it's the vision can make or break a proposal. in this case,
12:23 pm
it's likely that they're gonna come, that these countries are in, come out empty handed without an international agreement because of your position. and critics are honestly thing that it might be hypocritical, because they use going against its own action plan to battle wildlife trafficking and against recommendations from its own parliament as well on the politics there. do you get the feeling that the window of opportunity for protect? oh, so i was just one final question. do you get the you get the impression that the window of opportunity for protecting endangered species and assuring the future of the planets biodiversity that the window that opportunity is closing. it definitely is because experts are saying that we are going through the 6th mass extinction, which means that just in the next few decades there are about $1000000.00 plant and animal species at the risk of going extinct. and so yeah, as urgent. beatrice, thank you. so much that was beatrice. christopher,
