much of the rest of the world tries to coexist with the virus. but despite the public backlash, g shows no signs of backing down. to get more on this with william hurst, he's a professor of chinese politics at the university of cambridge, william, welcome to d. w. can you 1st put this outbursts of protests in perspective? how unique are they for china? well it's, it's the sort of coordinated or, or conflagration of things happening at once that we haven't seen in a while. right. it's, i'm not sure if it's coordinated sort of protests, but it's certainly a series of process that bring together several lines of content, just politics that had been quite distinct and even quite desperate over the past 30 years. so it is something we haven't seen in a while. the question to me is her durable. is this sort of fusion of otherwise very distinct frames? are such a looking from the outside?

in the 0 coven policy seems very confusing because it's causing public unrest. it's taking a bite out of the economy and covert cases or anything but 0. and yet the chinese leadership is intent on sticking with it. what is their interest in that? well, i think there are really 3 aspects to it. one is that there is a tremendous amount of legitimacy stage to the idea that the virus can be controlled. and that the c, c, p is the entity to control. and these are the measures they've been using to control it. it's worked relatively well compared to most other places in the world, in terms of keeping cases and deaths down. and they want to stick with that in order to maintain that sense of legitimacy. the 2nd factor is that there are political incentives for maintaining the restrictions and loc don's, the sensitivity of all the events that's been happening this year, and that will happen early next from the winter olympics to the 2 meetings. back in

march, the 20th party congress just concluded as the report you just ran and talked about . and also then the 2 meetings coming up in march. so at least until next march, there's strong political incentives to leave many of the locked on measures in place that have nothing to do with covered. and then the 3rd factor is that if restrictions were to be rolled back, it's quite likely there would be a rise in cases and, and also potentially arise and death. and this would be in many ways contravene a sort of high stakes position that the c c p leadership claimed over the summer, particularly in july when they issued a statement from the policy or a standing committee. and quote, quotes from seeking himself, saying that persistence is victory. there can be no retreat. and that you know, if we're not moving forward or moving backward when it comes to the virus, so to suddenly say we're just going to live with the virus now. would be a very embarrassing retreat, potentially for the party and the leadership. it seems like they put themselves in

a bit of a corner, which begs the question, at what point of these protest threatened she's power? i think they're extremely alarming to anyone inside the chinese state already. i think the fact that they've happened at all is an indication that things are less stable than perhaps some had thought. but the question is, how to react to any reaction is very high stakes and potentially very high cost rates are doing nothing. and hoping that the fizzle may be the strategy of the moment, but, and then they very well may fizzle if these otherwise disparate strands do become disentangled. and we start to see, you know, very distinct mobilization around labor issues. only our urban governance issues only. or, you know, something else if that happens and an approach as will begin to dissipate more or less with their own accord. and i think the state would be very happy if that occurs. if that doesn't happen on thing for different variations of repression is extremely costly and also extremely risky. and
