falling energy prices are helping business sentiment across germany. how sustainable is the mood as winter sets, and also on our show from flying taxi's to delivery drones more businesses are taking to the skies. we'll look at a new software solution for keeping everyone say welcome to the show. even negotiator say they have an agreement for making their carbon markets more effective, including a deal for a controversial carbon tax on imports into the block. the deal reach sunday still needs formal approval. it would require overseas manufacturers to eventually face a tariff on goods based on the amount of carbon in the production. the move is meant to protect you businesses as they spend more to d, carbonite us, china and south africa have all criticize the e u in the past for its carbon taxing plans. are i susanna street or is a market analysts? she joins me now. a for more susanna, good to have you on the show. there's
2:46 pm
a lot going on in this package. but ultimately, what could this mean for overseas businesses who considered the e. u. a, an important market for them? well, they will be faced with their 2 options. really, either try and find new markets if they don't want to pay this extra tax or pay the tax and continue exporting into the european union. and they're said being mindful there said potentially these taxes could increase in the feature, but this is the direction of travel. if you look right across the world, there are around here. 2000 and environmental tax is green taxes which has been imposed across $45.00 jurisdictions. if you look at the way a global green tracker says, certainly as european union isn't an outlaw hair, even though this is a major piece of legislation and of course will increase the costs for those companies who want to in court into the opinion, because they'll have to pay
2:47 pm
a price for the carbon damage as well, even if they don't come on to the emissions trading scheme. this is then we know that the e u has criticized us plans and recent weeks to heavily subsidized green production there. and you are saying that that's unfair to european businesses. it has brussels essentially falling behind on, on creating its own plan to incentivize and not just heavily regulate a green production, but to really incentivize i think a washer brussels is also consent. that is missing its obligations into the world trade organization, w t. o. rules. of course there is now this plan to perhaps offer a rebates for a company is involved in the and trading system. and dare to really offer support to those fledgling companies who are entering into the, the green space with new technologies. but of course, has to be mindful of the rules that it's not that seen as subsidies, for example,
2:48 pm
has to tread carefully for certainly that is on the table. you could say yes, said that many countries, many regions around the world have been slow to incentivize their a green technology in the past. i certainly do think that was thing and signs that they're moving on from that and wanting to put in place a more rigorous at set up. for example, we now have a this that much bigger fund that's being at set up in the e. you helped by revenues from the e t s scheme and the emissions trading scheme that the green fund and that should actually as well as the porting or those consumers who are faced with high bills also should help those industries get off the ground. those companies in those industries who are have the option to develop greeted technology, but just don't have the means to do it is then i found it interesting. how recently the, the head of the swedish, swiss multinational ab be told the financial times,
2:49 pm
his trip to, or his advice of the e would be, don't over administrate things. is that a key difference for business leaders when they look at operating in the e. u versus operating in the e. u and we're, we're talking about this divide between the 2. well, certainly, and what companies do not want to say is extra red tape snarling that operations. and certainly they would like to see a scheme that is efficiently implemented and doesn't add to the has a l, the lots of companies looking through these latest proposals, the trying to say that the best way forward they'll be held by various individual partners in doing sad because and now even a huge industry, his group has developed on helping companies see the way through these changes. all right, well to leave it there. susanna streeter, markets, analysts, thank you so much. we'll,

germany's economy is projected to go into recession next year. but there are growing signs at the moment that the situation might not be as bad as initially feared. for one consumer spending hasn't been as heavily affected by higher energy prices as expected. wholesale prices for gas electricity, for example, have also declined significantly, despite trading at record levels. recently, inflation is expected to drop from just below 9 percent for this year to lower than 6 percent next year. but of course, energy does remain a major economic challenge. last monday alone on one of the coldest days this month, germany used up a whole percent of the country's gas reserves demonstrating to us how vulnerable the country's energy supplies may be. however, a bit of good news from to day one of germany's most important business surveys showed an uptick in business sentiment for december. and for more on that, i'm joined by clemons 1st. he's president of the evil institute munich, which conducted that survey clemons for the 1st time in 6 months. businesses in the

survey, if i'm reading this right, ranked their current situation better than in the previous month. that has to be good news, right. how optimistic should we be? but the good news indeed, and what we see this month is that both expectations and the settlement of the current situation have improved. and that the change compared to the a months. this is good news, most lead driven, i suppose by the a declining likelihood of a gas rationing scenario. despite the cold weather recently and something else we seen the data is using supply bottlenecks. so a month ago, 60 percent of our manufacturing firms told us they have problems with the supply chains. now it's 50, so it's clearly getting bedtime that contributes to the optimism. at the same time, we know that some of the major industrial players across germany are heavy users of

gas and energy. in general, we're thinking of the chemical industry, we're thinking of steel producers. could the situation still be difficult for them and that weigh heavily on the economy? these are big employers, for example, the yes, the energy intensive sectors have major difficulties. they have cut their production and that continues to be a problem. even the gas supply situation, it is unlikely we'll have a rational scenario, but not entirely excluded. a lot will depend on how temperatures are through the winter and how private households and companies adjust. so these industries may still get into difficulties in the medium term, but the question for these industries is will they remain in germany? so there is also a medium tom question here. if they do not stay in germany, there will be loss of jobs and that will hit a german growth post prospects. but that's more a question for the medium tom situation that we're seeing right now. to what extent is that driven by an improvement in the market situation?
2:53 pm
and to what extent, by some reassurance is provided by the government, whether to households or businesses, can we really assess that right now? it's difficult to separate the 2, but the consumer behavior suggests that some confidence has been provided by the fact that the government offers massive subsidies next year for electricity users for gas users. so they will be transfers from the government and that will stabilize net income's consumers are suffering because their real incomes are declining and the government who was against that. and that may explain why the currently consumer demand is relatively right. its 1st president of the ego institute. thank you very much. thank you. over now to some of the other global business stories making headlines. intel will
