i imagine he's teaching for relevance to, ah, legacy starts january 28th on b, w ah, [000:00:00;00] ah, this is dw, is lying from berlin a 2nd day of chaos in the us congress. republicans fail to break a historic deadlock and electing a new house speaker front runner. kevin mccarthy appears to have been defeated and a 5th round of voting. also coming up,
9:01 pm
the european union moves closer to tightening restrictions on travelers coming in from china. most member states, now they were testing to tackle rising cove at 19 infections. and russia deployed new hypersonic cruise missiles as lottery putin's armed forces come under growing pressure over set backs on the battlefield in ukraine. plus breath taking pictures from the far reaches of the cosmos. the web space telescope sends back images originating millions of light, years from earth will hear from a top astronomer ah, i'm nicole for at least our viewers on p b. s. and the united states and all around the world. welcome to the program. the lower house of the u. s. congress remains in deadlock after another failed attempt
9:02 pm
to elect the speaker of the house of representatives. a 5th round of voting appears to have again ended in defeat for republican kevin mccarthy. some 20 ride wing members of his own party continue to block his election even after former president donald trump appealed to them directly to support mccarthy and dw correspondence to me. so must gonna joins me now from washington. and she is of course, following all of this very closely. so me a 5th round of voting and still no speaker. what's the latest? what is next? nicole, i have to say it feels a little bit like groundhog day. as you said, we've seen 5 rounds of voting in the numbers. haven't even really changed that much . in fact, it appears like kevin mccarthy who was running as you said to be the speaker of the house, is even losing support in between these votes. we have seen a members of the house of representatives huddling on the floor, trying to hash something out to make something happen, negotiate among themselves. they could possibly decide to adjourn and start voting
9:03 pm
again at a later point when they feel like there is some movement on things. but kevin mccarthy says he will keep going and holding votes until he gets the support that he needs. but on the other side, there is this group of hard white republicans that is not backing down. it actually appears possibly to be growing. and we're really seeing tensions rising. nicole in the house among republicans there who want to see kevin mccarthy step aside, except his fate. see some one else be nominated. we're hearing some voices of republican speaking to media here, saying we can't keep that doing the same thing over and over again and expect a different result. but right now where things stand is that there is no consensus among republicans on who they want to be. that to, to be the speaker of the house, and that's why we're still in a deadlock. kevin mccarthy vows to hang on for as long as it takes. but realistically, how long can this go on? that is a good question. so this is all pretty new territory in modern times. this hasn't happened in
9:04 pm
a century and lawmakers themselves are also trying to figure out what happens next . but as we understand, they need to select the speaker so they will keep voting until they find what find one actually. and that last time that had happened a century ago, it actually took them 9 rounds of voting. it is looking increasingly unlikely that the person to be the next speaker, the house could be kevin mccarthy. so there are some other candidates whose names are being floated that could maybe a break a deadlock, but because kevin mccarthy is not on board, that doesn't seem to be a likely option right now. as i said, they could adjourn and decide to take a break and that republicans go into their own meetings and try to, to find a compromise there. but right now the way things stand is that we probably will continue to see more rounds of voting until there's a different result. so no, and inside, at this point, in the meantime, what can the house, the newly gathered house actually accomplish? they really can't accomplish very much. i mean, this is supposed to be the very 1st thing that they do when they meet in their new
9:05 pm
session. and usually this is a vote that comes and goes pretty quickly and they get down to business. we're talking about business like basic functions of congress, paying bills and all of that can't happen yet. you know, we just had these mid term elections in november with new congressman and new congresswomen elected. they cannot be sworn in yet. and a lot of people in washington are frustrated. right now, republicans and democrats saying the american people did not vote to see this. they want to see congress take action and is that they are seeing the house of representatives paralyzed. so there is very little action that the house can take at this point. the 1st thing they need to do is to elect a speaker, and we said was gonna, they're keeping an eye on the chaos that is unfolding in the us house of representatives. thank you. so much the european union is edging towards tightening the rules on travelers arriving from china. most member states now favor introducing testing. there's been a surgeon cases in china as beijing abandoned. it's so called 0 covey policy,
9:06 pm
france and italy. we're the 1st in countries to require negative tests from people arriving from china. spain now requires proof of full vaccination or, and negative tests, while germany still has no restrictions at all in place. beyond the e u. britain and the u. s. india, australia, and japan are among those already restricting travelers from the chinese mainland. now, beijing calls the rules discriminatory despite the dramatic rise in coven 19 infections . and global airlines also opposed stricter measures by shanghai hospital pushed to the brink, doctors working around the clock to save patients after the relaxation of the so called 0 cobra policy, led to a spike in corona virus infections. yet even as hospitals strain, many chinese are heading abroad after years of not being allowed to travel stoking fears, that if a new variant were to emerge,
9:07 pm
there would be no containing it. in december half the passengers on 2 flights to italy, we're later found to have covered italy started testing all arrivals from china. as more countries joined in china's foreign ministry pushed back both and what the entry restrictions adopted by some countries targeting china lack science effect basis. and some of these excessive practices are unacceptable. we are firmly opposed to attempt to manipulate the cove at 19 measures for political purposes and will take count images effect. it's unclear just what counter measures are on the table. but the patchwork of requirements has led to confusion as well. which is the family and my, my brother who has not been allowed to travel for 3 years. he is coming from china and didn't know anything about the testing. we had to tell him before he bordered to be careful because they were going to do
9:08 pm
a p c r on arrival. let me say about that. it's been 3 years since the corona virus started. it's trip around the world. and the end of the journey is still not in sight. professor steven vanka is an expert on biology and hand of the belgian institute for health. earlier i asked him about the ease discussions on coordinated entry restrictions on travelers from china. well, it's, it all has to do with a lack of transparency and a lack of trust. i think that's really the issue here. we have difficulty in believing the figures from china. and they're also some distrust that maybe we are not fully aware of what kind of a variety of the fighters are circulating over there. and it's really this, these distrust which is a public sensitivity and also a political sensitivity. and i think this is really what he's playing here and we in belgium,
9:09 pm
we propose that it would be groups not so much to impose restrictions. but specifically, when people returned from china and did the phillips symptoms, we didn't, we didn't one week after returning from china, they always get tested. and we also try to characterize the fighters that they have been infected with as a way of doing an independent control to see what kind of mutations are circulating in china. and whether discourse bulls, which the deep of the china is giving us. so that is important, i think do this independent check or surveillance, but for me really restrictions or even asking vaccination certificates and the pre departure testing requirements. i think they're of relatively limited to tell you that was stephen fan girl, an expert on biology. joining us earlier from brussels to russia, now we're president vladimir putin has announced the deployment of new hypersonic cruise missiles. he says, for god,

9:12 pm
protect russia from potential external threats to receive them. and so when you see who's with that, put in, sent off the new frigate and it's hypersonic cruise missiles for now on a training mission. and d, w corresponding, you're, you're a shadow, joined me, some rigor your, it, there is a lot of criticism of the military in russia itself. who are the critics and what are they saying exactly? well, look, the larger the disaster, the greater the criticism of what happened in new york day is not only as a huge dimension for the russian army, but also for russian society. reported with the victims were manly mobilized soldiers of those are soldiers who obviously didn't go to war voluntarily. ultimately, their loved ones might be very angry now and because there was so many casualties, even the tied to live to minister of defense can't cover up the problem. so russian war reporters, but also back benchers political back ventures are criticizing the military for the
9:13 pm
fact that several 100 soldiers, a war gathered in one place and they became easy prey for a mass attack on top of that. these soldiers, while agile living on our ammunition dump, which may have caused a huge explosion as a minister of defense on the other hand, has fired back blaming the soldiers for using their cellphones when they will not allow to do so. all of these sounds like a finger pointing enter, blame shifting. it is very unusual for the russian military to be publicly criticized that is becoming more frequent though in recent weeks and months. but why is it being allowed now in this fashion? oh, it's important from what direction the criticism is coming from nicole a because even the slightest criticism of the russian military, it's extremely dangerous. and this can be viewed as discrediting the russian armed forces a crime which i can be punished by many years in prison. and there are cases in
9:14 pm
russia where people have their head to go to jail because of their anti war stance . but this faith only seems to threaten those who are questioning the so called special military operation as of the voice called in russia. and who are attacking the general course of the kremlin, either pantry or to bloggers or politicians. i burnt the allowed to criticize how the military is fighting the war without actually attacking, put in general line. and importantly, without personally attacking the russian president, that's the main or the key difference. so without attacking putin and his line specifically, what's the political dimension than in all of this? can this criticism change building strategy in the war, or is he not affected by it? basically i, i don't think that his criticism is really dangerous for vladimir putin at the moment. as i said, there is a little criticism of him personally, nor of he's general course. what could happen is that the,
9:15 pm
some high ranking military officials are exchanged. again, we've seen that happen many times already. it's unclear whether different defense minister shall go, will be dismissed, but he is considered put in the closest friend. and there have been photos on that of the, to spending vacations together in the past. and what put in is definitely not doing is dismissing show good now at the height of his candle. if anything that could happen later, one of the topic is a little less hot. he really is. you're a shadow. thank you so much. he's a look at some more stories making headlines around the world today. president emmanuel michael says france will deliver light tanks to ukraine. the announcement came off for a phone call with ukraine's president vladimir zalinski. some other governments have been reluctant to send similar weapons to avoid risk of escalating the conflict. a reigning authorities have released prominent actor tara, nay. ali da,

9:24 pm
a light weight metal that holds its form even an extreme cold hard to believe, but it took only 48 grams of gold to coat all of its segments. remote controlled actuators are mounted on the back of each segment. the small motors can pivot and turn them in 6 directions. the main mirror collects light and reflect it onto a smaller mirror, it and turn focus as the light to the telescopes, measuring instruments. probing the universe is mysteries with a hitherto unknown sharpness and clarity and recording stunning images. like this shot of a vast stellar nursery called the torrential, a nebula pat with young stars. or this one from the corina nebula, that has been dubbed cosmic cliffs. there are razor sharp images of

9:26 pm
k quality in depth in detail that we can see. and we're already seeing so many new things in different areas of the universe. and so we're really excited about the rest of the mission and very pleased where we are today. astronomy, as a science, you know, we don't, we don't work in a lab and like a chemist or biologist. so really for us to learn about the universe, we just have to look all around us. you know, the universe, in fact is a lot. so what we try to do is observe and record lights in as many different ways as we can at different wavelengths all the way from the radio to the x ray. so what we're seeing with web in the infrared is huge technological stepped forwards for that particular kind of life. and so it's kind of opening up a huge new kind of parameter space in terms of how deep we can see in the universe and the level of detail that we can see in the images. so in that sense,
9:27 pm
it really is a kind of a new window into the universe that's showing us the universe in new and exciting, different ways. and it's giving us new pieces of a puzzle of understanding the physics of everything we see around us. as a reminder of the top story we're falling for you today, the us house of representatives is still trying to elect a speaker and break a historic deadlock in congress. house is moving towards a 6 vote to as republican, right. wingers block, the appointment of their parties. favorite pic, kevin mccarthy. that's all from the news for now. but stick with us. i'll be back after a short break to take you through the day help with
