12:00 pm
ah ah ah ah, this is dw news lived from berlin, the u. s. and germany become the latest countries to announce plans to supply ukraine with armored personnel carriers, german, marta, and us. bradley in front tree of fighting vehicles may soon be heading to the front lines. this is a russian planned christmas cease. fire seems to fall through. also coming up
12:01 pm
a 3rd day of paralysis in the united states, congress republican kevin mccarthy loses an 11th vote in his bid to become speaker of the house of representatives, despite making concessions to fall right lawmakers in his own policy. and we'll look at growing fears and the netherlands, that drug skaggs could be influencing the rule of law. ah, and i'm a new ships mckinnon. thanks for joining us. a unilateral cease fire announced by russian president vladimir putin appears to have fallen through as fighting in ukraine continues. ukraine had already rejected the announcement as a trick when he russians, as well as ukrainian christians, celebrate the orthodox christmas holiday, which begins to day. ukrainian president vladimir zalinski accuses putin of using
12:02 pm
a pause in fighting to stop the advance of ukrainian forces in the dawn baths region and consolidate russian positions. and we can frustrate to keep nouns speak to art ukraine correspondent, roman gunter, and co ram. and can you tell us why exactly is ukraine rejecting the ceasefire? or the major reason is distrust as your crescent president zalinski put it on russia would only use this so called christmas ceasefire to regroup its forces and then attack a gun. and ukraine officials see just the same. they say it's a trap, they say it's propaganda. and last but not least, there is also indignation and wards that it's hypocritical of russia and of the russian of the potter duck patriarch of the russian orthodox church. to suggest that because the russian orthodox church actually is
12:03 pm
a strong supporter of this war. it's blessing the russian soldiers who are fighting in ukraine. that is why a ukrainian society and not just the ukrainian politicians are rejecting. this is fire. and just a few minutes ago we heard era and saw era science here and key of so an air ride is possible, the ceasefire is actually dead. this will be the 1st orthodox christmas since the war started. will it be celebrated in keith and anyway? yes it will be most ukrainians celebrate christmas or on this day? yes. on the 7th of of january and earn it is a very special day this time because the orthodox church of ukraine will be for the 1st time conducting a christmas service. m. e. here in a key of purchase glover just behind my back, or maybe we can a seat and it's a very famous monastery, 11th century, this is where christianity,
12:04 pm
in what later became russia in ukraine began. this is where the famous chronicle of the key of ross of state it was written. so it's a holy place for many christians in russia and ukraine. and it was for decades under control of the ukrainian church, the ukrainian orthodox church affiliated to russia. since the war began, since the russian invasion, this church has distance and self from moscow. but there is a legal dispute who can actually a conduct a service here. and there the, this whole ground is owned by the ukrainian state. and the ukrainian government is supporting its this new church, the orthodox church of ukraine. and it says that the rant contract has expired. so there is no problem for, for the head of this church to conduct the service in ukrainian language, which is also very important. and very symbolical, a symbolic or so but,
12:05 pm
but there are still so still attempts to prevent that. and we do not expect expect pleasures here. but the tensions are of the high around this whole a historical complex and the heritage here. and, and if this happens, if this is a service christmas service actually happens, then it will be one more major step for the young and newly created orthodox church of ukraine. in establishing itself in this country, and especially here in oliver, on this famous monastery ran gunter and turnkey. thanks. he replacing now in another development in the war, germany and the usa, that they are now prepared to send armored vehicles to ukraine. the 2 countries leaders announced that ukraine would receive german made mata and u. s. built bradley fighting vehicles. the decision follows a similar move by france. this is the emx
12:06 pm
t n r c. it's a french light battle tank that's highly mo bile and fitted with a powerful gun. now to ukraine's delight frances donating some of these ahmed combat vehicles. to cave france if awarded europe, france brings a new level of european defense support to ukraine. and i thank president my call for this leadership. we'll get more armored vehicles including french made wheeled tanks, which sends a clear signal to all our other partners. there is no rational reason why western style tanks have not yet been supplied to ukraine. it's important in order to restore security for all ukrainians and peace for all europeans. you will please zalinski has clearly been frustrated by the west's reluctance to give his country the tanks. he says it's so desperately needs. joe biden has now said the us, we'll send bradley fighting vehicles to help key if they've been used by the u.
12:07 pm
s. military to carry troops around the battle fields since the mid 19 eighties. military experts say the bradley would give ukraine more firepower and strengthen its ability entrench warfare. but biden's move falls short of sending in heavy tanks. like the abram, which is what key of really wants. berlin was reluctant to agree to donate models which are armored personnel carriers. but the shult government gave way to increasing pressure to change its mind. the thought that we have discussed supporting ukraine in its right to self defense even with heavy weapons and because thought and believes that that he can hold out longer. and that if at some point you, crean ran out of episodes and international support, he would wind his water duster to all skin zayden he had. isn't he given good him? and asked the devastation and ukraine mounts the pressure on all kids allies will
12:08 pm
only increase and he w political correspondent, huns brunt is going to talk us through germany's decision to send these fighting vehicles to ukraine. hans, tell us why germany didn't send these armored vehicles earlier and why it's now change its mind. well, it's the fact is that since the beginning of this war, these mazda fighting vehicles have been on off because they are basically in storage waiting to be scrapped because they have been scrapped by the german army. so the arms industry offered to supply them very early on in the war, but that was, that was at a time when the german government was very reluctant about supplying weapons, especially heavy weapons. because germany has always been scared that it could get involved, or nato could get involved as a participant in this war. and the escalation of weapons that have been sent to
12:09 pm
ukraine has been managed very, very carefully, especially from the german sides. germany is also reticent about this because of the history of the 2nd world war when german troops were in these areas in ukraine and russia fighting against russian troops. but the situation on the battle ground has now changed, and since the german government has said it would only supply such weapons if other nato allies do so as well. that condition has not been met with the united states and france also supplying such weapons. so now germany is supplying these weapons, but it has to be said, there's also a very simple logistical reason for that. until recently. what has been supplied to ukraine have been soviet era fighting vehicles from, for instance, former communist east germany. but the ammunition for these vehicles was running out and no one in the west manufacturers that ammunition. so if your current has to go on fighting, then it needs new vehicles that can be supplied with proper ammunition from the
12:10 pm
west. okay, and we're going to take a quick look at a recent public opinion opinion poll conducted here in germany. that's regarding military support for ukraine. only 25 percent of those polled has said that they wanted more weapons to be sent to ukraine, while 2 thirds said enough german weapons have been sent or that too many have already been sent. so, hans, does this suggest that people may be guessing wary of supporting this war? actually the, i think lunches interpret those, those figures exactly the other way around. there are only 25 percent of people who do not support further weapons deliveries, but they are more than 2 thirds who think weapons deliveries are correct and 25 percent to what even support more weapons being supplied. and in fact, this poll is being taken every month, and this question has been asked every month. and if you watch the development over
12:11 pm
the past few months, support for weapons deliveries in germany has in fact increased. it's one of the major concerns of german society. the war in ukraine and so support for government on this matter is very strong. and just briefly, germany has been criticized for not keeping its promises of quickly delivering weapons to ukraine in the past. is it going to be different this time? well it will take quite a long time for these actually to be present on the battlefield party because they have to be refurbished. but partly because there's also a lot of training that has to be done before ukrainian military soldiers will be able to use them. so yes, they are promised, but i think it will take several months before they are actually in battle. he w. brown. thank you so much for that. is to the u. s. now where a power struggle within the republican pause he is preventing the election of
12:12 pm
a speaker of the house of representatives. now the battle for the most powerful role in the u. s. congress is entering it the 4th day after republican front runner, kevin, because the last 11 successive vote because of all positions from a small group of hard. right republicans, the 435 that the body cannot start its business until succeeds. jeffery, ours foreman is a professor of political science at bard college, berlin. that's a private german american university. thanks for joining us, boris. can i ask you, kevin mccarthy has now lost 11 votes. isn't it time to give up? and how can this stand of possibly be resolved? i mean, yeah, you would think, 11 times sounds like a lot of ballots, especially since nothing much has been moving in terms of numbers. kevin, mark mccarthy, certainly clinging onto his well to the decision to become the of the house leader
12:13 pm
. i think one of the reasons why this is going on is also that there are no real alternative. i mean, the, what the person that has been discussed, he's can lease, for example, from louisiana represented from louisiana with representative more of the mainstream. the republican has been dispute with the hard liners. on the other hand, jordan, which has been suggested by the right is a problematic figure for some of the more moderates republic. i'm so it's difficult to see a way out really a concessions have been one way to go. but kevin mccarthy has really already played most of his cards, so it's difficult to tell. there is a lot of pressure and since some of the wages won't be able to be paid next week, they will have to come to a decision. somebody. so can you explain to us why this handful of hard, right, republicans are so determined to keep kevin mccarthy someone from their own policy
12:14 pm
out of this position. i think one of the things is that this is symbolic. this is a states for them to display the power they have, even though they're only a tiny minority within the republican party. the power they have to determine the agenda. also stage for them to argue that they're defending the values of the people. this is the case of making over and over again. and of course this is about hard fact and power. they're trying to to get concessions from kevin mccarthy and they've been very successful at doing. that's ok. can you explain to us also what's happening? i mean, it seems to me that this small group of republicans is holding, holding the whole system to, to ramson. but why is this happening? sorry, why is this important outside of america for people in other countries? i think right now it's not extremely important. it will, it is, but it is
12:15 pm
a symptom of something deeper. lying, which is an instability of the political system. i think this is the ghost of january 6, which is coming to haunt the g o. p. but also the u. s. political system. and the us has been the dominant power globally, and it has in short and guaranteed stability after $945.00. and this seems to be something that the question, this is why we should all be thinking about these questions. are as formal from bod, college berlin. thank you so much for your explanations. figured ok, let's take a look at some of the other stories making headlines. the trial of a jailed bell russian noble laureate alice b ali abaski has begun the at sky and 2 other activists were accused of financing anti government protests after the 2020 election there. if convicted, they could be jailed up for up to 12 years. president, alexander lucas shanker, one the 2020 election and has been accused of
12:16 pm
a brutal crack down on his opponents. a powerful storm has unleashed heavy rains, snow, and high winds across california for a 2nd day forecast as have warned of more flooding and mud slides. a massive storm is known as a bomb cyclone and has killed at least 2 people, including a young child. thousands of homes are now without power. in a new study is warding that 2 thirds of the world's glaciers will disappear by the end of the century. at the current rate of global warming, science has say, even if future warming can be limited to just a few more tenths of a degree, almost half of the globe's glaciers will melt. now a string of mafia style murders and netherlands has led to questions about where the drug gangs are threatening the rule of law in the country. a high profile killings include that of investigative journalist, peter de freece. d. w correspondent jack parrot has been exploring how attempts to
12:17 pm
shed light on criminal forces behind the countries. liberal trade in drugs are coming under pressure from mafia intimidation. his, his report from the hague. a dutch coffee shop, where it's permitted to buy small amounts of marijuana. you can even pay with your banker, but businesses like this $1.00 could spend up to $3000000.00 euros buying stock without receipts is technically illegal for them to purchase so much, but it's never prosecuted. that legal gray area here is coming under increasing scrutiny. following the 2021 murder of dutch investigative journalist, peter r. devries. he was part of a team supporting a witness in a case against a drug kingpin in 1st place for his eyes family. but also the client, it was a huge blow. yeah. and, and we, we had to look for new balance and, and to, to i am to hold on to each other to be able to continue. these lawyers have spent
12:18 pm
more than 2 years under round the clock protection for defending a key witness in a trial against riddle on target. he's accused of ordering a string of murders, including the former lawyer and the brother of the main witness against him. lawyer peter shout and says the trial against 2 other men, accused of the related murder of devries has descended into a mess. it's now headed to re trial after a judge left the proceedings and the deluge of new evidence was submitted. but i say is, we should just legally men up against situations like this, learn from what is going on here and make changes in the law so that even lesh becomes a problem. the fear is that matthew or intimidation might be winning. journalists like saskia bowman remain committed though. my colleagues are really adamant in writing about organized crime and am revealing what,
12:19 pm
what's happening air in the country and how dangerous it is and how important it is to fight organized crime. and but they're all more carefully you can say that we're all more aware of the dangerous and we are more yeah. more careful. the local, fresh, older, with the port of rotterdam thought to be the main entry point for cocaine into europe. the netherlands is under pressure from other e u countries. the multitude of court cases around these criminal gangs rumbles on, but there's also a national discussion about what's being done politically. and many of those questions are being directed here to the ministry of justice, asking exactly what is changing to prevent these kinds of crimes. in the future, the dutch government sent d w. a statement saying it's taking unprecedented action and is investing an additional $700000000.00 euros in the coming years to fight organized crime. i personally think this country is not a riddle with gang violence or anything like that. it's not like
12:20 pm
a italian mafia or something, but it is starting to get a big problem. every one turns to the netherlands as the prime example of legalization of drugs and how we should, you know, push forward to, for example, legalize marijuana and other kind of drugs. and, and i don't know, it's really opens your eyes of the whole reality behind it and how the netherlands has become an artist. the mafia gang has also been threatening people in belgium and germany routing out their influence is significant, not just for the netherlands, but for the whole of europe. molly qual as a journalist for the court house news service in the hague, and i asked her about the current drugs policy in the netherlands. yeah, this discussion, as jack mentioned about what the judge color front door back door policy, which means it's legal to sell cannabis marijuana from the front door of the coffee shop for the elite of, for the growers to be selling it to the shop to themselves has been discussed
12:21 pm
since this process was put into place decades ago, but has really come under fire in the last 10 or 15 years, particularly by mayor's mayor's in another one. have a lot of power mostly around like security and protection. and they have been calling for changes to be made to this because they say that this policy leads to a lot of other problems, including the issues that we were discussing with the debrief trial, but also a whole host of other issues, nations and bombings and the like could one say that the dutch authorities have been too naive about the level of organized crime in the country? yeah, i think that is one criticism that sort of lobbied at the government and some discussions about whether or not permitting the legalization of drugs here at all has, has created these problems. on the other hand, you know, the rotterdam is largest port in europe. belgian also has these issues because
12:22 pm
entrepreneurs, the 2nd largest sport in europe, i mean there's no cocaine grown in this country. and these drugs are being imported from other places and sort of any country i think with, with a c border and a large port is going to kind of run into a substantial number of these issues. though i think it's pretty widely accepted that the way the status of, of legalization cannabis here has sort of contributed and my kind of worse and the problems that would exist, or any benevolence is often perceived from the outside as a country with very liberal even lacks drug policies is this perception part of the problem to a degree. i think so. i mean it's a bit of a misperception these days because the ducks lag behind some other countries. portugal, for example, has now much more liberal drug legalization policy than another one does. but another one's just kind of 1st and sort of has this reputation of having a very lax sort of system. and you know, a lot of the,
12:23 pm
the big cities find the sort of forests that got attracted to this kinds of stuff. great, frustrating. i mean amsterdam in particular as long complains that it spends a lot of money on dealing with kind of tour us to basically just to sit on the coffee shop that one problems. so i mean, i do think that like, yeah, this is been an ongoing issue and you do see it in other places in society. all right, we'll have to leave it the journalist molly call in the hey, thanks so much for speaking to us. thank you to 11 on now where members of the l g . p t q plus community are coming under pressure from the interior ministry which wants to ban drag shows. one of the country's most famous drag queens is now speaking out to make sure that the show goes on. just a few finishing touches to prepare for a big party because of prejudice and police harassment. he's keeping his identity a secret. in a few moments, he'll emerge as a migration,
