9:02 pm
front line bulkhead talks with her ukrainian counterpart and toward several critical infrastructure sites, including a power station and a children's hospital. ukraine's infrastructure has been under increasing attack from russia. b, a bulk paid tribute to what she called the incredible stamina and courage of the ukrainians. and our correspondent max sunday, accompanied on adena bab book and heart keith, he told us more about the purpose of the german foreign ministers visit. so the german foreign minister on ela, babcock followed the invitation of her ukrainian counterpart. the me to call the by to show a different part of this country, not just a capital keith, which many had the state and top level politicians have visited since the beginning of russia's full scale invasion of the country. but to hockey, a city that has been partially destroy, it has been laid siege to a city that has suffered a lot. the idea of her trip was to shine a light in particular on the situation regarding the critical infrastructure at
9:03 pm
night. streets here are pitch black, many apartments are without heating, and many, many houses here are destroyed. and the german foreign minister came with a pledge to at least provide some sort of aid to the region, some sort of emergency aid, which includes transformers and at generators to deal with the consequences of default as well as 20000000 euros in funding for demining. the point here being reconstruction cannot wait until the end of the war. it has to begin now. now, another controversial topic that was discussed during this trip was the delivery or potential delivery of german lepper, 2 tanks to ukraine. this is a topic that also is being discussed in berlin and the government coalition. up until this point could not make a decision to enable other countries to sent these german tanks or sent these
9:04 pm
german tanks themselves. now standing here at this train station, the german foreign minister stated that she is in favor of anything that helps the fights of ukraine. it helps liberating territory including heavy weapons. so she promised to put pressure on to continue to do so. and continue talks in berlin to make that happen. are you creating counterpart was a bit more optimistic if you can use that word in that sense. he said that ukrainians do not want these tanks to drive up and down on them on the street, but rather they need them bare necessities to liberate territory that is occupied by the russians to eventually win this war. he also said that he believes the german government knows this, and it's just a matter of time for them to come around. and eventually, cindy's tax was dw, correspond in mac sunday in har keith. now,
9:05 pm
russia's invasion of ukraine has also made victims of the youngest people, ukraine's as 12000 of its children have been abducted from occupied territories and taken to russia. he'll be in a minute shots on one family for whom the separation has finally ended. reunited at love oksana and her daughter, uva. it's nearly a year since day last tugged. oksana is a combat medic for the ukrainians. but her brother is a separatist. while she was on the front line, he took his family and oxen as daughter to russia to understand how this was possible. we travel near pull taverns, sentra ukraine. oksana moved here after her house in the east was destroyed by russia. miss eyes. she prefer to not bring her daughter twain to view. oksana is still recovering from head injuries sustained in backwards on the front line. last
9:06 pm
september, a widow oksana had left here barbie's, her parents somewhere she thought was safe over the mariners had elusive, made the home when i was injured in all my possessions id phone, you were burnt. i couldn't contact my family immediately and i so when i finally found an opportunity to call my mother, i found out that my own brother had taken my child to the territory of the russian federation. at nebraska, we visited a 3rd erm. it took 4 months to get her back. he asked as vision, i immediately filed a complaint with the police and said, i knew that if i didn't sold this at the official level, i would never see my daughter again and never heard. and i am a military person, so there was no way i would have been able to go to russia and my brother didn't want to return. my daughter getting out. this is where ukraine's parliament commissioner for human rights investigates abductions and deportations, or just the law. this is part of the entire war crime system and genocide of the
9:07 pm
ukrainian nation, which the russian federation is carrying out more ukrainian children are forcibly deported. russians are trying to resettle them throughout the territory of the russian federation as quickly as possible. you can often take months for families to even find out where the children are. volunteers from the n g you save ukraine will assist them in the complicated process to get them back. a piece latoya called mom was very low, was started to organize the trips to russia of, to been contacted by mothers reporting the abduction of their children. we organized the necessary documents and covered all expenses related to passports and translations. and then we arranged the travel itself having to go through european countries than bella, ruth, russia, and napa, and then return with the children. this time. it took families, oregon, one of them call of jetta, thumbs didn't we could, while he ever was in russia. oksana thought for the chance to talk with her that
9:08 pm
danielson ballier. eventually he gave me my daughter's new phone number and began to allow her to be in touch and to give her some internet. so i could talk to her some times. i've chef on that and i knew of she went to school there. she was treated well, but she constantly said, mom, i want to come home and have water. don't sure my, my question is that them we the 3 little oxen are no longer talks to her brother. she hopes to go back to the front line or but for now she and ever are making up for lost time. miss. so miss wood can mr. rodriguez and we are together all day long, especially now that it's the holiday times. we communicate a lot a lot from where we are now joined by laura mill. she's crisis response researcher from amnesty international and joins us from new york city tonight. thank you so much for being with us. mc international says that the unlawful transfer of people, including children, amounts to war crimes and likely to crime against humanity. can you tell us more
9:09 pm
about how these transfers and deportations happen? sure, i mean, particularly with regards to children and specifically separated unaccompanied or orphan children. so children that are traveling or were fleeing on their own. there seems to have been an orchestrated policy by the russian government and russian forces on the ground to not let them flee towards ukrainian government held territories and instead to push them back into russia, occupied areas or to russia. so just as one example we spoke to, you know, a 15 and 16 year old boy who were fleeing multiple, they were stopped at a russian check point. and instead of being allowed to flee onto ukrainian government held areas, they were turned back around and pushed to done yet. and you know, as we say the report, this is a great violation of international law. what happens to the children who end up in russia or russian control territory?
9:10 pm
so as you're obviously aware, interviewing people inside russia itself is, is very difficult. it's very risky if not impossible. so most of the people that we interviewed were able to leave. however, just sort of looking at the policies and the laws that are being passed inside russia. right now, it's very clear that there's a concerted effort to absorb these children into russian society. so they've simplified the process whereby these children can apply or have citizenship, russian citizenship imposed upon them. that means that it'll then be easier to adopt them into russian families. so we're really seeing a lot of policies and laws that would make these children affectively russian and deny them their ukranian national identity. but this issue hasn't just started with the most recent aggression has it. this has been going on since 2014. and can you tell us more about how it started? yeah, absolutely. so, you know,
9:11 pm
in russia's 1st war that began in 2014 and 15 against, you know, in eastern ukraine. we also saw, you know, similar cases where children were sort of stopped checkpoints and turned around and then sent to russia. the ukrainian government at that time filed a case with the european court of human rights. and those children, i believe before that cases, even resolved, were actually sent back to ukraine. unfortunately, we have not seen the same this time. it seems that the number of children that are being returned is very low and there's no sort of concerted effort or mechanism to return these children to ukraine. is there any, any number you have? do we know how many children are affected and, and how many families actually manage to be re united? like the ones we've seen in the report? it's really not clear. i mean, the ukrainian government has been, you know, as you guys noted, documenting the number of children it believes to be missing or have been taken to
9:12 pm
russia. the problem is the lack of transparency and openness on the russian side. they're not sort of saying how many children they have, where they're located, how old they are. and that's really problematic, because without you know, that information is really hard or any information about their identities. we can't trace these children, you know, maybe someone was living with a parent and multiple and that parents died, but that doesn't mean they're total or shannon. they might have a grandmother early on in ukraine that's willing to take them in. but that person can't find that child because they sort of lost the system. so really, a lot of the problem is, is total lack of information that we have. laura mills, crisis response researcher from amnesty international. thank you so much. thank you . have a look now at some other stories making headlines around the world today. 24 humanitarian workers are on trial in greece for helping migrants. crossing the mediterranean, the activists face charges of espionage and forgery. and amnesty international says
9:13 pm
they could be sentenced to 25 years in prison if convicted, the accused rescue workers say they were trying to save the lives of migrants in distress. the world health organization has recommended math wearing on long flights to find the spread of the latest. i'm across sub barion, b, b, 15. since the new year, it has caused more than $1.00 and $4.00 cases of covert in the united states. w h o says it's the most transmissible sub barrier detected so far. you scientists have confirmed that europe had its 2nd warm year on record. in 2022 temperature records were smashed in several countries on the continent and extreme heat waves caused tens of thousands of acts as death. the climate service added that worldwide. the past 8 years have been the 8 warmest on record leaders of the us, canada, and mexico have been holding the 2nd day of talks and mexico city. the 3 countries together make up a 3rd of the global economy,
9:14 pm
so their co operation is closely watched around the world known as the 3 amigos summit. the event is attended by years presidential biden, canadian prime minister, just in trudeau and mexican president. and that is manuel lopez over i thought they're expected to make a final statements. and about an hour's time. in earlier i spoke to the w washing imperative in is paul who was falling at the summit in mexico city? yes, nicole, he just got to read out from the white house. so they probably all basically are tackling all the issues which met or to the bite and presidency. they will talk about climate change. they will talk about migration, they will talk about the economy. you just mentioned these 3 countries are really powerful, and therefore this summit is not only watched in the northern hemisphere of the americas but all around the world. but the main topic probably will be for that reason a, the economy. and we will hear as something how a u. s. probably will help mexico in producing, for example,
9:15 pm
electric car to fight the climate crisis. we also will hear that they try to fight the roots, the root causes of migration. this obviously is a huge, huge issue for all the people living for the possible voters living in the 3 countries. and it is important to know that all 3 leaders are facing reelections as soon if president biden will run the good. let's talk migration, is this meeting going to provide a way forward for the thousands of migrants stuck in limbo at the u. s. southern border actually know a people being stuck there. we're hoping that that the outcome would make their situation better buds. president biden has already made it crystal clear that she borns people to come to the board, or what he put out is this new agreement that he real allowed around $30000.00
9:16 pm
microns per month into the country, into the u. s. but they have to apply through a app that means that they have to have access to a mobile phone, and they have to be able to fly into the country. they have to have sponsored sponsors in the united states. so that actually will limit the x as in make the situation for those who are already stuck at the border. probably even worse, and it won't stop the people who are already making the track up north. now, with all the rest, they're taken at lots of attention on us mexican relations, but it wouldn't be the 3 amigos without canada. what has been true? don't roll at the summit. right. biden. and trudeau met early this morning and buy it and said, you know, when we work together, we can achieve great things. he said, a 2 doors, a person i always can count on. and these 2 leaders talked also about migration, obviously in the economy, but also about the shared well use. they talked about ukraine and that they want to
9:17 pm
support ukrainians in the fight against the russian invasion. so with these 2 north northern members of the, of the 3 countries therefore kind of talking about broader issues, not only the economy and migration in a full in mexico city. thank you so much. heavy rains of cost rock slides and flooding in many areas of the united states and the western coastal state of california. at least 14 people have been killed so far across the state and more than 200000 homes and businesses left without power. residents in the town of monte zito home to many celebrities including prince harry and megan markelle, have been ordered to leave. devastations caused by flooding. as far as the i can see streets out in and did, did homes and cause damage at the flood water. california is fighting
9:18 pm
a series of relentless and bava foot storms to say to wrench rains. and high winds have forced authorities to issue warnings for large parts of the state. infant a barbara county, alt and cousin residents of the star studded towns of monte c. 2 more asked to leave us the price of living as a commutable place with one of the front they did by doing a lot of people in fender truth, this rock flight and flat water force, the closure of a highway scientist, 3 these powerful storms at climate change induced disasters. dealing with this new reality requires climate adaptation and climate resilient infrastructure parts getting a lot hotter. dry is getting a lot of dryer, but the wet, skinny la, la,
9:19 pm
wetter as well. and as a consequence of this, not only in terms of our deeper understanding or consciousness as it relates to our live realities. but also in terms of policy making, we are moving dramatically and different directions then of thousands of people remain without power and forecast of expect more rain. on top of the heavy down bows and meteorologist matthew capuchin joins me now from sacramento in california. matthew, good to see you again. this is taking place 5 years to the day after deadly mudslides killed 23 in monte seeto. how typical is what's happening for this part of california and this time of the year. most definitely we talk about the winter time weather patterns in california. it's either feast or famine. some winter's you see next to no precipitation whatsoever. other times you get patterns of atmospheric rivers. so what's an atmospheric grammar? basically this filaments of moisture from the deep tropical pacific that just comes
9:20 pm
into the coast like a fire hose in the lowlands. the central valley, the co sign, you see prolific rainfall rates in the mountains you see tons of snow off of the sierra nevada recently. so one to 2 meters of snow in just the past 48 hour. but the big issue, the flooding someplace is seen $2.00 to $4.00 inches up to about 10, almost 12 centimeters and below cows up to 30 centimeters in the higher to rate of the santa cruz mountains. so rudder rock slides, mudslides issues of flooding as well. and 14 people bid so far from this one. and california seems to be very susceptible to extreme weather events. every year we talk about wildfire season. now these relentless storms, we just heard it in the report. the governor of california thing and the dry, he's getting dryer and the went keeps getting wetter. how close is all this linked to climate change? that's a really good coin does not want to talk climate change and tell folks the boat route and flooding can be tied to it. people say, how can opposites be related to the same thing? and it comes down to warmer errors ability to hold more moisture when the temperature gets warm by one degree celsius. the atmosphere can hold 70 percent
9:21 pm
more moisture when moisture is available in the winter time. that means more rain all because you have more water in the air. more comes down in the summer time when there's not as much moisture the airs dryer the air, it's warmer, so it sets more moisture out of the ground and reinforces drought. so 2 sides of the same coin. now in terms of atmospheric rivers, we do sometimes get just coincidence, this is a coincidence, or we're seeing a lot more of these a weather patterns that favor more rainfall. however, climate change kind of pushing that into record territory. so it's partially weather, but also part of climate supercharger. and it looks like this is not the end of it . what will people have to race for in the coming hours? ne, most definitely. so you see sunshine behind you. right now we're getting a bit of a break in between 2 different weather systems, which is it, a rinse repeat cycle for them. but overall it's been a very busy stretch of like 8 of these really bad weather systems since christmas time deal. what we call a zonal pattern west, the east flow steering these weather systems right in the west coast. i think them
9:22 pm
last for another 10 days expect 3 or 4 more big storms. then finally, some relief for the beleaguer, ears of california have been hit hard. matthew could put you always a pleasure. thank you so much for breaking this all down for us. thank you. but it's not all bad news for prince harry to day his memoir, a spare has finally gone on sale. after a flurry of interviews and a series of leagues added to the hive, readers thirsting for british royal gossip voice at no time in getting their copy. it's already the u. k. fastest selling nonfiction book ever. this shop in london's victoria station opened at midnight to be the 1st to start selling, one of the most hotly anticipated books of the year. no, ma'am, after weeks of media hype, people here with keen to finally get their hands on a copy of prince harry's memoir, and make up their own minds about his story. i expect to be able to read about it more about the truth of what goes on behind the palace walls. i feel like counting
