states that you really get in on, on the kind of clean energy revolution, electric mobility, things like that. and this caused a lot of concern with in europe because a lot of these tax breaks are really aimed at trying to encourage the production of electric cars in the united states for instance. so a volkswagen, a, b, m, w, mercedes, or any other european manufacturer at the moment cannot get tax breaks for selling it cars in the united states according to this legislation. so for the like did say that the, the, you and the united states having talks about this, she wants to improve that actually she wants to get over that. but, but for now introducing sort of this answer to that legislation. so the really getting into this, these moves really try to stimulate and support clean tech development within the, within europe. now there is a, there will be some alarm bells going off in diverse with people watching this. because this has the potential to kind of spiral into
12:01 pm
a sort of different trading blocks with different incentives and sort of to reduce what we were talking about this, this era of global free trade that we've been living through with. instead, the united states putting it come country companies, europe, supporting ex companies. so it could be very interesting to see how those negotiations between the you in the us go, go along. what exactly this net industry net 0 industry act looks like, how the different member states with just a european commission proposal, and i have the different member states respond to this. so we talk a lot about, you know, trade tensions between china and the west. you know, for instance, we could be entering and here are really more trade tensions between europe and the united states unless they really work out sort of modus operandi. it was quite interesting, wasn't it? because she made a point of saying, you know, the u. s. and the loan of pushing a trillion euros towards climate meant neutrality. and the very next sentence was that europeans must get better and not sure our own clean tech industry. so very
12:02 pm
much a focus on the exactly a met, a message there that, that, that money needs not to be at cross purposes. but the, these developments need to encourage competition between the e u and the u. s. and companies to kind of unlock that potential of the free market, which we've seen, has had, you know, such a explosive growth in the world economy in recent decades. emily, if i can come back to you, i'm going to come back to the war in ukraine. obviously, a major focus of the forums agenda this year. can you tell us what this event mice achieved in terms of support for ukraine and it's, it's fight against the russian invasion? well, it's hard to know. i mean, i think ukraine is definitely one of the focus or one of the focal points of this are form as we were saying. and there's a big ukrainian delegation here. once again, just like last year, they have
12:03 pm
a big ukraine house. and really at the opening of that ukraine house yesterday, they were focusing on the importance of financial support for ukraine of attracting investors, of making a point as well of saying that ukraine is a good investment despite the ongoing fighting there. so i think that's the focus for the ukranian delegation, but there was also some sense that they were maybe that worried that ukraine is slowly slipping to the sidelines in some ways. because of course, you know, it is important going forward with the war going on. but it is at this forum also kind of an issue that is linked to various other economic issues that are really taking over the agenda across the world, including, you know, the, the threat of the world going into recession or inflation rising from, you know, the cost of living crisis, the food crisis as well. all of those are linked not only to the pandemic, but also to the war in ukraine. so i think are there will be deals that are
12:04 pm
connected to ukraine, but they will kind of the focus seems to be a bit more on steering the world out of this, our current crisis and away emily, thanks richard. and i just did want to ask you, there are some leaders who have not made it to dabbles this year. you as president joe biden decided not to come, the chinese leader, she jim ping russian president vladimir putin was effect. will this have on the discussions in dallas given that these subjects are just huge global issues, which obviously need the import of leaders around the world for? yeah, i mean, i'm sure the, the organizes would have liked, or at least she, jim pink and joe biden, to, to be there. i mean, obviously, with the war going on a vladimir putin, it is really a different matter. but i think we also have to remember that actually a u. s. president showing up the devil's is the exception rather than the rule. donald trump was there twice during his 4 years as president,
12:05 pm
that certainly left an impression, but, but other presidents in recent decades, many of them simply haven't gone at all. so it shouldn't necessarily be so surprising that joe biden is not there. and for instance, the structural treasury secretary is that john kerry, his, his climate envoy is there on the chinese cycle. so she's in pain has sometimes, i mean, he made a virtual address last year. and he made a pretty significant impression present address in the back in 2017. but his attendance also hasn't been the rule. but i think what's quite interesting is that we just seen also on july we'll see all our sholtes also the german chancellor. but not every european leader has shown up so richly soon, that the new british prime minister this would have been a perfect opportunity would think for him to take to the well stage. he's a no show in manuel my call as well. really a very familiar to ground on the world stage, the french president, you know,
12:06 pm
one of the figure heads of your also know show. so i wonder if that, you know, that might be a little bit of a sign of something going on. i think we'll have to see if this becomes a trend in the coming years. but the fact is that given the situation in the, in the economy given growing concerns by inequality. dabble is not necessarily a big vote when you know for democratic politician to be seen on the stage there in davos. it's not necessarily the best look at the moment. i think that's, you know, it's can be interesting to see in the coming years if divorce has had it a day already did the chief international editor richard walker. thank you so much . and emily show and reporting from daniel, thank you. and we are coming back to germany now where chancellor will are short. it's has announced that he's chosen a new defense minister, forrest pistol years has served for the last decade. as the interior minister for
12:07 pm
the western german state of lower saxony, i showed said that historic assertiveness and experience makes him the right choice to lead the german army. he is replacing christine lumber, who resigned on monday, following a series of controversies. and joining me now for the latest on the story as d w as chief political correspondent, nina has a nina, can you tell us about germany's new defense minister? what, what is he going to be bringing to the job? all are. so the chancellor in this statement that you close a day and calls him the ideal person to lead this ministry in these times of site and vendor. so, so it's called the stories, an outstanding german politician who's extremely experienced. he knows how to run a big machine like a big ministry. he knows a security policy is competent and has authority to push through important decisions. now those are all of choices, words, but you do have to know that bullet. pistol is indeed has been the interior minister of louis saxony, one of germany,
12:08 pm
16 states for 10 years. that means he does have a lot of experience in running a big ministry. and, and that is vital at a point in time where the bonus there and the defense ministry, they're facing lots of challenges and they do need reform. so they do need somebody with leadership skills. pissaro's is a social democrat from will of shows his own party and within the sbc he's known as representing the more conservative wing, as some call him a law and order person a. he's apparently quite popular with his own police that he's the boss off there. and he is well connected with india's pity. he is often described to somebody who takes a tough stance towards criminals, for example. but he ultimately he does have those leadership skills and perhaps most importantly, and that is really not something that you can take for granted within the s p d. he served in the military. and one thing you do have to mention when you talk about this new defense minister visorio says appointment means that this is the end
12:09 pm
of gender parity in the government coalition. now, germany will have 9 male and 7 female ministers. you can are talking about defense minister means we need to talk about ukraine. what does this new appointment mean for the war in ukraine? specifically, germany's support of that war. it was vital to have somebody a leading the ministry who can jump into cold water and swim immediately and are brought to store is really, is not going to get any phase why he couldn't warm himself up. there are important high level meetings this week regarding ukraine on thursday. the us defense secretary lloyd austin is in berlin. he will want to talk all things ukraine with his new counterpart who will be sworn in on thursday officially by the way. and on friday, a group of international defense ministers, they will also be discussing ukraine at ramstein military base here in germany. this is where they're going to coordinate, which weapons are going to be sent by whom, where, when and how and there is
12:10 pm
a lot of pressure on germany to deliver those combat tanks to ukraine. but there again, it will have shorts. the chancellors made it very clear, no matter who leads the defense ministry. those decisions will germany deliver combat tanks. this decision lies with him. he w. a chief political correspondent, nina has a thank you. now in ukraine, the death toll from a russian missile strike on an apartment building in the neat pro has risen to 41. that's after rescue work is pulled. the body of a child from the rubble will, than 2 dozen other residents are still missing. ukraine's president is calling for faster deliveries of heavy weapons from the west. in the wake of this attack, which he is describing as a war crime, another body recovered from the rubble. rescue as say they have little hope of finding any one alive under this mess of twisted concrete but

scores of houses. thousands of people were ordered to leave their homes. now china is the most populous nation in the world, but perhaps not for much longer officials. there say the population has declined for the 1st time in over 6 decades shrinking by some 850000. over the last year, an aging population coupled with a low birth rate means china is now facing a demographic crisis. a busy beijing st. belies a burgeoning problem. for the 1st time since 1961, china's population has fallen. birth rates have been sinking for years. many experts, blaine, china's decades long punitive one child policy that was only abandoned in $2016.00 hall, that our busying is now trying to encourage families to have more children that many chinese say they simply can't afford to. i that there's
12:18 pm
a lot of pressure to have kids, but who does to have kids? the unemployment rate is so high cove, it destroyed everything. there's nothing we can do next year. we'll have a decline growth again. so, so it sounds like we feel that the economic pressure in young people is quite high, especially for those from outside of beijing living here. here that's already difficult. oh, for those of us born in eighty's, there's more of us that are from one child family as well as a lot of pressure when it comes to taking care of your parents out in improving your quality of life in the future. the laura, you'll have audi alley, for decades, china has relied on its vast population to drive economic growth. now it's confronted with an aging shrinking workforce. you are experts predict this is just the start of a long decline with india soon set to overtake china as the world's most populous nation. journey me here in the studio is beijing base correspondence. harvey
12:19 pm
encroachment has been living in china for the last 3 and a half years. welcome far beyond. can we start by and getting a sense of how significant this our population decline is. is this really a major thing? yeah, definitely. i mean, last year the population has decreased by 850000 people. that's the 1st population decline since the early sixty's. now beg, then, you know, the population decline was caused by a mess of famine. now the problem is that people are opting or choosing to have less babies, and the really birth rates are heck, historic record low. and if this continues, and it's very likely that india will overtake china as the most populous nation, probably in the on going here. ok so, so give us more of a sense about the reasons for this as you're saying this historic low birthright, i mean, what are all of the things that are affecting? i mean, it's obviously a very complex issue, but i would say the 2 main reasons. one is especially a middle class families,
12:20 pm
they are basically, i'm complaining that they cannot afford to have more than one child because the costs are really very high child care costs. but also, you know, after school, which is almost mandatory for many m, a chinese children. and then of course, the living cost, the real estate costs. so that's one big issue. and the 2nd, a big reason i would say is a change in values, especially many young women. they are now prioritize more their professional development, or they don't necessarily feel are committed to not having a lot of children by, you know, serving those traditional confusion, valid values. so there is, of course, also playing into this. of course, china has the well known one child policy. i mean, is that still sort of having an effect of people are, are just not used to having more than one. you could argue, but i mean, now for example, people are allowed to have 3 children, but they don't want any more. and it's basically the communist party. they try to yes, steal this issue by, you know, imposing those restrictions. but it does work like this is much more complex.
12:21 pm
people would like to have maybe more children, but of course the conditions have to be favorable. and yeah, the one child policy actually was, you know, maybe started with good intentions, but it cost less of a suffering. you know, they were forced abortions. selective abortions. now we still have millions more of a male people than female in china. and of course, the social consequences also can be felt. i mean, there's basically one generation of single children where you can really see the sometimes maybe like social skills or empathy. and is that still a thing in china that you know, people say the male children to see my children, what it has decreased to some somewhat and you know, in the urban areas where people are more educated, i would say this. i mean, this preference is not so prevalent anymore, but especially in the provinces, more rural provinces. yeah, you can still see that and you know, females are definitely not as preferred as male children. ok. so looking ahead,
12:22 pm
give us a sense of what this will mean for the, for the country, for the people, and also the see for the economy. this is my massive consequences. i mean, for example, in the coming years, probably many universities will have to close while you know, the demand for retirement homes is increasing. and yet the obvious consequence of course, economic. so if the population is aging, that means they are more senior people and less working people. so the population becomes less productive and the growth rate will basically not be as high as before . so that is a big issue and then there will be also global consequences. maybe that are not so direct, but indirect. if, for example, the workforce becomes less and china and the manufacturing sector will be less. china will produce less products that will the, to higher higher product prices and will also have impact on the inflation in europe lately and knock on effect. i do just want to ask him in, is the government reacting to this? i mean, do they have any kind of, i don't know,
12:23 pm
incentive programs to encourage people to have larger families on various levels. some local governments, for example, they are offering a financial incentives to have more children than, you know, the, some governments are also organizing, match making services. they want to encourage people to get married all this and then there are various other aspects, for example, this censorship. now, for example, when movies get produced and most of the female roles tend to reflect more the traditional mother role and not so much, you know, the alternative lifestyles. and of course, there's also no efforts to make living costs more affordable, et cetera. but this is so complex, this is not a solution that you can basically solve over night. all right. harvey unclenched mar based in beijing. thank you so much for that. really interesting. and we're going to be staying in china because the annual mass migration for the lunar new year holidays has begun. that health experts are already sounding the alarm about
