phil gale, welcome to the program. you claim your president vladimir zalinski asked you to deliver a virtual address. the world economic forum in diverse is expected to repeat his calls for more advanced weapons from the west, including modern tanks in order to drive back a russian forces in easton and southern you crate will bring that to you. as soon as it happens, as i say, we're expecting that in the next couple of minutes ahead of that. we can speak with our chief international editor, richard walker, or welcome richard. i'm. this is an event that has been dominated by the war in ukraine. so is, is this address by the ukranian president being viewed as something of a high point? yeah, i mean, i think, i mean if you look at the people addressing this event, this is certainly going to be really that the high point of, of the week we just heard from all our shots earlier, the german chancellor,
5:02 pm
we heard from the chinese vice premier you heard yesterday, but there's been no, but the on the, on the level of joe by no, she paying. and of course from the russian side as well. not. and the modem is the landscape we've seen of the last year, almost years since this war began. has been very much focused on international communication to get his message across to world, to political leaders in the case of devils, of course, a huge opportunity also to address beyond the political well into the business community. this message that you create need support in this fight, and he's somebody who has extraordinary prestige. now i think as a war leader coming up to the 1st anniversary that not just he is survive, but the crane has survived. so i think we can expect him to get a warm reception. and is this a forum virt a can expect to deliver it?
5:03 pm
it's not a, it's not a government institution. it doesn't rule anything. it's just lots of very influential people. i'm having a good time in the swiss alps. yeah. well it's, yeah, i mean it's not necessarily a place where yeah, political decisions get made your right day. it's very much an opportunity to communicate with influential people. but we've seen zelinski doing this in many, for most prominently just before christmas. of course, heading to the united states, actually out of the country the 1st time since the invasion and talking to congress that wearing now is that he, he's hoping and would like to leave you grain again in february, on the 24th of february to go to the united nations in new york to speak on the 1st anniversary of the war, seeing that is also very important opportunity. but i think devils is still it is part of that picture trying to get the message across to them as anybody. well
5:04 pm
listen, but of course in davis, you do have extremely powerful people there. and this of course, on the day when the current president has just lost his interior minister in a helicopter crash, where does that leave his gum? yeah. what it, i think it just sort of ads to wait to his message. it just goes to show that the situation that his government is in, on a day to day basis, that the people might be subject to such as significant risks that can be no kind of normality is going on as long as this invasion is taking place. i think this, this only raises the stakes and makes clearer to his audience just what his government has been going through of the last year. the ukranian demands have been clear and consistent with vote for more weapons, heavier weapons, anti tank batteries as well. and he has achieved some of those things,
5:05 pm
but to the german chancellor shots, there was that there was a hint that maybe you would talk about germany shifting its position that didn't come an hour or so ago. i guess i'm the you claims must be quite disappointed with that. yes. so just to put this in context so that there's been a lot of speculation recently about whether germany might go ahead and say yes, it will permit the supply of a modern battle tank. cool. the leopard to, to ukraine. now, jeremy's position on this is really important, but it's not just about whether germany might provide this in particularly important tank. but germany is permission is required for any country to provide this tank. that's a condition of sale of you know, just from germany, if you buy our arms, then we must give the go ahead for you to sell them. yeah. so jamie, is very much in, in focus because me has to say yes for anyone to provide that tank. and we know
5:06 pm
from the ukrainian. so the top ukrainian commander recently said that in order to, to have a chance of winning this war, that ukraine needs 300 modern battle tanks. so just a few days ago, the u. k announced that it was going to supply ukraine with a number, a smaller number of it's model of tank or the challenger. but it's this leopard to this model, this german made that is used by many, many countries. if that kind of gets unlocked and that could really provide a lot of tanks to ukraine so far the germans have not said yes on this, but there's been speculation that approval is coming. and there was even a lot of speculation about where the old shells in his speech to deb was might say, that's what i'm going to do. he didn't. but he did put a lot of emphasis on the kind of weapons that germany has been providing so far. and that has been quite
5:07 pm
a trajectory from not providing any weapons at all to ukraine before the invasion, to providing pretty serious weapons now. but later this week, on friday, at the american military base in germany called ramstein, is going to be meeting of nato defense ministers. and this now a lot of expectations that, that might be the place where the announcement finally comes through. the germany says yes. and the owner shows kind of hinted at that a little bit in his speech by saying that in all of its decisions, it really is working. it's not alone, but in, in kind of coalition with its allies and implying that, well, if that's your reading of what he said, implying that he would rather make an announcement alongside of the countries around them. so i think can you explain to us, is that the shops thinking is what is that
5:08 pm
a long standing german position that we will not do this alone? yeah, well, i mean, it's been an argument that's come out of the german government a lot recently. but a lot of other countries in the west have been using it as well. so i think there are a few different kind of interpretations of what's going on here. so essentially, the provision of weapons to ukraine has been a long debate in, not just in germany, but in other countries too. i mean, i was corresponding the united states when obama is still present 20142016. that was the period where crimea was annexed by, by the russians when they started going into east and ukraine. the beginning of this long, kind of frozen conflict, which dates back all the way back to that brock obama didn't want to provide offensive weapons to ukraine. so, so many countries have been on a kind of journey. what you see now in recent months is that bit by bit
5:09 pm
the united states, germany, other european countries have been kind of raising the level of weapons that they're prepared to provide. so they've gone from, from pretty small, kind of sort of portable, a rocket launchers which can be used to fire planes all the way up to now light tanks and the battle tanks that we're talking about now. it kind of almost like that's the biggest sort of ground weapon that they could potentially provide. and they've essentially sort of gone bit by bit, and this is an image that some people have been using to talk about this is it's kind of like a boiling the frog strategy that not in one big fell swoop, providing big weapons to ukraine. that then vladimir putin might think, well, ok, i'm going to attack nato to stop these weapons coming through, but rather being very, very instrumental in this process. ok. thank you to stay with please. that's richard walker international at editor. i would you to hear this address from the
5:10 pm
ukrainian president to ah, the world economic forum at davos. the introduction is just the beginning, so that's listen, it need no introduction. i think that this might be the definition of, of such a person. but i think there's another definition that comes to mind. i think that in years to come, when dictionaries are trying to decide how to you describe and to find the word courage. they might say such a quality as president zalinski of ukraine demonstrated during the russian invasion of his country. so without any further ado, the 1st order of businesses, we will hear directly from keep live from the president of ukraine. i will take one second before to just to let you all know that we have a very special situated situation right now, which is the 1st lady of ukraine is in the audience,

cynthia takes questions. mr. president, thank you so much for that moving address. but may i ask you a few questions? ok, so you're watching that. so speech with me here was our chief international editor, richard walker. welcome richard. so the ukraine, your president telling the world to get a move on essentially make your decisions, make them faster? yeah, i mean, again showing what a brilliant communicator he is. creating a theme that the world needs to speed up and it support for ukraine, saying that tyranny is out pacing democracy and making it in extremely short speech. you know, that in itself just adding to the sense of urgency of the situation that ukraine faces. and i think, you know, making an address like that to, to
5:21 pm
a place like that was which is, which is there for discussion, reflection and consideration and debate. and saying, we don't really have the luxury of the time for that. i think it was a very effective kind of approach to getting this message across. and the fact me, what we were just discussing earlier about western countries in the provision of weapons to ukraine and you know, has taken the last year or so to get to really heavier and heavier weapons. him really saying, we just can't afford to wait much longer. for, for you to kind of make those political decisions because you know, any waiting any longer, it's going to put you train at greater and greater risk. starting with the minutes silence for those who lost their lives in today's culture crash. and then using that to minutes to make the same point,
5:22 pm
we have had more of these minutes that russia has provided and we cannot afford to wait. yeah, yeah. yeah, i mean, very effective, assessing this theme of time. i mean, we've watch so many. his speech is over the last year, you know, to congress just before christmas we were just mentioning there. and it is, it really is quite remarkable to see just how this effective communication that he's come up for. just bear in mind, this is a guy who was, he was an actor. he wasn't even a professional politician. he, i'm sure you'll remember it. he, he even played the president in a t v show. and it turns out that the skills of communication that he brings have turned out to be incredibly important to somebody who's, who's proven himself now as a world leaders. it's such a remarkable story. i 1st richard richard walker is actually for international that is a thank you. you're giving an ad analysis of vladimir as the lensky speech to the world

. economic for will ask, addressing the same beating the german chancellor laughed shots are pledged, pledged to continue military support for ukraine. and he's under increasing international pressure to allow for the transfer of a german made leopard 2 tanks to create the amount the chancellor did not pick up on in his speech. russia has already failed to completely in reaching its imperialist goals. ukraine is defending itself with great success and impressive courage abroad international alliance that by the g 7, is providing the country with financial, economic, humanitarian, and military support. germany, a long made available over 12000000 euro last year. and we will continue to support ukraine for as long as necessary. but in order for the war to end russia's

aggression must fail. that is why we are continuously supplying ukraine with large quantities of arms in close consultation with our partners. that's where i go to a diverse ed and join that benefit from a d w business. welcome, ben. so did the german chancellor and deliver no, he didn't have, fortunately not, there were really high expectations here. there was so much diplomacy going on behind the scenes just across the road from where i am at so polish house. and there were 3 presidents a yesterday hectic lea running in and out of meetings and press conferences. the lithuanian, latvian and polish presidents are all piling pressure on the german chancellor to deliver or give some sort of signal as to whether or not these leopard 2 tanks would be delivered at some time soon and they were hopeful to hear something from
5:25 pm
him to day from this speech and the audience was too, unfortunately, they were not given anything. they were reminded that germany is providing a lot of money and aid and help and support to ukraine. $12000000000.00 euros worth, but not those labor to tax yet. right, so no leopard tanks for ukraine at him he, he sort of that did you crave at the start of his speech and then a moved on to business to how was his speech receive that he did spend most of the time selling germany as a great place to do business and talking about germany's green credentials, saying that by 2030, 80 percent of our energy will come from renewables in germany. double what it is today. and went on to say that investors would get high returns if they came to germany. it was an important speech as far as business goes, because it,
5:26 pm
at this moment we see so many alliance is changing so many countries shifting their production as sites and are changing supply chains, pulling out of china in some cases, moving to other places in the region cutting off russia completely, and germany wants to stand there at the forefront and, and sell itself as a, a friendly and reliable partner as far as business. but what everyone wants to know is, can it be a reliable pot there for ukraine? of course, it doesn't want to get dragged into this board. i also, these tanks are the best that the west have to offer. so the question is, what happens if this weaponry falls into the wrong hands into the hands of the russians? or perhaps the chinese, as some analysts fear, there's a lot at stake here, and it's not as easy as just signing off on this. there will be a meeting this friday of western military leaders. and i'm sure that this will be
