exiting and what's next for the country? ah, i melissa chan, thanks for joining us. focused on prime minister shabani sharif is saying to india, let's sit down and have a long, long talk about our many differences. on a trip this week to the united arab emirates, the u. a. e. he brought up the issue of kashmir and he's asking the u h e to act as host and mediator. this would be a major development, but there is a caveat. sharif says, talks can only start once, india has restored the semi autonomous status in the part of kashmir. india controls that had been revoked, back in 2019. joining us in the studio is d, w. channel shan shamela, that big cardiac concerning the status of that part of kashmir seems to be

a non starter for delhi, which makes me wonder just how serious and important is this offer from sharif. i think it is an important also for the bunks on the government and the military establishment. not so much for the people to focus on because boxed on has been facing such a cute, political, and economic crisis for the past few months that people are there. i am here in karachi, there is a gas shortage electricity shortage under the price hike in relation to people are not really bothered about focused on styles india or even gosh, we're because a gusher slogan would sell very well in boxes on the politics. people are not bothered about it much, but having said it is important to focus on the government to reach out to you because it be boxed on how good guys with india done. possibly the economic crisis could be a word. that's the only way out for the bugs on economy because then the defense

budget could be reduced and all of that could be beneficial for the people are focused on one less thing to worry about. in other words. so, you know, is there a strategy for why he is making this overture right? this moment? i mean, in addition to the things you're talking about, i think there is also an international pressure in the u. s. which is park stones foremost ally geopolitical. i won't spot on in india to work together to get closer together. that's one reason. the other reason, as i mentioned, the economic crisis is really, really bad, focused on do not have enough reserves. and it depends on the i am a below the bang owns, so the review and the focused on possibly believes and i hope it's not just a lip service that having good dies with its neighbors, especially with india would also help boost its economy more. got really what would

come to boston? now i know you can speak for daily and hardly as you speak, cash from cracky. but if past behavior is a clue to future action, what might happen next? and what is taking india so long to respond? i mean, they're thinking about it, i think that you really would not really be bothered about what parameters to show you a said, because what, when bronze you said about, you know, we want to have a dialogue with india, we want to reopen their dialogue, india, the 2nd day you said, oh, the dog was all the gosh, we dispute, we were not engaging any sort of like back and forth like the pakistani rulers, all of us do, india is not really bothered. it economy is booming. it is doing very well economically. it has a lot of domestic issues. i know that. but on the, on the issue of kashmir, conflict, india is not going to budge and that would be the main obstacle between the

dialogue with canadian box. got it chance. thank you so much for joining us. now we're having melissa the sticking point for these overtures from the pakistan prime minister. it will indeed be kashmir to go into bit more detail in 2019 deli, decided to change the status of indian kashmir. putting it under the direct control of the federal government. since then, the government has made changes including issuing domiciled certificates that allow more people there to vote. which sounds like a good thing, but is complicated by the fact it would mostly benefit hindus in a majority. muslim area that would be a convenient outcome for india's current hindu nationalist government. assembly elections if held this spring will be the 1st in 8 years. the changes in residency rules though do impact ordinary lives. as seen in the following report. asha is

a hindu street cleaner. she's lived in srinagar all her life. she's hoping for a better future for her children. oh, in india we got the domiciled certificate so that my children could get a better education and job opportunities like the privileged people get over. really our children don't want to sweep the street and, but i do this job. but my children don't want to have to do the same thing with her . don't miss our certificate also allows ayesha to take part in elections for the 1st time and she already knows who will get her vote. marinara modi's, b, j. p. since revoke in kashmir, semi autonomous stages in 2019 modi's government has been trying to type in its grip on indian administered cache smith. this includes given groups that were formerly barred from gaining citizenship domiciles certificates that allow them to vote. the west pakistan refugee group of hindus who settled in general in kashmir

after petition is helping people with their applications of the better. the biggest and most important benefit that i got is that our children were called focused on local funding. but since we got the domiciled certificate, we qualified to be recognized as citizens of jam, when gushing lovely with just thought of us heart of the whole credit for this goes to the be japan. critics say the b j. p is trying to change the voucher demographic . an indian administered kashmir to their advantage to be j. p argues it is simply ending the injustice suffered by marginalized groups who have lived in the region for decades. julie, those people who are deprived of primary citizenship for the last 70 years. we're living a 2nd class citizens jewel, 2nd glasses. and again, not that they have been made false law citizens and are now treated as equals with scholastic republica. now good, or this is hugely beneficial. what are the law? how much of an effect the law change will have on the b,

j. p. 's vote tally will become clear in the german kashmir assembly elections that are expected to be held this spring. ah, the president of vietnam un son folk has stepped down following pressure from top political leaders of the communist party members have blamed folk for corruption in his lower ranks. this is happening at a time when a single party state has embarked on an anti corruption. dr. fuque had held the position for less than 2 years. he was regarded as a pro business leader who welcomed trade liberalization. signing deals with the e, u, japan, and australia at a time. and global manufacturing has been shifting away from china to southeast asia. for more we have bill hayton associate fellow at the asia pacific program at chatham house and author of the new book, a brief history of vietnam. thanks for joining the program bill. i'm 1st things

1st. the president of vietnam is not the most powerful executive role in the country. that claim goes to the general secretary of the communist party. so explain to viewers why this news is nevertheless important. because it shows us the direction that these politics is going in. and i think what's going on behind the scenes is basically a takeover of the government. so the of the one party states by its security when by the hard liners missed the presidents have been a good game. quite a good reputation is being a sort of a technocrat. somebody has got things done, but it become a bit of a star of the government before he became president. and he's been fired along with 2 deputy prime ministers, one of whom was responsible for controlling the coverage epidemic in vietnam. and the other was well known as the as the face of foreign affairs. both of them also
3:40 pm
became sort of stars. and i think there's a sort of feeling within the communist party that these people became too well known that have been too keen to, to make their own policy. and that they had forgotten communist party discipline. and that's really what the communist party doesn't like. so this is the communist party court. it's sort of deepest, darkest bits of the party taking back control. so let's discuss these corruption charges. i mean, this reminds me and of course i caught your own comments on twitter of the chinese communist party anti corruption campaign that was really about taking out political opponents. that it sounds like what you're suggesting is happening here. yeah, i mean i don't have any doubts. these corruption charges, you know, are probably genuine. i mean, we know this the, the cov, it conduction scandals, cost people in vietnam and abroad, you know, tens,
3:41 pm
possibly hundreds of millions of dollars in terms of extra cost to, to go home on the we population price and in terms of not very good testing kids and these ministers were ultimately responsible for the problem is that there are plenty of other corruption scandals that don't get investigated. and it's clear that the ones that do get investigated generally do get done. so because of political reasons. and so mr. charles, who is the lead of the communist party, the most important man in the country as a master of playing these games. and he is really use these corruption scandals to bring down his political enemies. so i think what we're seeing and then you could call the she, if a cation of it. so the, the kind of methods she's paying is used in china now being used by the vietnamese communist party. and now now for those outside vietnam, i imagined that the big question they will have is whether this will impact the business climate there. can you talk about that?
3:42 pm
well, i think the communist party wants to keep growth going because it needs to keep jobs going. it needs to keep the population satisfied so it won't do anything that directly in a stops economic growth. but the same time, it's also trying to impose greater control. so, so inevitably there's going to be slow down. there's going to be restrictions. and also there's this sort of climate of fear really, that, you know, lot of officials are worried about taking decisions in case they get caught up in a corruption scandal later on. all the or some of their actions are used against them. a lot of the forward businesses are slightly isolated because they, they operate in special economic zones where the rules are much, much more liberal. and the state and enterprises will use the communist party connections to get things done. but the domestic private sector, the small businesses, they're more likely i think, to experience a slow down. and that might have
3:43 pm
a general impact on the whole countries economic growth. and i think this kind of atmosphere of control, you know, we're seeing in, in many different areas of life. we're seeing some of the civil society organizations being closed. we're seeing more moves against bloggers and journalists. so i think we're seeing a greater tightening of control. so hayton, thank you so much for joining us. pleasure. and that's it for today. thanks for watching. see you tomorrow with every day for us and for our planet. global ideas is on its way to bring you more conservation. how do we make cities greener?
