ah. ah mm ah, oh you're watching t w news asia coming up with the prime minister of pakistan. extend an olive branch to india, but just how sincere is his overture. we'll take a closer look at his offer and the main sticking point. that is kashmir, plus the president of vietnam resigns less than 2 years into his tenure. why is he
6:17 pm
exiting and what's next for the country? ah, i melissa chan, thanks for joining us. focused on prime minister shabani sharif is saying to india, let's sit down and have a long, long talk about our many differences. on a trip this week to the united arab emirates, the u. a. e. he brought up the issue of kashmir and he's asking the u 8 e to act as host and mediator. this would be a major development, but there is a caveat. sharif says, talks can only start once, india has restored the semi autonomous status in the part of kashmir. india controls that had been revoked, back in 2019. joining us in the studio is dw shamile shan shamela, that big caveat concerning the status of that part of kashmir seems to be
6:18 pm
a non starter for delhi, which makes me wonder just how serious and important is this offer from sharif. i think it is an important also for the bunks on the government under military stablish may not so much for the people to focus on because on has been facing such an queued, political and economic crisis for the past few months that people are there. i am here in karachi, there is a gas shortage, electricity shortage, and the price hiking relation to people are not really bothered about focused on dies and india, or even gosh, we're because a gosh, we're slogan. would sell very well in box on the politics. people are not bothered about it much, but having said it is important to focus on the government to reach out to india because we don't have good guys with india than possibly the economic crisis could be averted. that's the only way out for the bugs on the economy because then the
6:19 pm
defense budget could be reduced and all of that could be beneficial for the people who bought one less thing to worry about. in other words, so you know, is there a strategy for why he is making this overture right? this moment? i mean, in addition to the things you're talking about, i think it is also an international pressure in the u. s. which is park stones, foremost ally geopolitical la bones boxed on india to work together to get closer together. that's one reason. the other reason, as i mentioned, the economic crisis is really, really bad, focused on do not have enough reserves. and it depends on the i am a below the one bank owns. so the already beyond the focused on possibly believes and i hope it's not just a lip service that having good dies with its neighbors, especially with india, would also help boost its economy more. got really we're going to box them. now i
6:20 pm
know you can't speak for delhi. i hardly as you speak from cracky. but if past behavior is a clue to future action, what might happen next? and what is taking india so long to respond? i mean, they're thinking about it, i think that you really would not really be bothered about what parameters to show you a said, because what, when bronze you said about, you know, we want to have a dialogue within, you know, we want to reopen the dialogue, india the 2nd day you said, oh, the dog was all the gushing dispute. we would not get any sort of like back and forth like the pakistani rulers, all of us do in the us, not rebuilding it. economy is booming. it is doing very well economically. it has a lot of domestic issues. i know that. but on the, on the issue of kashmir, conflict, india is not going to budge,
6:21 pm
and that would be the main obstacle between the dialogue with canadian box. got it chandler shan, thank you so much for joining us. those were having me, melissa, the sticking point for these overtures from the pakistan prime minister, it will indeed be kashmir to go into a bit more detail in 2019 deli, decided to change the status of indian kashmir, putting it under the direct control of the federal government since then the government has made changes including issuing domiciled certificates that allow more people there to vote. which sounds like a good thing, but is complicated by the fact it would mostly benefit hindus in a majority muslim area. that would be a convenient outcome for india's current hindu nationalist government. assembly elections if held this spring will be the 1st in 8 years. the changes in residency rules though do impact ordinary lives. as seen in the following report. asha is
6:22 pm
a hindu street cleaner. she's lived in srinagar all her life. she's hoping for a better future for her children. oh, in india we got the domiciled certificate so that my children could get a better education and job opportunities. we like the privileged people get, or we really, our children don't want to sweep the street on, but i do this job. but my children don't want to have to do the same thing with her . don't miss our certificate also allows ayesha to take part in elections for the 1st time. and she already knows who will get her vote. lorendi modi's b, j. p. since revoke in kashmir, semi autonomous stages in 2019 modi's government has been trying to tighten its grip on indian administered ca, smith. this includes giving groups that were formerly barred from gaining citizenship domiciled certificates that allow them to vote. the west pakistan

refugee group of hindus who settled and jim, we're in kashmir after petition is helping people with their applications of the but all the biggest and most important benefit that i got is that our children were called focused on local funding. wanted them. but since we got the domiciled certificate, we qualified to be recognized as citizens of genuine gushing. lovely with just thought of us out of the whole credit for this goes to the beeping critic say the b j. p is trying to change the voter demographic. an indian at minister kashmir to their advantage. the b j. p argues it is simply ending the injustice, suffered by marginalized groups who have lived in the region for decades. do those people who are deprived of framing, you citizenship for the last 70 years. we're living a 2nd class citizens, jewel, 2nd class citizen. again, not it may have been made false law citizens, an anal treated as equals glass citizen abra noggin, or this is usually beneficial. what are the law? how much of an effect the law change will have on the b,

j. p. 's vote tally will become clear in the gemma and kashmir. assembly elections that are expected to be held this spring. ah. the president of vietnam, new and son folk has stepped down following pressure from top political leaders of the communist party members have blamed folk for corruption in his lower ranks. this is happening at a time when a single party state has embarked on an anti corruption. dr. fuque had held the position for less than 2 years. he was regarded as a pro business leader who welcomed trade liberalization. signing deals with the e, u, japan, and australia at a time when global manufacturing has been shifting away from china to southeast asia. for more we have bill hayton associate fellow at the asia pacific program at chatham house and author of the new book, a brief history of vietnam. thanks for joining the program bill. i'm 1st things
6:25 pm
1st. the president of vietnam is not the most powerful executive role in the country. that claim goes to the general secretary of the communist party. so explain to viewers why this news is nevertheless important. because it shows us the direction that res politics is going in. and i think what's going on behind the scenes is basically a take over all the governments of the, of the one party states by its security. when by the hard liners, the presidents have been back good game, quite a good reputation as being a sort of a technocrat. somebody who got things done, but had become a bit of a saw of the government before he became president. and he's been fired along with 2 deputy prime ministers, one of whom was responsible for controlling the coverage epidemic in vietnam. and the other was well known as the as the face of foreign affairs. both of them also
6:26 pm
became sort of stars. and i think there's a sort of feeling within the communist party that these people became too well known that have been too keen to, to make their own policy. and then they had forgotten communist party discipline. and that's really what the communist party doesn't like. so this is the communist party court. it's sort of deepest, darkest bits of the party taking back control. so let's discuss these corruption charges. i mean, this reminds me and of course i caught your own comments on twitter of the chinese communist party anti corruption campaign that was really about taking out political opponents. that it sounds like what you're suggesting is happening here. yeah, i mean i don't have any doubts, these corruption charges, you know, are probably genuine. i mean, we know that the, the cov, it corruption scandals, cost people in vietnam and abroad, you know, $10.00,
6:27 pm
possibly hundreds of millions of dollars in terms of extra costs to, to go home on when we population price and in terms of not very good testing kids and these ministers were ultimately responsible for the problem is that there are plenty of other corruption scandals that don't get investigated. and it's clear that the ones that do get investigated generally do get done. so because of political reasons. and so mr. charles, who is the leader of the communist party, the most important man in the country as a master of playing these games. and he is really use these corruption scandals to bring down his political enemies. so i think what we're seeing and then you could call the she, if a cation of it. so the, the kind of methods a ping is used in china now being used by the vietnamese communist party. and now now for those outside vietnam, i imagine that the big question they will have is whether this will impact the business climate there. can you talk about that?
6:28 pm
well, i think the communist party wants to keep economy growth going because it needs to keep jobs going. it needs to keep the population satisfied so it won't do anything directly in a stops economic growth. but the same time it, it's also trying to impose greater control so, so inevitably there's going to be slowdowns, there's going to be restrictions. and also this is sort of climate of fear really, that, you know, a lot of officials are worried about taking decisions in case they get caught up in a corruption scandal later on. all the or some of their actions are used against them. a lot of the forward businesses are slightly isolated because they, they operate in special economic zones where the rules are much, much more liberal. and the state and enterprises will use the communist party connections to get things done. but the domestic private sector, the small businesses, they're more likely i think, to experience a slow down. and that might have
6:29 pm
a general impact on the whole countries economic growth. and i think this kind of atmosphere of control, you know, we're seeing in many different areas of life. we're seeing some of the civil society organizations being closed. we're seeing more moves against bloggers and journalists. so i think we're seeing a great a tightening of control. so hayton, thank you so much for joining us. pleasure. and that's it for today. thanks for watching. see tomorrow. ah a winter wonderland. i'm almost there. all that's left is this mountain pass. this time i'm going to be pretty high up in the anger the. it's a velli in the swiss alps, and it's my very 1st time, luca shows us the highlights of this stunning region from st. morris to the matter
