and from the indian side, the german side hasn't concerns that yet, but we're very much expecting that trip to happen. and sholtes will certainly be trying to get the indians to move closer to the western position on this war. so, so much diplomatic activity around this very important sort of milestone really quite awful milestone. of course, if you think about it, this war has dragged on for a whole year. um, but yet the message coming from many that it could drag on for much longer. we just heard from joe biden, there, i'm saying that the u. s. is in this for the long haul. richard less talk about this visit by china's top diplomat to moscow that you mentioned. this visit is coming on the heels of warnings by the u. s. secretary of state and in the blink, and that china could be considering sending a lethal assistance to russia for its war against ukraine. how real of a concern is this? and is this topic likely to come up in the talks between china and bratia in moscow?
12:01 pm
well certainly of me this piece planned that the chinese have announced it. certainly we can expect the chinese, the russian sites to be, to be discussing that. we'll see where the, where g e and the russian side say anything in public to today about that. but of course these, these allegations coming from tony blinking from the u. s. secretary of state, just yesterday after this music security conference that we were just talking about there certainly hitting the headlines me so far. china support for russia has been pretty much diplomatic. so it is not, you know, for instance, in votes in the united nations, it is not cited with the west. it's tried to put on a sort of an appearance of being neutral, but very much in terms of its rhetoric. and in terms of yet, if you really look at what the chinese are saying, you can see that their sympathies live very much with russia. but it would absolutely be a very different thing if they then started providing military support. blinking
12:02 pm
this warning from blinking at the very least, i think we should interpreted, is a kind of a warning shot across china's bows. not to go down that road. but as i just said, there are an awful lot of balls in the air right now. if china is going to be coming up with this piece plan, we need to look at what's in it. and there's word that what it may include is saying that no weapons should be sent into this conflict that there should be a freeze on supply of weapons, for instance, to ukraine. so we'll have to see whether china is using a potential threat to provide red weapons to russia as a kind of leverage behind that piece proposal. or to try to put the western powers on the spot and tell them, okay, don't start, don't send anymore weapons into ukraine. otherwise, we're going to be starting or sending weapons to russia. we don't know if that's a background, but that is a conceivable element to this piece plan. so really, i think this could be very, very interesting to see what is in that piece proposal. when it comes out, we're anticipating it later in the week. we'll have to see but yet this whole
12:03 pm
situation moving very class. but i think one thing that if you stand back was very, very clear from the munich security conference. i think we'll see it from all of these different sort of diplomatic maneuvers that are going on during the course of this week. the world is really very divided on this at the moment. you've got the united states in the west pretty much united within itself. but china and russia looking very aligned with each other and the rest of the world. countries like india, key countries like that, like india, brazil, south africa, trying to stay as far as they possibly can still on the fence. richard, you mention that the west is very united and had support for ukraine, and that's certainly something that you as president joe biden look about just a short time ago in that press conference in key of about how you know, a year later, they're still steadfast and support for ukraine, they're going to be supporting ukraine for as long as the takes until russia is pushed out of the country as it is defeated. ukraine must win,
12:04 pm
and so on and so forth. and yet, there have been some voices within the united states who are perhaps not as enthusiastic about when it comes to support for ukraine. do you see indications that this kind of unity, this kind of steadfast support in the us could be weakening? what i mean? certainly the big picture is that the west is very united, but within that picture, there are of course discrepancies that have been a lot of this. but there's been quite a lot of argument, for instance, with in europe about how fast to provide certain weapon systems. a to ukraine, germany, for instance, was criticized for taking a long time to decide to send tanks in. you tend to have the baltic states really pushing for, for moving very fast. countries like france and germany being, being a bit more cautious and within the united states. you, right, there's been a lot of bipartisan can sick bipartisan consensus broadly on,
12:05 pm
on the war so far. and there was a huge bipartisan delegation from congress in munich for the conference. we're just talking about. but there is a minority within the republican party that has been really questioning at the merits of all of this. and it tends to be from the sort of trumpets sort of america 1st wing isolation is sort of tendency within the republican party, which i was speaking to one member, one member of congress, for instance, in munich, who tried to play down and said like that the broad majority of both parties is very much on board, but he does add a further complication to, to the debate within the united states about taking this forward ad into that. the fact that we have presidential politics increasingly coming on to the horizon with the election coming up the end of next year, primary battles in between now and then in the republican party that could bring out some of these issues and divisions to the for within the republican party, so
12:06 pm
a lot depends on how the presidential race goes within the republican party. obviously, we don't even have yet full confirmation from joe biden, whether he wants to run again, we're expecting that. so there is uncertainty in the air within the u. s. political situation overall, but still for now a very significant, i think, bipartisan my majority in favor of this strong line supporting ukraine. that was d. w. cheap international editor, richard walker. richard, thank you so much for your insights. and if you're just joining us now, us present, joe biden is on a surprise visit in the ukrainian capital key of while there, he's promised to step up arms deliveries to ukraine. president biden stated that the u. s. would sent another 500000000 military aid package to ukraine that would include ammunition, radar, and other equipment ukrainian president vladimir zalinski called by this visit, an important sign of support for all ukrainians. it's biden's 1st visit to the

12:10 pm
supporting russia's war effort in ukraine with lethal assistance. something that we're watching very, very closely. so i also said, and as president biden said, going back many months when the aggression 1st took place and he spoke to president, she's in being, he told him at that point that um, there would be real consequences in our own relationship. we're trying to provide legal assistance to russia in this aggression against ukraine or in a systematic way. 8 and the evasion of sanctions. or earlier i spoke with d. w. brussels correspond and rosie burchard, who is tracking a summit of e foreign ministers. and i asked her about the likely reaction from the you should china supply russia with weapons? well, it would be a red line in china relations that is, according to the european union's foreign affairs chief, you will set burrell who has been in this building speaking to press urging of
12:11 pm
course, encouraging china not to take this step. not he was quite clear. he said that this was not something he had anticipated from china. so far he had heard from his, from china's talk diplomat, one v, that china is not planning to send weapons to russia. but he made it clear that that would be a red line. i also spoke to estonia is foreign minister who said he was very concerned about such dimensionality of a supply of weapons from china to russia. and he said, china surely wouldn't want to have blood own eights hands. now when it comes to a reaction, what does that red line translate into? will that is where it gets tricky, because we've seen how difficult it's been for the european union to pursue sanctions against russia due to those long built up dependencies. for example, when it comes to relying on russia in the past that you did for natural gas, you, china relations are, are so deep when it comes to trade. so many jobs in europe are linked to trade with china. that this is something which many analysts say could be very difficult.
12:12 pm
we'll see how this plays out if this were to indeed occur. if china were to supply these weapons, which beijing says it has no plan to. of course, it has pushed back on these clays, but certainly very important to you political topic to keep watching one which will keep watching for you from here at this meeting of the foreign ministers. and now china's tom diplomat wang, he has been meeting with multiple european officials over the last last couple of days. it's clear that improving relations with the e. u is very important to china, but is china a viable partner for the you when it comes to helping end the war and ukraine? we'll try to say 8 wants peace. but of course china and the european union have taken very different approaches. china has not sanctioned russia, it's not even give any sort of right, right, condemnation of most go over the invasion of ukraine. but the fact is, it's of a scene is a very big, important geopolitical actor. so the hoss to keep talking to china about this at
12:13 pm
least thought the line from you officials and it has been brought up in several you china meetings over the past year, but certainly european union looking on, i think with a degree of concern the alarm when it comes to china's ties with russia and how those could emerge over the coming days. because as we heard from asia, as joe biden, reportedly touching, don't in key, if will one ye, china, it's taught diplomat, is reportedly expected in russia. and china says, 8 is going to come up with its own peace proposals for peace in ukraine. i think we can expect those will be quite different from ukraine's ideas of how to achieve peace and potentially also the use ideas of how to achieve peace, which is essentially that ukraine must win, that ukraine should decide on its own terms how this war shoot. eventually end, and of course the war is driving on as we see on the growth still meant suffering, which continues. now almost one year on that was d, w 's, rosie beer, ty,
12:14 pm
reporting for us from brussels, rosie, thank you so much. we appreciate it. and for the view from china, we can see 2 journalists, fabi and crush mar, who joins us from beijing. so fabi and no one has been the response from beijing about these accusations or warnings. if you may, from you, a secretary of state that china could be considering sending weapons and ammunition to support russia's warren ukraine. yet, today, a beijing's foreign ministry has issued a statement that is really strong words reads as a counter attack against c s a. basically in test, we don't accept any pressure from the u. s, we don't accept any finger pointing. and it also said that the u. s. should stop spreading any this information and basically saying that the u. s. site is lying and it goes even further than the statement. also accuse us the us side of
12:15 pm
prolonging this war by i'm delivering weapons to the battlefield. so basically, the chinese site is denying all the claims into his counter taking against us. while the search statement from a, the, a secretary of state came to the day before china's top diplomat was expected to whole talks in moscow. what are these talks likely to focus on? well, i mean, one east and travel to moscow is really very symbolic. um, a you have to consider one year after russia's invasion, and basically biden is visiting here while i'm china needing foreign diplomat is a visiting or moscow. so 1st of all, it shows how important the relationship towards russia is for china. and then of course, i'm expecting a rather different rhetoric from what we've heard and what one he said in unit, i mean at the time he was basically proposing a, a piece initiative and saying that china as a peace loving power,
12:16 pm
et cetera. but i'm probably in russia, he will rather emphasize know the friendship towards russia and also am go against the western let world autumn. but though it's also important, what will be talked about behind the scenes? will china use its influence over russia to i have russia engage for peace? i rather skeptical, but i mean this is the big hope that especially in europe, many state he does have well relations between the united states and china are very low at the moment, especially in the wake of the u. s. shooting down that chinese balloon. that was flying over u. s. territory in the americans said that it was a spy, a balloon, and the chinese insisted it was just for a weather research purposes. but we are there ties lightly, did it to deteriorate even further. as of the chinese top diplomat shows his support for russia by doing this visit to moscow.
12:17 pm
well, i mean, it definitely it would be a red line if, for example, the u. s. really plays out that chinese state firms are delivering weapons to russia. i don't think this is very likely, but let's see. but of course, even if the status quo remains, that's already really very concerning. because as you said, the bilateral ties are yet to record low and on both sides cannot agree on basic facts. and every diplomatic issue and both sides are using each other of lying, of your twisting facts, et cetera. the rhetoric is really very poison and, and to be honest, i don't see much room for improvement. and in china, the main, you know, perception is that no matter what we do, the u. s. will not tolerate our rice anyway, so you almost give up on this relationship. i mean, i'm exaggerating only a little bit here, but it's really quite pessimistic and you have a lot of, you know, academic voice as we're calling for. we have to prepare even for the worst case, namely a military confrontation. so i would say it couldn't deteriorated even further. of
