it is not evidence that china has been doing what the great not to be doing to to valencia. thank you. and if you're just joining us, we've been listening to a joint press conference for nato headquarters in brussels, where nato secretary general in stolen berg was speaking together with the foreign policy chief yoseph burrell and the ukranian foreign minister, dimitra collabo. let's bring in dw correspondent rosie beer, shout, who's been following this press conference at nato headquarters to day. so rosie we heard against oldenburg, talk about how the war between russian, ukraine is. russia's war of aggression and that one year on it is now at a point where it can be called a war of attrition and a battle of logistics. what else did we hear from the nato secretary general about this battle of logistics? well, as we know, this press conference comes right off the back of president putin in russia, making a similar big speech on, i think, what's clear to me what stood out there is that these are 2 kind of parallel
1:22 pm
universes. on one hand, we have russia claiming that 8 sort was forced to invade ukraine, although of course, he wouldn't, president putin wouldn't speak in those terms. and then hearing brussels a very clear message that this is russia's ward, that russia is the aggressor. and we even heard hi, representative of the european union, jo set burrell saying moscow is demolishing the security system of with reference to russia, saying it will suspend its participation in a key arms control treaty with the united states. now on that question of logistics, this is a big topic here in brussels, and of course a bigger one in ukraine because the question is, when and whether you credible get enough ammunition to keep up its fight. and particularly, given the fact that the winter in europe is thawing out now, and russia is expected to engage in a major offensive in the spring. and with that, in mind, nature, secretary general. and in fact,
1:23 pm
all of those speaking here in brussels, made it very clear that time is of the essence, that speech could save lives and that these arguments need to get to you crate. and that is particularly on that key question of ammunition. your set braille has said just in the past 24 hours, that he thinks that the tank in ukraine is getting empt. here on the snow is really urgent. and on that we heard that the e u. nato and ukraine will know, worked together to coordinate more and to help keep develop its own you procurement system when it comes to weapons. and jo said burrell said he has said personal letters to the defense ministers of the european union, asking them in the meantime, while they work on potential plans to jointly procure ammunition for ukraine to st . the ammunition that they currently have in their own stalks. he said this is becoming very urgent. that was the w correspondent, rosie beer shot at nato headquarters, rosie,
1:24 pm
thank you very much. well in his while, as rosie talked about in his state of the nation address, russian president vladimir putin announced that russia will suspend its last major nuclear disarmament treaty with the u. s. what is called the new start treaty went into forest, back in 2011 and it was not due to expire until 2026. and now during his televised speech, which was lazed with disinformation hootin vow that russia would not be defeated on the battlefield. and that the offensive in ukraine would continue. he also claimed that the majority people and ukraine's eastern don bass region wanted to be russian . well, here's more of what put in had to say in his remarks earlier today. ah, after you, i repeat what russia is. you don't, withdrawing from the treaty,
1:25 pm
you know, but even that is suspending his participation. but before returning to the discussion of this issue, we should understand for ourselves what such countries of the north atlantic treaty alliance like france and great britain claim. jessica, from that high, we will take into account their strategic arsenals. that is, the alliances combine strike potential group through our company would barely put them so alicia's. and joining me now in the studio is database chief international editor richard walker. so richard, what exactly did put in say about this tree? yeah, so marianne is this treaties could you start? and it's a treaty to between the united states and russia to limit the number of what to call strategic nuclear weapons that each sides has. so these are the big nuclear weapons that you could fire over many thousands of kilometers so that essentially the big nuclear weapons that they could use to strike each other. now this home treaty is designed to have limits on those numbers to prevent both countries kind
1:26 pm
of getting into an arms race mode. you know, so, so that each think will the other has more, i want to get more basic. they agree, ok, let's keep it at this level. and there are inspections that are introduced in order to make sure that each side keeps tabs on, on what's going on. as a back story to this is these inspections sort of fell off during the kobe pandemic . but recently, in the efforts to kind of get them going again, russia was not cooperating. so the united states very recently pointed the finger at russia and said, what's going on, why are you not cooperating with us? so there was some expectation that something could be coming along. now vladimir putin is now said in this speech, the basically, you guys, the west are trying to inflict a massive defeat on us. why should we let you come and look at our nuclear weapons? and he also accused the west of planning nuclear test. there's actually no evidence for that, that something that hasn't happened since the very early $990.00 s. and he warned that russia would conduct
1:27 pm
a nuclear test if the west did so. so the framework of this is, he's saying he's not withdrawing he's just spending, but what that really means in this situation, if that really mean makes any difference, is absolutely clear. that was the dell is chief international editor, richard walker. richard, thank you for breaking it all down for us. well, you're, every shadow is the w, moscow bureau chief, and he's now based in riga after russian authorities close down to delhi. i'm also office. oh, i understand we are out of time. now we have

ukraine's eastern don boss region want to be russian. he spoke just days before the one year anniversary of the russian invasion of ukraine on there. and evan stain from me and the entire news team in berlin. thanks for watching. with who in the lives of millions of people in turkey and syria, it was a catastrophe. many had predicted, primarily striking, those already struggling to survive. we travel to areas hardest hit and encounter despair, grief and anger. ah, next on d, w. ah
