hit stride, now t d w documentary ah ah, this is the w news live from building another russian missile spry con civilian infrastructure in new crime. a 5 story apartment building is almost completely destroyed. several victims were killed as they slept in the southern city of separate asia. also coming up an international summit in india, ends in disagreement over the war in ukraine. the russian foreign minister survey love love blanche, the west for blocking a joint statement. also on the program,

a series of mystery poisoning cases at schools in iraq. there are claims, hard lines, religious groups could be trying to stop girls getting an education. ah i'm anthony held, walking to the program. we begin in ukraine where at least 4 people have been killed in a russian missile attack on an apartment building in the southern city of zap alisha. a search and rescue operation is under way to fine people still trapped under the rubble. the russian missile hits overnight. turning this 5 story building into a mangold ruin of rubble. and deborah authority say many residents here were asleep in their homes when the attack happened with no time to escape

fluid. you 3 charlie, the people were scream or it was hot. to hear, you know, which we were shocked. rescuers came and the people were under the ability to leave off of the wall and go to work. out for rescuing the desperate search for signs of life is a dangerous one. but the reward is worth it because you're, you're going for me. as more people are pulled from the rubble injured, but a life chillik, a man 30 years old. oh, he slept on a couch. bob got trapped by a concrete slab when the rocket hits the order for almost 3 hours rescue his work to recover him from under the slabs. it will dileo he is alive and well. everything is fine of nobody. but there is little comfort for those able to walk away from the ruins on a waiting bus. they watch on his rescue as picked through what's left of their

homes more lives now shattered by rushes, ongoing area. so it's on ukraine. and it's people a for more on this, some join now by doubly correspond nicolai in keith. nick, it's 500 plus kilometers from keith. but what are you hearing from sample asia? well, for now, the numbers into the casualties steeple, so don't seem to be fully confirmed this talk of 5 people unaccounted for us as we heard that there were 4. is the current casualty number, but more deaths expected or at least with us, with the local press is saying, we've heard that the, this is meant to have happened with a russian anti aircraft crystal, c, s 3 hundreds that have been conversed up. the russians are running out of missiles out of ammunition to attack such as like, separate asia is the ballistic weapon, but is a lot harder to shoot out of the air than cruise missiles. so that basically pretty difficult for the ukrainians projects are pretty, especially since it's only
3:04 pm
a couple of dozen clumps from the front lines. the city that is the capitol region of russia claims its own russia, clay current controls at half separate reason, but the actual capital of the region is in ukrainian hands and is basically a frontline city with a lot of industry, a lot of targets and one that really hasn't been coming to any sort of normal life for the last 3 months. now. he and nick, this is not the 1st time separation and the surrounding region have been targeted by russian struct. what is it about the city itself and its location that make it so important for russia? strategically? it's partly, i think it's just the possibility, the fact that it is so close and it is within reach that makes it a target. also, this is a reason that russia has claim for itself, so it still has that intention to try and take the region in its entirety. and it is obviously a central supply hub in terms of transport, in terms of ukraine's army supplying troops along those hundreds of film to the front lines in the south of ukraine. so there's definitely a very vulnerable city, one which those people have left. and there's also
3:05 pm
a sense that russia really isn't doing much to try and reduce so many casualties that they be attack williams should like power. but also when it comes to hitting maybe modest leslie targets, they really aren't in a state not capable technically of reducing the silly losses because their weapons are just so old fashioned and often so precise make. there are reports about an alleged attack by ukraine, a line soldiers on russian soil. what do we know about the incident in the russian town of leon? well, it's actually been dominated headlines, la, 1st few hours here in ukraine. it is really on everyone's kind of attention. it's something that really is a new development in terms of the claim made by the russian side. these are russians. these are ukranian rather special force that have entered russian territory. and they claimed the russians claim attacked. school bus, killed the bus driver and wounded a child on that bus. ukrainian government has come out in italy and denied that said that this is of issue with them that this is a false flag. operation attempt by the russian lead ships can rally the population
3:06 pm
whose enthusiasm and interest in this wars lagging and throwing courage. russians to go and fight for the russian, the tree in ukraine, but definitely a very sort of difficult story to follow. lots of different burdens coming out. russian, phil media talking about sir hostage taking another pot, the breadth region. so a very kind of foss developing story and one which has a potentially l ramifications for this conflict. and if you know the russians can convince their population that this is the ukrainians, actual russian soil maybe maybe maybe will provide the kind of triggered the kind of option she for us to really commits people to get behind this war and to really engage with it. in a way that i haven't received a doubly correspondent, colleague keith, thank you. the summit of the g 20 countries in india has ended in disagreement over the boy in ukraine. india's foreign minister said differences on the invasion could not be reckoned south. u. s. secretary of state antony blinking, spoke briefly with his russian opposite numbers. okay,
3:07 pm
love love. lincoln underlined washington's commitment to help you find defend itself for as long as it takes select stanfield. i think of these deli bureau chief em late. the chima followed the summit for she told us more about why the latest were unable to agree on a joint statement. this was one of the biggest, she 20 meeting of foreign ministers, but it did not end with the community rather an outcome document and a chair summary. the indian foreign minister as trish hunker said the differences were too far apart and it could not be bridged. a similar thing happened last week in bangalore. when the g 20 finance ministers met their russia and china disagreed with certain passages in the document. and the whole join statement had to be dropped this time, the chinese and russian foreign ministers, when delhi and they had talked at the end in foreign minister em. but they were unable to narrow their differences. india says,
3:08 pm
this foreign ministers meeting was about much more. it was to give voice to the viewers south on issues which matter to them, food security, energy, security, nutrition, terrorism, disaster management, and so on. but those who had hoped for consensus and a communique would disappointed that india couldn't make it happen. so let some practice further with the devil is chief international. it a richard walker who joins me now in the street. are good to say, richard, we are often talking about what we have after these meetings, but that's what we don't have a joint communicate from the, from the meeting. what does that tell us? the lack of that? that's right. so, i mean, i think what it tells us is that the divisions over the ukraine war, which obviously already been very deep between russia to an extent china on one side and the west kind of leading a group on the other side that these divisions getting deeper in the background of it, that is, so there was a full level g, 20 summit of leaders,
3:09 pm
presidents and prime ministers chances. and so i'm back in november in indonesia on the island of bali. and at that, at that summit, everybody managed to agree on a full communicate, including 2 paragraphs, talking about ukraine, which you some pretty tough language on the crane will. russian president vladimir putin was not present there but, but the russians didn't manage to block it. and the chinese also supported this statement, this joint statement at this foreign ministers meeting. now, just in delhi, the indians brought over, they recycled exactly the same text that was in that barley statement. they recycled it this time thinking ok. everyone's already agreed this. so shortly we can come around it again with the russians, and the chinese that didn't work. this time, they chose to block it aside. their position is hardening. there is some comfort for the west that it was only them. they weren't other members of the g 20 that
3:10 pm
went that way, but it's certainly concerning sign. so, so monique, so many possible threads to pull out there. but let's focus on the rush of china relationship. how strong is that relationship? well, if anything, this is a sign that, that, that relationship is getting stronger still. so we've seen china kind of making moves in the, in the past few weeks. so here in germany at the munich security conference, this, this big kind of meeting on security and international affairs, chinese top diplomat came there and gave a very punchy speech. saying that china was going to kind of put out a position on the ukraine war. but essentially, blaming the americans for, for the outbreak of the war for the russian invasion, saying the russians were basically doing it because of nato expansion in europe. but then saying that the chinese would be coming out with a sort of a position that, you know, many took to be a sort of a move towards a piece plan. this position is now a merge, but from a west point of view, it was very, very favorable towards russia. i think the big picture around this is that if you
3:11 pm
take another step back, even if it's the ukraine war, that kind of seems to pervade everything at the moment is the emerging cold war between the united states and china, pervades everything behind that. and that essentially, china sees this war as a kind of like a test or most of the american dominance within europe. so this is, this is really affecting its entire positioning on this. so this is the background to these divisions that we see kind of coming out with this failure to get to communicate today. divisions, not just with russia but also between the u. s. and china and then you thrown a 3rd party. india wants to discuss a lot more than the war, the serious issues, but they say continue to hurt the global. so did they say exceed in getting their concerns? right. i mean, that's right, the indians and obviously they, they have very good reason for this saying that there are so many issues affecting especially poor countries in the world that are just kind of getting, you know,
3:12 pm
ignored to some extent from their point of view. because of all this focus on the credit, what they would like, but ukraine will really in a box and say is put, that's one side. we can't agree on that. let's talk about this other stuff that we can agree on. and yet, as we see, you know, what is the abiding kind of message out of this after this meeting and deli today is not that they can agree on things like the importance of fighting climate change or the importance of improving kind of global governance. a lot of the issues that they talked about, but the fact that there is this very bitter division between 2 sides of the global system at that moment. fascinating terms, they dudley's treating the national editor, richard walker. thanks so much. now the invasion of ukraine a year ago prompted a sharp you turn in germany defense policy gentle all have short announced a sharp rise in spending on the armed forces. now shelters told the parliament what he believes has been achieved and what still needs to be done. it's been one year
3:13 pm
since chancellor of charles announced what he called that citing vendor at turning point for germany. shots is government committed to significantly increasing funding for german defense and started sending heavy weapons to ukraine, including state of the art tanks, taking stock a year after that pivotal speech shots made clear germany will continue supporting ukraine's defense sweden sleeve. one thing, these does not mean submitting to a bigger neighbor. if you crane stopped defending itself, it would not be peace, but the end of ukraine dual credit. yet. but he said germany needs to increase the capabilities of its own army. also by helping the production and purchase of weapons and ammunition. but the lid, defense minister historian and i are talking to the defense industry about a real change of track towards rapid planning oriented and efficient procurement of defense equipment for the bonus. vale and other european armies feel
3:14 pm
a little pressure on the state of the opposition says progress is to slow the arm furnish to rescue quite rightly mentioned co operation with the arms industry and with european partners. the why were weapons orders. why were decisions not already made in the last year either food links in blitz, yoga california z ha, marie agnes scott zimmerman is chair of the defense committee and a member of the governing coalition. she says much has been achieved in the last year, but there is still room for improvement, is impulsively, we're still not fast enough. we have to become faster on the one hand because of the war in ukraine. but also because we have an obligation towards nieto and that means more equipment or more personal. mia pals were not this article such a shift in germany's defense and security policy was almost unthinkable before russia invaded ukraine. but more work remains for the german government is to truly make good on its promises. a german chancellor, olaf schultz also had
3:15 pm
a message for china and his address to the bonus tuck earlier today. the wb's chief political correspondent nina has sent us this update. a law showed, sees china as the main player, one of the main players together with india, perhaps in this conflict. because as all of charges keeps pointing out, this is not just about russia versus ukraine. this is about an aggressive, challenging of the international orders. the international treaties violating everything that the world order stands on, which is why he says he needs the support from other countries around the world. and he reiterated again, how important it was that last week in new york, the united nations in the general assembly passed a vote of with overwhelming support of the message. essentially, russia has to stop this war. this is to condemn these actions are not an acceptable . so in his message today,
3:16 pm
it will have swords as spoke about to china's message from last year, where they warned against nuclear escalation. all i showed celebrated that at a time as one of his big diplomatic successes because he travelled to beijing and as he didn't things that next to him when he, when he uttered those words, saying a nuclear escalation is something that we're strongly warning against. and the china still has not officially condemned of russia's war and has not to used its influence enough. says the german chancellor. he also referred to that piece plan that china put forward last week where china warned against the use of nuclear, but also biological and chemical weapons. so there is a very clear signal coming out of germany here today that china should do more to stop this rule from expanding and from letting and aggress i get away with these actions. and when they know how, so let's take a look now, some of the other news headlines from around the world. the so protesters in greece

are the money and promotion about a braille disaster which killed really $50.00 people. a passenger train was traveling on the same for as an oncoming freight services. greece's worst rail accident. local station manager is under arrest. they were state department is calling on israel to design a statement by its finance minister bits, a little small rich, the ultra nationalist said, a palestinian village in the occupied west bank should be quote, erased the state department spokesperson need priced to scribe. this is irresponsible violence more to which says, it was quoted out of context. also now, human statement arounds, health minister says an investigation is underway into allegations that religious groups may be targeting school girls in a series of poison attacks. hundreds of girls are thought to have been poisoned by toxic gas. it. dozens of schools incidence began in november. several politicians have suggested the attacks have been carried out by groups opposed to girls

education me. until now, from london by as a day poisoned. she isn't in writing and pitched a researcher at the s o i s university in london could have you with us as a day. the iranian health minister says he's investigating that. can the regime be trusted at this point to examine these alleged attacks? yes, thank you. for having me and no day, ryan regime cannot be trust that these fines and as the, as the world has seen the track record of their human rights violations. ever since september 2022 until today. and as those of us monitor the situation rights and your own closely for decades, know that this regime is that very much explicitly discriminatory against to women and girl children, as well as other groups of iranian citizens. and it's quite repressive. there are
3:19 pm
currently speculations that perhaps while there is a good public claims that quote unquote radical she a groups behind it. as we understand that maybe 3 individuals are asked that. but the speculations is that perhaps this is part of the continuation of abuse against protest and potentially a form of revenge against school children and girls in particular who participate in my life. freedom of things every summer. as a good we know at this point, is the government taking any steps to protect the school girls as i understand, no, it is not doing so. in fact, as something that is coming out of iran, where you see, for example, that mother of a school girl and you know, asking demanding accountability and individuals who basically look like they're
3:20 pm
wearing the clothes of that. you know, there are no, you know, the police are eating her. a teachers have been calling for accountability and investigations and are also calling a potential like a chemical, essentially a chemical attack against the children. and so some, some families are scared to take their children to the hospitals. and so i do on this, as you see there is literally 0 trust in the government's willingness to take adequate action in life, in line with what is happening. and even though these gassing of the schools have started since november and it only escalate and since the sunday, no, they haven't use on time that had to do any, any real investigation?
3:21 pm
no. or is their system as set up for an actual in independent investigation at this point? as they go to depression has not so far been a target in iran, as it has been, for instance in afghanistan. is this happening right now? do you think? because women and girls applying a prominent role in anti government protest. yes, you are right. i girls education and women's higher education is, you know, and not that's all comparable, for example, to what's happening in afghanistan at least in the more affluent areas of the country. and there are things that the country, but also one of the worries is that i'm a good public. it has shown on time and time again, even when it has, as you know, lots of progressive policies towards women are defined marginalized groups. it seems that it's not serving,
3:22 pm
it seems it does not shy away from reversing those policies to learn backward policies. for example, many years ago you ron was being applied by the international community for birth control plan. and that countries action plan. and as you know, when it sounds like it's not, it's interesting, it's very rapidly a revised policy. i guess the women on criminalize a potentially considering no reversing the it's education policy are as i pose on from so s in the university of london. thanks so much for your time. thank you. a string of destructive winter storm says lashed the u. s. west coast bringing police. it's 2 areas of california. i'm used to freezing conditions. yosemite national park is closed indefinitely and record stifles, of course widespread disruption. some it brought pure,
