16th edition of d, w. c. global media forum. germany award winning offer is available for every language moving german has never been super driven to go here watching d w news asia coming up today can south korea and japan. it moved past decades old war time grievances sol has a plan, will take a closer look at what it is and what's driving this attempt to improve relations. and we'll hear from those who feel betrayed. forced labor survivors who believe japan has still not fully atoned for treating them like slaves. ah,
3:31 pm
i melissa chant, thanks for joining us. south korea plans to help victims of forced labor during japan's occupation of the country from 1910 to the end of world war 2. by paying them with a pool of money from both south korean and japanese corporations. sol has also announced it will stop a complaint it had previously filed against japan at the world trade organization. there are reasons why the 2 countries are trying to build better relations, which we will go into in a moment. but critics say it's coming at a cost down, playing the trauma japan inflicted. here's the story of one elderly korean woman recalling the hardships of those years said that all in her recent autobiography, 92 year old south korean yang. gam doug sets the record straight and describes in detail her experience as a forced laborer for japan's doomed war machine. at age 15, she was lured from japanese colonial korea to mainland japan with the promise of

opportunity her family could not afford. oh, even till the japanese principal said i could go to junior high school if i went to japan tomorrow. my father said he was lying and wouldn't allow it that i snuck away and dag once in japan, i never even sold the school dual. i was taken straight to mitsubishi industries, where i was worked nearly to death before. if i had wanted to be a teacher, but you know, yang worked at the mitsubishi plant in nagoya from june 1944 to october, 1945. the paint the gun, my labelle woke us at 6 a. m and we went to the camp to work 8 or 10 hours months ago they made me paint aeroplanes. they didn't have a ladder for us. so i used wide planks, climbed up and painted up dozen the pail of paint was too heavy for me. and so to this day, one shoulder still hurts and painted clinical palmer. yet we had lunch at noon,
3:33 pm
but they gave us h a bowl of rice. but after 5 bites it was gone. and then we had to go back to work . i was always hungry, it appeared in yemen. several of her school friends died in japan. yang still recalls the harsh smell of the factory and sleepless nights. i don't like tempting go out, but sometimes we couldn't sleep because of the bombing of the tower. why we had to spend all night in the air raid shelter. and even when we came out, we could still hear the sounds of bombs over and over, thinking down there in the morning, we had to go back to work. the problem from linda that was forced labor survivor, young jim duck. testimonies like hers have garnered great public sympathy in south korea. present young, secured approval ratings have been low and this moved to patch things up with japan may make him even less popular, but he believes it's necessary. it's a move that looks to the future while trying to put the past behind. oh,
3:34 pm
there's hardly any one left who remembers 1st hand japan's brutal rule of the korean peninsula in the early 19 hundreds. but some victims in their families say they're still waiting for compensation and an apology under a new plan from so victims of forced labor during japan's occupation will be compensated through a foundation that's funded by south korean companies. instead of direct payments from the japanese firms that profited some victims as well as opposition, groups have condemned the proposal. no new use of newton glow. tar. you know, the yoon suck yo government is pushing ahead with the fro, japanese trade negotiations with that tramp along the established legal rights of its citizens securely. an exempt japanese war,

criminal enterprises. good on from legal responsibility to they were thought come, you know, wasn't the new plan replaces a ruling from south korea's supreme court in 2018 that ordered the japanese companies to pay. tokyo has maintained that the issue of compensation was resolved through 1965 treaties that laid out post world war 2 diplomatic ties. but it's remained one of the longest running rouse between the 2 nations and is contributed to trade disputes. south korea's conservative president even so yal has made strengthening ties with japan. a top priority since he took power in may. 2022. and tokyo has welcomed the move and gone. japan and south korea are important neighbors to each other. you must corporate in dealing with various challenges in the international community. the 2 countries on their leaders have communicated
3:36 pm
closely since the launch of the suck, yolande ministration. remove this amended, there's been pressure to end the dispute from afar tune as major allies to the united states. washington has been pushing for a resolution with looming regional challenges like north korea and china's growing power good will between tokyo and sole is seen as crucial for a united front. we at ward senior fellow at the international institute for strategic studies. thanks for joining us. i'm robert, as the report mentioned at south korea, as president un, secure is conservative, which tends to mean someone who is pretty nationalistic, and yet he's, it looks like he's trying to set this war time grievance aside. what's driving that? well, i think it's important to remember, this is one of the most true japan governments in korea for many,
3:37 pm
many years i'd argue that passes, convey june was present in 2003. so this is the initiative by, by president you, he's aware that he's limited shell like south grid. presidents can only be long term. they've got, he's got government, that's the letters that elections next year. 2020 goal. so he's window or changing vendors regarding the relationship is pretty small. so i think he's trying to make use of the time that he has to pursue the relationship forward. i want to play comments from both south korean president you insecure and japanese prime minister from jo tissue to have a listen. you're going to you about future orientated cooperation between south korea and japan. will preserve freedom, peace, and prosperity. not only for the 2 countries, but also for the entire world say,
3:38 pm
considering this international situation and teach can environment or recognize the import enough of cooperation between japan and south korea. excuse me, between japan, new united states and south korea. they hit the coast robert, how valid are japan's and south korea concerns about china? well, trying or is it all this is making good well, in every sphere, from the economy to security issues, ab 60 down in the trying to see a little china. so everybody about korea, what china is doing is we're in the, obviously, the japan, they are doing lots of reforms in terms of being dependent, spending, new,
3:39 pm
new military kids and so on. south career is just come out with a specific strategy, which is, which is, are not welcome development for the more, more broadly. so, i think one of the interesting things is that how, what's going on in ukraine's the russians invasion ukraine have? i think japan are great in addition to the issues with china, with their religion as well to to try to push the improvement in the relations and try to accelerate this improvement. both sides are worried about taiwan. both sides worried about chinese coalition move more broadly in the region. and of course, the regional stability, the corporation between japan and south korea is absolutely essential. both are allies of the us. so this sort of triangular corporation is absolutely critical for, for the ability of the us and the like minded to schools based on the region. what do you expect will be potential avenues of cooperation as you say,
3:40 pm
between the 2 over the next few years. well, clearly big area of corporation and it's guarantee issues the to japan about korea before relations job a couple of years ago. there was some cooperation. it will be good, very welcome. i think from the point of view, if that corporations deeper and the, the try and your relationship is more stable, pushing their good sign in the japanese by that this is what i want in the december 20 to new national security strategy. very importantly, japan referred to the south career as a, as an important insult. the gorgeous and not having such a security. so i think there is some sort of optimism within government that this, this relationship can be i think from japan point of view as well. they would welcome more great involvement in the end of japan and index to be concepts
3:41 pm
in terms of framing policy towards the region that had been sort of south korea shaped hole in the, in the pacific network. but president, you're trying to fill that out. so be interesting to see how much cooperation there is within the pacific framework as well. encouraging, for example, that south korea also as joining the talks the in the pacific economic framework that the us launch last year as well. so it's all pointing in the right direction, but as ever, with the actual relationship relation are strained in other areas. so i want to see how, how sustainable is improvement. now china, well like any of this, i wonder if any of beijing concerns are valid. well, if you're sitting in sophia,
3:42 pm
you're looking at what john is doing around long the looking at the the cost of intrusion in and around the bank while we're trying to cool design island. so there's a lot of little sustained concerns in tokyo about what time you're sitting in solar course. you're looking north with joy yang and you're saying that dreary of accelerating w i n d program constantly testing massage oils and the lights. and that of course, to go to japan to japan and korea were framed as a, an increase in the deterrents capability and the credibility of the tenants capability. just to ensure that the cabinet, they can influence the calculations to katherine's and a, towards them in, in pyongyang, and raging. but of course, going raging will playing about this obviously as, as we saw recently complained about the principal and the way michigan
