the fact is that they need proof and facts in order to substantiate the crimes. to put these people on the list and i think that's probably why it's taken a while. also this is the 1st time that this is happened, as we've said, european union. so sanctions and measures like this can take a while to get going. so now once they realize that they have an instrument, a tool like this at their disposal, then you can start seeing ministers in the european union calling for this measure to be used more often. so do you think we're going to see that you take a stronger stance against the women's rights abuses or is this molly gesture ahead of international women's day? i think it is largely symbolic, but it is also practical. but the question is, what can sanctions do? the people that are on these lists get asset freezes and travel bands the nor able to enter the european union. but deputy ministers in the miramar, government and taliban ministers aren't necessarily likely to enter the you ought
