ah, ah ah, you're watching d w. news asia coming up to day afghanistan's economy is still a disaster, but possibly less of a disaster. new data shows a slight improvement in the overall economy helped by trade with pakistan. can the taliban keep the momentum going? and afghan girls wanting in afghan education can do so in delhi,

not in their own country. we look at efforts to continue the school curriculum despite limited financial resources. ah, i'm melissa chan, thanks for joining us. the economy of afghanistan has been struggling through its 2nd winter under taliban control, with millions of afghans facing shortages and starvation. but figures from the world bank report late last year suggest the situation is slowly improving. the taliban government has strong ill to drastically increase exports of coal to pakistan and their tax revenue is booming. trucks loaded up with coal, heading for pakistan and coming the other way desperately needed vegetables and

flour. at this border crossing into afghanistan, the taliban collect taxes on the goods passing through part of a series of measures that are filling the country's treasury. many of the truckers say it's also easier now to bring in goods. they used to pay the equivalent of almost $300.00 us dollars at a legal checkpoints across the country. now those fees are gone and wanted to move. we didn't have complete control over the roads. when the u. s. spect government was in power ambulance that neither were there completely out of our control over how much when we were still meeting our ends from a muscle toilet the enemy wasn't able to break our customs, looks the enemy failed to eliminate us. and we successfully achieved our girls come running more clearly before regaining power in august 2021. the taliban were believed to be one of the wealthiest insurgency groups in the world matching

remains unbearably low. and the regimes restrictions on women's rights have reduced earning potential. the taliban is focus on law and order under their own ultra conservative terms is ensuring that they collect. but millions of afghans are still struggling to survive. joining us as ali latifah, thanks for coming on the program as always. ali, so at least in small ways there is some indication the economy is improving. our report just looked at coal exports to pakistan and some imports coming in. what are you seeing there definitely is, you know, the taliban has been releasing statement that they have higher gross income than in years that they allow larger amounts of female entrepreneurs to really, you know, start their businesses and invest. ah, we've seen that tax revenue has gone up,

and if you talked to people who were working in costumes and in the ministry of finance, they will say that it's not to say that there isn't corruption within this law mich emerett. but that those who take corruption seriously take it very seriously and have actually curved a lot of the corruption in terms of what takes place in the different customs ports . and other one is the one i as well of the air as well as the airport. you know, because for years of honest, one was one of the most corrupt countries in the world. and the highest level officials had their hands in that corruption to the point where folks, customs officials, they would say that we would stop a car. i say add a customs check when kabul or time daughter mazata or wherever. and the person would essentially just say, oh, call this governor or called us m p, or call the vice president or call the foreign minister. they'll vouch for me to get out of whatever crimes they were accused of whatever smuggling, whatever kinds of fraud they were accused of. and so cutting back on that does

actually make an impact. that's really interesting. and now there's still a significant amount of government money frozen in international bank accounts at the you and the chinese delegation this week urged the funds to be released. take a listen. she's a, you may have tennis dance overseas assets of 7000000000. you as dollars belonged to the afghan people and should be used full the afghan people. the u. s. and of the country should immediately return the assets of the afghan central bank to benefit afghanistan's women and children of hon. the food va should be no more delays for any reason you been so poor. you, sally, any movement on that front. i mean, there has been little movement in the sense that, you know, the biden administration was trying to give half of that, about 3 and a half 1000000000 to survivors of 911 and 11 attack claiming that the taliban were somehow part of that attack. and so that they could use that money to give it to

the victims, families that didn't end up going through it got ruled out in court. there has been a special fund created in switzerland, but it's not really clear what they do and how that money is actually being dispersed and at the end of the day, again, this isn't really a controversial opinion because it is the government's money. it is their assets and it's also including the savings and personal assets of people who had their money in the banks. and i'm honest on, in just sort of the overall issue of banking restrictions is something that is keeping potential investors from coming in and bringing money into the country. ah, which of course would help people actually get paid properly? because right now what we're seeing is that if you're not a taller bon loyalist than you're still working in the government, whether you're a man or woman who, you know is essentially just so told to stay home and get their money, get their income. you're being paid a fraction of what you want, where whereas,

you know, tall bon loyalists are being paid 10, sometimes up to 10 times as much as the average person. and in terms of half of the population and there's just doesn't seem to be any budging. and reassessment to the fact that the taliban has taken women and greatly reduce their ability to work. i mean, it seems like a nonstarter because that would greatly help the economy in the money situation. this is, this is another issue, sort of the irony of this law mich emerett because on the one hand, they love to boast, whenever, you know, just recently they said that the amount of female entrepreneurs has, i think, doubled under this law, mich, amber. but then you have places like the city of my lodge study, where women are told not to worry, not to essentially like have businesses and stores and things like that. and then yet in a city like head off in the west, there's an entire womens business center. and then you know, there are only about 3 ministries within the government that women are actively

allowed to work in and come to the office. and of course, you still have the issue of education because the thing is, is like, let's pretend that tomorrow they do do reopen all of the schools across the country in the universities. what good is it for a woman to get an education or young girl to get an education, if you know something like 7080 percent of her potential employment, chances are taken from her by this law mich emirates own restrictions. and so it's, it's sort of this weird back and forth with them on the one hand, you know, they love to brag when there are female entrepreneurs. but then on the other hand, they're taking so many potential opportunities from them, which as you said, essentially impact, you know, taxes and incomes and, ah, payments and investment in all of these sorts of things. allie latifah, thank you so much. many afghan girls and women who want in education have a better chance at getting one overseas. in delhi,
