ah, saved the date for the d. w. global media forum 2023 in bonn, germany and increasingly fragmented world with a growing number of voices, digitally amplified. we see where this clutter can lead what we really need, overcoming divisions and a vision for tomorrow's journalism. save the date and join us for this discussion. at the 16th edition of d w's global media forum, ah. vladimir booted russia's war time president today became russia's wartime president wanted for war crimes. the international criminal court has issued an arrest warrant for foods in for state sponsored kidnapping of children, ukrainian kids illegally sent to russia. now the kremlin does not recognize the court authority, but other countries do tonight potent is
9:31 pm
a pariah. like never before the world that he can maneuver in it just got a lot smaller. i'm broke off in berlin. this is the day ah, the russian president, putin is officially a war crime suspect. it is forbidden by international law for up to 5 powers, to transform civilians from detention or the lead in to auditor to the forcible transfer of children as, as we see, it is clearly a war crime. no, it would be a pc. if our president was arrested, i don't even think it's possible that those responsible for the legal aggression that inc ukraine must be brought to justice. also coming up finland's bid to join nato looks better to night than sweden's,
9:32 pm
and that has everything to do with the red light, green light power of turkey. now we have got an os, thank you button. i have a feeling that to phineas nato. membership is not complete without sweden. ah, due to our viewers watching on p b. s in the united states into all of you around the world. welcome. we begin the day with a powerful president now wanted for war crimes. to day an arrest warrant was issued for russian president vladimir putin by the international criminal court. putin, along with russia's commissioner for children's rights, are both accused of directing the illegal deportation of children from ukraine to russia. hooton's spokesman has called the court's decision outrageous, and an unacceptable and legally void. russia is not a member of the court, the icy c. so it has no legal obligation to cooperate with russia as denied
9:33 pm
committee. any atrocities in ukraine here is part of what the court said to day would it issued that arrest warrant. this is an important moment in the process of justice before dicey. the judge's f. if you the information and evidence submitted by the prosecutor and determined that debt are credible allegation against dease persons for the alleged crimes. dicey c is doing it's part of work. as a court of law, the judges e should arrest warrants the execution. depends on international corporation. i'm joined now by the law professor. even mcdermott reese is she has worked with the you with and with the if i get this right, the organization for security and cooperation in europe,
9:34 pm
it's good to have you on tonight. i want to ask you what the, this arrest fort means for vladimir putin, the symbolic meeting. i'm for the president, has it his world, as of today, become a lot smaller? yeah, i think the biggest consequence of say sparks in an annoyance and for his colleague maria been live over below that he's been an also subject to an arrest far and says a, the biggest consequence for them is that it becomes more difficult to travel internationally . so the international criminal court has a 123 state parties. and now every single one of them is under an obligation to transfer peace n or am the children's commissioner to the court in the hague to stand trial. and should he travel to any of those countries? i'm, that includes, you know, strategic allies of russia and kids, most countries in all countries, in europe and south america,
9:35 pm
a lot of countries in africa. so, and of course, you know, the, the responses to be exact as like, we're not a pyre, seats this gorge, we recognize that. but i think they internal aid ad conversations that we've got. this is sad. this has consequences. yeah. and in the crim would we expect the criminal to just dismiss it completely, but they can't dismiss the fact that these vis abreast war has been issued after lots of work has been done in gathering evidence. right. and you talk to me a little bit about what has gone in to the i c c being at a point where it feels like it can legally issue and arrest warrant yet. so, and in order to issue the restaurant, the court has to be satisfied that there are reasonable grounds to believe that the crime that i had something come a says, so it's not proof beyond read the desire, which ultimately has to be proven at the lower standard of proof, but it's still a significant one. and i think what's really notable at by dates at particular
9:36 pm
issued ends of their restaurant is the fact that it's almost implied that there are, there is either that hot, finra issued under thiel or the are coming down in the truck. because the fact that the effects we were going to keep this an under wraps ad, but we thought of it's important to prevent future crimes of this nature to make it known that they say restaurant exists for these critique care kinds. i do wonder, are there other theories, restaurants either i there or are in process and the prosecutor has been, you know, he's relatively new in the job, but ukraine has been in the big area focus for him since taking over as cheap as skeeter at the i c, c, he's been there, i think 4 times alleged thousands of pages of evidence and related to various kinds, not just these particular crimes of the 4th of the transfer of children, but other crimes, war crimes, crimes against humanity under the statues. possibly even gen site and i,
9:37 pm
i just noticed that the roof warranty that was issued was issued for blood report, but also for russia's commissioner, for children's rights to a woman. and i'm wondering if she is on this warrant arrest warrant is, are as well because the chances of actually physically arresting her in the eyes of the i. c. c may be, are more realistic. i mean, is, is that maybe a line of thinking that went in to the issuing of this arrest warrant? i think the reason she's the restaurant has been issued against her is that the evidence is, is pretty overwhelming. you know, there is an root, there are recordings out there of her talking about her own adoption of a child's from one of these occupied cherry trees. her office has been allegedly responsible for this whole program of transferring ukrainian children and to russian families. and, and, you know, one of the big challenges of international criminal trials is proof,
9:38 pm
evidence and proof. and this and it might seem like in the, in the big context of things it's, it's surprising in the sense that, that the scope of the restaurants is quite narrow. and this focus just as far as we know, oh, just on the tooth. busy people i bought it, it seems like the prosecutor has maybe made it strategic decision by saying we've got some really strong evidence on these. and this is what we're going to lead off with and perhaps issue some more against these people than others in the future. while professor yvonne mcdermott rees, we appreciate your time and your valuable insights tonight. thank you. thank you. well, me boot and he is a political pariah to some but not to china's president. she should being, in fact, she is travelling to moscow next week to meet with the russian president as a friend. and this will be, she's 1st trip to russia nearly 4 years. the kremlin says, the 2 leaders will discuss the conflict in ukraine as well as military cooperation . the visit is seen as
9:39 pm
a clear sign of support for food and by she joined his attention to russia is clear, its focus on relations with ukraine. it's not being neglected either. today, china's new foreign minister who took off his back in december, made his 1st telephone call to his ukrainian counterpart. chinese state media said that beijing urged keith to pursue talks with moscow, saying that beijing is concerned about the war spinning out of control. later ukraine's foreign minister tweeted that the talks touched on the importance of the principle of territorial integrity as well as all other and today the chinese foreign ministry. b, g emphasized that china is working towards bringing about an end to this conflict. should you meet with president she jin pings visit to russia is for peace. if we're preserving world peace and promoting common development, have always been china's foreign policy goals on the ukraine issue. and china
9:40 pm
always stands on the side of peace and dialogue. and on the right side of history, china's position paper on the political settlement of the ukraine crisis, which was released not long ago, reiterated the core ideas of president she, he put forward for principles, made 3 observations on ukraine, encapsulating china's just position on the ukraine issue china's position boils down to supporting peace talks. the more now i'm joined by eric freeburg, he is an expert on east asia security and a professor of politics and international affairs at princeton university professor . it's good to have you where there's this evening. she's in pings visit to moscow, and if seat is being incredibly important for both the leaders, she just secured a 3rd term unchallenged. talk to me about the power that he represents as he travels to russia next week. well, if there was any doubt about it before that that was ruled by the party congress in
9:41 pm
october, and by the, the recent announcements of new appointments, she is completely in char and she has no opposition. he is driving the whole, the whole show any policy the child pursues is she's policy. that's been true, i think, for quite some time. but it's even more clearly true today. the u. k. has urged, she's paying to use the meeting to put pressure on vladimir putin to withdraw from ukraine. i'm wondering, is she even interested in ending this more? i mean, there are western intelligence reports, claiming beijing is considering providing lethal weapons to russia to use in ukraine. i don't think there's any chance that she would be pressuring pollutant to withdraw from ukraine. i certainly doesn't want to see the, the worst spiral out of control escalate, but he definitely doesn't want to see his closest ally. defeated all the talk of
9:42 pm
peace and the possibility of negotiations in china's role as a broker is just that talk real significance in this trip, i think is that she's in pain, is visiting yet again with his closest ally, reasserting his commitment to russia and to their close strategic ties. that's what really matters in with that in mind. we know that she is also expected to talk to you creating president zalinski. and she is casting himself or attempting to show himself as being this new global statement. maybe even a piece broke. i mean, what do we know about his vision for peace in ukraine or is it just window dressing for a way to get more influence in the reach? i don't think that he does have a vision for peace. and then, as i said, i don't think he wants the, the war to blow up, but he also doesn't want russia to be defeated. my best guess is that his preferred
9:43 pm
outcome of all of this is that it would become a frozen conflict, as it was after 2014, maybe at a higher level of continuing struggle between russia and ukraine. that has the advantage of pre occupying the west, preoccupying the united states, preventing it from focus more focusing more of its energy and attention on china and on the indo pacific. if he can play some role in achieving that outcome, i think he would be pleased. another thing to say about this is i believe that one of his aims in putting himself forward or allowing himself to appear to be willing to play the role of, of broker is that it creates at least the possibility of driving some wages between the united states and its western allies, and maybe among its european allies we have varying views about the desirability of achieving a ceasefire and negotiated settlement that's always part of what she is interested
9:44 pm
in. and i think he also wants to give some substance to china's claims of being a true global player. and one that's going to play the role of a neutral peacemaker. and, and that i think i want to pick up on your point about trying to distract the west in ukraine and so that the west is not focusing much on the indo pacific region that would be in she had things, interest witness. i mean, i'm just thinking this week, there was a lot of talk about this new us nuclear sub deal with australian. the u. k is involved in that util. you've got this new military alliance, if you will, forming to patrol the waters there around the pacific. certainly she's in pain. would like to see that unity dissipate whitney. yes he would. and just overall i think he would like to see as i mentioned you as focus and energy and attention and
9:45 pm
money devoted more to europe than, than to asia. at this point, the united states has increased its spending on european security, its increase the presence of its forces in europe. that may not go on forever, but it has not increased its defense budget by a significant amount in a sustained way. and that means that some of this is going to come out of spending and preparation in the asia pacific that's, that's in china is interest. and i don't think he created this crisis. i think the risks for china in this conflict. but clearly there are also benefits, and matt is the most important one for we appreciate your time and your variable analysis tonight. thank you. thanks very much. we're here in germany, public demands for immediate peace talks between russia and ukraine. they can earn you some strong boy back. that is what happened to former munich security conference chairman of gong is younger. we spoke with issue anger and we asked him
9:46 pm
if his position is informed by worry about waning political support for ukraine in the us. among republicans, well, look, i am, i'm not especially worried at this moment because i think the by the administration is a safe bank for a grade. but there is, of course, going to be an election in 2024, that's only a year and a half away. and we don't know what the outcome of that, what, which is why a given the voice is among the rib in the republican party, given the voice is in europe in germany and elsewhere from the german left. but also from the german far right. that raised the exact same questions as a mr. isn't, is raises in florida. is it really in our interest to support
9:47 pm
a grade that much? this is exactly why i believe that starting the kind of brainstorming preparatory process that i outlined in my recent article would be immensely helpful . because we could, of we'd, the by the administration, the shoals administration, charity, we can respond to these increasingly critical questions from, from those who are opposed to weapons deliveries, to upgrade. we can tell them, look, we have a process, and as soon as day is a willingness and a readiness by russia to start a serious negotiation ending this war, we're going to be well prepared. we have all the options, worked out now to turkey,
9:48 pm
where president richard play a better. one says that his country is ready to approve finland's bid to join nato, and the move comes after talks between and or one and his finished counterpart to day. in ankara, the ratification will still have to be formalized by a vote in turkey's parliament. encores decision clears one finland's last hurdles to join the military alliance. hungary, it is now the only native member which has not yet approved the nordic countries bit. here is part of what the turkish and finish presidents had to say today. it's little to the other kids out there in we've seen that finland has taken sincere and concrete steps to fulfill their commitments under the trilateral memoranda and like you don't make your own the yourself and considering the sensitivity demonstrated and eliminate our country's security concerns of her and the progress swollen that has been achieved head it is sir,
9:49 pm
surely for a whole funeral on 2 very important i just want to tell you that from our parliament, 95 percent of members of parliament sit and voted last spring that we are to apply for membership, now we have got an awesome thank you and button, and we haven't neighbor sweden. and what i now say is not only due to the fact that they are nice people and we have excellent relations with our neighborhood button. i have a feeling that phineas nato membership is not complete. without her sweden clear words, there was another my colleague, terry schultz. she joins me from brussels to night. so, terry, what,
9:50 pm
what happens now? i mean, how quickly will finland become native's 31st member? well, we have to remember that this actually has to get through the turkish parliament, but of course president air to one sending it there is what finland has been waiting for. so we expect that it will move quite quickly as he said he wants this to happen. before turkish elections in may. so after that certain then president nina stow can sign, finland's own ratification, and then it goes to washington. and once it's deposited, there will see a finish flag go on. but nato no, sorry, one more thing hungry. we're still waiting on hungry, so yeah, that's right. we know that these nordic countries, the really the closest of our lives are the, were expected to join nato together. and then you have the target president air to one coming in and he was able to split their bins as this, as a cult. any hard feelings between the 2 countries. this has been
9:51 pm
a very sensitive issue between finland and sweden because when they applied in may, it was hand in hand. and this was even the freeze that they have used. throughout the process. hand in hand, we're going to nato and nato thought this would be a really quick process that it would just slide through that everybody wanted them in as quickly as possible. and then of course, it hit the road block, particularly with sweden and turkey. and you know sweden very much wanted finland to wait for it. and in the beginning finland said it would. but lately, just in the last few weeks, we've really seen finland say that, you know, if they approve us, we need to go ahead, go ahead and nato said the same thing. so then it was clear that this is what would happen. yeah, and i'm wondering what, what about inside nato did other allies do they believe that finland should wait for sweden to be approved before moving ahead or are there any security risks in leaving swedenborg? so there are some countries that made a very direct statement about their views,
9:52 pm
and they were particularly the baltic states, which said that the 2 country should join together. poland would have liked to see them joined together. nobody wanted t c suite and left behind because the swedes themselves feel a bit insecure about that. they feel like perhaps they would be a target for an attack by russia, if they don't have nato's article 5 that ever all the allies wouldn't come to defend them. but in fact, to rally up sweeter self confidence, all of nato says, we would never leave sweden. we would never, let's, we didn't be unprotected. in case of an attack, i want to get back to hungry you cuz you were about to speak about the, the hungarian factor in this. i mean what, what's going on with hungary and finland that just goes to show you how we all have been waiting for turkey to approve, approve the memberships and i myself almost forgot that were still waiting on hungry, hungry has given several days. it said that it would approve the countries before
9:53 pm
christmas and now it has dragged it out. everyone thought turkey would be the last one. and now it looks like it may even be hungry. nobody can really explain why hungry has dragged this out. they were using sort of arguments inside the european union to, to sort of say that we're waiting on waiting on other things to be resolved. but i think hungry will also move quickly. now that turkey is the finish. president said today that he believes there should be 32 allies, nato allies. would that would include sweden by the wilderness summit, which is scheduled for july. look into your crystal ball. terry will that half it'll, that was largely said, i think to make the swedes feel better, to make sweet and feel like finland wasn't forgetting about it as it to charges ahead into nato. it would be, it's very difficult to conceive of how unpopular turkey would be if it drag this out past vilnius. i think there's a lot of pressure going on behind the scenes to say that sweden needs to be and it
9:54 pm
looks very bad for the alliance that it can't rally all of them around 2 of these 2 very well equipped, well trained countries to get them in that's not the kind of unity you want to present with russia. waging war so close to need is borders. that's true to children. brussels is always terry. thank you. have a good weekend. ah . or here is one for the record books, the world's longest ever surfing session. the former professional surfers blake johnston, he made history by clocking more than 40 hours riding the waves on friday, the australian shed or the previous record of 30 hours and 11 minutes and he raised some money for mental health initiatives in the process. serve some for well over a day, blake johnston breaking the record for the longest continuous serving session. he was catching waves for 30 hours, 11 minutes,
