puts moscow in charge of setting the security council's agenda more on this. let's speak with mike martin, a former british army officer. now with kings college london. mike. so ukraine, obviously, deeply unhappy about this. can you tell us what this is going to mean for ukraine with russia in charge of setting the agenda? i think the best way of looking at this is that over the last year they have been to, to was a one is war rhetoric and the other is a war that's actually being fought on the ground over territory. and as we've seen a little here that has been a lot of rhetoric, there's been lots of talk with nuclear weapons. there's been lots of talk of all sorts of things and most of them haven't come to pass. so if i were you crane, of course they have to protest about this, but i don't think it will amount to very much on the ground, which is where the real fight is being for. so you see this as largely symbolic, not something that will have actual implications on the battle ground. that is
