sorry about the sounds of inspiring story about survival as a whole month to get the tennis. i was the only one. what log music, the german watch now on youtube b. w documentary. ah ah . you're watching dw news alive from berlin, fury and ukraine as russia takes over. a key role at the united nations keeps foreign minister calls at a slap in the face. but the u. s. says that there is no way to stop russia taking over the presidency of the security council. also coming up on the show,

death and destruction as storms tear through several us states. arkansas declares and emergency after tornado strikes, leave a trail of devastation. and in sports arby lights, they get a rude awakening against mine's a big day for the german goodness. liquor ah hello, i'm clear, richardson, thank you so much for joining us. russia has taken over the rotating presidency of the united nations security council, sparking furious reaction in ukraine, heaves foreign minister to metro co label called it a quote slap in the face for the international community. ukraine had urged members to block the meals that the united states says there is no mechanism for doing so. largely ceremonial role puts moscow in charge of setting the security council's

agenda. well, mike martin is a former british army officer now with kings college london. any earlier told me what the russian presidency of the security council is likely to mean for ukraine. i think the best way of looking at this is it over the last year there have been to, to was a one is war rhetoric and the other is a war that's actually being force on the ground over territory. and as we've seen a lawsuit has been a lot of rhetoric, there's been lots of talk with nuclear weapons. there's been lots of talk of all sorts of things and most of them haven't come to pass. so if i were ukraine, of course they have to protest about this, but i don't think it will amounts to very much on the ground, which is where the real fight is being for. so you see this as largely symbolic, not something that will have actual implications on the battle ground. that's correct. so for example, you know, russia can set the gender of the security council, so they might bring emotion that is in their favor. but there are other, you know,

3 of the other members here to counsel britain, france in the u. s. a firmly on the crime side. they will have the power. so really is just a war was nothing will come of it. now, with the latest intelligence report from british defense experts that russia has failed to take further control of the don bass region. what do you make of their assessment? i largely agree. since january we've seen the russian spring offensive. it just started earlier. and over that time, they've been focusing in the east, but particularly on the move to ensure your viewers will be aware of. and they've really taken, you know, single figures square kilometres of territory at the cost of tens of thousands of troops. and now we're starting to hear of some shortages of key bits of equipment. so for instance, ante on the weapons on the russian side. and what this means is that they spend
8:04 pm
a huge amount of results is largely wasting the manpower that they mobilize last autumn for very little guy. and can you tell us the latest on the situation in a box? you mentioned there what is happening in that battle. so right now they've just had a very heavy dump of snow in backwards. so where it seemed that when she was going to end is now come up again. i'm so that slow everything down right at the moment, but the russians control the city on 3 sides and they are making, you know, very slow, incremental progress at a cost of, you know, hundreds of troops a day and the kinds of islands keep one side open they're managing to supply their troops and get cash is out. although that is difficult and really what the ukrainians are doing is slowing the rushes down as much as possible so that they can launch an offensive somewhere else in ukraine. and we also know that russia's spring,
8:05 pm
conscription has begun this weekend. moscow saying it's purely routine and it doesn't have anything to do with ukraine. do you by that? it is, i mean russia has a conscript army, so they actually due to mobilizations per year one in the spring. and one in the autumn is basically when you turn 18, you go in the list and then you get mobilized. i think was going to happen with these guys, is there going to be used with very little trying to go elsewhere in russia to fulfill basic military gcs, which then frees up people that have more training to get sent to ukraine. thank you so much for that. analysis that is mike martin, i appreciate your time is very much always let's go to the united states now where at least a dozen people have been killed and many more injured. as storms hit, the south east and mid west of the country, authorities and the state of arkansas have declared an emergency. it is the latest in a series of extreme weather events being linked to climate change motorists films,

a menacing tornado ripping through iowa. and it appears to be accompanied by a 2nd twister to the left. i thought that part of several, on the radar of the national weather service, mostly in arkansas and iowa. oh my god, we got it in thought. now, the beast of a storm left behind this footprint, leaving it survivors. glad to have made it through the other way we knew the tornado was coming. the lease was world all the way we knew it looked like it was standard steel. someone say it rented the back man, the 2 ladies here ran to the bank. we had it together and we pray for our last our man, it was, it was devastating. i say it was an aeroplane and, and had to take her to the news. seems like they're about to blow. as were the film

i gave a lot of person. it was quick. less than 1520 seconds. so quick, yet so destructive. more than $78000.00 people are estimated to be without paw across arkansas. and authorities describe the damage as extensive yeah, spoken to i the leadership of hospitals both here in central arkansas in around the state. ah, right now we have a number of injuries, but no individual hospital has been overwhelmed or is ada capacity ad that they are unable to to manage. like i said, this is an ongoing situation. we expect those numbers to increase. a search and rescue continues. the severe weather also struck illinois where the roof of a theater collapse during a concert official say around $260.00 people were in the building at the time.

so got more on this from a meteorologist, matthew poochie joining us now from washington. d. c. matthew, why have we been seeing so many tornadoes in recent months? and that's a great question. yeah, we tend to see tornadoes like clockwork. every spring in the united states are couple different reasons. number one, winters kind of ending right now. that cold air is retreating at the same time, the gulf of mexican moisture is trying to build northwards with the war to get past the season's over the central united states and that bruce thunderstorm, not the same time. the gesture is still it's winter time position. it's strong, it's a river wind, that's racing overhead. so the thunderstorm think, well, thank you. seasonal class, how many digits? 3, if you'll rotation and they start to spin. so we see this every april may in june, roughly 660 tornadoes on average during that interim. so far this year we've been well above average, january, about $120.00 tornadoes. march a $55.00, which is twice with normal. march will be above average as well,
8:09 pm
and there's no stop anytime soon. and can you explain for us the link between tornadoes and climate change? does it affect the frequency and intensity of tornadoes we're seeing? so i think right now we're still not exactly sure the role of climate change is playing on tornadoes. it does not appear to be influencing the intensity tornadoes and the frequency that you're kind of still out on that. what i will say that, you know, we're not necessarily seeing more tornadoes, we're seeing the patterns of where and when they occur shifting a little bit. for example, we're seeing more in the winter months talking about november, december, january in the past 10 years weren't necessarily warm enough to get those top under storms nowadays are warming just enough. those storms are growing a little bit taller, certainly feel gesturing. so that's issue number one at the same time too. there's a long term trend which are shifting away from the plains away from texas, oklahoma, nebraska, kansas, and more towards like the u. s. southeast. we're not sure if that's part of a long term cycle that we're not aware of yet, or if it's a climate driven trend. ok, so they're cropping up in places and at times that you wouldn't expect the united

states though, is historically very affected by tornadoes. why is that? yeah, with the tornado capital the world we see about $1600.00 of them every single year . the only other place that can even close to that are for example, bangladesh. is you a couple dozen to run a 100 per year of our to south america as well works in europe, but nothing like united states. the reason being who canadian air war, magog, mexico and the clash every year at the same time making the predictable onslaught of swarming storms. thank you so much for bringing us up to speed there. that is matthew capuchin meteorologist in washington, dc. and we'll bring you up to speed now with some other stories making world news headlines. taiwan says a number of chinese military aircraft have crossed the unofficial wind, dividing the island from the mainland. taiwanda president, a tie in when is on a diplomatic tour of central america. she's expected to meet the u. s. house speaker, kevin mccarthy. on her way home. china has denounced the plan. tens
