ah ah ah ah, this is dw news live from berlin, china plan's a no fly zone. north of taiwan. tensions are high after recent chinese military drills in the region will bring you the latest from our will bring you the latest also on the program. joe biden arrives in dublin after a visit to belfast to mark 25 years of peace in northern ireland
6:01 pm
and nasa unveils it's mar simulator. volunteers will live in the facility for a year to test what life would be like for future missions to earth's neighbor. ah, i'm pablo. only us welcome to the program. china is planning to close air space north of taiwan later this week. as beijing turns up, the heat on its neighbor, taiwan says china has notified is that a no fly zone will be imposed for half an hour on april 16th. china has ended 3 days of military drills around taiwan following a trip to the us by the islands president when chinese president choosing ping has raised the stakes by calling on china's military to train for quote, actual combat. well the don't use china expert clifford kernan
6:02 pm
is here with me in studio and has been following this story closely. clifford great to see. so actual combat now, is this a power move or do you think beijing is actually planning an attack? i think it's a power move. i mean it's, it's scary language. it's designed to, to unsettled people. it's designed to, to frighten people. i don't think she can ping is going to invade taiwan unless he's confident that you'll win. and i think in the absence of an assured victory, which i don't think it is assured he's not going to do it. but what i think the chinese have learned recently is that they can do a lot with their wallets. they can do a lot with their ability to convince other people in different parts of the world that they need china's money more than they need to, to stand behind taiwan. so i think what we're seeing is a lot of very tough rhetoric. we've seen these drills, i mean they've entered the drills, but they're still there. the ships are still surrounding the island. so i think
6:03 pm
power move is probably the best way to describe it. now, clifford tell us more about this 30 minutes. air space closure because it was originally meant to be longer, right? that's why i was originally supposed to be 3 days at which the taiwanese were horrified up because this is one of the busiest areas of air traffic in the world. and they were very, very, obviously, very disturbed by this was also going to affect other countries such as south korea . and everyone thinks it's related to some sort of satellite launch. the taiwanese protested very vociferously about this and they've reduced to 27 minute window on sunday. so i think there the plan is to basically em, if they've got it back. but at the same time it's, it's more of the saber rattling more of this escalating pressures. and, you know, it's not a good, it's not a good indication of how things are in the straits of taiwan. let's talk a little bit about now about economic matters because china is launched an investigation into taiwan trade restrictions on chinese products. what's all it?
6:04 pm
what's so about? basically again, this is another power move, what they're talking about and they're trying to stop dumping this thing to taiwanese, they're selling things that are to cheap into the mainland market. and they've done this before. but this is the 1st time they've done 2455 items which is quite lost. so this is the 1st time they've done that many. and i think again it's, it's, it's part of this trying to show that china has the economic muscle to take on taiwan are trying to show taiwan how much it needs the mainland because trade links are very, very strong between the 2. despite the political tensions. so i think it's very much connected to that whole picture. so considering everything we've just been talking about is china tightening its grip then? i think so. i mean, it's been a strange week for the taiwanese, they have, we had mccall, emmanuel, nicole, the french president visiting china in which he said that he didn't want france to be drawn into a crisis driven by american rhythm on a chinese overreaction. and i think the chinese are quite surprised by this. the
6:05 pm
americans are quite annoyed by this. and so for the taiwanese, they feel in some way that they're not, they don't quite up maybe the support they, they might have expected from europe, from within europe. now some of that's been rolled back since, but definitely tensions are heightening and there's a much more confused picture. now, in terms of the alliances about who's backing taiwan, how far people are prepared to go to back taiwan. and this is something all the see, the china has been very careful, very keen to orchestrate from the beginning. so all in all, i think it's, it's not, it's been a poor weak for taiwan in terms of how it feels about its security on its options. going forward. thanks, clifford clifford kuhn and dw china expert. so, moving on and u. s. president joe biden has begun a visit to dublin. irelands prime minister leo. veronica greeted to biden at the
6:06 pm
start of a 3 day trip earlier in belfast at biden cold, for political compromise in northern ireland. he was there to mark the 25th anniversary of the good friday agreement, which ended at decades of civil conflict with peace or all rounds. right, well joining us now from belfast is dw correspondent rosie birch art. great to see rosie. so, president biden gave a speech on the 25th anniversary of the good friday agreement. that was what stood i for you or president biden spent a lot of that speech. really talking about the gains if the good friday agreement that is this landmark peace accord from 1998 that put an end to decades of sectarian conflict and violence here in northern ireland that claimed thousands of lives and everybody i've spoken to here in belfast. no matter what site of this
6:07 pm
really just divide, they fall on a said that the good friday agreement is something which should be celebrated and that there were people alive here in northern ireland that may not have been otherwise had that deadly violence continued. so biden really paying tribute to those. he said that have been working to maintain that peace. he said peace was not inevitable. and of course he talked a lot about prosperity in northern ireland as well. he talked about potential for investment in the reach and he talked about on leasing potential. this visit, however, is seen as somewhat bitter sweet because despite the fact that peace has endured across this quarter century, some of the institutions which are laid out in the good friday agreement, the belfast good friday agreement. well, they are simply not functioning properly and that is don't to a political stalemate here in belfast. that's right. to have power sharing. executive of course has been deadlocked for a while. let's say, is there any chance that by and visit will help to am backed deadlock?
6:08 pm
will president biden chose his words very carefully. pablo, he said he hopes that parish airing will be restored, but he was careful not to sound like he was pressuring or bullying any one. i was able to speak to the leader of the democratic unionist party, jeffrey donaldson. that is the party that has been holding up and boycotting, forming a, a devolved government here in northern ireland. they say they, they say that the arrangement set up for trading after the united kingdom left the european union. our disadvantage in northern ireland and they are not happy, they would like to see some political change. that is the reason they have been boycotting, setting up this devil's government know when i asked jeffrey donaldson word, this biden's speech with this visit, change things. he said he does not think that it will change the political dynamic here in northern ireland. no, he did say he welcomed biden's visit. he said he was happy to see the potential for
6:09 pm
more american investment here in northern ireland. but looks like that deadlock for now. we'll continue. now, rosie i joe biden has traveled to add the republic of ireland to the ours capital dublin. tell us more about his trip down to out to arnold. well 1st of all, just to stay quickly here in northern ireland because you know, this visit has been hailed is important, but it was so short, less than 24 hours that is shorter than some had hoped. or some had expected on that season as perhaps a reflection of the fact of this political situation is still so complex here across the border, aiden, the public of ireland. well, so there it will be much of lightly, much more smooth sailing. president biden will be visiting towns where his ancestors once lived, he will be ringing a p spell. he will be holding talked with the president of ireland aunt with the prime minister of ireland, and he will making a speech to the irish parliament. he will also be making a speech in bali, nar, which is the time where his ancestors once lived, he will be making that outside
6:10 pm
a cathedral. so all sorts of nostalgic messaging expected there had plenty a expected also and talks of friendship between ireland and the united states. so all together know that he's cross the border into arlin. you can expect much more talk of friendship, much more ease up as opposed to here in belfast where the message was. one of hope was one of perseverance, but still against such a complicated political backdrop. thanks, rosie. it looks like he was welcomed in dublin with some typical irish weather feed of news rosie burkhart in belfast. let's take a look now with some of the other stories making headlines around the world. for indian soldiers have been killed in a shooting at a military base in the border state of punjab. tensions there, arising over the resurgence of a separatist movement, officials have ruled out a terror attack. germany tells minister car lauterbach has applied to plans to

partially legalize cannabis possessing and growing small amounts of marijuana would be allowed for private use. if parliament backs the measures to sail of cannabis would be restricted during a 5 year test. phase federal agents in the us are investigating how classified intelligence documents ended up on social media. the material include sensitive material about the war in ukraine, including that western special forces may be operating there. they also contain sensitive material on key u. s. allies. president vladimir zalinski has condemned the alleged the heading of a ukrainian soldier by a russian fighter video, allegedly showing the killing began circulating on line after it was shared by a pro criminal blocker. b. c. the upper hives of russia's parliaments has approved a new law making it harder to avoid being called up to fight in ukraine under the
6:12 pm
new bill. summons for military service will be sent via an official online portal. anyone failing to report will be banned from leaving the country and face a number of other restrictions such as i'm driving. all right, let's speak a little bit more about this. we're joined by ad d w that you're re re chateau. he joins us from reagan, from where he's been operating since russian authorities closed. i did over use moscow piero, you're a great to see. so tell us what brought this law backed while his law was discussed 4 years ago, which means that the need was already there earlier, and many young men in draft age did everything as they could to avoid being drafted by the military, after all, draft car to was only valid if it was handed over in person. as a result, many young men in russia simply lived somewhere else and not at the place with official address. they were registered and where the draft got was delivered and
6:13 pm
the police didn't look for the young man, very careful either. and it was a kind of unwritten law between the state and the, the citizens which now might not work anymore because of the electronic conscription orders delivered online. and in different ontology ways, this is new due to the changed, lo, your eat. how does this all fit into the wider strategy of russia's war effort? while look after a year, when russia is preparing the whole of society with a long war, the army ultimately needs more soldiers. and apparently men is conscripts will later be offered to contract with the regular professional army in order to increase the number. also, just at the front of the kremlin, sat that any conscript could sign such a contract and rush minister of defense proposed reportedly to allow conscripts to participate in so called peacekeeping missions. just a reminder, void. ukraine is not called avoid russia, but a special millet operation. so from the point of view of rational propaganda,
6:14 pm
it's kind of a peacekeeping mission, at least that's what the russian media tell the people every yury could this possibly and demonstrate will say waning support for the war. if recruitment measures like this have to be resorted to well, i think the russians enthusiasm for general military service has been waiting for years or so. this is not new or what might been used the, the shock russians faced with this change or in the law f, a menu. this is the kind of a hidden mobilization i will see in the near future whether this is the case. but the fact is that, that russia is effectively closing the board us, at least for men of draft age. they are not allowed to leave the country anymore. and of course, this shock can lead to waning support for president putin. it's dangerous for him given next year, the russians will elect a new president. now there have been some lawmakers who've complained of that
6:15 pm
secrecy surrounding this law and that they haven't been given enough time to study it. what you make of all of that you're well, there are media reports indeed that this rush came from the department of defense. and apparently that will also instructions for the russian media on how the change to law should quickly be explained to the russians in a positive way. because of course, not only the members of parliament but that the whole country was totally surprised bite. and some expert as you there to the timing has to do with the announced counter offensive by the ukrainians. and according to the motto, if we want to, we can mobilize millions of men in no time at all. so it was maybe a kind will. it is a kind of signal, a warning to ukraine, not to start the counter offensive. thanks. uri d w's, rieger bureau chief, uri rochette. the italian coast guard has rescued 700

people from a boat in distress in the mediterranean sea. the vessel which has arrived in cataneo got stuck at sea when it run out of fuel. there's been a sharp increase in people traveling in unsafe boats from north africa to europe. the un says $411.00 people died on the journey in the 1st quarter of this year. that's the highest death. in 6 years. a speak now to britain harbor. but who works with alarm phone, a self organized hotline for refugees in distress in the mediterranean sea, they've been trying to get help to a stranded vessel in recent days. welcome to the job you. so your organization received a phone call in the early hours of sunday, tell us what the passengers told you, and what did they do? what, what did you do with that information? so they cover those in the late evening of the 8th of

us as the manager in case a boat is in distress in the budget search and rescue zone. as this both of us. ok, well let's just say if authorities are ignoring groups like yours that are essentially trying to save lives. of people who are in distress. see, how do you see that strategy? my father loved the 3rd time better. my take notes, our cars for him and to launch risk operation. this is quite normal for us because the often my job they often cause and they just don't pick up the phone and also they don't react. and so we need to find merchant fences. so as i have met and sometimes by the city, leads to rescue the people because my just doesn't respond to disrupt cases. all right, well we've heard as well that the number of people trying to make the journey has
6:19 pm
increased significantly when compared to last year. tell us about your experience. are you seeing a lot more cold when compared to say this time last year? well i think it's not that much read the number, but we see that from tunisia many people go to love to do that. now, because we have this speech by the president into a taking black people who leave from tunisia and also stay there and want to listen to lisa. and because of the races, a text by the government. they are also nice now, but also get the text by the 20 coast. so this number of people, right. the last yes and this year it's really communicant higher number. evil, bad from libya. i think it's a lot more than last year,
6:20 pm
yet of course be see much more bigger. this is leading from the east of libya as this boat to be on contract or we can contact right now the last days. and also we know that it's not only one best, one, both in distress for me to be at the moment, but there we are on law. we're heading to can i believe in italy. and some of them reach the shaws already one in california and our case just reached the part of the book by then tina cannot put a harbor from alarm phone, which offers a hotline for people in distress in the mediterranean sea. thank you for joining us on dw, thanks nasa is looking for people with elite levels of patience and understanding the u. s. space agency has unveiled it mars simulator. volunteers will live there for a year to test conditions for future missions to earth neighbor, located in texas,
