speeding up ammunition supplies for ukraine. you foreign ministers are meeting to overcome disagreement on how to replenish depleting stocks. ah. hello, i'm clear richardson, thank you so much for joining us. food and water supplies in the sudanese capital of cartoon are running low as clashes between the army and paramilitary forces spread through residential areas. fighting between forces aligned with 2, rival generals is raging for a 2nd week. at least 420 people have been killed and thousands more wounded. many of the injured are unable to get to hospitals. and even when they can, there's a shortage of medical supplies. i spoke earlier to appeal to the well den and international development consultant. and she told us how the situation in sudan has been deteriorating. the situation is pretty grim. fighting. it's entered into

a 2nd week. people are still stuck at home. people are trapped in buildings. it's very difficult for civilians to get food to get water cooking fuel. most of the public utilities infrastructure has essentially collapsed, whether it's have come, come under attack or, or the employees themselves have either fled or are stuck within their own homes. so as a result, the situation is quite dire. cartoon is a, have any very dense urban area of approximately 5000000 people very difficult to have access to any kind of food or water outside of the usual commercial structures. so people are. 2 really soft free right now. now, as we've heard, foreign nationals are being evacuated at doesn't sound like a vote of confidence from foreign governments or people. they're afraid that these

rival generals will escalate their fighting once the international community. isn't there watching? i think that's definitely a fear it is interesting for me as an analyst in the region to watch the evacuation thing. obviously, a lot of it is a response to create an upstream upstream response to criticism that could be received with regards to evacuation after what had happened in afghanistan or in libya. but for those were on the grounds, many have not been able to to leave or have not been able to evacuate. we also know that a lot. 1 of the employees of the u. n. and other organizations made themselves also lead. so for sure, there is definitely a fear that this could mean that the fighting will escalate. and that will be more and more difficult to to, to report any types of abuses. this being said the, for in the community, the international committee was also quite under attack. these last couple of days

and so far the, the fighting have attacked diplomat has attacked at hospital. so it doesn't seem so much that the international community being there was able to prevent the extent of the fighting and the, the human rights civilian tragedies occurring right now. and can make a difference from the outside. do you think, what kind of international project do you think is needed for the fighting to end? well, i think that it can make a difference because i do think that quite a few countries were concerned about issues such as the intelligence at their embassies and worried about potential hostage situations and with their staff leaving. it does make it somewhat easier for them to perhaps be a bit more firm. we do know that the you had described that one of their embassies have been breached. they didn't get into specifics about which force was behind

joseph moreau saying that the result soon ukraine's foreign minister joined the meeting remotely and called for urgent action. i spoke earlier, i would say to these rosy burkhart who was following the meeting in luxembourg. and i asked her whether the summit met expectations when it comes to delivery of ammunition to ukraine. well, it depends whose expectations you are talking about. certainly, diplomats, that i'd been speaking to before these talks weren't expecting a big break through today, but ukraine's foreign minister was certainly pushing for one. the european union has been facing some very public frustration from key if over the implementation of this plan to provide ukraine with more ammunition. and i say implementation because the actual details of the plod broadly were greed weeks ago. already on the one hand it to vote, drawing down on member states existing stockpiles to their own ammunition, setting that ukraine, that part of the pond is already in action. but there is

a 2nd part under which you countries planned to jointly procure more ammunition for ukraine, and that is where the debate lies. these talks and now it looks like talks that will continue for the next coming days, a lower level, perhaps among you ambassadors. the knob of the issue here is the technical, legal definition of what it means to procure ammunition from the use arms industry . so going to european union based companies and buying ammunition from them to send on to ukraine at the debate were these about what if there are components in the supply chains from these arms manufacturers which come from outside the european union? or what if one of these manufacturers has a, a factory which is based outside the european union would that qualify? no, some member states, some ministers. i've spoken to dismiss this purely as bureaucracy, bureaucracy, if you will, getting in the way of sending bullets on the other side of this debate is a very genuine desire for me. new countries, particularly france, to be thought the use own defense and arms industry on the one hand to try and keep

delivering on that promised you is made to stay by keep site for as long as it takes. on the other hand, to try and react redressed, use own response, your country's own response to what is they believe a radically changed security environment in the wake of russia's full scale invasion of ukraine. and rosie you've been speaking to ministers and others taking part in that meeting, judging by what you've heard to day, do you think it will be possible for you to fully meet ukraine's demands and needs for ammunition in the near future? will ukraine will keep pushing. i think that is one thing that's clear, the ukrainian minister joined these talks virtually. and i think from, based on what i've heard from people in the room, it was really more what you might describe of as a virtual dressing don't. i'm told to use harsh language to try and convince these e u members. no, i think the debate will continue over the next coming days among ambassadors at a more technical level. and certainly the european union's foreign affairs,
