4:02 am
in one of the wes last allies in this a how becomes the latest to slip from democracy last week and he's there as all the african regions. a 7th cruise is 2020 and the scene is starting to look familiar as in neighboring molly and for keen of fall. so a military takeover accompanied by anti french pro russian demonstrations. what will this mean for the people of new share and for efforts to fight insurgencies in the region? i am quite richardson in berlin and this is the day. the news sewage situation. ok be applied we immediately but one of the buddhist countries and these are the country won't be able to withstand the sanctions
4:03 am
economically it's going to be a disaster. socially. it's going to be a disaster. we simply don't know yet. what will happen in the chair and we're preparing for the alternative options. also on the day, russia is raising the age of compulsory military service. officials say recruits won't be sent to fight in ukraine, but many are afraid. that's exactly what awaits them. did you question them in the system? what is that? at the moment that the russia is lacking, troops was navigated. they ways, it's too much, they can go, but some of these resources need to come from somewhere. the buses, for example, men over the age of 27 should the will for you. well now they're the ones who have been chosen as victims a very warm welcome to the day you there is military leaders have arrested for more government ministers. that's according to the party of the change presidents mohammed bus boom. and those
4:04 am
arrested and the ministers for oil and mining. as also ahead of the parties executive committee. the who has a queue is new jersey them or colonial power, france of flooding, a military intervention to reinstate president presume who's been held by coo leader since last week on sundays supporters of the crew storm, the french embassy and the capital in the on may the french government says it recognizes pursue, as these, there's only legitimate liter, somewhere in pursuit of its policy of finding ways and means to intervene militarily in the chair of the friends with the complicity of certain new jerry youngs. held a meeting at the headquarters of the major national guard to obtain the necessary political and military authorizations. thus, mister moss, who do has to meet for acting as a prime minister, signed the following documents. used by muscle do has to meet the minister
4:05 am
of foreign affairs and cooperation in an interim. prime minister, authorize the french partner to carry out strikes within the presidential palace in order to free the president of the republic of new share mohammed buzzle, who has been taken hostage to have as west african nations, announced travel and economic sanctions against moved air and threaten to use force if the crew leaders fail to reinstate president posing within a week, the echo last group of states suspended all commercial and financial transactions with new share, as well as briefing assets that is worrying news for many people in the share. imagine by say to myself that in these areas are already going to have to tighten their belts by people going to need to know government. so now what's going to happen is that people are also imposing a blockade on us because they're closing their borders and they're putting it. in
4:06 am
the case of new cher, it's true that these sanctions are very heavy. and i think we're really going to suffer economically. it's going to be a very difficult time for the country. as a reminder, one of my 30 percent. that's bringing our correspondent, i'm a quite a, she's monitoring developments in the share from lake coast and neighboring nigeria . we're coming up toward a week since best to have the cool leaders now stabilize their grip on power. i think they'll be very ambitious to see at this point that they've been able to stabilize power. really what we see on what we can say we're seeing is yes, there is some subtle strategic engagement, a spot where she, if there is end of the conversation in terms of mediation, we see, you know, the presence of child interest. that'd be himself going that they a spoken to the child is also the clips. it'd be a rude out of me share. i also met with, you know, the deposed president by soon of course it is too early into the to see that that
4:07 am
the have already 50 nice that you know, the country or the haven't people. 7 so to see the have a long way to go, like you did, you know your head from the reports that they have. it's really not is it's a long walk. it's really going to be a long walk, right? that's a freedom because of the needs to be engagements you want to put together on what to do one, how did they want to move the country forward? it's just really too early to see that they have both the goodies ouch. really. in the meantime, we heard their residents were expressing their concerns about looming sanctions hitting the share. can you give us a sense of the countries dependence on foreign aid and, and what this will mean for people? i mean, leisure us, we do not unfortunately is one of the porous countries of the world, but of the continents. but all the world and, you know, normally they receive $2000000000.00, you know, of funds from an award. so, um, what the bank provide that, you know, as developments or developmental assistance and then all of the sudden leaving
4:08 am
costs of that's going to put them in really the situation apart from define the finances that it gets also, you know, it's also new services security, plotneau us response as well as being a security fund. i mean the book from the us for instance, of book views. yeah. babies in the share with, from where the 5, you know, is lovely insurgency. that means that they have to bring in with the technical know how to bring your mom, how the bring in expertise in either into the country. all of these now have so we know also that the use the music company, i've increased security access to these all of the fees that you know, the share will not have to grow up. always they have know to figure out how did they move forward. so indeed the concerns of the people that we had, it's really, really legit because they have tough ideas. i had a little copay of evil. i had depending on how long it gets them to get this wides . so even when it makes sense, when i throw my name was appealing to the technical part of the national. but this
4:09 am
is indeed what it was referring to because in the uh, the hub along with a deal we'll be needing the support. how would they be able to do this all by themselves? roommate's the crucial question. absolutely. well, thank you so much for joining us to break that down. that's the database correspondent am i co call you thanks for having me to. so as we've heard these crisis in these areas, also on the agenda in europe and here in berlin, germany says it has suspended financial aid and warrants it could take further measures. germany has about a 100 troops stationed in new jersey to help train local forces. here's the german defense minister speaking today. the, those are responsible for the crew say they will abide by all the international arrangements and agreements that remains to be seen. one definitely gets to put some time. yeah, we're in contact with our counterparts in new jersey through various channels. that means there are talks, there is contact. so for some context on this let to bring in or placing the head of this a health program at the corner of an hour foundation,
4:10 am
which is associated with the germany's conservative opposition cd you. he's joining us today from the molly and capitol pharma co thank you so much for taking the time . all right, when i start by asking you wine is there has been so important for europe and for the west. i mean, it's not just, it's the most important security popping up for the west. it's also, especially for europe. it's extremely important because it goes to mike rentro domain, mike rental from south side, and i forgot to leave behind in the mid cherry and code. so it's a very poor country, but it's so teach it gets the only security partner and it's basically just stop gap for europe to avoid, to more over, to drifting migration reaching your oh yeah, i'd like to talk to you more about that. as you've said, measures been an important friends at point for people who are fleeing violence to try and make it to europe. how do you think that the political instability in these air is going to affect migration rates?
4:11 am
yeah, i mean, i'm short lived. the big question is now was a new uh, road us was that might be, but on as a previous agreement was a european union to basically i will see zeroed from, i got this town and all of them the job to the jail that basically. ready know really low of migration levels since 2015 and that's not clear of what's going to happen. indeed the issue is then if nausea mommy's busy, your offices busy playing politics, you know, fighting for how long the carpets are. they will have less resources. you know, actually battling g a disorder, it will be more instability and properly then this is going to be extracted by human traffic test. okay, so security and migration at top of mines in europe, france will also presumably be concerned about it's access to uranium. since we known these areas a crucial supplier, now the mining minister of the elected governments has been arrested all our mining activities continuing their it according to my information guess. i mean it's, uh,
4:12 am
i mean, everybody's know, concerned a bit, you know, the part is close, but otherwise it appears to be, you know, the businesses usually for the time being of course we don't know what position and the next couple of months will take concerning mining concessions, you're looking a little more broadly. what do you think germany and other european states are going to do here on the one hand, they need allies in the region for many of the reasons we've discussed. but do you think that they would work with a military junta? i think david has no choice mean the idea of running really fast out of options 1st . molly went into the hands of the military done book, you know, fall, so you need uh no need. yeah, i mean if they, if they, if we come to, you know, to, to difficult or, you know, refuse dealing this military or government say they might as well stay in europe. so they would have no choice because of really crucial for, for europeans to. ready will keep migration those shows the road. so in the gym
4:13 am
concept, it's now the top is subject and many in new york in countries and you know, posting right extra ms potty so now is that trying to you know, get to purchase to step down. this probably won't work, but eventually i think them to come together and, and also walk again with with needs or even molly's ever ready to continue working visit manager government. they opted for our shop. i just was going to europe into end of the corporation. was molly? yeah, space me more about that. do you see in this case and nice in new share russian involvement in any way or how to what degree do you think that this military junta is going to seek alliances there? or i'm, i'm bit skeptical because, and i just has, has traditionally have very strong relationship with western countries. phones. that's not even the russian embassy. we've seen a pickup in this information spread from, you know,
4:14 am
russia link channels. so just to post sticker to which is the bit, but i'm skeptical the new dealer, the new route us. we make it to either of us block now because the russian never does anything for, for easy, always want to get paid. and, you know, my job doesn't have the resources to, you know, i am as scenarios and i, i'm not so sure to rush, i would try to talk about, you know, relationships and stuff. but i think in reality, not much is going to happen. and we have seen um, footage of these large raleigh's of people who are supporting the qu, beaters. is it clear at this point? how much public opinion, how much public support rather, there is for the military junta here. it's really how to say, i mean i, i make the case that many new jersey and still, you know, you know, save off as a one, but now keep the headstone trouble. i trouble these protests with these seen on the weekend. you know, russian flex, people shouting 14, these are young people, basic you money play to draw, you know, probably party pay paper just to, you know,
4:15 am
to, to stop things a bit like you've seen as a country. so it's not a genuine. and. ready no ration fall for the purchase. on the other hand, also, no army unit has come to the risk jewel by the one. so it seems to me that the purchase that going to stay in that least take, you know, to have support a fee to keep play as well. really my time. yeah. and you mentioned the role of this information here. can you tell us a little bit more about how that has played out in this particular situation? yeah, i mean that means that, you know, do you have these pro rush? i was just focusing 1st on monday, getting defense on the out and making me no smarty, you an operation. i'm popular then focusing books. you know now most recently they're very active and nyja just to strain by zoom as an agent or friends of the west. and that all this military corporation was based on countries is failing just to make him look in his, in the eyes of his population. us astray,
4:16 am
to go and him know why the cause unfolding last week there was a huge pick up, you know, all sorts of claims that both of them already had to resign and stuff so that they're really trying know to make most of it just, you know, to mobilize opinion and these you, on the ground is probably not much to it, but you know, many, many people decided for lack of, you know, credit with media release. let's say it's read on lots of groups. well, thank you so much for your insights. i'm joining us here that is off base and from the corner done our foundation. so the russians, wagner group has played a key role in the war and ukraine, winning several bottles. and last month launching a short lived and mutiny against russia's military leadership. now in a voice message posted on telegram its liter, you have any promotion. it says he has paused fighter recruitment. but the wagner's activities will continue in africa and belarus. and some wagner fighters relocated
4:17 am
to bella rouge after their failed rebellion, raising concerns among no neighbors. moscow, meanwhile, has remained tight lipped about the impact of the wars having on its troops. but a new law in russia could provide some insight into one of its closest held secrets . last week. russia's parliament degree to raise the age limit for military conscription from 27. to 30 years of age, that's after president food and already announced the mobilization of $300000.00 troops. last september. moscow hasn't revealed the number of troops deployed against ukraine, but earlier this year, ukrainian military intelligence claims that feature split at around 280000. the british defense minister has said 97 percent. the russian army is in ukraine. i'm oscar has publicly acknowledged the depths of only 6000 soldiers, but independent russian media outlets working with germany's tubing and the university. put that number at close to 50000. there was no independent information
4:18 am
on the number of people who deserted the russian army by human rights groups. say, there are more than 1000 court cases against alleged russian disorders. some rights groups say that figure is even higher, are so recent moves by the government indicate russian needs even more troops along with the law aimed at raising the maximum conscription age. it will also be harder for people who are drafted to leave the country. the gremlins official reason, russia needs better defenses. russia needs more experienced meaning holders soldiers. at least that's how it's parliament justified raising the minimum and maximum recruitment ages for the army. until now, then, between 18 and 27 were enlisted in the future. they say louis centers in between $21.00 and this old one called upon military service easily that was the plan a month ago. but the final law,
4:19 am
the past only raised the upper limit. the minimum age will remain 18 years. the, the parliamentary defense chief called the necessary steps to create a better force we considered all the advantages and disadvantages and came to the decision that it's better this way. we always need to, well prepared to move on. mobilization was of critics reading between the lines, say moscow needs more soldiers and in a hurry we still, i'm in the system with at the moment at the russia is lacking troops was not because of the way this can, we can go. but as i'm ice resources need to come from somewhere, the buses, for example, of men over the age of 27, should the will for you. well now they're the ones who have been chosen as victims . i should've distributed the if i need to practice the shipment. the new law means russia's army could grow by an estimated 2000000. officials say the recruits will
4:20 am
not be sent to fight and ukraine, but many are afraid. that's exactly the fate that awaits them. as reinforcements for the front line, the kremlin hasn't commented on the new law, referring questions to the defense ministry instead. but some parliamentarians are clearer. they even refer to the fighting and ukraine as a war and not a special military operation. it but this law was written for genuine mobilization and large scale as well. hopefully you, it already smells like large scale. it will have, i knew it was about park it with the war which writes, organization say more and more russian men are trying to escape should pieces should deal or is there more than a 1000 cases against disorders. since mobilization began much element below the at the same time them, but it's clear that by no means are they all being investigated. i would look at
4:21 am
them instead. for one thing model, it's very costly. and also, the whole mobilization mechanism is running quite badly in the blow was in reality, the number of disorders is much higher and yes, good, good. how's it going? now even more men of recruitment age are likely to try to get out of russia as soon as they can. because once they've received their conscription order, they're required to stay in the country. since those orders are now sent out digitally, there's no escaping them anymore. and i am delighted to welcome catherine bolton, a veteran journalist, specializing in russia now at the washington post. thank you so much for taking the time to speak with us. why do you think russia is raising the age of compulsory service? i think it's clear that now that those, this intensified fighting in new cray know that ukraine has launched the counter offensive. they really are in need of manpower. and i think we really get this
4:22 am
sense now the pressure is digging into long, cool. you had just there in that segment, the head of the doom is defense or committee. the head of this problem actually defense committee and 3 cuts a pile of say this smells now like of log scale move. this is preparation to mobilization and it really looks like they, they need more man power. and yes, by increasing the, the conscription h to 30 by 3 years. then they stand to be able to increase the recruitment pool by hundreds of thousands. and as you said, uh by potentially up to 2000000 met. so just to be clear, it is to boost fighting forces. and ukraine has some fear um, rather than bringing more experience soldiers into the force as the kremlin claims that is doing as well. i mean, it's kind of a 2 pronged policy because they've also increased the age for reserves for offices, those with military experience already. they can now be forced to go off to you.
4:23 am
great, right up to the age of 55 or 60 for the most senior offices. and this really speaks to does of stuff. and it really seems pretty clear that russia wouldn't even be considering this move to increase the subscription age. and this is a $230.00, and this is the age of 4 for which i can of a young russians have to do a year. is compulsory military service. yes, russian says officially, they say they won't be sent to the front, but it's clear that not doing this fluids no reason they need to prepare men for the front. and there's a real fee that this will be the ultimate a. what does that tell us about? the wider state of russia's war against ukraine is manpower. the biggest weak points here. you know, they kept a very tight click on the treasure and t rate. the official numbers, the defense ministry put up, cut the number of dead only at 6000. as your report pointed out,
4:24 am
independent media outlets who put that figure at somewhere near the 50000. you know, it's, it's very difficult to know because they've been keeping such a tight guard on the sick as the independent media outlets space, the calculations on kind of, you know, official funeral rates and so on. so it's, it's really difficult to, to guess. um, you know, but i mean, but the fact is the russian still has a lot more man power then ukraine, cuz just because the population is as many times larger. so unfortunately, they can keep going for one. and when you're trying to get a handle on the numbers, trying to get the most reliable information possible out of russia, where are you looking to find that to judge? you know it's, it's difficult. i mean, i think in this case we have to rely on the biggest, put out by these very well regarded, independent media outlets who there's one cause medusa. and obviously they
4:25 am
conducted their research in a concert with a tubing in universities. so i think these, these figures have pretty reliable, they've been working hard to really get a look at this. yeah, i also wanna ask what the increased chance that men are going to be forced to fight . and now also more recently seen growing attacks on russian soil. do you think that these factors will come together to produce any kind of see change among public attitudes toward the war on ukraine? as you know, already we've seen kind of a public opinion in russia shifting towards a can of hoops for peace talks. we've seen in recent opinion, polls that move in 50 percent of russians would like that to be peace negotiations . of course of the war plays well with a very vocal minority, but in fact most of the population by now pretty unhappy with where things are
4:26 am
going. but that doesn't unfortunately translate into any protest. when you face jo, sentences, it's up to 15 use to calling the will of war uh in essence. so you know it's, it's very difficult for anyone to protest against this. and so far, the mobilization has concentrated on russia's falkland regions, where men have very little, uh, breaks and the families have very 2 rights to and it's very easy for the kremlin to keep the lid and then use the number of tests in those regions. but as the walgreens on, it will have to go to the biggest cities and we already see, despite the fact that it's having to increase the conscript age, they do need more man power. which means going to touch the cities at some point. and this is going to, going to be quite a sense to moment of an already we, we should talk about this general mobilization. it's going to be, you know,
4:27 am
last time when a pretend launch is partial mobilization by september. after having trauma at the beginning of the invasion, if you've crates that there would be no mobilization actual that it would only be a professional omi that was sent in until then 700000 estimates, 700000 sleep the country. and now russian is crammed down on this last minute you receive your conscription papers. you're not going to be allowed to the country find to have gone up for avoiding the draft. 10 fold. it will close each $300.00 office or more and you will. so would be able to get a mortgage and the bank loans so we could see the increase. notice it's katherine, i'm so sorry to cut you off there. we're out of time. this has been fascinating though. i really appreciate you joining us on the day to share your insight the same. thanks so much. thanks for having me. and that is your to our time. thank you so much for watching the day.
