what happens now that 2 leaders ignored their deadline to reinstate the countries present. are now far from backing down the military junta in these areas doubling down. they've announced a new government taking to national tv to leaders announced that ali mon mean sign will lead the 20 form 21 member cabinet. the current political unrest and 2 in nisha is putting e k was to the test. the economic community of west african states block was formed in 1975 and comprises 15 african countries, including asia and my gerry a. it was set up to foster trades, but it has also addressed political and military unrest in the past. with some success. it's un peacekeeping missions, and e k wa spikes forces into the gambia ivory coast and guinea bit south nigeria as president bola to new booth who is also currently the eco west chapman

appear to be pushing for ministry intervention. but i'm going to say that some like to be nigeria would have to provide the bulk of the minute treat resources and is itself struggling to do with an insurgency. also ego loss members a split on the use of force. molly and black, you know, fast, they both support and these as qu, leaders, and have said they will come to its defense if necessary. meanwhile, other countries of packing diplomacy and suggesting eco was extend, is deadline for the reinstatement of news at president mohammed by zoom. but mediation attempts of sofa being written by the june to so the block may now look to expand the economic and travel sanctions. the date has already imposed. let's get more now from christopher on remote data in car center gall, he's an associate editor for world politics review, international affairs magazine. christopher, welcome to d w. let's start with equal wass and this summit, what does the block and its leaders hope will come out of this emergency summit in
5:04 pm
a boucher as well officially the they want for the restoration of president by zoom into power. you know, that's been the official position for him to be released and returned back to office. of course the had that meeting a couple days ago more than a week ago with the monday he'd be returning the following week. and the see if he wasn't returned the that would be the possibility of military force. that deadline has now passed because there was no military actually mainly because support for military action in the region as well as the nigeria was spotty at best. you know, the president of nigeria, black, you know, who pushed very aggressively for many military response, but many northern nigeria law because who's the board that j way very to point. the idea as it was, as was said earlier in the introductory,
5:05 pm
the keep the resources for that kind of me showing just not bad. so now was essentially trying to give the area on and off rent to people with echo west, but in reality, the also there was the regional but soon to buy a getting sleep by, by to the, you know, there is now the new government that does announce that you know, the window for trying to get, but so need to by closing, by did the so well say look, very good for that cause yeah, let's talk about that more. how much is echo watches, credibility, writing on how it handles this crisis and what the outcome might be as well i, i hear this said not to above. that goal was, is crazy. busy and i am somewhat to be the same time that on at least on the premise that it causes credibility is necessarily going to be significant in dented by the lack of military actions. in this instance, i would argue that 1st of all, i cause as quickly village was already been to be didn't in the regents in price,
5:06 pm
the model, the gene a book, you know, if i slowing down the, we know into lucky to us have simply disregarded many of the positions that it was taken because many in the regions simply don't think of it as incredible organizational merely because some of the lead us home of the heads of states of equity speeds have done. so i'm let's see questionnaire. kristin, a lee questionable democratic of things and data and see whether it's the extended to attenuate pie as you know, human rights abuses. so i'm not sure that this one instance is the one thing that blown tech was this great ability to eat, had very easy to, to begin. what are the appraisal this movie on equal was? what are the implications of this could be on the share or even the region? and if there is escalation, what does this mean for a broader audience? people who are, might not be familiar with the west african regions or so i just,
5:07 pm
i suppose the, the security issue in the help. and is this perhaps the most significant, the timing of what, who happened to you on the region when you look at the countries that board is that board is i'm the chair and my lead and book, you know, fossil, the coastal waste applicants. these have, you know, ca, so be security crisis bay, but also the democrats, the question of what does she does? these normalize the sort of a quote unquote returns, because that's the biggest, that france to united states, the united nations, the african union, the regional that international partners of the countries in the region. and that's in the field for them as well as the countries themselves. all right, we're have to leave it there, but thank you very much, christopher on you monday for that update. thank you. let's turn up some other stories making news right now to burger sands president has
5:08 pm
approved a request from prime minister about sharif to dissolve parliament care. take a government will take over a head of a general election which has to be held within 90 days. chives main rivaling red con was arrested on corruption charges. ukraine has announced that humanitarian court or 2 allowed dozens of cargo ships trapped in its black c ports since rushes invasion to be able to leave safely. but the ukrainian navy is warning that risks remain from mines and russian attacks. moscow has ramped up strikes on ukraine's port since quitting a deal to allow grain exports. last month, the poland is planning to station up to $10000.00 of its troops on its border with bella roofs, the arrival of russia's wagner, mercenary group, invalid res, last month spark security concerns and warsaw the leader of belarus, has repeatedly said he's restraining. wagner fighters, who say they want to attack port at least 36 people have died in
5:09 pm
a wildfire on the line island of maui. officials say the depths happened in the historic town of the honda, which has been devastated by the blaze. hundreds of buildings have been destroyed in thousands of residents have had to flee fast moving flane's us present. joe biden is sending military forces to help fight the fires that are still burning on maui and the nearby big island paradise lost. as flames engulfed, the resort town of le hi no. the only escape was by sea, some wasted until the last moment to flee. the, so far as our thoughts are nearest time, the go. firestone
5:10 pm
got to know when the fire ripped through the tourist hotspots with little warning. many of these buildings no longer stand with this to say much of love hina has been turned to ash and we just had the worst disaster i've ever seen online through chris bog lips. evacuation efforts were disrupted by power and telephone service outages . roads were cut by flames. fire experts say molly island was waiting to ignite droughts had left the dense bushland dangerously dry winds from the passing hurricane. dora created the perfect firestone way when we are preparing for the
5:11 pm
hurricane. we, we expect green ablaze, we expect floods. we never anticipated in this state that as a hurricane which did not make impact on our islands will cause this type of wall flyers while fliers that wiped out communities. while fliers that wiped the businesses, while fliers that destroyed homes, officials urged tourists to stay away from the holiday island. thousands took shelter in the airport, waiting to evacuate. we're actually going to go to greece. there's a lot of wildfires there so because of the wildfire, hawaii is just the latest place affected by extreme conditions. scientists say the world has just experienced its hottest month in recorded history,
5:12 pm
exacerbated by human, caused climate change. it's getting more on this developing disaster in hawaii with robert watts, and he's a former chair of the inter governmental panel on climate change. the ip c c. thank you for joining us on the w for this story. we heard of that report from the governor saying that that the state government, what did not anticipate this being able to happen? should they have been able to participate? i think countries all around the world. we should have got large pharmacists systems has to. i insisted pipe far as spies in the future with you and introduce climate change. we're going to say more street type, which is we're going to see more drugs, the perfect conditions. so as far as size like this. well let's, let's get more into the climate change aspect of it. of course, the forest fires,
5:13 pm
wild fires are nothing unusual. they do happen whether this climate change or not, but you're emphasized for us just how does climate change impact forest fires like what we've seen now in malli as well. what we say is that same which is around the world, the increasing juice issue activity, but also is not just the average temperature. with a more these very st temperatures. we also see inside zip precipitation passes, with se slots in some air is a drive. so now this is what we see is a combination of drugs mainly in various forests, a dry buy have a lot of fuel i would use is start to get high temperatures at the high winds. the perfect conditions which seem to make time that we see them in greece without saying in hawaii. these are the sorts of things we're gonna see as far as all around the world. i'm glad you just mentioned some of the other places where we're
5:14 pm
seeing yet another summer of intense wildfire. so it does feel like we can just replace the geographic location and ask the same questions. so on that note, given that this seems to be a new normal, is there anything that can be done as an end to mitigate this risk of what seems to be increasingly severe fire seasons? as i say old far as services around the world of got to realize the potential for these far as size is increasing, bigger the few and then choose climate change. therefore, if i have to have strategies, so minimize the as far as size, they're going to have to do far as saving. that is do re send the i'm the grows, they can do that with just $125.00 as you need the food together. certainly the guides is sites the far as uh, this is looking at how you could be the bias, the risk, and it is a combination of managing the forest by fit. and especially the,
5:15 pm
i'm the grows i've been doing, some controls buys. so when you do effectively get, as far as thoughts is old, managed to believe the future, you need to reduce what we call the tools out, the amount of dr beds and size. and that's too low does seem to be quite intense. and what we're seeing in my way, robert was we have lived there. thank you very much for joining us. former chair of the i p. c. c. thank you very much. now aqua doors, government has declared a state of emergency after a presidential candidate. there was assassinated on the campaign trail. the killed politician was known for speaking out against corruption, fernando, the, since you was shot dead at a political rally in the capital. now, he was not a front runner in the elections, but he had received several death threats. and now one of the country's largest gangs has claimed responsibility. speaking to supporters and what became his last
5:16 pm
speech in this democracy cost our lives. this country has cost our lives. we won't permit a new treason. presidential candidate for a number of the sense you were shot. while inside the truck moments after leaving this riley where he spoke about the dangers of challenging drug cartels and addressing the corruption gripping ecuador authority said at least 9 others were injured in the shooting. the gunman was reportedly killed by police the wrong, we experienced the horror movies yet this 3040 shots were fired with machine guns. almost all the wounded falls. i know there are some dead. and sadly, fernanda vincent, you was assassinated a little time in the last. i mean,
5:17 pm
it also seemed to be sent to you had a long history of challenging those in power. first, as a journalist who posed the corruption scandal involving the former president that landed him in 18 month prison sentence for defamation. and later, as a legislator and a national assembly which was dissolved triggering the presidential election, the sense you ran as a centrist anti corruption candidate, ranked 5th out of 8 in the polls. while the vote will go ahead as planned, some candidates have now suspended their campaign events in the run up to the election day. a recent report by independent russian media has concluded that hundreds of millions of dollars worth of restricted western electronics have found their way to russia this year. despite sanctions meant to prevent that. that least some of that tech is going into russian weapons, but then hit ukraine
5:18 pm
w as nit connelly take closer look this is what just one rushing michelle can do. here in the city of mine. in april, the most of the cage, 11 cruise myself to 24 people in this apartment book. just one of thousands of missiles. russia, as you said, fondest entry. rudy shows us how they work. just a month is ukraine. you know me unit catalyzed, russian weapon systems. this is the k h 11 we saw on the computer. it's brain, just so let's say you all of these important numbers. no, no, that is russian, where you can size it from the way it's been put together and watched them. there is nothing to russian here except the mountain and i'll put them arkansas and the serial number model, the technology root equal point, the finger research as of identify chips from companies including us based texas instruments in germany's, in fiji, on most of the household names showing this kid was supposed to be stopped by sanctions as a small, but a year and a half into the war. russia is still getting these chips off and find new routes,
5:19 pm
routes they want to keep secret receipts from the right. so one of the russians know that was sent and others are watching what they do. they started filing all of the serial number on chips and weapon systems. we've shut down more recently what they're trying to make it hard to, to what college, what they're using before. like here you could see ever some digit got system. russian needs to keep this western technology flowing to its buttons. manufacturers . it's been using up massages faster than any one had expected, or kept it was a move in the other. honestly, these missiles are going straight from the sector to the front, scanning the record. it's probably going to depend on what you should. there is no time even for tests, then we should not even what to do. we should down missile. so they've been billed the same months. most of why it's in the district on saturday and with i'm with him of started from one of the 4 door from so can i direct you to give sanctions because we're actually closed. ukraine's missile? defense forces say they'd see the difference in a matter of months to independent russian general as an x. so i've seen secret
5:20 pm
customs statistics. we show ballooning inputs from 3rd countries as most co scrambles to source electronics. many sellers might not even realize that ships being useful, says gary summerville, a research fellow at the royal united service institute, a purchase, think tank vast majority as we see. so i say, okay, well i want to number home are, some of the systems are essentially connect, which is a kind of our shop, these chips, a found to cause medical devices subject to the toughest export controls policy. and there is actually sort of seeing the marches on arabs dot com considered obsolete because through the, the case being used inside the number of the roof bad systems. most chips being put into weapons like these reach russia from coal in china through complex web event. dimitris and show companies. and when we break is our quotes and sanctioned you, it's open up almost straight away. i just know my voice solution to be sure why
5:21 pm
sort of solving pressure electronics, a nation and essentially is just going to get there. and then on the phone, getting intelligence issues crossing consistent, you might to yes. okay, good. gosh, be a long way for it. also you hear receives 96 people. and you know, we've been able to establish all these connections and i don't understand the site's working. so you never go last show, you know, michael, it's on a sunday cartridges to new york to replicate all methodologies mark, say this or it. and so until things change, ukraine is going to see more devastating attacks. this is michelle graveyard. in fact, you've, these are just some of the results were satisfied that ukraine 2nd city since school began. this is what a year and a half and sleepless nights and error rates are. and just like if i could find, if we missed all behind, every shell here is life to the best has been up and it was being cut short.
5:22 pm
elizabeth gray investigators are examining these missiles, trying to find out who gave the orders to find them. and who pushed the button was but as for the people who made these attacks possible by providing where's the pots? for now, at least it seems they have little to fear. it's getting more into this now with sarah stuart, she's in washington, d. c. a trade policy expert and the ceo, silverado a tech policy group. welcome to the program, sarah. we just heard that report about western tac microchips, in particular, getting into russian weapons. does that information jive with what you are saying? yes, actually, it does. and i think what's really interesting to point out here is that russ says add a patient to the sanctions, has been an easier lift then the enforcement of the sanctions. at silverado, we, we looked specifically at public export data from almost every country in the world
5:23 pm
. so that we could corroborate it and talk about it and not have to explain, you know, a particular methodology. and what was stunning about the statistics that we bleed out in our report is that while it was very expected to see a steep decline in everyone's exports to russia, following the invasion and following the unprecedented coordinated set of sanctions by 37 countries, we started to see an up tech in, in ports, in russia's, in ports starting last summer and continuing until today, where we now see pre, pre war levels are being met. but the actors are dead. so now we see china and hong kong stepping in and these are in key technology areas, whether it's talking about smartphones or semi conductor chaps, vehicle parts, aerospace and others. so how do we assess the sanctions that you guys use there?
5:24 pm
unprecedented and incredibly well coordinated. and yet this is still happening, would you say the sanctions against russia are failing? i wouldn't say that they're failing. i think that they have had an impact. but i think that they are very difficult to enforce. even with best efforts. the u. s. government has been partnering with allies and other key partners on enforcement efforts. we're seeing a lot of great work that's being done. but this is a highly complex, very opaque network of distributors. and, you know, as the segment pointed out, we're seeing ships from companies that we know are not expert him directly to russia anymore. still ending up there through this network. the enforcement is something that we just have to keep doubling down on. we have to stay ahead of rushes out, a patient, a new sources. so that's the trade aspect of this. let's look at the tech aspect of
5:25 pm
it because of course micro chips is a huge sector. means a lot of things. just how vital is this kind of western technology to russian weapon to production and its ability to prosecute its war and ukraine? well, the data that we've looked at does not tell you exactly where these chips are going once they get to russia. so it's hard to say, you know, with, with any concludes or a statement that the russian military is for sure using it. but what we can say is that we know that they are, these ships are being made available and very accessible. and given that they have both civilian and military uses in that they are absolutely central to all sorts of military capabilities such as satellite communications and weapon systems. you know, one kind of film that they're at, they are getting to military and users. alright, sarah steward, thank you very much for those insights from the silverado group. thank you.
5:26 pm
