the the when military leaders in this year staged a crew 2 weeks ago, the response from west african leaders was clear force could be met with more force . well, that hasn't happened yet. today, west african leaders met and decided there will be no clemency for this crew. a standby force is being deployed ready to intervene in this year. and tonight, there are real fears that this could escalate into a real war. i'm break off and berlin. this is the day the day we've got to look for just a 5 determine is always diplomatic efforts made by echo us in resolving the crisis happen. the see i'm clearly pellets by the military leadership. it is co shared
7:03 am
that we've pro tries diplomatic negotiations and download as the bedrock of our approach part of the deployment of the equity fund by force to restore constitutional order in the republic of news. it also coming up the computer chips, taiwan, and tensions between beijing and washington. why the us is moving to keep new high tech out of china is reach for the very highest and often semiconductor trips tell them produces about 90 percent of the total international output. so think about the destruction of the supply chain on to our viewers watching on p b. as in the united states into all of you around the world. welcome. we begin the day with the possibility of war in this year. still very much on the table to they
7:04 am
leaders from west africa agreed to deploy a stand by fours that could be ordered to restore democracy in the chair. if the country's military leaders do not, it's been 2 weeks since the military stage. the crew there yesterday, the general's appointed a new government showing no signs of backing down. it is seen as yet another act of defiance against open and veiled threats being made by west african leaders. well, where is all of this headed? couldn't this year and it's neighbors be on a collision course headed for more ways to african leaders. arrived in a boucher to move in next move image and mason came up to medias. wanted to ignore the ultimatum to stand down from the power grab the principles, the group sees all diplomatic efforts to result, the crisis has been rejected by the military leaders. now they are ramping up the pressure to restore democracy, issuing this directive, direct the committee of the chief of defense stuff,
7:05 am
to activate the aqua stand by force, with all its elements immediately order the deployment of the equity fund by force to restore constitutional order. in the republic of news yet, but it still isn't clear what that will look like for the standby, for most likely to take weeks, if not longer to assemble the block and so reiterated its commitment to finding a peaceful resolution earlier the one to talk to a national tv to announce a new government with me, she is deposed. presidents mohammed bosom still, and the house erased. concerns of growing about his well being. we are aware of recent reports that president obama resume of new share and his family are living without electricity, water, food, or medicine. and i can see the following. as the secretary general is very concerned, over the deplorable living conditions that president presume and his family are
7:06 am
reported to be living under as it continued to be arbitrarily detained by members of the presidential guard in new share. as the political did, law continues the people of media aware of what comes next. really after the who did the, our country really leaving the bug situation. why i see a bug situation? because do that, if you look everywhere, we can see everywhere there's lights up lights of night. so i think is going to use it. 40 to ship. i mean, interview not military interview. tough sanctions on misa maintenance, struggling with rolling power caps and supply chain disruptions, creating food and susan t for residents, a wasting the next move in the country's future. enjoying now by commission kamara, she's the former minister of foreign affairs in molly and is known as senior adviser
7:07 am
on africa and at the us institute for peace does come are. it's good to have you with us this evening. equal was his 1st reaction last week to this group. it was an ultimatum, and the threat of possible military intervention in this year. now the generals in this year, they called eco watches bluff. today, eco was double down on this possible use of force against this year. are we just escalating here when level to the next, possibly headed for military conflict? we're definitely escalating. i think the echo was really given a chance to diplomatic negotiations. over the past 2 weeks, the quote took place 2 weeks ago, that's 14 days of president presume being detained by the wind in very difficult situations. and just pretending that the april was. isn't there any uh any longer. um they appointed a gun events and they close the air space and they're really very defiant when it
7:08 am
comes to to be equal wise and the vehicle was orders. and now we're seeing heads of states, a vehicle was coming out of a summit today, even more determine that they were last week or the week before showing up their muscle. and really telling the one time that they are giving them one more week to decide whether they want to emulate your intervention or they want to restore course additional order. well, let me just ask you right now, is it as it looks right now? and based on what you know, do you think if the content, if they don't back down, do you see this of this force that was ordered deployed? did they, do you see them moving into, did you i think there are some legal considerations operational and they kind of make as well when he comes to a military intervention. however, what i'm seeing is that the vehicle was really playing. it's created ability. it
7:09 am
has to show that as a regional organization, it exists for a reason and that it's threats or not empty threats to new boot presidency new. who of nigeria is also it showing that nigeria is the new leader of vehicle, was that he wants to move forward. he's made early declarations, demonstrating that he was ready for a military intervention. both nigeria, the leader of the equal us. and if it was a region, nobody had their credibility on the line men. now it's really hard to say whether a military intervention is going to happen. it would be speculation at this point. but what we can say again is that vehicle was more determined than ever. let me ask a little bit about how we got here. um, you know, your country molly hasn't seen 3 curves in the span of a decade. new share has seen 5 since gaining independence,
7:10 am
military leaders in west africa. they don't respect election results all the time. and did they do so with impunity? and of the case of new jerry right now. we've quite a bit of public support. you were part of a democratically elected government. it must pain you to see what is happening. why is democracy apparently so disposable in west africa, as i've said, actually on, on an air earlier that i am doubtful that democracy as it is being practiced in the west. i actually work for african countries. um, i believe that we really need to take a look at what citizens really want and sometimes so those presidents who are democratically elected are elected. i'm very proud you pounds where not a majority of the population actually voted for them. and the way they conduct
7:11 am
business is not considered satisfactory to the majority of citizens, and this is what we're seeing in, in west africa, and in this a hell in, in particular. so what i personally feel or believe when it comes to democracy, really matters here. i think we really have to, as africans, to look at what democracy brings it to, to the continent, but really to also demonstrate that democracy can deliver and will deliver in, in our different context. so, you know, i think we were talking about, you know, the publics have to see the value of democracy. but also these, these military generals have to recognize the value of democracy. if they don't, they're going to continue to stage these cruise. i'm wondering who or what is going to show these generals that they're hurting themselves in their futures
7:12 am
by, you know, just throwing out election results all the time as well. one way would be for the equal was to really the month speed is a 30, i think millet the military um and as we see whether in africa or anywhere else, functions better when there is a strong symbol, you know, authority in place and where the trees actually supports and that to the civilian authority, this civilian authority, military relationship has completely broken down in, in, in this a hell. and so what we need to do is really restore the trust between civilian authorities and the military leaders. and this could take that case these years on to was quick to accuse france of taking advantage of the crew to violate this year's sovereignty. it deserves colonial passed. with france, it seems to be low hanging fruit for the generals. is france though,
7:13 am
is it responsible for, for the generals behavior and for what has happened in this year in the last few weeks? i think france is an easy corporate. i think what seen in this a health, in general, is a rejection of the french, a policy in africa where friends is being to present and to the point where it gets involved in domestic affairs. and so it was easy for the generals to mention friends. a friend has been mentioned as a corporate in, in the previous cruise in, in new jersey in the book. and also, and in molly, like you said, it's a very low hanging fluids and hard to, you know, take this aggravation seriously. the causes of this crew are inherently domestic and the reasons for the crew are very personal to general chinese. and how
7:14 am
concerned are you that all of west africa could become a nest, if you will, for is a mistake stream in some isis boca while i'm outside. i mean, they're all invested in a few in a future with cruise in failed states in the region. that is really the worst case scenario and i really don't want to believe in that. in that scenario. i think that what we're seeing with the vehicle was doubling down on sanctions and giving an ultimatum to the coordinators in, in the share is really to show that they are tired of crews and that they really want to put an end to them. so i want to believe that the echo wise and the african union will work together to put an end to this uh, speed of cruise, whether they're successful or not. we'll also depend on how strong the institutions
7:15 am
are being rebuilt in the hell region. and this cannot be done without international support, so rhetorical and announcements and communiques and um, astonishment about what is happening in this whole region will not do it. i think what is happening. the reason needs international support and international coalition to really save the region, be asking you are with the us institute for peace. does the us have a role in news? here's future. i know it's invested money. it's invested men and women and it's using these here as a base for counterterrorism. but again, you have this element of hyper or more militarization within these here. yes, i think new jersey is really a strategic country for both friends in the united states. when he comes to the role of the west in the us, the hell in general, i think the west has
7:16 am
a lot to bring to the region, especially given the failed, a french policy in the region. the west doesn't have the legacy that france has in this a health region. and on top of that, the width is really perceived as it very respected partners. so it would, it wouldn't be a very positive way forward or move forward for the west to be fully invested in this a health, especially because coastal west african countries are a priority in the united states global fragility act, it would make sense for us to also invest in this a how to prevent the issues of this a health from trickling down to the close to west african states. foreign minister of foreign affairs in molly, missing tomorrow. we appreciate you taking the time to talk with us tonight is valuable context and analysis at a very important time. thank you for having me. you

as president joe biden has issued an executive order banning us investment in chinese quantum computing, advance chips and artificial intelligence technologies all in the name of protecting american national security. the band, which will take effect next year, will require companies to inform washington of any activities in these 3 areas. the us as intensifying efforts to put as much distance as possible between china and the american technology facing says that it's gravely concerned with the biden's administered by the ministrations decision which comes as china faces declining trade and deflation of the well, this comes as the us is moving to reduce his exposure to supply chain disruptions, especially in the manufacturing of semiconductors. president biden spoke of the progress that's been made and then the event in albuquerque, new mexico. american van is these chips. we invented,
7:18 am
we went to the movies we, we made them work better. we made them more sophisticated rubber time. we went from producing nearly 40 percent of those chips. the world shifts down to 10 percent. that's why designated as sign. and i insisted that it'd be written and passed the chips and science act exactly almost one year ago today. very short. wow. over the country, semi conductor companies are investing the record billions of dollars. by the way, you know how much it's been committed in this chips in science that can be invested in america. $230000000000.00. $230000000000.00. all right, let's get a closer look now it's to my conductors into your politics. i want to bring in chris miller. chris is the author of ship moore, the fight for the world's most critical technology, which looks at decades and struggle to control micro chip technology. it's good to
7:19 am
have you on the program, chris. let's start with us. efforts to boost its position as a semi conductor manufacturer. how pleased with himself should president by be tonight. so right now, just one year has passed since congress put 4 on $50000000000.00 to fund the chip that join us government is in the process right now of delivering grants to different companies to build new, to making facilities in united states. and although no grass has been dispersed, yep. is already a huge increase in somebody can dr. investment in the us far more right now the machine for really the past decade. so in that sense, the chip tacked is already showing the truck that's gonna have a real impact on the west. is also trying to divert investment away from china seeking to prevent joining from gaining access to sensitive technologies. i mean, are these strategies are, are they, are they working? are they going to work?
7:20 am
i think the us is in a number of different ways trying to limit china's advances in sensitive technology is that could have defense or intelligence verifications. and the latest restrictions that limit investment and start ups that are investigating quantum computing or as advanced artificial intelligence are intended to drive a wedge between the venture capital industry in the us and chinese startups. and what you find, if you look into the chinese startup ecosystem, is that many of china's most important tax firms were actually funded. partly with us venture capital money in the us trying to sell to this and slow china is progress. and if you're like, why don't you just how effective has china has plans to establish itself as a major semiconductor manufacturing. but how successful have those plans been? what is the next trend is poured billions and billions of dollars into which ship industry over the last decade, roughly equivalent each year to the entire spending of the us chips act over the
7:21 am
next 5 years. and this huge spending has led to some progress in certain parts of the industry, but aggregate china still remains far behind. it's fundamentally dependent on us in europe and on japan for many different types of semiconductor technology. and that's why china is vulnerable. these types of technology goals that does that feed into perhaps the cliche or the stereotype of china, the china is, is the place where they make things, but not necessarily innovate. well i think that's, that's partly true and the ship industry, although i wouldn't necessarily underrate china's innovation capacity, i would just say that in somebody conductors, it's really, really hard. the countries that have gone from a small share of the industry to a bigger role today, like korea, like taiwan, took many decades to do so. and china is just in its 1st decade sustained investment, the chip industry. and so we shouldn't assume it's going to be around the process
7:22 am
and it will be harder. things to be in control. the us has a technological edge over china. but is the us military isn't making the best the use of technological advances. what did you say? as well, this really is, i think the key question, the us strategy behind the technology controls is to build an advantage in the best technology and then be able to the point that advantage to us military rather than to the chinese military. but increasingly find is that military's around the world are relying more and more commercial technology, not for advance. just to see this in the rush, ukraine war every day. and so the us military is struggling to find more ways to implement cutting edge commercial technology into defense systems that it's fascinating. and we know that the united states is committed to the security of
7:23 am
taiwan. how central is the taiwanese chip industry to the united states and both of western economies was central to the entire world that the us, japan, europe, has a really irreplaceable capabilities when it comes to the tools and the software used to make chips. but when it comes to the actual manufacturing, 90 percent of the work. ready most of as processor chips, the type of chips in your smartphone and computer are manufactured in taiwan by just a single company to the entire world. manufacturing sector is dependent on ships made in taiwan. and i, if i'm, if i'm not mistaken. and recently, someone tweeted that if taiwan were to be invaded by china because of, of this dependence on taiwan for chips. we would be looking at start markets around the world collapsing and the beginning of a global depression. is that true? and i think that's not an exaggeration, the entire world, the auto industry,
7:24 am
the medical devices industry, certainly the smart phone and the computer industry. everyone is dependent on ships made in taiwan. is a country that is small in population, but it can't be underestimated in terms of its economic and technological importance, which is why maintaining peace and that i want straits is critical. not just for one sake, the for the entire world economy. yeah, maintaining peace are the same time the wes wants to maintain this, this tough approach with china. i'm wondering, is it tough enough? i mean, is the risking going to keep china in check? well, i think we've seen western policy makers embrace phrases like the risk and because they sound low cost, they don't sound intrusive. but in reality, companies have bearing for more bifurcation in the chinese fear in the non chinese here across the top sector across the electronics industry. almost every company is
7:25 am
already taking cost of the steps to divide their business in these $2.00 different ecosystems in preparation for more, the coupling to go. what is bifurcation? is that a sending them for the coupling buildings? in some ways it is, i don't think anyone should expect a complete the coupling and certainly we're miles away from a position where the 2 hobbies are separate. but the direction of travel is certainly in that direction. companies are trying to make themselves less reliance, a nice factory and china. now today. before we let you go in your book, you look at the old ship race between the us of the soviet union is most killed out of the game. now, i mean, they need high tech for precision guided weapons and they still seem to be able to keep manufacturing them despite sanctions as well. the rest is really, are far behind their miles behind even where china is today the, the way the fire advanced technology today is by stealing after smuggling it in.
7:26 am
and if you take apart russian weapons, just got many examples of this. now, from the battlefields in ukraine, you'll find that they're full of smuggle. the western job is software in micro electronics. it's nothing russian makes home. these are all devices that russia, so be some of those into the country. chris miller, good, heavy on the show tonight. fascinating discussion. we appreciate you taking the time to talk with us. thank you. thank you. would you have any has marked the 75th anniversary of the beginnings of its post war constitution? germany's president for an older strong buyer trouble by boat to the bavarian island. we're experts met in 1948 to draft a new order after world war 2. and one of the palace is built by mad king who the president signed by appraised in germany's democracy, built from the ruins of a dictatorship. and he said it was as important as ever today to protect that
