the news, this is due to be in use live from berlin. ukraine defies russia and sends out a ship from the port of odessa. the container vessel is using a new car door for merchant ships, despite russian warnings that it might target the vessels on the black sea. also on the program, the head of the u. n's as an international force is needed in haiti to combat heavily armed gangs who are over whelming, the countries police force. and germany moves closer to legalizing kind of as a government to unveiled draft close to a lot of people to grow plants and joint kind of us clubs. close and football,

england's women reach the world cup final. after defeating hosts, australia and saving will bring you all the action from the pablo solely as welcome to the program. ukraine says it has started sending ships across the black sea along, along what it describes as a humanitarian car doors. the 1st ship left odessa on wednesday morning carrying an unspecified cargo. the hong kong flag is container carrier is one of many that have been stuck in ukrainian ports since rushes full scale war began. russia has said, is we'll consider all ships in the area to be potential military vessels. in july, moscow withdrew from an agreement that allowed the safe passage of grange shipments
9:02 pm
. now the resumption of maritime traffic raises the possibility of intervention by russian warships and comes amid increasing tensions in the black sea summer sun, sand, and see the beaches of odessa reopened this month for the 1st time since rushed us invasion. it may look identical, but this ukrainian black, c, c, c is now at the house of the battle of the military and geopolitical interest. russia has long been the prominent naval power in the black sea with its fleet stationed in crimea. but the western shows are controlled by nato allies. romania and bulgaria. and parts of the eastern shore belongs to nature popular georgia. in the south nato member techie is the gatekeeper of the black sea, controlling the only access point through the bus press straits. in the early days of the war, russia started mining ukrainian waters and blockading its ports,
9:03 pm
including odessa. the blockade disrupted, ukraine's great exports, leaving millions of people affected, particularly in african nations. dounia often months of uncertainty techies, president rep, tie up at one and the united nations and broke it a d last summer for russia to allow ukraine to export its grain. but in july this year, ahead of the russia, africa summit, vladimir putin pulled out of the deals with most co announcing ships. the 7 ukrainian ports would no longer be safe when they got blown they were. that'll go into the tensions continue to rise as rush. i began the bombing campaign targeting ukraine support infrastructure in odessa that forced ukraine to find alternative routes, sending its exports to smaller ports along the river, down you on its west and boulder. but that to russia took action bombing, the port of rennie scene has failed in just a few 100 meters away in romania and nato country law. ukraine also ramped
9:04 pm
up its attacks targeting navy vessels in russian ports, and several russian ships in the black sea. and then last week came another clash with rushes, navy firing warning shouts at a plow flag vessel afterwards failed to stop for inspection. it was boarded in a dramatic rate, but lights were allowed to continue to ukrainian. done, you porch rush as president has said he is open to returning to the great deal, but only in exchange for better conditions for russia's own exports, but vital ukrainian gray and ex both remain stuck in storage facilities and in trucks waiting to be picks out as the black sea stand off as fast reaching boiling point. let's make that to james our homes, chair of maritime strategy and professor of strategy at the us naval war college.
9:05 pm
welcome to dw. so it's, we've mentioned ukraine has started sending cargo ship. so why is cave taken this decision despite russian warnings? a hi, uh, pleasure to be with you. thank you for the invitation. uh, you know, it almost feels like it almost feels like he of as daring as during russia to make good on its dress. so to attack us to attack commercial shipping in the blacks and in the black sea, i think they are, they are perhaps gambling the rush or whatnot and whatnot. actually do that. it would not like the optics of being c to a to accessibility and shipping. that is carrying a vital food stuff other that are vital, they're vital not only to the entire world, but especially to the go to the global south. wherever we're lower income countries are very dependent on that drain. and in the, in the cube is also aware that russia has been reaching out to the global south as well. and the in the us and us, the media, the appearance as the soft power aspect of that could be very contrary. it could be very bad, but for, for us up and those to offset some of the pressure on the, on ukraine. now, tell us to is what could happen?
9:06 pm
a for russia does intercept or attack one of these grand chips though. well, there are a few things, i mean there's the obvious, there's the obvious naval aspect aspect of it, especially especially if the, if one of the, one of the ships, those of those target that were for war of a foreign flag, not another ukrainian flag at that point at that point, you're now launching into attackers insight on a foreign kind of like foreign country, rather than under main combat. and they get once again, one of those things that looks very bad. there's another, there's another, there's an, a sort of an under estimated aspect of this as well. attacks on civilians ships to tend to drive up the insurance rates. lloyd's of london actually has to see what happens at c. during to during congested times, disease somebody because insurance, if they, if they, if they expect that their ship specifically or ensuring be covered under attack, they're going to raise the insurance rates to a point potentially where that where the, where the voice becomes on profitable. and thus the in the us, and it's in the process of possible the detour around the,
9:07 pm
around the trigger straight. so that really the really leads the ukraine in a, in a bit of a pickle in a sense. so are there really any viable alternatives that are black, same for moving ukraine's food stuffs as well? you know, it almost feels like it almost feels like ukraine and russia are experimenting to, to determine the answer to that question. ukraine, the ukraine is trying desperately to, to shift exports onto the danube, which of course, as you well know, but would bring a, would bring a river traffic it into the heart of western europe. that's the end of that appear . and it appears that russia is now targeting green silos, is targeting a shipping infrastructure and all the things that ukraine needs in order to make that happen. so the rest of the rest of it is in essence trying to make its blockade airtight. and bringing that incidence economic leverage on ukraine and ukraine is desperately trying to, to output to outflank that, that by whatever means it may. i think that i think the one that i think the one case that it probably cannot happen is i don't think the ukraine could ship that could shift any meaningful amount of great exports onto road or rail traffic. and so it's, it's simply more economical to carry bulk of both cargo by water. it's meant,
9:08 pm
right, it's been through for forever and it remains true to this day. so it feels like we're an experimental space to figure out the answer to your question. that's all right, and i don't know because the black sea is bordered by 3 nato countries, turkey, romania, and bulgaria. is it safe to say that there is a real danger of escalation, whether deliberate or accidental? i think there, i think there's, i think there's a that there's a danger of the escalation to just as it just as you say, i think i think there's one that i can store. okay. it's from our own times. it's actually worth looking back at back in the 1990 is when we were enforcing sanctions on saddam hussein's iraq. the iraq sort of struck up a quite a deal with the ron where by ships would come out of the shadow. then the 2 are through iranian more, the waters go round the side of the persian gulf and then and then and then the nip over into oper, davi or, or do by usually do buy and sell oil illicitly. so it's, and so if you credit or to take to, to, to, to were to take to doing that using nature of water is in order to try the to try
9:09 pm
it out, blanket russian, a russian, russian blockade. i think you'd, i think you could see, could see a significant escalation there. don't know that that's up. i don't know that that's happening. but that was one thing that was sort of left off the screen as i read the daily news that, that everyone else watching this program reads. because that's, so that's a dangerous situation. what would be keeping a close eye on developing stare times our home is from the us naval war college. thank you for being on dw. thank you. now russia has been going testing. it's new digital rubel with consumers. 13 banks are participating along with a limited number of their clients. the move by russia central bank is expected to enhance the country's affinity to avoid sanctions. as block chain technology is considered difficult to track, consumer advocates are concerned about privacy and government surveillance. authorities argue, however, that the digital rubel will make daily life easier and more convenient for its users. the f s b security service overseas,

the safety of the digital currency. let's take a look now at some of the other stories making headlines around the world. the ukraine says it's forces have really taken the village of order to sign up in the don't ask region from the russian occupiers, the military release, the video of its troops advancing and russian forces, withdrawing cave has so far made slow progress and pushing back russian units from the fiercely contested area fighting between 2 armed functions in libya's capital, tripoli has reportedly killed at least 55 people. and the injured nearly 100 residents were trapped in their homes. as the city was rocked by gunfire and explosions, tension flared when a militia commander was captured by a rival group. it's the worst of violence. tripoli has seen this year. violence has broken out in pakistan's punjab province over allegations of blast from a bite to christian residents. an angry mob attacked at least 2 churches and
9:11 pm
damaged several homes in the city of chiron. while it happened after torn pages of the crown were allegedly find near a christian settlement, the un chief, antonio, good to official, says a multinational force, including police and military units should be deployed to the caribbean nation of haiti to combat heavily armed gangs who overpowered the police force, they've estimated to their estimated to have seized control of some 80 percent of the capital porto fronts. it was just a few belongings they can carry the stymies of trying to reach safety, gang violence and hate. these capital is driving many out of their homes by foot a motorcycle. they're forced to seek shelter in public squares and schools like this left to feel like their funding for themselves. it wasn't the gang leaders who chased me out of my home. it was the haitian state
9:12 pm
that chased me out of my home and the haitian stage that killed all the people you'll see. because it's the state that has the so called legitimacy of violence. the states can witness the grand ravine, gang taking over the streets and never do anything about it. secondly, hates his face. years of economic security and political crisis. crime and poverty has escalated since full of president juvenile movies was assassinated in 2021. and current prime minister real henri has struggle to stem the interest. human rights watch says, rates killings and kidnappings by criminal groups have risen dramatically some systems of the year. it's triggered the anger on the streets with thousands of protesters calling on a thirty's to provide more protection and aid. we lost out policeman who were helping us find the gang. they blood all night.
9:13 pm
fights groups are repeating for more action to address the crisis in haiti. the u. n. chief is called him of the international community to deploy a multinational force to combat again violence. kenya is the latest country to consider taking the lead to bring law and order. for more on this, i'm joined by ida sawyer, who is the director of the crisis and conflict division out of human rights watch. welcome to dw. so as we seen in the report which has touched on that, many of the issues that at people in haiti are dealing with tell us the what life is actually like for people living there right now. what kind of support do they need? so thanks for having me. so we found a new and have you recently that the country is really facing an unprecedented human rights, humanitarian, political, and security crisis. there's been an alarming increase in killings and can nothings
9:14 pm
and ramp its actual violence. since the start of the year and violent criminal groups are now controlling nearly all of the metropolitan area of 4 to friends, the capital. many of the haitians who we interviewed said that the situation in haiti today is worse now than at any time they remember. and i was really struck by the just probable feelings of terror, fear, abandonment, and hunger from the people we spoke with. since it started for a year, these groups have killed at least 2000 people if kidnapped over a 1000 others. they've looted and burned homes. and it's committed widespread sexual violence in their efforts to control her eyes or punish residents. they accuse the supporting rival groups and in addition to this terrific violence people, we interviewed also told us repeatedly about how they're struggling to feed their families. their children have confidence stomach problems because they don't have access to clean water. they couldn't access health care or send their children to school and many have been forced to feed their neighborhoods after their homes were
9:15 pm
burned down, sleeping in open air shelters, with little or no humanitarian assistance. we also have looked at the context in which this volumes, lucy, monitoring catastrophe are occurring, including with clear state complicity and inaction, alleged collusion between criminal groups and political, economic and security after the crisis of democracy in real rapid impunity. so it's a, it's a really dire situation in haiti from what you're telling was from, from this report. so let's touch on at the criminal groups, which you mentioned there at your report, finds that there's approximately a 150 criminal groups operating in the capitol porto province. how did it get to this point? so we've seen the security situation. husband died in haiti for, for a while, but we've seen that really deteriorate over the past 2 years since the assassination of the former president. and since the current prime minister io on,
9:16 pm
we came to power about a little over 2 years ago. and these criminal groups that now operate in nearly all of the capital, they have ties to political officials, to influential economic actors, to members of the police. so some police officers are, you know, police officers by day and members of these criminal groups by night and, and we're just seeing the state being incapable or unwilling to, to get, to get a control hold of the problem and, and restore state authority. 2 of the main criminal alliances that are operating capital are the cheapest and then g 9, which are the number of different groups. and we saw that some of the worst of islands in city. so they, they're the brooklyn neighborhood area and is controlled by one group surrounded by an area controlled by the other group. and the key 9 just routinely killed and gang raped people,
9:17 pm
trying to leave the area controlled by one of the coalitions to get to the city center. and people are just stuck between needing to feed their families, get into the city center. but knowing that they could face being raped along the way. that's incredibly complex situation. it appears that briefly, if you could, we seen that the u. n. chief antonio guitar says a 1000000, sorry, a multinational force should be deployed to haiti. but how quickly could we see that happening? so the, the kenyans has offered to, to consider leading this force. they're due to send a technical emission uh, to new york and then on to for to friends. we've heard later this week to do an assessment of, of the needs and how, how the force would operate. the u. n. is also looking for other countries to contribute. so it's not, it's not going to happen right away, but there does seem to be more movements towards the, the deployment of this multinational force artist sawyer,

the director of the crisis and conflict division of human rights watch. thank you for joining us on dw, thanks for having me. officials in hawaii are working to identify the victims of the devastating wildfires on the island of maui. the government has confirmed the children are among the 106 fe thomas east. and the 3rd has have begun the process of naming some of those who lost their lives. aid is reaching the island. these donations are being unloaded to help residents made homeless by the disaster, and the federal government has promised its full back and us president joe biden will travel to my we next week to see the devastation for himself and to help coordinate relief efforts. but many on the island are still with our power and running low on supplies. nearly a week after the blazes, survivors are now recalling their terrifying experiences directly across the ship. this effect free and then the school grounds. life of where this man is walking, just minutes before the fire burned, hook guard,

people who have lost their houses are very vulnerable and are prone to sell their land. they claim some of them that they have been receiving calls from people saying their realtors and they, they try to purchase their lands as they have lost their jobs. i have no prospective the they, they are vulnerable to this. that's something that the governor wants to prevent. he said that he will try to prevent that. anyone outside of the state buys the land of the people here, buddies, and clear how he's going to manage to do that. because there are federal laws that allow for it to happen to his country while you're there. now germany is a step closer to legalizing marijuana, the government to signed off and a draft bill allowing adults to buy and possess small amounts of kind of us. the legislation still needs to pass parliament. but if it does, germany would become the 1st major european country to legalize that for recreational use,
9:22 pm
presenting his draft law to journalist the health minister said it represents a turn around into him and he struck a policy like on the plans germans over the age of 18 can legally process up to 25 grams of cannabis in the future. growing up to 3 hand plans for private use will also be legal. the adults can buy cannabis if they joined non profit social collapse that produces pilot projects including the sale of kind of as products and license stalls. also plans to the health minister says he wants to check the black markets much go to buy on it and criminal disease. we are the criminalizing that we're doing. so in a way that actually only allows private cultivation with personal consumption is permitted, where people will be allowed to own up to 25 grams of candidates. and so i'm just going kind of as so can stick stuff by this that's of a long time. but not everybody is asking us to help them in as the police and

judges sable regulations will mean more work duct us. one easy access to the drug could impact brain development and other lessons. the government also wants to raise more awareness about the risks of consumption for talking to us because that way and type in a way that to see it because the need of everyone will understand and kind of issues has no place among children and young people. and remains prohibited the meanwhile, the german public is divided over the issue according to an use of a 45 percent of german citizens, a fundamentally or post to legalize ation. while the 40 percent in favor, it's a single people need to be careful, but maybe legalize ation can prevent some illegal behavior. we have enough drugs smoking drinking. if it is, i would say this is a large scale trial. it can be reviewed like the law will now go to probably events where it's expected to be passed by the end of this year.
