up there by john has long been accused of using hunger as a weapon against the majority or medium population of the dispute. and according to cairo, by region. now it's using actual weapons. the very government has launched what it calls an anti terrorism operation against armenian separatists and the enclave. that it's feared, could turn into an all out conflict. after a 44 day war and 2020, that left over 6000 people, dead piece was brokered by flooding and fruits and russian peacekeepers were deployed as new offensive. and the caucasus could suggest that russia is no longer calling the shots and its former sphere of influence. on the call for ocean berlin . and this is the day the move, but we're deeply worried about sharp escalation of the situation and never. and i'll kind of boss my mazda announcement. i want to make it clear that all media is

4:07 am
we saw on the read just reliance on the force of arms over diplomacy by also bridge on. what's most important, however, is understanding this latest offensive why algebra john is neither new nor particularly surprising. it's only the latest in an escalation. and in this context, it comes in the backdrop of a preexisting humanitarian catastrophe, where the republic of norma car law was under c since last december. but great concerns remain over the potential further loss of life among the civilian population there. yeah, i want to get to all the points that you just raised because you say it doesn't come as a surprise. tensions has been rising for quite some time. what do you make of the timing of it though, or? no, i think the timing was a miscalculation miles over john, because we do have the un general assembly meeting and we do have international
4:08 am
focus on our media and bought our car law as demonstrated by the recent deployment of you monitors, to our media and us facilitation of diplomatic talks supported by brussels as well. so i think it's a miscalculation that could lead to further diplomatic isolation of also bridge on miscalculation. so why and what exactly is back who hoping to achieve here? well, i'm one hand to forecast what algebra john seeks. i think it's pretty clear they're seeking to drive out the arguing population from newborn a car law, creating an environment, a one certainty and insecurity. and the timing is also about a closing window of opportunity. russia remains overwhelmed and distracted by its failed invasion of ukraine. russia has surrendered on. busy the diplomatic
4:09 am
initiative, and i also think goes over john feels emboldened by recent shipments of military equipment from israel, as well as the turkish military support. what is dangerous in terms of risking the lives of a 120000 r medians? who pose no threat to anyone? yeah, and i want to get a little deeper into the humanitarian situation because it has been deteriorating over the past months during this a very blockade of newborn oak or of. 0 or no food, no medicine could get through the original and was even accused of genocide of ethnic cleansing. how do you expect the situation for civilians there to evolve now? well, it's only getting worse. it's shortages of food, critical medicine, but also dangerously shortages of gasoline. no longer is newborn a car or more able to turn to ambulance or fire response services. and this
4:10 am
is also a public health emergency without the trash collection. so the daily lives of armenians are both under threat one also on certain. this is also, but john's ultimate plan to promote in pro vogue more of a voluntary exit is. and i do think this is the danger and coupled with the threat of fears over diplomacy, the i work for tomorrow looks bleak. yeah. russia has historically been a mediator between the 2 parties of this conflict, but as you already said, they're now very much preoccupied with the war they unleashed on ukraine. how is that changed russia's role in the caucuses and this conflict in particular? well, is changed everything, both jewel politically,
4:11 am
but also in terms of military security. russia has deployed 2000 peacekeepers to newborn a car law who are both weak but also willing to stand by and watch. in other words, they are failing to fulfill basic expectations of the terms of the ceasefire, as well as to secure access in and out of newborn raqara mall, which depends on only one car to the lodging car door. why is that? why it was the wife and peacekeepers in the 1st place, if they're not going to be able or willing to keep the peace as well. i would say the war 2020 ended with a washing and poll ceasefire agreement, and a russian deployment of peacekeepers where they never had a presence before. but i do think adds their military losses in weakness on the ukrainian battlefield mounted since last year. they are ever more exposed,
4:12 am
but there is also a degree of complicity. we have a gas agreement between the european union and also bridge on, which is actually a swap agreement allowing also bridge onto we export russian gas. so i do think there's a larger calculation here, and the army names of the government, the car or ball are paying the price for that. who has the diplomatic or even maybe military capacity to stop this from spiraling out of control? well, the good news is we see a degree of western resolve that's been missing to date. and the west in terms of the e. u, in the united states are not seeking to mediate their seeking to facilitate a diplomatic solution. and increasingly overdrawn is becoming a rogue state in walking away from diplomacy. and there will be a price to pay whether it's the threat of sanctions or diplomatic isolation. but i
4:13 am
do think what really needs to move forward is more of a western commitment to security because after all, it's not just a weapon, ization of food that was used, but it's now the weapon of the year. yeah, that was richard. kara goes down in new york. thank you so much for your time. thank you. of the troops from across south east asia, have launched their 1st ever joint military drills and rising tensions over china's activities in the region. all 10 member states of the association of southeast asian nations or asian are joining the naval maneuvers in the nation. as military's as the 5 days of drills will practice military skills, including maritime security and for tools, distribution of humanitarian assistance and disaster relief. they will not be practicing combat operation the other being held right next to the south. china

sea, a maritime region that china claims about 90 percent of you can see there that's within the blue demarcation line. that's called the 9 strokes line. china claims 9 percent of that region. a members bordering that see including the philippines, malaysia and vietnam, reject china as claims. and the maneuvers were originally planned to be held right along the edge of the south china sea, but they were moved indonesia, south, and the to not seem to avoid any disputed waters and avoid more possible friction with china. and those competing claims have less 2 tens, confrontations in the south china sea like this one between china and the philippines. just a few weeks ago, chinese coast guard mass o block. the philippine ship from bringing supplies to filipino troops stationed on a contested china has been busy in recent years,
4:15 am
building military basis and other structures on islands that it claims in the south china sea like our strips for war, plains, bears all systems and electronic jamming equipment. a top us military commander has called the construction a hostile limb. clock is a senior fellow for asia pacific security at the international institute for strategic studies and an expert on the south china seats. so the perfect person to talk about all of this ms. clark, welcome to the day, what's the signal this is sending to china. thank you very much for having you and your show nicole. it's a pleasure to be here. i'm looking at the 2 bills. i think that mainly targeted at several that achieving several goals. so 1st, it's 6 to boost interoperability between the various austin countries, exercising the goal. and as you mentioned earlier,
4:16 am
these are all 10 of the option number 6 seconds. it's meant to showcase us here in unity. the, it's meant to a set options of continued to teaching a relevance given the rise of various security related media naturals, including the which are natural security timeouts and the focus nuclear power deal between the united states, the u. k. as well as the strip of the i 2021 of these of old given rise to questions about the continuing relevance of us here on industry teach, excel and us. and i think it's seeking to counts the narrative that is using strategically relevance. and finally, these drills are aimed at promoting the rule of law, which is being challenged northeast by china is actions in the south china sea. however, if we look at the trails to say, i think it would be wrong. as some media outlets have suggested to say that they are directly aimed at targeting china. i think the goal is they seek to achieve,
4:17 am
but those that i outlined just a while ago there are tensions between china and the various countries, southeast asian countries, particularly those that have competing things with china. competing mal honda as well as territorial pains with china, but by and large i think so he's asian countries do one good relations with that military. the powerful and economically powerful neva. and so, you know, i think it's important to remember that these drills seek to achieve what goals rather then uh, specifically being aimed at targeting china, well intentioned south and running high in the south china sea. though. now, aside from, you know, everything that you, you just laid out, are we seeing any diplomatic efforts to, to the ease tensions? yes, the happened just the magic methods to ease tensions on. these have seen renewed focus of the southeast asian countries as well as china, seeking to conclude
4:18 am
a code of conduct in the south china sea. however, i'm not that's optimistic about reaching a code, just kind of meaningful code of conduct at least any time soon. these negotiations have been 2 decades in the making and to happen various obstacles to beaching, meaningful code of conduct, you know, read the rest of the code of conduct and apply. so essentially, to apply to the entice you this whole trying to see only those areas that are disputes between china and the southeast asian countries. um, what sort of activities should the code of conduct to prohibit should it prohibits organ such as activities such as the building of fortresses on various land features and this all trying to see or should we take china as well and believes that we should just to be trust china when it says that these are for peaceful purposes. there also obstacles such as you know, whether or not these should be,
4:19 am
if there is a dispute in this, i'll try to see whether these should be subject to the dispute resolution mechanisms that the united nations convention on the door to see. and finally, whether or not the current that should be a deeply binding document, so that various obstacles to reaching a meaningful code of conduct. and i'm not optimistic about reading, reaching any agreements any time soon. yeah. so the nation's name, like being united in this exercise but, and as he already explained, there's, you know, many interest play um, contentious ones that where does all of that leave the blocks ability to avoid getting caught up in the middle of the us china rivalry. certainly as young is more relevant and stronger when it's united and so as you mentioned, you know, the us or you suggested to us trying to rivalry is leading to various
4:20 am
centrifugal forces um on the, on the block as well as on the various countries in the block, do they choose trying out, do they choose the united states? and if the countries are to be able to remain away from the fray, they have to stand phone together. and so we have sessions of us in a central is he not just in was but also indeed, and of course it may be some challenges to us in unity on the south china sea issue in terms of the political and humanitarian crisis member as well. that, that it's very difficult for the countries to reach agreement, given the competing or difference in that. i think it's very important that that's very important for them to remember. remember that they all share an interest in the booth space international or the, or the international who live know, and she sent them and that, and of course, apart from god i think it's as important for them to seek to, to better title, to enhance ties with other countries,
4:21 am
apart from the united states and china as well included countries in europe and the you blog for instance. so the us to a priest that when hans the strategic options and dealing with an inc device as well as land clock. thank you so much for that analysis. the really, i say the pay the single single most important reason that we're moving to having a small monthly payment for use of the system is it's it's, it's the only way i can think of to combat the best armies of bots. because a bunch costs of fraction of a petticoat, a 10th of a penny. but if, if somebody even has to pay, you know, some a few dollars or something, some, some minor amount the, the, the effective cost of, of box is very high. and then you also have to get a new payment method every time you have in your but those are the words of a loss. the owner of the social media platform x formerly known as twitter. now
4:22 am
will we soon have to pay to post or even to just read other people's post. this would be the biggest jacob sends the tech tyco and took over the site almost a year ago. and there have been many thousands of layoffs cuts to content, moderation, premium, subscription models, and reinstating band accounts like that of donald trump. so let's unpack all of this with max, sony's and media reported with the new sites demo for max. good to see you again. unless says the company is moving towards a small monthly payment, does that mean business really happening? is this a done deal to? well, you know, we never really know what's going to happen with you on musk. uh, and particularly when it comes to twitter or x, i guess, as it's now known, you know, he's made a number of changes since buying the company last year. and he also has
4:23 am
made some changes that he's reversed. um, you know, which accounts that he's then unrestricted afterwards. so the 1st thing is we don't really know anything about this. he mentioned this in an off handed as an off handed remark in a chat with a is really prime minister benjamin netanyahu. so we don't really have any more details, but we do know that this has been something that's been on the lawns mind. uh it was reported, i believe last year that he had discussed this idea privately. and he's been kind of obsessed with the issue a box since before he even took over twitter. so this is definitely something that's been on your mind for quite some time. and we know that given some of twitters or excess issues with, with, with revenue at the moment that they're looking to increase increased funding, increased revenue in any kind of way they can. so it seems like they're taking this idea very seriously, but we don't really have details. anybody else what i wanted to ask you is those
4:24 am
really about keeping bots down or is must speaking sources of revenue? well i, i do think that it's, i do think clearly it's both. i mean, you know, as i mentioned you want, it's been talking about this box issue has been obsessed with it. since even before he was really involved in the company, he spoke to twitter in 2020 and he kind of gave like a he addressed less centrally, a company all hands. and he talked about how this was one way that he would change the platform to reduce, to reduce spots, which i think believed we're, we're kind of spammy and you know, could be directed by the various actors to kind of, uh, clogged the platform up. so it's, it's definitely something that he actually, that, that really does bother him. is it probably, well, really going to do much to keep bots out though there's that's, that's another legitimate question. i think that, you know, based on what, what some cybersecurity experts have said. obviously this would reduce some bots on the platform because it just creates another,
4:25 am
another barrier that they would have to go through. but at the same time, a committed a for a person who's committed to disbanding on twitter and is committed to a bought network. certainly could find up the personal information that you might need to set up one of these accounts or to, you know, to get by the paywall. they can find some of that information online. so i think that it's certainly not going to stop this altogether. and i think you can't think about this decision without thinking about the fact that you one is really trying to, to monetize twitter because they have some pretty big uh, pretty big revenue issues at the moment. but this hasn't gone down well with users . is this going to be the death blow for a platform already struggling to hold onto advertisers and users? yes, certainly i think that a lot of users, um, you know, myself included who been using the platform for, for years and years, decade in over
4:26 am
a decade. even are not particularly pleased with having to with the prospect of having to, to pay to use uh to use something that's been you know, previously free. and of course there are a number of, of, of x or twitter alternatives that are out there now. and you know, the most obvious being threads, but others including blue sky as well. so i think, you know, users of the platform are obviously not particularly thrilled about this idea. but uh, you know, we have on, on the other hand, you know, we've heard in the past that the twitter competitors, my, you serve twitter x. and that just really hasn't been the case. it continues to have a pretty strong base of, of daily users. so at, even as you want, has made a number of changes to the platform. so it really just depends on how much is it, how much this is gonna cost, and how they roll this out. if this is a dollar a month, you can see a situation in which a lot of people would pay it's, it's not per it's, it's not, it's not a lot. if it's,
4:27 am
if it's significantly more than that, you know, that's possibly another story, given the amount of subscriptions that, that, uh, daily internet users have. is this. all right, we'll have to let you go, but would you pay a dollar a month for x? i, you know, what i'm, i'm pretty addicted to the platform. i might see a situated situation in which i would pay a dollar, but, you know, i'm not paying $8.00 now for the, for the premium, which i think is, is significantly higher. so uh, you know, maybe there's somewhere some pets there somewhere in that range that, that it becomes no good for me. so made sure find there so we can spot those max dining always going to you. thank you so much. sure, thank you. a unless or time, make sure to stay informed, stay engaged and stay in touch. you can still find this for free on twitter or it acts as it's known under accidentally news. i myself. nicole underscore. really thank you so much for joining us today. by the
