the, the business, the w news lied from berlin. the united states government has plunged into political chaos as the house of representatives votes to remove republican leader, kevin mccarthy. it comes after a small group of hard, right. members of his own party, rebelled against him. also coming up a rights group says that a teenage girl in iran is in a coma after being assaulted by the morality police. the authorities have a different version of events. and the winters of the nobel prize for chemistry are announced of sweden. they're being honored for their discovery and synthesis of
1:01 pm
quantum tom the i'm sarah kelly. welcome to the program. the us house of representatives has voted to remove republican speaker, kevin mccarthy. it is the 1st time in history that the speaker has been voted out of the position and comes after a showdown between mccarthy at a small group of hard right conservatives from his own party. mccarthy described his ousting as personal and said that he will not stand for re election just days after narrowly avoiding a government shut down. a rebellion amid the republican ranks as trust congress into chaos. 8 hard line republicans joined with democrats in voting out speaker of the house. kevin mccarthy ending a rocky tenure for the republican lawmaker or the office of speaker of the

house of the united states. house of representatives is here by declared vacant, right winger, matt gates, a controversial fire brand from florida. led charge to i was to mccarthy. he said the former speaker didn't do enough to curb government spending and made too many concessions to democrats. kevin mccarthy is a feature of this was he has risen to power by collecting special interests money, and redistributing that money and exchange for favors. we are breaking the fever now and we should elect the speaker who's bad during the vote. several of mccarthy supporters warned that a vote against him was irresponsible. the house. kevin mccarthy think long and hard before you plunges into chaos, because that's where we're headed. if we vacate speakership in an address after his removal, mccarthy said he thought the vote was the product of
1:03 pm
a flawed political system. in today's world, if you're sitting in congress and you took a gamble to make sure government was still open. and 8 people can throw you out of speaker and the democrats who said they wanted to keep government open. i think you've got a real divide. i think you've got a real institutional problem. mccarthy also said he will not seek re election. congress is at a standstill until a successor is elected. another government shut down deadline is moving next month . and for more on this, i spoke earlier with us policy analysts lose ciocca. i asked her if this chaos within the republican party means that congress is on hold, as technically now, and everything that we're seeing is, as you've already mentioned this as a store and this never happened. so there's not a 100 percent clarity on what they can and can't do. the general consensus is that the temporary speaker is not able to do everything that
1:04 pm
a fully elective speaker of the house would be there. it's in their incentive depaul in a out election for a new speaker quickly that they are under no deadlines. so it seems as though they can continue moving forward. but in general, this is incredible instability. so that's gonna play in their ability to play on their ability to move forward. what sort of timelines can we be looking at here? and what is likely to happen next? because, i mean, congress has a lot to do. it's heading into a busy fall that will need to fund the governments again or risk a mid november shut down academy. we could be exactly in the same position quite shortly. yeah, absolutely. and part of the i us tense believe part of the reason that congressmen gates voted against it to as mccarthy is, is the budget resolution. so if uh, you know, we, we pass the continuing resolution. but if the budget comes up again, if we have solved none of those issues that stalled the government the last time and nearly had to shut down just as last weekend. so i think business and now in
1:05 pm
for the republicans to really come together, i guarantee you there's going to be wheeling and dealing. and that's not only within the republicans, but across the aisle because they need a handful of votes to pass something in the past. the new speaker, a big issue right now is everyone's waiting around and saying to, so there is the protest and now up on signaling he might be on the he might be coming up the rice, but it doesn't seem that there's a consensus yet. and this is about much more than the united states because, you know, this is just one reason the us is of course, the biggest military supporter of ukraine. and it's fight against the russians. invasion of the republican hardliners they've been, they've been pushing back against new funding. these are these hard liners that have now blocked kevin mccarthy. what is that likely now to mean for future ukrainian aid? for example, as president biden said, after the continued resolution was passed just as last weekend without any new
1:06 pm
a for a cray. but he had a bunch of other things lined up. he had other plans, other strategies to make sure that, that a concert was. so he's signaling confidence that you americans going to continue providing aid to ukraine for this war, but it will not be as straightforward as what we were helping, which was through the um, through the budget. so i, i imagine it will continue being the sticking point that will loomed towards us as we go towards the deadline on november 15th, but also the, the administration is signaling their confidence list. um, you know, how concerned should the world be looking at this situation? because i mean, kevin mccarthy, he had made the claim we heard it there in that piece that there was a real institutional problem in congress. others would say, you know, the democrats, the republicans, they just simply didn't trust him anymore. and it was more of a personal issue, to what extent do both of those arguments ring true? i mean, both of those arguments have have seats of truth because there's so many layers to
1:07 pm
this issue. when he became a speaker, we were members 15 rounds of votes that does not say no confidence in that he negotiated a deal for both. where you could ask him with one person calling about to ask the speaker. so he negotiated the deal. he made the bad that, that he has now found himself in, but this is also not a new problem. if you remember bait or all the way back in the obama years, he left congress and resigned because the freedom caucus was saying, we're going to ask you that was his own party. and then paul ryan took over for him and presided over the largest shut down in american history. so this has been in entered from royal inside of the republicans that has been absolutely brewing. so he is, he's correct. it is institutional and it's been there from i'm, but he's seen is that swan creature he said, is that person that's fine and goes with everybody who can break them a deal. so both sides ended up again. let's hope shaka us policy analyst. thank you
1:08 pm
. thank you. all in a ron, a 16 year old girl is in a coma after being assaulted by the morality police according to the curtis rights group. and the group says that our meta gar want was attacked and had to run some way for violating the islamic republic, said job rules. but ronnie and authorities claim that she fainted and hit her head . the media released this edited video after the injury occurred. a similar incident last year sparked mass protest in iran on, on the rights for a pen does said that the girl is being kept under tight security in the hospital and that her family is being prevented from seeing her. germany's foreign minister has issued a statement on social media, atlanta fair bach wrote that once again, a young woman is fighting for her life for showing her hair in the subway. and that her parents who were allegedly interviewed on state tvs surrounded by security forces have

a right to be at their daughter's bed side. let's bring and see that shock, a writer, filmmaker and journalist in vienna, austria a welcome to the program, and thank you so much for joining us. we've heard the german foreign ministers reaction. what about reaction in around to this case? thank you for having me and um, having an eye on your, on keeping an eye on your, on the, the government is saying that it's not their fault like always and nobody in the wrong is surprised that they do so. and meanwhile, tragically, we don't even know if it's still the live or if she has passed away to, to the injury, help us get a better understanding. i mean, i know that there's a lot about her case that we don't know at this point, but how about the current situation in iran, in general? do we know if what we have seen is an isolated incident or has this just been picked up? because there was video a tragically, we don't,
1:10 pm
every day we have people being assaulted, people are being tortured. people are being imprisoned. people being right and the protest goes on. of course we don't hear that much because media is not free. media is not allow torres media is not permitted into the country, but the revolution went in freedom. lights is going on and it will not stop before this. government is talk about. what do you make of the claims by the ronnie and authorities that she fainted due to low blood pressure? if it was not so tragic, we click on that because that's what they always say. we have never had a case where the government admits, yes, we have beaten up this person. we have imprisoned this when and present. yes. but
1:11 pm
we have the responsibility for the kidding of this person. so it's nothing new to us. and we all know that it's a night and we know that we can not rely on what this government does say, which takes me to the next point. that's western governments should not trust this government. they should not deal with this government and they should start negotiating and make making business with this government if they want to have clean hands and don't want to be accused for doing business with murder 3, she was kidding children on the street in the metro in schools, is there any way of verifying any of the information coming out of a ron? i mean, given the regime stance on press freedom for example. i'm sorry i, there was a breaking the line. is there any way of, of verifying any of the information coming out of iran, as i get information from my friends and people who i am in touch with. but of
1:12 pm
course, even there, it is very difficult. all we know is that army ties in the military hospital and she's been guarded very well. her parents cannot see her. her parents have been forced to say yes or me to you and she's trained to but her friends were there and her friends say clearly that she had been beaten on the head just like my so i mean he was killed a year ago and it was on the day when you caught charquetta me, i was having her birthday would have had her birthday if she wouldn't have been killed by the same government by the same regime, islamic republic. the shocking, thank you so much. we appreciate your perspective. thank you. thank you very much. here's some other stories making headlines. at least 21 people have been killed and a bus crashed near the italian city of venice. local media say that

a new black sea shipping for door is increasing. nearly 2 dozen rain vessels are waiting to enter and depart you printing ports. keith has been scrambling to find the safe ways to export rain and other goods. after a key deal with moscow collapsed in july. since the beginning of russia's full scale invasion, hundreds of thousands of men have volunteered to defend their country. but now one and a half years later, ukraine needs to fill the ranks through conscription. some ukrainians are refusing to fight and looking for ways to leave the country w, as mac sander filed this report from ukraine's southern border with romania. romania is just across the border from here. but most to create new men cannot cross over. at least not legally martial law requires men of fighting age to stay in the country for which documents are one way of leaving. sick forest and mountain

with this order, if you think is a but i mean, come on where they will be processed and potentially sent to fight trainings soldiers. this bill board in the nearby city of tennessee says, you can do more than you think in the beginning of the war, hundreds of thousands joined the armed forces as volunteers, one and a half years later, many of them are exhausted and wounded or dead. most of recruits are drafted despite overwhelming public support for the ukraine and military. not everyone is willing to become part of it. men between $18.60 can be called up for military service. but there are a number of exemptions such as for fathers, have at least 3 children, essential workers and those taken care of a sick parents. and then there are medical exemptions, and this is how most people start to draft. the thousands of men are believe to have left the country through bribing. the officials, criminal groups advertised their services on telegram. confirming

a disability for example, can cost up to $3500.00 us dollars. this is only possible with the help of official assistance in august. the heads of all regional military recruitment centers were dismissed as part of a larger move against corruption. the defense sector. she was cut up as a symbol of the 3 kept on saying that it was total corruption. so in our table it, these were all the isolated cases with 1st off we see that we have 0 children's district cases of corruption or other line nation and seem for little see for there is a human fact the reasoning we try to respond to any problems of what the not moved you can provide me with some ukranian men to question why they should serve and are determined to find ways to avoid being drafted. such as maxine or the 22 year old to, to our, to says he supports the military. but he himself won't fight so, so i think having our own country is much more valuable than being a refugee somewhere to not set up the price they are asked to pay for. it is
1:18 pm
ability, odessa, and this higher than the value of having a country. let me have a i would rather be a refugee than di will say, and there's no guarantee that the country would exist often my desk. uh huh. if i, if i could visit with the members of the dentist, he tells us he will leave if necessary. i want to know how he feels about fellow ukrainians who can't such as those living under russian occupation lock. so uh the core. yep. and i can go to war only for one reason, only for my friends and relatives. last thing was, i don't know people, for example, from behind. my or if they don't know me, i never, never seen me the best way to basically they don't exist for me. i have the input and okay, and i don't exist for them. but this is a very strange idea to 5 people. i've never even met back at the border loading the seal. haven't found any traces of illegal crossings yet. in august alone,
1:19 pm
though the forward has prevented 247 crossings along the border. and then lastly, everyone has their own opinion. as i felt myself, i know how it was there was an i don't wish for anyone to be there because it is not easy. but everyone has their own destiny and everyone next their own decisions as he cannot judge them. he tells us that like the hundreds of thousands of ukrainians who are fighting the russians, they to have a duty and are committed to fulfill it or and that report by d. w, corresponded max and or you're watching dw news still to come. the monarch butterflies. epic migration is thousands of kilometers long. now scientists say that they may have found out why they are able to fly so far. that 1st the winters of the 2020 to be nobel chemistry prize have just been announced in sweden. us based scientists monkey by wendy louis, bruce and alexi,
1:20 pm
ask him off one the prestigious award for their work on tiny quantum dots. they will be awarded $1000000.00 for their achievements. swedish media outlets reported that the names of the winters for leaked several hours before the official announcement. the nobel jury says that they deeply regret the leaks which are rare, given the great lakes undertaking to keep the winter's names under wraps till next are confined into stuff. just the more about then from where i'm trying to from data view science by report of derek williams. so 1st of all, what is this, what is their science? what did they win for? well, the, the academy granted the prize for what it called the discovery and synthesis of quantum dots and said they planted an important seed for nano technology. so what are quantum dots actually? well, they're, they're, sometimes they're called artificial adams. although they're actually much bigger than that. they're usually couple of dozen, adams and in diameter and can contain hundreds or thousands of them. but they're
1:21 pm
very, very, very tiny. they're way down in the natural range, which is where physics gets kind of weird. now in practical terms, what they, they've done in terms of revolutionizing that feels that they revolutionize really it's optics. it's mostly about optics. now, um optics, in terms of like the screens, for example, the quantum dots have made or the colors that are emitted by a few screens much richer and also a higher resolution they've, they've also, you can use them, for example, also in the ladies to change the quality of the life they're on their use sometimes and at the turn of har slide, for example, into a warm life. but they're also, they're also used to or has the possibility to be used. and for example, future of quantum computers in terms of, of, of encryption. they're there, they're also their plans to use them in solar cells to optimize solar cells. there's even plans to use them in, in terms of, of, of surgery to so in health care, in order to track down,
1:22 pm
they can be used to track down, for example, disease tissue so, so they're really very wide spread in terms of the fields that they're used on and, and 2 of the researchers basically discover the theory behind the quantum dots from each other independently back in, in the eighty's and um, the 3rd to revolutionize their, their production. so that's why they're receiving this particular products. and it's interesting because, you know, there's a bit of a scandal in the announcement of their names now we found out earlier than we should have, and this is highly, highly unusual. so that's what happened here. i, i've got no idea, but i know that the person who's pressed send on that particular email is probably going to be in a lot of trouble. so what happened? the committee sent out an email, sent an email to a swedish newspaper. apparently that's wow, that's not completely clear yet exactly what happened but, but one way or the other it was reported on our reuters fee just a couple of hours ago. so and well in advance something that i, and all the years that i've reported on the nobel prizes has never happened before
1:23 pm
. there has been scandal involved in the piece and the literature prize in the past . sometimes there are mistakes that are made, that they've nobel committee has mistakenly called the wrong people in the past who have happen to have the same name as the research that he was receiving the award that happened mistakes in the past, but nothing quite this serious. okay, and, and the announcement of the researchers themselves, i mean it was that a surprise where they are, they weren't really on my top 3. i was a, i was expecting something else than most the production site that i looked at before and the run up to test as you always do when you're reporting on this. if you look at what people are saying, what and what chemist themselves are saying. and um, and they weren't really, they weren't really in the top 3 i'm but i think that that has to do with the fact that there are so many important areas of research that are worthy of nobel prize. and this one because it's really several decades back as sort of slipped off people's radar. okay, derek williams dw science reporter. thank you so much for bringing us up to date.
1:24 pm
now begins the long journey of monarch butterflies south to warmer climates. their journey covers thousands of kilometers and can last more than 2 months. scientists have been looking into how the butterflies can fly for such a long distances and have come up with some interesting findings. white spots on the wings if more not, but the flies maybe to secret therapy, let's see, to fly huge distances every year. the insects travel south from the us to spend the winter in the tree forests with central and southern mexico. for jenny, take some 2 months. it could be up to $4000.00 columbus as low. and the creatures a tiny, lots of flies weigh less than a paperclip. during the annual journey, they can cover 160 kilometers in a day. but the owner of the bus to fly. suffice
1:25 pm
a johnny i would say, you know, at least 50 percent don't make it. that's just the educated guess. but it's, it's a fair number because you know, we, we know that it's a very, very dangerous risky trip. what makes someone not to fly successful was investigated. 400 butterflies, well analyzed. the insects that reached that destination have 3 percent less black and 3 percent more white on the wings. it's built, the ultimate thing, white and black spots could interact with some light in a way that cools and heats the arrows of the wing. so this may cause the ad to rise, reducing drug the insects, and then fly more efficiently and foster one of the exciting things about this project is that we're sort of discovering a new phenomenon in terms of butterfly wing colors. right. and in terms of what
1:26 pm
they're for, like a lot of researchers who have been studying butterflies their entire lives didn't even know that this could even happen like butterflies could actually use their colors for flight flying infinity is a new one of the insects mysteries. i think we don't know a lot. that's one question of why do they end up where they end up is definitely a piece of it. you know what, what drives them to make it to a certain place that not another place? i think that's a, that's a big question. this question like keep going beyond that for a while? for now the bunch of slides wing problems have been copied by aerospace engineers who want to make a new generation of trends. a quick reminder of our top story. the us house of representatives has voted to remove republican speaker, kevin mccarthy. it follows a motion by his hard right faction of his own party. mccarthy says that he will not
