on the in got if you couldn't keep it you his house speaker kevin mccarthy was fired late on tuesday, punished for turning to the democrats to stop a budget shut down for becoming a government shut down. republicans accusing mccarthy of the trail at the 11th hour . but he did deliver on one key demand in a huge, yet temporary turnaround. the u. s. will send no money, no way to ukraine on board golf berlin. this is the day the can any circumstances allow america's support for ukraine to be interrupted? clearly somebody's been lied to, we heard the president come out and say, there was a deal with the speaker on you. frame speaker just stood up in front of all of us and said that there is no deal on ukraine. it was ridiculously used as a political football. we spend more money telling people to slow down on highways

a year than this and entire of funding for ukraine. it's ludicrous, it's a small amount of money. i say this to all if we get president. so let's do the tools the ukrainians will finish the job value pricing. also coming up the war in ukraine, the number of wounded in debt continues to rise. it's no wonder ukrainians, facing the draft are having some 2nd thoughts or to this i think that i would rather be a refugee than di will say, and there's no guarantee that the country will exist. often my desk limited to the 1st with the, with the possible to our viewers watching on cbs in the united states and to all of you around the world. welcome. we'd begin the day with a 1st and us history lead on tuesday, republican lawmakers in the us house of representatives voted to remove kevin

mccord, the speaker of the house, the republicans they control the house, which means that they choose the house speaker. the 3rd person in line to the us president republicans had never fired a fellow republican house speaker until last night. a small group of right wing g o p. lawmakers force the vote and they appear to be forcing the hands of the entire parties had to hurt itself. and what about the democrats? they could have intervened, and they could have rescued kevin mccarthy. but they did not dissing or dysfunction, or perhaps a little bit of boats. we have more now from the us gap. just days after narrowly avoiding a government shut down, a rebellion amid the republican ranks as trust congress into chaos. 8 hard line republicans joined with democrats in voting out speaker of the house. kevin mccarthy ending a rocky tenure for the republican lawmaker. the office of speaker of the

house of the united states house of representatives is here by declared vacant right winger, matt gates, a controversial fire brand from florida. led charge to i was mccarthy. he said, the former speaker didn't do enough to curb government spending and made too many concessions to democrats. kevin mccarthy is a feature of this walk. he has risen to power by collecting special interest money and redistributing that money in exchange for favors. we are breaking the fever now and we should elect the speaker who's better during the voting separately. mccarthy, supporters warned that a boat against him was irresponsible. the house. kevin mccarthy think long and hard before you plunges into chaos because that's where we're headed. if we vacate speakership in an address after his removal,
4:06 am
mccarthy said he thought the vote was the product of a flawed political system. in today's world, if you're sitting in congress and you took a gamble to make sure government was still open and 8 people can throw you out of speaker. and the democrats who said they wanted to keep government open. i think you've got a real divide. i think you've got a real institutional problem. mccarthy also said he will not seek re election. congress is at a standstill until a successor is elected. another government shut down deadline is moving next month . alright, well i wanna pull the nail rachel reserve. she is a senior fellow for the atlantic council in washington. regional is good to see you again. i mean, yeah, so i'm heading events in the last 24 hours the 1st time in us history that house speaker was removed by his own party. how would you explain this to those of us who were watching from outside as well?
4:07 am
it's hard enough to try to explain this to those of us who are watching it from the inside. but i think what is important to note is that this is absolutely uncharted . territory, so where we are and what happens next is really tough to say, i think the message to really take away from all is all of this is if you're watching from the outside, is that the republican party is really in chaos right now. or we had hints of this earlier this year when it took 15 rounds for speaker mccarthy or former speaker mccarthy. we should say to finally when is speakership after giving concession after concession to the far right group in the republican party. and we've seen the results of that time and time again, a small, very loud and boisterous group of far right populous. they've been able to hold the republican party and really congress hostage. we could have seen this coming. this is what happens when you cater to and shape your policies and rhetoric around
4:08 am
someone like donald trump. so the consequences of that reverberate far longer than just a 4 year presidency. i mean, i want to say that kevin mccarthy is now something like political road kill, but i'm not going to say that i'm ask you and what does he, but what does he represent tonight? it really depends on who you're talking to. if you're a democrat, kevin mccarthy is someone who has contributed not only to the rise, but the staying power of donald trump and the populace. right that he represents. mccarthy was one of the 147 house republicans who voted to reject biden's election victory in january of 2021. and then the house minority leader. he privately criticized trump in the wake of the january 6th insurrection, but backed off from calling for his resignation because of the yours from the republican party. but if you're also a far right member of congress, mccarthy represents someone who isn't far enough to the right. who's sides with the
4:09 am
democrats in order to avoid his scenario, where the government se defaults on his desk, or sides with the dams to avoid a government shut down. so he doesn't have many friends in congress that he hasn't had many friends for quite some time. anyway, what about matt gates um, what, what does he represent tonight as well? i think matt gates and those that are of his elk could represent the future of the republican party if they don't get their house in order. i'm thinking of the people who walk along side mat gates like lauren bober from colorado, like margery taylor green. whoever merged in the year since donald trump victory, they represent the sort of new type of conservatism, a populist nationalist, anti leet, strain of conservatism that really wants to block this out as well. and push out the old guard. and that, as we've seen, the really good at tying things like international decisions, foreign policy,
4:10 am
2 issues related to domestic politics. they're really, really good at that. and so let's see where this goes. but it's not really looking great at the moment for the republican party and on capital healthy the, the democrats, we know they, they could have rescued mccarthy. they did. why not reach across the political while in, in an extreme situation like the one we saw last night to well, i don't think the democrats spelt any reason to rescue kevin mccarthy. i think it's important to remember that kevin mccarthy has made wife extremely difficult for the democrats for years. just listen to some of the words that current. how's the democrats have said about kevin mccarthy? abigail span burger from virginia said that he was the most unprincipled person to ever hold the speakership, that he's disdainful, that he lies about the process of governance and minority leader. her keen jeffries
4:11 am
explains that mccarthy had brought this on himself by catering to extremist in his party, pointing to the 15 rounds of votes that it took last january, 1 of the concessions he made to the far right republicans was agreeing to allow any one member to force and motion to vacate. at the same time, jeffrey's and mccarthy spoke over the weekend and he made it clear that if the democrats did vote for him, he wouldn't give them anything. so they really felt no reason to help them in a situation amazing. the us, how speaker we want to remind our viewers does not have to be a member of, of congress. and so donald trump for you as president trump, his name has been mentioned in this conversation. and here is what he had to say about this very idea. think of this as the the
4:12 am
. so what do you make of this, rachel? i'm any validity to a possible speaker. trump as well. i think what's important to note, 1st of all is that the speaker of the house is 3rd in line to the us presidency. so just putting that out there. but no, i really don't think that there's any real likelihood of donald trump, the coming the next speaker of the house, even though tre nails a house republican from texas has nominated trump to be speaker. there's a couple of reasons for this. first, he's the g o p,
4:13 am
front runner in the upcoming us presidential election. so there's really no reason for him to focus his attention on being speaker instead. this is a time comes consuming job. it's not fun. trump wouldn't like it. so there's really no reason for him to focus on this. instead, a 2nd sort of more practical reason is that there's a rule in the house republican conference of the current 118 contract congress. that clearly states that a member of the republican leadership has to step aside if he's indicted for a felony, for which this sentence is 2 or more years of imprisonment. donald trump currently has $91.00 criminal charges against him. so with that information what you well, i don't think it's likely. okay, rachel presented with the atlantic council joining us tonight from washington. rachel, good to see you. always excellent analysis. we appreciate your time tonight. thank you. thanks right. clearly somebody's
4:14 am
been lied too because we heard the president come out and say, there was a deal with the speaker on ukraine and the speaker just stood up in front of all of us and said that there is no deal on you crate. the house democrats say there's a deal on ukraine, so we're gonna have to sort that out. we're going to sort out who's lying, because somebody's lying about whether or not as in this c r a negotiation. there was a secret side deal on ukraine funding. we'll see as well that was you as a congressman, that gates answering the question about the future us 8 for ukraine since the start of rushes invasion. the u. s. has given ukraine $45000000000.00 in weapons and military equipment and add to that the 10s of billions to help finance ukraine's government. the total in us a to ukraine comes in now and about a $100000000000.00 us dollars. but i'm drawing now by alexander share, but he is the former. you creating ambassador to austria. he is currently in
4:15 am
t. v has been on the show with this numerous times ambassador. it's good to have you back with this, considering what has happened in the last 4 or 5 days in the us, particularly the last 24 hours. um, who do you trust in the us as a reliable ally right now? i know i for the 1st time was in america in 1991. i was a students visiting uh, new hampshire company side. and so i fell in love with this. come see right away because those were the most warm uh, combustion of so humble, wonderful people. have never seen and now i look at this debate about ukraine, these people who they would pull their heart a se, uh, give no money to crazy uh, lives ukraine up to booting. as i don't say to advise the country. birds to
4:16 am
would we say was to fall in love. i, that's myself. don't these people understand that when they say the ukraine, they mean deal on ukraine being crucified. these people calling themselves christians basically mean for your brain to be left crucified by russia and for, for just one thing to be free because this is the 1st war in a while. this is mazda about something like to or is more than an oil or something else. a joke. oh, it's like it's about one o twos and freedom um the other one uh, one to sing it for its killing. its the raping, losing, conducting the conduct in general. so let me ask so quite frankly, it's a, it's incredible for me to see this. let me ask you this, did you ever um, what do you say to those republicans who say that they are,
4:17 am
they're not against aid or helping ukraine per se, but they are against delivering aid and not being able to control where it goes, how the money is being used, it sounds like us lawmakers, it sounds like a lot of them have a trust issue with your country. ukraine as well. it's a very strange because the america has the importance. it's a special and void of course. so the task is to control. oh, and what do you spend your braces open everything. uh to uh, american, you know, uh, auditors, uh there is not a single case of what you're spending of these weapons the we have been provided for the 1st of all, it's about 11 somehow. oh, suspiciously at the same goes for the money is provided, so it's just very, very building for me. last week on this program, you know,
4:18 am
we reported of the arrival of us abrams tanks and ukraine of this week. we've got the us government of avoiding a shut down with a plan that includes no aid for ukraine. i mean, this seems to be what the kremlin reportedly wants to see happen more a narrative of, of dwindling unity between washington and see the year. see that narrative being developed, or i see russia desperately hold things for this uh, a relative to be developed and using mates and using every single you know, sound but the american congress provides with his narrative. that's for sure. but other than that, so we are, madison is thankful for the united states of you know, given us uh uh, gentlemen's uh i'm hers uh ever i'm so let me know because if it's working
4:19 am
to for that, then i will bid that millions of people here in don't on with did that this whole sound to me when people would be like a level. now, this is the reality. we are in mass. be thankful for that. i'm. are you mister and best with me? ask you, are you satisfied with what. busy zalinski and his administration are doing to, to nurture and to keep relations with the us healthy. i mean, if you had president zalinski is you are right now. what would you advise that he do 1st thing tomorrow? or you ask a question. someone who is an employee training and government must say, uh, well, uh, definitely, uh we are doing our best to and i think there is some believes that we are assembled with misappropriating something that has been provided for us. this someone just believes was he or she wants to believe
4:20 am
a just to justify their desire, you know, to leave ukraine. um, you know, uh to be crucified to by the beast and moscow. and quite frankly, i think they're doing whatever we can. we have an amazing investor in washington. she is doing a great job. and so i think i, for, i hope the americans will see a little bit. we'll see what i want to ask you before going out of time about the actual more itself, what we're seeing on the battlefield of new statistics i, i read today artillery rounds that are being fired in this war. russian forces have a $10.00 to $1.00 advantage over ukrainian forces. that's a huge difference. a huge advantage that the russians have. what happens then if us weapons shipments to ukraine, stop or, or are reduced,
4:21 am
or there's no or for a minister alerts the quotes, the golda meir, i'm those questions, you know, she was said when, when things were going very well too. for israel, she won't say, i think we don't have the weapons, we'll fight with spades. and so this is the move in the concrete. i don't know a single person for privately or publicly somehow says, you know what, let's see to this guide in the family. some more about people in our land, maybe she'll leave us alone. we don't have the solution. this though, has to be decided small. and this has to be decided in favor of the country that sold freedom instead of slavery investment share. as always, we appreciate getting your insights and you taking the time to talk with us. thank you. thank you. rushes invasion of ukraine. it began just

over one and a half years ago since then hundreds of thousands of ukrainians, a volunteer to defend their country. that said, ukraine is relying on conscription to fill the ranks some ukrainians are refusing to fight and they're looking for ways to leave the country dw smocks. so on the reports tonight from ukraine's border with romania. romania is just across the border from here. but most ukrainian men cannot cross over. at least not legally. martial law requires men of fighting age to stay in the country for which documents are one way of leaving. sick forest and mountain passes are another more than 15000 have been detained in ukraine. well, trying to illegally cross into romania these border guards are trying to stop them to nights. what do you mean by seal? are in charge of securing a 12 kilometers strip to enforce the law and save lives to the level it

a half years later, many of them are exhausted and wounded or dead. most of recruits are drafted despite overwhelming public support for the ukraine and military. not everyone is willing to become part of it. men between 18 and 60 can be called up for military service, but there are a number of exemptions such as for fathers, have at least 3 children, essential workers and those taken care of a sick parents. and then there are medical exemptions, and this is how most people start to draft or thousands of men are believe to have left the country through bribing. the officials, criminal groups advertised their services on telegraph, confirming a disability for example, can cost up to $3500.00 us dollars. this is only possible with the help of official assistance in august, the heads of all regional military recruitment centers were dismissed. as part of a larger move against corruption and the defense sector, she was at the symbol of the 3 kept on saying that it was total corruption. so in
