5:00 pm
so the programming of dw news on the top story, this is the temporary seas 5 in the israel, i'm oswald, is there any media? says 13 hostages, help our mazda have been handed over to egyptian authorities. beverly is in exchange for palestinian prisoners held in his riley jails as well as part of a deal broken by casa. meanwhile, thailand's prime minister has confirmed that 12 ty hostages have also been released by hamas. he says embassy officials are on the way to pick them up in the coming out. the release of time nationals is not part of the deal between israel and mos. it was in the studio now is the w's in the crime. you've been following this story for a while. let's talk again about these tiny nationals. uh, not being part of the deal. they uh, been on top of the as rarely hostages as that are being released. how does that come about? well, as you know how mosse has close ties with iran, also with guitar,
5:01 pm
which broker did the other deal, but this release of the ty, citizens who are our people who have been working in israel. there are, in fact, thousands of tie citizens working in israel, for example, as agricultural workers. and this particular agreement was brokered by iran, together with the government of thailand and iran, put some or a tried to influence a mouse to release them. now, some $32.00 ties were killed on october 7th. many of them were working in the area right there by the border where in fact the mos operatives came through into israel. and many were mass occurred at that time, but $26.00 were taken captive captive. and 12 of those has now been released into the custody of the restaurants. and that's just briefly for us. so
5:02 pm
just on, just recap this a cease file truce that's happening right now. the release of the hostages. how did that come about? well, they were released into essentially, into the care of the red cross. they were taken across the rafa crossing into israel. they are now in israel. we were told that they will be taken then, like helicopter to the has the theme uh air base where they will be examined. and examination means certainly not just physical examination, but also a therapist and others looking for signs of true on us. we don't know anything about their condition and that is unusual. normally the red cross is required to have seen prisoners and hostages. in fact, from us did not comply with international law. it has not permitted the red cross to visit. the red cross is going only on very limited information that they were
5:03 pm
given by and n g o in israel, that assembled medical files on the hostages and handed them over to right across officials. but officials in israel said that this is an unprecedented situation, that they have seldom taken custody of people about whom they know so very, very little. and we can be certain that the condition of many of these women and children will be, will be troublesome. they have been held to preserve weight in darkness. the youngest of them is 10 months old and infant. so could be mountainous mal nutrition could be de hydration, certainly likely to be psychological trauma. so they will be examined at the house of him are base and then they will be taken on and eventually brought into contact with their families. but presumably they now could be arriving at that air base. uh, pretty much any time. now how does this deal come about? we uh, i've heard the cops off, of course, played, played
5:04 pm
a big role. cuts are in the united states. the in there of guitar reached out to joe biden, within days of the october 7th attacks, saying that it can tar, would be happy or would to find it important to be part of a mediation process. now the home us leadership is partly in katara in doha, interestingly enough, they went there initially after the government of a barack obama jewel biden's predecessor put pressure on joe how to accept the hum us leadership up in exile. so how moss and the us is katara and the us have worked together in the past and did so in this case. the original idea was that all women prisoners in israel, palestinian women prisoners should be released in return for all women and children
5:05 pm
in the group of hostages in the gaza strip. israel did not agree to that and the military operation then continued have mos refused to provide any identifying details on the hostages that they did take. and that essentially led israel to say, sorry, no deal there around november 12th essentially the us last patients and a boat bite and apparently spoke to the nearest katara and said, we need the pressure from us now to provide details. and we need to get this deal now on the road that it began to look like it was going to happen. how much did provide some details. and then on november 16th the ideas entered l. she's a hospital and essentially a mouse went dark. there was no communication any more with a mouse, even even in terms of as i understand a katara and her mouth. so that after about a week,
5:06 pm
there was then some further movement in the beginning of this week. her mouth said it was ready to go to follow through. whereupon finally, the deal was presented to the israeli war cabinet for approval, as we know on wednesday that approval was given. and therefore, you know, this is very, very short turnaround time. but this is day one of the ceasefire. and so far things are going according to flap. let's hope it stays that way. melinda crane. thank you very much so far. we've come back to you in a few moments, but 1st we're going to speak through multi presto. he was a crisis negotiation for various. he's rarely governments between 19942001 today is the ceo of nest. that's a consulting company that provides negotiations and crisis management training. welcome to dw and use multi, i assume you'll follow developments as closely as we are here in the studio from what we've seen so far. is everything going according to plan in your book?
5:07 pm
yes, the 1st dispatch uh is going according to the plan as we speak cuz the 13 is riley hostages and 12 dies. uh, hostages uh across the uh oh, are in the trust uh, rough pressing point. our, our use read our youtube to now going to be transferred to, uh, israel. uh, very, very uh, very shortly. now someone who has been involved in hostage release negotiations. how big is the risk that something goes wrong? somewhere in between? it was, the risk is very high, the risk is very high because so many components. so many elements are involved. uh . its uh, from us. leadership is from us. uh, terrorists, uh, on the ground. the red cross uh, the jeeps. just all the elements needs to be close, they coordinate that and we have to bear in mind that we're dealing with
5:08 pm
a group that allows the organization here, which not necessarily country leads people. so the risk that the deed uh will will for some reason uh that will be some elements which will not comply with, with the agreement. the risk of the very high. given that the, the uh, the 1st uh dispatch. the 1st group of people was the know already getting these red it's, it's a good sign. i do hope that the next 2 rounds off of the deal to do next, the phases will be implemented that the search it's, it's important to stress. i think these in the interest of, from us to release this seems to be but because they gain more and more days of come they these days of the ceasefire. and it allows them to reorganize
5:09 pm
in the strength of the line of defense hoping that the deceased by would be a lead to international pressure on these rain to actually end up ration the there that that's the game plan or how about therefore they do have an interest to maintain the you know, what quite the execution of the release of the hostages. now this 1st agreement, the release of 50 all citizen exchange $450.00 protest indian prisoners is successfully implemented in the next few days. do you expect them all? so just to be released more quickly in the future. that was the itself. this is what we called you many diarrhea and the kids uh, babies, mother's elderly women, holocaust survivors. this d has some incentive mechanism. if some us, we'll be able to add the addition of cute baby is women
5:10 pm
to the dean, how must we gain extra days of these fire. therefore, using the interest of math to them to continue and to get possession of those hostages, which are not in their immediate control. because on this uh um, our body stair event of october 7th, also a stomach. do you have the body seen at least on the job as well as other or again lourdes. uh to cost to just route the lease and uh it's a shortage for from us now to get them and uh, uh, change them in the car and now let's start with the palestinian prisoners. uh, that is what i agreed to release of the exchange for the hostages, who decides which present prisoners are put on that list and according to what criteria, as well as the agreement articulates general criteria,
5:11 pm
which is mainly uh, female dairies. and um, young people, uh, not mine or uh, need to meet the uh, what we call the there were like, there were victors for like their fences like there could be, by the way of stopping them off of jews of interest. and uh uh, is riley's which didn't materialize today that that is what we can see the light that there are a fences of the criteria when we're agreed and the names are in the decision. so the decision of all things right at this to but they won't do that as much. so we are just now seeing a live pictures that i don't know whether you can actually see them. there's
5:12 pm
a number of billions of bonds that lined up. yeah, the red spruce on the lenses which grows, of course, the jeep shows, uh, who are in charge of the exit use of, of the deal. uh, they have a significant role in implementation. of course, they make a tremendous show. i look forward to what expand it is in the benefit of the hostage it uh definitely the kids uh, the young people who are held for 48 days in the spanners. but you can seen the picture that the elderly women are actually uh, waving, you know, they, it's, it's, uh, i'm, i speaking to, you honestly tried to be very, uh, i would say probably pushing the call. but see this holocaust survivors going through what day when and still waving happy lee,
5:13 pm
this is the strength. this is the ease, rarely spirit. this is the ease ready reveals this of the nation of cool. we actually support that. these are the government to negotiate that with this, the regime because it's the moral obligation to free hostages. all of any, any go up any price the crisis and negotiate to monte cristo of the thank you very much for sharing your expertise work, sir. thank you. i'm going to kind of still with me in the studio here and then the breaking news coming in is our searching is right. we also just happen handed over to egyptian authorities. tell us what are the next steps and when we're looking at live pictures, why we speak? interestingly enough, that crisis negotiator, we were just hearing from seems to have different picture as he is seeing some of the elderly women hostages has been released. uh we have not. uh i,
5:14 pm
i believe seen that yet on our feed. but indeed uh is that me bit briefing throughout the page. that was the now is the preparation for the palestinian prisoners in israel. uh, being uh, taken, taken in to the west bank. is that so i'm sorry to interrupt. okay, please get to that. and in both cases it is the international committee of the red cross which will effect the transfer as it were. that's why we're seeing ambulances here. both of the palestinian hostages being hosted in prisoners being released by israel and the is really and the last hostages being released are going to be examined by the red cross and also transferred. and in this case, if this is indeed the palestinian group, they will be taken to the offer a base in the west bank where again they will be examined. and they
5:15 pm
however have in the course of they are internment. uh, in israel. they have seen lawyers, they have seen doctors, they have had uh regular uh, processes, uh, also uh, in the courts. so their condition is not, uh, not a no, they are known to be in stable condition where as hostages being released by hum us, we know very little about their condition, except that it probably is a, could be great. many of them that have been health probably of perhaps all underground in tunnels, in small groups. we know that from your should add a lift shits. uh our colleague, terry spoke to her daughter earlier on. she was released on october 23rd. she is 85 years of age, her husband remains in custody, possibly could be alive or dead. we don't know if the daughter told us she has said
5:16 pm
that she was held underground, sleeping on a send mattress on the ground. did however, see a doctor. i gather a doctor, was sent there to the small group of hostages, and so she said there was some level of care, but again, we don't know whether that has been given to all hostages. so their condition potentially unstable. they too will be taken and looked at by the international red cross before them being released eventually to into the custody of their families. for those who still have families. one of the many unknown surrounding this moment is that some of these hostages will not know exactly what transpired on october 7th. they children may not know that some of their closest relatives perhaps, were killed on that day. some may not know that they are not going home because
5:17 pm
they are, homes don't exist. so there will of course, also be trying to specialist who will be there to help, to help them get that news and adjust to trauma. we need, we've had and at least about one little girl that's coming home to find out that her parents have died in those church on october 7th. now, while we're seeing or these pictures that all indicates that all these release is going on in an orderly fashion. and that is still the potential for things to go wrong. but in the top us with that the deal has a number of components and for the deal to, to be, to remain in force for the entire for days. those components must be complied with . so there's also the transfer of humanitarian material to allow that to be,
5:18 pm
to enter into gaza from what we know that has been proceeding. they are a trucks have been seen whether the phone number has already crossed over. uh, i have not heard yet. uh, but it's supposed to be $200.00 trucks, including 4 that will contain fuel and for that will contain cooking. gas is real, had been holding back any transfers of fuel for fear that that could fall into him off hands and help them. so it will be interesting to watch what happens. they are also whether the cease fire is complied with it as it began at 7 am this morning local time. there was still some activity after 7 that then ceased, but it's, it's early days hanging over. that is the question of how reliable is thomas? i'm also said that it plans to comply with this deal that it does want to see it go forward. but how much is the terrorist organization?
5:19 pm
it's not a state that is bound by international law as such. so again, that's a question. and then uh certainly will. the further transfers go according to plan will come us release the information that is required to release on the next batches of, of hostages. and finally we'll, i'm us allow the red cross to see those hostages who remain in custody. that is, in some form, apparently a clause in the deal and that is not have clear that that will happen. that is something that the foster families have been pressing for 4 weeks now for the red cross to get access and to mosse has refused. so a lot of different pieces in this and many cease fires have broken down in the past in uh, in gaza and in the middle east. so it's very sensitive matter.
5:20 pm
but so far, day one has gone according to plan, as we also heard earlier. now this, these 5 didn't come out of no way i was a pushed by lots of for and positive influence both i'm us and, and israel, who are the main players here. cuts are very much involved from the, of practically the day after the initial attacks on october 7th and the u. s. and acting in concert by the way, not for the 1st time. in fact, i'm us leadership, a political leadership is based in doha, not least because of pressure back during the time of the bark obama administration . a for doha, for our come up to cut hard to take them in. and that is one of the reasons that katara does have some last year and has been able to play the mediation role, that it, that it has had throughout the last 6 weeks. the us, as i said,
5:21 pm
working also with co tar together. essentially the us seeking to use its influence with israel, while katasha used its influence with her mouse to push both sides to move step by step toward an acceptable agreement to both. it was complicated. it was also a huge dilemma for these really war cabinet, which a number of members wanted to keep on pursuing the military operation. feeling that the best way to free the hostages was to, uh, basically, uh, exterminate a mouse or at any at any rate uh to um, to bring it to its knees with other members of the cabinet. uh saying no, we need to proceed to the release of the hostages in parallel to the military operation. so a some initial unwillingness on the part of israel to essentially
5:22 pm
agree to the us pressure. but some real movement then after november 12th uh, from both the how my side and the is really side. but essentially culminated in the agreement on wednesday, a by the is rarely war cabinet to move forward with this release that will ultimately see 50 hostages released. and then for every hostage released 3 palestinian women or children who have been held in is really deals. and by the way, that kind of a fairly lopsided swap, that also has a long history in other prisoner swaps that we have seen in the past. now let's briefly to what you mentioned culture, of course, very important to us. of course, very important. the german, the government has also done what it could influence it,
5:23 pm
how useful the influence it had. and i, if i remember correctly, a german 4 i'm going to so i'm in a babel was quite frantically going back with some photos as to and barely spend the least been doing through a shuttle diplomacy. she's been absolutely indefatigable, and her visits have almost always included visits, 2 neighboring countries to 11 on on the very day when the, the german foreign ministry had said that all german should please leave web and on and put out a travel warning. she went there to speak to the lebanese government and tried to press them to press her mouth. and that's because there are a number of german nationals who are also held hostage. but also because germany considers israel's solidarity with israel to be a central priority of the government, of course, not least because of germany's responsibility for the holocaust and therefore
5:24 pm
historical responsibility also for israel. so germany also playing a very strong role over these past 6 weeks. and apparently some of those being released today could be dual german nationals. but at the crime, thank you. so finally, don't come back to you a bit later, but now let's cross over to all correspond and turn. it came up. who is following the story for us from the hospital, as a, as in southern israel, with the hostages, are expected to arrive after having been released from a mouse trip to the t in the gaza strip. but tanya, some of these really also just have been handed over to the red cross. what more can you tell us as well? absolutely. um and this is certainly and as a sigh of relief and as well as that that has been handed over. we understand from the points that they're also now moving towards israel. we have been waiting here, you know, basically since uh,
5:25 pm
the late afternoon for them to arrive here at hudson reading. they at bass, where we are told they will then once they arrive here on the go a medical check off. there's also team of psychologist of, you know, a medical stuff you um they want to also talk to, to, to them. they want to see what condition they come here and then they will be actually after a short while they've been told they shouldn't stay here too long. they should be transported in my helicopter to the center of as well. then there will be abroad to hospital staff for further checks, so where they will be staying for some time. you know, this great, have a care taken here because 2 of the hostages, because you know, the set them might be really traumatized about their where hostages for 7 weeks, but also oh, of course. and it was on a so we're waiting for them here. and there should be arrive any time soon here in
5:26 pm
the coming hours, you'd have your correspondence on exam of the reporting. thank you've done. if you are watching a special program here and dw, and use our top story, this is the temporary sees find these rel how most of all the international red cross has come from $24.00. so just health by how miles have been released among them is various who have been freed in exchange for palestinian prisoners health in israeli jails, a swap as possible. the deal broke this by comstock tie hostages. well, among those released there it is, is not possible. the deal between is a and a that's, it's a for now without special uh, programming make sure you come back to us at the top of the hour for
