presidential election inches, its final stretch, hundreds of millions are being spent on advertising to the campaign spending spree . decide who wins the election? the hello, i'm christine when to walk into the program. in spain, rescue work has continue to search for bodies in the wake of flooding that killed at least 158 people. almost all of those states, so could in the eastern valencia region, the coastal area off, marcia was also battery, his special light images of valencia before and off to the floods showed the extent of the damage. it's b was flooding to hit spain in more than 3 decades with a year's worth of rain falling in just a single day. a, a menu of the fix. it are angry about what they say is an edited response by

smaller and smaller by the hour. i saw it myself yesterday, and some of the effective village of the rescue mission is a more and more about finding the bodies of, of that people. and so they are not a lot of the survivors that are being found at the moment. so many people have died yet. it's been a bit that something go wrong with spain's, with a warning system could this fits all have had been avoided? what, what is the conversation day of the well, i think we have to differentiate between different levels. there is the level of the mitchell or logic of warning systems. evey seemed to have worked quite well also at an early point of time. but then there is also the responsibility of the regional and the national governments. they have to derive political action from this, of course, and their responsibility is to protect the people. and especially the regional

government of valencia has come under heavy criticism. in the past 2 days, a lot of people say that that large system that's it sends messages to all of a media. and such a mobile phones was texting. what are they to it's a way to relate. so when thousands of people had already been stripped in the houses and the affected areas. but the truth is also that of course, it's very difficult to predict the exact location. so because they are often not exactly whether to wrench the right unfold, said, but due to this complex river system, they often some kilometers away from the hot spots of the rain. the damage is extensive. we've heard from people who, who have lost everything rebuilding is, is going to be a very huge task. is, is the government going to give support in this regard of the i

spoke to a representative of the big insurance company yesterday. and he said that the damage is a really completely unprecedented in the history of spain. and of course, only a fraction of this will be covered by insurance, and that also has to be a lot of rebuilding of the public infrastructure of roads, of, of bridges, everything. and so this is of course, where the government comes in. in this 1st statement, a government representative spoke about an emergency fund of 250008 1000000 euros. of course this can only be a tiny fraction of what has really been it was going to be needed here. the spanish government is also hoping for the european union. and so commission, president funded life has already signaled the willingness to, to have spent we are really talking about billions and billions of bureaus and to rebuilding efforts that will take months. probably yes,

a day in the east, more than at any other time during the war. and with the deployment of these north korean troops to russia, and now to the front lines. this is the 1st time in a 100 years the russians invited foreign troops into its country to the us secretary of state, say that russia's use of north korean soldiers is a sign of weakness and acts of desperation from vladimir putin to replenish the piece of sparks of manpower, so do we aust frustrates, but me hale alexys, if he agrees with anthony beacon, it certainly is a testimony to the effectiveness of ukrainian defenses and the problems that russia started starting to have with manpower. but that's only part of the story. the 2nd part of the story. it, it is bad news for ukraine. the $8000.00 troops in the limited area like coast is a significant diffusion infusion of mountain power. if you think of the russian strategy that shifted from mass frontal,

no cobbler harrison donald trump has each raised hundreds of millions so far this election cycle over a $1000000000.00 each and spent a great deal of it's in the final days of the campaign, waited it'll come from and where did it go? and was it was it? the psalms are staggering. democrats and republicans combined to spend half a $1000000000.00 on advertising in 2 weeks and october $81000000.00 raised by comma harris and a single day in july. daily giveaways of a $1000000.00 from the law mosque paid the people who signed his petition. attracting the attention of the justice department. not to mention the $118000000.00 and counting that most has contributed to a trump allied group. but this campaign isn't just unprecedented in a huge sums raised and spent for the republicans. what used to be kept backstage a gentlemen's agreement, the campaign cash would be converted to

a special favor as after the election is now literally out in front. even most trumps. biggest donor appears that is rallies, hey gabriela ideas, and trump says he'll put most can charge of cutting federal spending if elected everyone. a democrat allied groups have their own mega donors to including bill gates who gave $50000000.00. harris often courts, wall street and silicon valley donors. but her promises to bankers have remained more traditional with no explicit favors made public. the harris campaign also relies on millions of small donors, people who give $200.00 or less to finance its operations. running for president has always been shockingly expensive. but campaign budgets have exploded in recent years from a few $100000000.19 to me. nearly 4000000000 and 2020. from the tale for this
8:15 am
election comes in. it will be by far the most expensive in us history. the money flows from individuals and corporations to campaigns and political action committees are packs. individuals can only give a few $1000.00 to our candidates campaign, but can get around this by donating to packs which then give the money to campaigns . and corporations can only contribute to packs. to escape the limits. there's a different category of so called super packs that can spend money to influence the election usually on advertising, but are officially not allowed to coordinate with the candidates campaign. the huge sums don't always translate into votes. however, starting about 10 years ago, the democrats have consistently spent more than republicans in 2016 hillary clinton out spent donald trump by about 2 to one. and yet she lost the biggest spend her also lost in 198496 in 2004 it is
8:16 am
time around. democrats have out spent republicans again on advertising for commer harris file. her poll numbers slid slowly down as the weeks went by, ending in a virtual dead heat about coming into the election. to get votes, democrats are also poor and campaign money in the old fashioned organizing efforts . that means trained volunteers supervised by experienced political workers knocking on doors and trying to motivate voters to actually go to the polls for their candidates. for republicans have outsourced. most of that work to packs including masks, a big gamble on inexperienced private groups. giving money to politicians because always a gamble that they will win. but this time around, the republicans have tried to frame that gamble as a simple investment. and trey over him. trump has removed the guard rails. he had again telling you, you must, that is money can guarantee him
8:17 am
a job and explicitly promising a range of big businesses that he will help them out in exchange for donations, telling them in clear terms that their money will be well spent. for more on this, i'm joined by patrick frank. he worked on the obama campaign now. he is a fundraising director for wound. that's a progressive donation platform for campaigns and organizations. patrick, it's really good to have you. the cd is today, so a record amount of money has been spent in the 2020 full presidential election. it's always the case that loads of money gets spent in these directions. why is it so expensive to rival president in the united states? yeah, i mean, i think it's expensive to get into american homes at all. right, so uh, over the same time period of this year, amazon has spent over $10000000000.00 on advertising to deliver a message directly to americans. and so it is very expensive to be on tv. it's
8:18 am
expensive to open offices, it's expensive to pay stuff. but at the same time it's important enough to spend on, right? you talk about it's expensive to be on tv, and a lot of this money is being spent on this sort of traditional mess, television advertising, these tv ads. who, who is the target audience? who is of people who to watching? that's i guess, the 1000000000 dollar question and the answer is the tv ads have become less and less effective as the years go on. and i would say the biggest expenditure in this year's election was actually $44000000000.00 that you on must expense to buy twitter. so, you know, democrats are buying tv ads. republicans are buying tv ads. republican donors are also buying entire platform channels. and distribution centers, and so when you look at all of the money that goes into delivering a message directly to people, it really drowns out even the campaign spending. the, the reason democrats need to spend on tv is because it's what they can do. so
8:19 am
they're spending on digital ads, they're spending on television ads or spending on radio ads, and they're spending on making sure that their volunteers are equipped to knock on doors and turn out. voters. you mentioned eat on, must be. there's been a lot of big bonus in this connection. bill gates is also among them. do the small donations, still count all day being crowded out by these huge tickets that the likes of musk and gates can can, can afford to donate? no, it's, it's the opposite. so um, as you're reporting said, over the last 10 years, there's been a real explosion in campaigns, funding, and that matches up exactly with the small donor revolution in the us. and the reality is that small donors have a much, much higher ceiling uh than big donors for giving complet harris raised over a $1000000000.00 just in quarter 3. and if you look at the numbers from the online donation platform act, blue, it's actually $1500000000.00 that have been given to democrats in quarter 3. and
8:20 am
that comes from over 7000000 unique contributors. and so you're talking about ordinary americans donating an average of $40.00 and that scales up much higher than even you on mosque and is a $122000000.00 to run enough for a tourist campaign out in the field. and so, you know, rich people are certainly trying to influence american politics. but if you look at the, the political story over the last decade, what you'll see is that small donors have a much larger impact on our elections, on our public financing, on our campaign financing. and our really the biggest story of the selection cycle . yeah, so i mean, then it makes the question right. so we heard even in our report that the democrats have always tended to out, spend the republicans. it's looking like it's going to be the same against this. yeah. but why doesn't that always translate into actually winning or? yeah, i mean, you know,
8:21 am
it often does. and it's true that in 2016 democrats did out spend republicans. but if you look at the percentage of money that donald trump raised from small donors in 2016, he was actually about 50 points higher. and that metric then hillary clinton, who raised under 30 percent of her money from small donors. and so again, like if you're looking at where that money is coming from and what it tells in terms of the story about enthusiasm, you really get more truth from that number than the overall dollar amount that's spent. and if you look at this selection, for instance, complet harris is reaching or exceeding jo biden's 2020 total from small donors. whereas donald trump small donor program, has dropped off a cliff. he's down 80000000 just in the month of september from what he was last september in 2020. and so what has happened? donald trump has burned out his small donors by running, scanned the tactics and lying to them,
8:22 am
and tricking them into making donations over the course of 4 years to pay his legal bills. and so now he's reliant on you on my skin. as we saw and reporting just this week, you on the field program involves hiring people putting them in the back of you halls, getting them to sign non disclosure agreements and then telling them afterwards that they're working for donald trump. well, okay, fascinating stuff. but patrick frank, really appreciate you coming on and sharing your inside with us. take like so much i. it's been 3 months since a student uprising in bundled a dish of a through the country is long standing government enforced prime minister shape has seen that to flee the country. video clips all of enjoyed protest as filled the world social media. funneling has seen those down for the government had carried out a long and visual crackdown as she tried to cling to power according to bangladesh has helped me to see more than a 1000 people were killed by security forces and 30000 people were injured. some of
