a new direct highspeed train line connecting the 2 capitals. it's hailed as a symbol of the close relationship between germany and france. but when it makes a difference to travelers the unpopular felony as welcome to our viewers on pbs and around the world. we start here in germany where snap elections are. and i have just around the corner after the german transfer failed to win a confidence vote in parliament or of schultz had been expecting to lose and used a speech ahead of the palace to set out his priorities, the country. and i look set to head to the post in february. as the members of jim and his parliament gathered on monday, no lack of confidence was visible on the face of the shelves. jones let put the

confidence question to the boat. this tongue lead the 6th time this has happened, but he's a goes to the school vote, paving the way for an early election, which he's already campaigning to we. this isn't done done since he didn't talk and we're in the country that goes together every day and a country that value is because he's, you know, but the vision, a country that does not have its best days behind it, but i made it because i will continue to give my old rock country for germany every day. and i ask you, do citizens to put your confidence in me a call from thoughts of conservative opposition leader friedrich meds likes to become the next john slough. when it's on the attack, he said, show holmes, gemini. i mean how you behave with the european level is embarrassing. you really disgrace to jem and where, where are you in the most? 22, g is s p d general secretary, s p d labor administer s be the finance minister?

that's pretty jobs like were you on another planet? where are you in a no, no grove, when it came to the vent, shows design policy. the play confidence in him as expected. but the other policies i've abstained. hope voted against the chancellor, who was soon on his way to the presidential palace for a meeting with the country's head of state. now has to decide if and waiting to hold a new election. president, bank balance or stein maya has already signaled he thinks the 23rd of february next year is a realistic date. then germans will decide they want more of chance, the shelves, or check to the director of more analysis last spring in politic goes chief era correspondent, matthew carnage. nick, great to have you on the show at so as expected off shall slows the photo confidence. how did we get to the situation now as well,
9:04 pm
at the end of the day, it's really about money because schultz is government ended up having a lot less money than it thought it was going to have tens of billions of yours. about 60000000000 year is that germany's constitutional court last year said it wasn't going to be able to stand. and this led to a lot of division within the 3 party coalition. that short sled between whose social democrats, the greens and the just and the freed uh, democrats who are a more fiscally hawkish party. and they didn't want to violate germany. so called debt break. and it was really just a matter of time after that the constitutional court ruling before the whole thing fell apart. and we saw that happen in, in november setting the stage for today's new concept. so, well, not the of the essentially handed out. one of the answers to the next question i have here, which are what are the key issues that you expect to dominate this upcoming
9:05 pm
election campaign as well, i do think that the economy is going to lose very large here because the german economy is effectively in recession, germany's been in stagnation since 2019. it's grown in real terms, only 0 point, one percent. and many germans are starting to feel that very, very strongly. and you're also seeing installation remain sort of, you know, higher than most people would, would like. we've seen that across europe, of course, in, in, in recent years. but most of all you're seeing now, a lot of big companies start to lay off workers by the thousands. we've seen that at z w. we've also seen it at ford recently, which has a, a big car plant cologne. and so i think these economic issues are really going to
9:06 pm
a featured prominently in, in this, in this campaign, as well as the social questions. because shots, as social democrats and the left leading parties, they want to see more social spending in facts to sort of cushion many, many of the, the effects of the week economy. so there's a real debate here going on between the conservatives, who want to, uh, you know, sort of listen to the strains on companies and, and, and, and regulations and so forth. and the left side of the spectrum, which as you would expect, uh once more, more generous social programs where the rubber really hits the road is in, on this question of how to pay for it all. and you know, i think this is going to, to dominate the debate here. when you've just mentioned the conservative stair, because the latest polls have the conservative cd you for being leading, but they would need to form a coalition. and so if they do end up winning,
9:07 pm
would you see a big shift in direction for germany, both domestically and internationally, or i really don't think so. to be honest, i mean, you know, germany is pretty rare to see big changes in direction. this is more kind of shades of gray. and as you say, if the next coalition includes the, the cd, you the cetera right party and the, the social democrats or the greens, which, which seems very likely would be a coalition either with one or both of those parties depending how many boats they get. then the likelihood is that you're going to see a government that might be a little bit more conservative on some of these economic issues. but at the end of the day in terms of policy, is going to look very similar to what we've, we've had before. but the question is, what are they going to do about the spending limits? germany has a constitutional debt break, and i think they need to find a way to deal with that question before they can do anything else. feel
9:08 pm
a sense we'll be talking again in the coming weeks and months. matthew carnis make political. his chief europe correspond to thanks for your analysis. thank you. time to take a look and add some of the other headlines. making news around the world of israel has reportedly carried, i'd strikes in serious tart us region near the mediterranean coast at the strikes caused a massive explosion. scene and footage, verified by the reuters news agency, the syrian observatory for human rights. as these writing ministry attacked air defenses and ms. all storage sites nearby civilian areas were also damaged. donald trump is colby rebellion in syria and unfriendly take over by turkey. the vice president alexis anchor will play a key role in what happens next in syria. after rebels, top of the government of bashar assad. earlier this month, mustang and syria, more than a week after
9:09 pm
a side was over thrown the as to the president has broken his silence after his full from power in a written statement posted on social media. i said, says he never planned to abandon his country. as a rebel forces closed in on damascus, he claims he initially moved to a russian base in western syria to continue fighting as russia evacuated and after the base came under attack, he also denied so serious new leaders as terrorists offer some analysis last spring. indeed, of the russian list constantine address. he's been following this for us from the defining and capital building. it's konstantin, great to see. so outside claims, russia forced him to leave syria. what do you make of those times? a look, i saw the light so many times as his life, but i wouldn't believe it's judging by reports of the west medium by the financial
9:10 pm
times. for example, she already stashed away billions and billions of pessimists in russia and friends and countries. before the big months from the yes or the full of the, the, the opposition attacked and took over the country. so i'm absolutely certain that you can't believe what he says with this very, very long statement, which to me, to me base gives the length of the statement is the testimony of someone who wants to cover the truth. so couple of rough what really happened? so no, i don't believe anything that he says, what are russians goals now in the region that they're considering that they're main ally has fled to? well, i think the coaches, brussels main goal is now is to secure the continuation of the continued functioning of uh, uh, the russian era and naval bases in syria. and for that,
9:11 pm
most school have to talk to both of the current leadership in damascus and to a jip tied to that type of the home the, the presence of turkey. because turkey is not a major player in syria without it supports the opposition that would have had huge problems. uh, basically doing, but they did. uh and i think that's going to be the main focus of put his efforts in the region. because problem, if he fails to secure contented functioning all these bases, russian mercenary operations in the industry down in libya, in molly and in the central african republic are going to be not even. and then what they're doing. they will have to end because the russian naval and air bases in syria of the main points of supply for the rest of the messengers in this country. so i think that's for pull to that's going to be the focus of it is
9:12 pm
already the focus ever since. also the left series will tell us more actually about that. how would russia go about trying to say normalize relations with the rebels said backing at the rebels who weren't has are in syria what it will look it will be very difficult. it's a serious. busy people with long, historical memory, i've been to share it many times and evidently for them, the russian military, military presence in folks, memories of a level, basically reduced to rubble a by russian pilots. so i do, i do think that the sunni majority and syria now doesn't have any lot last for, for, for the, for the rest minutes. are you for the russians, you know, push, it will have to find ways of talking to people in damascus. and he has to find ways of convincing the attractive leadership that the continued presence of russian bases is beneficial. now, this is interesting because, 1st of all,
9:13 pm
we've seen in the last few months. um basically roll wing, uh uh, converges to abuse own, let's say the libyan conflicts between the inputs and they've been sending people to libya, they, they were trying to talk to the same people. so maybe there was a queen, so those there. secondly, airbag on maybe having a russian base in syria would be a kind of in direct check on the government in damascus. what type of guns going to be in case these people decide to move their own way to do their own things? so it's a very, very complex combination and i don't think we'll see a solution to this to his problem very soon. i think it will take a bit of time. all right, well leave it there. konstantin dw, russia unless konstantin aggregate. joining us tonight from bill. yes. thank

to southern 11 on 9 where people have started returning home, following the ceasefire, reached between israel and 11 on at the end of november. thousands were displaced by israel's attacks during its work with his brother. and for those who have now come back, a long road lies ahead to rebuild their lives. this next report comes from our correspondence in the southern avenue city of tyre. this used to be no. do you know, i mean the living room where she and her family would eat and watch tv, but 2 months before have done this to her house in the coastal town of tyre. israel must, with the attack, the city in south lebanon. the dean says that there was no reason such as has fallen members for her house to be destroyed that i'm looking for because i didn't expect our house to look like the nbc and there was nothing here. and i'm gonna put down like a lot of our house was destroyed because they bought the house right next to us and
9:15 pm
they had c and a family back. now, after spending the war and ties old towns, the only area that wasn't heavily targeted, they were hoping to simply move back up the ceasefire was announced 2 weeks ago. but that's clearly not possible here thought it was hard. i mean that we couldn't retrieve anything. even our clothes were trapped under the rubble the fashion and they were my toys. my pillow, look for some jobs. it's just not this quote and my school to to of the, as the ceasefire takes effect, thousands of people like that. they are going back home and
9:16 pm
a shock by what they find a few weeks ago, these really ami hit the highest main water pumping station that left the entire provence without wondering what was the municipality officials say it could take up to several months to fix. meanwhile, some people on tyra getting on with it, they invited people from across lebanon to help them clean up. those came included, locals, go and then t, as in tom, on my coming back here again makes me feel grateful again. one of despite all of this destruction inside of it, i'm happy to come back to tired and to clean up my city ups full time. and how long would it be to do on, on of the best? i would love to help to restore tire, to how we know it's to bring life extra tyra into us as well. and the dean, which system have destroy the balcony repairing her home when the money the family
9:17 pm
doesn't have. she hopes that someone would offer her compensation sort of in like everything will be all right about your dad will rebuild the house and will get back all your stuff or the materials will be fixed. but there's also emotional loss and trauma to deal with. a huge emergency operation is underway in the french island territory of my yacht. after being battered by its worst psych loan in almost a century. with hardy's their fear, hundreds, possibly thousands of people have died with the french red cross describing the devastation as unimaginable french president. the monument of my calling says he plans to visit my york in the coming days. a psych loan chito pact wins of more than 225 kilometers per hour when it's slammed into a different territory of my ot francis poorest region. with nearly a 3rd of its population living in shandy, towns with sheet metal roofs,
9:18 pm
was torn apart. the sims is, it was the wind, the wind blowing, and it to preserve the deal. and i was panicked. i screamed, we need help a little bit. and then i was screaming because i could see the incoming for me to play through the press q cruise 6 survivors and count the debt electricity and communication lines have been knocked out across large parts of the region and clean drinking water is in short supply you know there's nothing much people can do. people are keeping still, they haven't moved. they're waiting for help and help for food, for the electricity to be back up in water also, there's no running water. your health is on the way for france and other french overseas territories, but it's going to take time cyclone. this was a hurricane of unprecedented violence,
9:19 pm
probably the hurricane of the century. this level of violence hasn't been seen since 1934. prince's interior minister has arrived in my aunt's capital to coordinate rescue efforts because they were still mountains to move. so every one needs to come together. every one needs to go to work. don't panic, don't rush, keep your cool. use what you've learned. you are professionals. while they wait for promised aid survivors pick through what's left of their lives so daily, summer, summer, mazda hughes, the dining room as a law. and here was the kitchen rockies. the animals. you can see the sinks, vicki filled up so soon as that's the freight shot, the gas stove. and on the other side, again, it moved to a good day on cause that was my bedroom show in desperate need. thousands of miles,
9:20 pm
residents wait for help to arrive. french authorities say 800 more rescue personnel are expected in the coming days. sucked on, chito also made landfill in mozambique after devastating my. your earlier i spoke to guide tater from unicef, mozambique about the impact it had on the country. yeah, well cycled it. you didn't made it on sol here and 10 by one where i'm sitting in the mainland yesterday. morning is an intense tropical side flooded. we were able to conduct some initial assessment of the impacts on, on pen bassetti yesterday, and already the sole fight widespread destruction. um today, it seems that being signing out across the country side gardening to small rural areas. so to assess the extensive damage that i've always be seeing, there is a lot most serious damage. loss homes continue destroyed. people last ways. we've already nothing. a lot of damage to infrastructure to house facilities to schools
9:21 pm
and people. that's who really, i'm sorry, just go circumstances. that sounds certainly like a, essentially it's a scene of devastation that you're explaining there. and so what are the most at pressing concerns right now? what are, what are the, what are people there who are at helping i focused on at the moment or yeah, so i mean, we're very concerned about the immediate impact, obviously the sort of injuries and potential tasks of people with then i'm sorry, wind about the kind of in the middle, the medium term impact. so it seems like the lack of access to clean water. the fact that there's so much standing was around in the wake of the reins, which can create a very serious risk of multiple diseases like color uh, like malaria, like diarrhea. and these are diseases which are really definitely such elgin, but we're worried about the longest, some impact of destruction to services. so children not being able to get back to school. when schools reopen,
9:22 pm
people are unable to get medical attention when they need and, and again, people don't able to have access to water. so it's a whole whole range of impacts in the shult. i'm most of the time. yeah. sense it sounds tough indeed. so how, how did everyone, i to people there prepare for the store wells. so fortunately we've been able to see this, so i'm coming for several days. so you just asked us to be working closely with our partners and supports and gilbert to put preparation funds in place. we, we put variables, preposition, large quantities of a central supplies, lots of purification tablets, handheld torches, shelter materials from the recess partners, food, things like that. so it's centrals, i need to, dr. and emergency and with now stuff. and just to be those people that it's very difficult to the pastor, some of this magnitude people list in many cases and i read them entry houses or structures which really cannot stand up to these kind of weight. so people did that
9:23 pm
best for pad, you know, they put heavy things on that roost. they tried to bolster that the structures, but in many cases it just wasn't, wasn't enough. unfortunately, how difficult is it to get a to, to mozambique and with the current conditions that you've been explaining to us it's very challenging. i mean, socially way here on the ground, the, we have an office, a warehouse, we have stuff here. but you know, the scale of this is, is pretty huge. mozambique is a country where already been sold as crisis 3400000 children were in need of you monetary and assistance. many of them uh or a such a significant proportion of them in this very province and the impact of a disaster like this really just ops that level of older ability. so we're trying to deliver, we're doing the best of what we can, but i think additional support is really actually needed. yeah, yeah, certainly have a well all the best now with that the conditions that you're dealing with there at

guide tighter from yusef most i'm beka, it's great to add to have you on the show. so you can bring this up to date on the latest situation. again, it's been described as an historic departure today, the 1st trained to parted on a new direct service between berlin and paris. the high speed rail link is being held as a symbol of the close friendship between the 2 countries. although the new service is unlikely to be a game changer for travelers, germany and france have just gotten a little bit closer. passengers here in paris are getting ready for a journey to berlin. for the 1st time without transfers. is a void as a big enough for me. i'm traveling with my family and this is perfect because we're not going to have to change trains. this is direct. every time we travel from binding to paris, there are problems while changing trains. and in the end,
9:25 pm
we're always late. now it's perfect. the new train service, we're run daily and take around 8 hours. the trip is not much quicker. the current connection has one stop and it takes only a few minutes longer. it's not much cheaper either. a return ticket costs around a 100 euro, but for many travelers it's a clean or alternative to flying, but just think it's really expensive. so and it costs us way more to take this rain back home then it wouldn't stop full price. yeah. but the yeah, we're willing to invest in this longer travelling and more expensive to do more to do trip. the launch comes as german rail operator, darcia bands works to improve its reputation. last month,
9:26 pm
only 60 percent of its long distance trains arrived at the destination on time of to diligence item the items on the german side. we have a very, very busy and very old real networking at odds. and we just completed the renovation of the tracks between frankfurt and manheim. its which is train will also use your next job and in the years to come, we will continue renovating the entire network in germany. because i'm so that we can be more stable and more punctual on times and so that we can of course of sort more capacity to dish. okay. and how about city the of the storage is hope the 2 years of continues. improvements will reconnect germans with the reputation of punctuality and extend it into 2 of these trains. here's a quick reminder now of our top story. this are the german chancellor schultz has lost a vote of confidence in parliament. the results of the country on course for snap
