was back in the state department doing diplomacy, energy, diplomacy directly with those 3 baltic countries. they're trying to get away from the old rail network. the uh, billers, rush, or lafayette with we need to, sonya network. that was the soviet era electricity grid on, in synchronized, finally with the european grid. and that's really important for cyber and physical security of energy infrastructure. and it's also something that we saw that had to happen within 48 hours with respect to ukraine as rush. it was massing at the border before it's a full scale invasion of ukraine in 2022. now the premiums did this synchronization very, very rapidly. the baltic states thankfully didn't have to do it as fast, they could do a lot of preparations. and we're really at this moment of truth now to see if this works. i suspect that they will be very well prepared. i have talked to people across the region including in a sonia recently about this and um, and there has been a lot of lot of expert work analysis and an official support that's going on. so i

expect this will be successful. basically most of the power is, is coming over land, but there are important underwater electrical connections as well. right? that's right. ran d. s. link to cable that was ruptured by the eagle s a cargo carrier on christmas day of this year between finland and stone in the gulf of finland. that is one of 2 electricity cables that connect the baltic states outside of their, their region to finland, in the case of the s blink one and asked when 2 tables. of course, you also have the uh, the north volt cable between uh lithuania and sweden. uh, those are cables that are building ex resiliency uh to any sort of uh, action uh to the synchronize. and although that was kind that doesnt basically stop to ask when to cable didn't. yeah, that cutting didn't basically stop the uh,

the synchronization effort. but this is something that bite over to him doesn't want to say he does not want to see the 3 baltic states move away from the old soviet system. and so i think that there is significant reason to believe of that act was, you know, basically timed to disrupt, to this synchronization if it is indeed shown that russia was behind, that cutting. and as the finish media has shown, that vessel was stopped just basically minutes before it would have ruptured the other cable, the s link one cable. and even in the absence of both of those, i think the baltic states will basically be able to uh, synchronize course. we have one still still standing. one is gone as when to cable . but so viewers understand, you know, those add redundancy, those and the ability to have grid balancing and things like that. so while the synchronization will take place that will take place at a higher threshold of risk. and then if you have all of these additional pieces of infrastructure functioning between that brings us, of course,

to the report that we just saw, nato was now on the mission to protect these vital underwater cables. talking to me about just how boring will of this this infrastructure is for members of nato to it's absolutely vulnerable and it's, it absolutely something that nato needs to continue to step up and bolster the defense is of into turn. so i've, i've called for natal vertical for constipated mechanisms to be basically announced by natal headquarters. i called for that in brussel at nato headquarters in the, in december before the re weight is caught in the multiple kind of response. did you get to that hasn't happened i, i can say that for the audience, it has happened. unfortunately, faithfully they did announce this, this operation, baltic century that use a positive step forward. but again, you need to have those large scale political statements as well. so that we can say

to the crime, when we know what your doing, we know that your doing it and more importantly, even to tell the criminal mis we didn't tell our own people across the west, but that nato is, is functionally standing up. and he was having that sort of political courage to take that step. and, and i think that there are still countries including germany and a few others that have been pushing back on this, leaving that, that would somehow corner hold escalate these to be the kremlin rather than what it really will do is the term, the kremlin. and of course, we've seen this continue to go on. uh, you know, there's been caught after class after class. i couldn't, i'm going to tell you right now, these are not accidents. there may be one or 2 mixed in there that could be accidents, but there was a very low probability. speaking with experts and officials across the region that these are considered accidents as a media and try does a certain recent weeks. what do you think that the responses that we're seeing particularly, but by nato, but to these acts, as you say, of, of sabotage are, are these responses, are they robust? i know to look nieto has at

a technical level in an operational level, i think done everything that it should i, i think that you know, standing up a critical sub see uh, basically some see uh, infrastructure protection, sell at nato headquarters on a political level standing up that same sort of operational mission at nato mar. com maritime command in the united kingdom outside of london. that's, that's a success. and also this, this operation baltic century that's well needed. but those are things that are below the political level, right? those, you know, some of those decisions are made the political level, but we need to also have the, the coordinated statements from may know itself at the highest levels at the ambassador level, or the head of state level that they are aware that russia is behind it. least some of these, i mean, and we've seen there have been attribution of some of these incidents, especially the onshore ones related to energy and critical infrastructure. and yet we still haven't seen middle article for all and, and that is something that is missing and needs to happen right away. well,

between what would you say to anyone who is not convinced that russia is behind these acts and sabotage that we've seen to what brand? i have been working for the past 2 years. in addition to the work that i've done for years before this on nato's eastern flank, repelling russian energy line influence, and hybrid threats. and i will say i am going to be releasing the 1st and a series of reports here at the university of pennsylvania. later this month, i hope in the next couple of weeks, showing basically case studies of waiting, which i've spoken to literally, you know, nearly a 100 experts officials, divers subsidy explosives experts, substitute infrastructure of operations firms. and it's very, very unlikely in our analysis that we're seeing many, if any of these be accidents, and we really need to see, it'd be, again, the political courage to call a spade a spade, to understand what that is, that we're, we're confronting because without confronting that 1st,
