the war and the lots being during all this pure and last week you stay with us zalinski use the occasion to us. you need us to continue urging washington to involve key and peace negotiations with moscow. ii does agree with zalinski that an agreement to stop the fighting without security guarantees will you claim wouldn't to, to russia from attacking again. the summit statement e you'd need is having door says a ceasefire, must be part of a process that leads to a full peace agreement. it adds that any agreement must be accompanied by quote, robust and critical security guarantees for ukraine. henry's prime minister, big to old, on, didn't back the statements. but all the details have committed to working together to both the goods defense they discussed easing the block street budget dec rules. so member states can increase their military spending. today, history is being written. we're coming out of this european council,

very determined to ensure europe security and to act with the scale, the speed and the results that the situation demands. i present that the re on your plan today to the lead us a plan to give you up the military capability that it needs to face to day sweats. it's coach, mobilize up to $800000000000.00 euros, and it is about taking more responsible on our shoulders for our own security. this is a moment of indication for fonts is presented to manual con, who for years has been ginger up to build the capacity to defend itself without relying on nature and the united states. funds is now considering protecting your pin allies with its new pos know, could you position to propose to open a strategic conversation with the member states that are interested in making progress on this subject? the more i don't see sources for you,
5:04 am
it's an option that would have been unthinkable under the decades of transatlantic cooperation. the w corresponding jack power testable from brussels on what this summer means for you credit and security. well, what's interesting with this is base. it's some, it's really been about your own defense, but some of that will trickle down into supporting ukraine because the more they procure weapons, the more they'll be able to give to ukraine. should they want to. we have rolled them, is the landscape the ukrainians president here today. he, he would have really gotten that much out of what he wanted it part from the big strong show of support. and that's what he needs at the moment off to that k of take meetings in the oval office with the vice president and the president of the united states. there is one other important issue that's being going on here at the summit today. friends, president emmanuel, my crohn riled the russians up by saying the french nuclear weapons could be used to protect the european countries that he could sort of put forward a protective shield. the russian said that that would be seen as
5:05 am
a direct sign of aggression, a threat to them. but we heard from the menu of micro, on the french president off to the summit. he said that he had to have discussions with of the leaders and the some of them were very much interested in that proposal to pack the in brussels will, zaleski will travel to saudi arabia next week, 2 hotels with the waste on ending the war with russia he's expected to meet the president from special envoy and steve woodcock. he says, a letter from sa lensky to trump contained an apology of today around last week, and the winehouse, trump has been pressuring so landscape to make a peace deal imposing you west village create. and suspending intelligent sharing, he says he will soon decide whether to revoke the legal status of almost $250000.00 ukrainian. you were given refuge from the more in the way you know, we use washington correspondent benyamin as well as google, but has more details on the talks planned in saudi arabia, both delegations,
5:06 am
ukraine and the us have consent that they will hold talks in saudi arabia, ukrainian presidency lensky is said that he would travel to that country on monday . and we've, we've been hearing here from the wide housing special envoy, steve width calls. this meeting could take place either and re add or in get out. both sides are still coordinating it detail. so the conversations will happen in the same country where representatives from the white house met the account of pots from brush are we all probably remember those pictures and the signing of this mineral deal between ukraine and the us is still in the and it's not clear what promises washington mates to keep, for example, on what will happen with weapons deliveries or intelligence sharing if they would actually be resumed once. there is a deal, so there was supposed to be side last friday. of course, with a president's and lensky is visit a to dc. so we might also have some more information after this meeting between the
5:07 am
us and between the ukrainian delegations audio range and what about the status of all the ukrainians who fled to the you, wes? so that's that several rooms today there was a report by reuters, it president trump was asked on that when he started several executive orders today on a decision on whether he would revoke the temporary legal status for around 240000 ukrainians. and that left the country following the russian invasion in the war. and he said that his administration is still planning to take. that's that there's no information yet, but the press secretary of the white house, kevin levitt pushed back on these reports saying that no decisions have been made, but e v wide has actually goes through with them that move with a be a stunning reversal of the welcome ukrainians that were received on the

presidential biden's administration and potentially put them on a fast track. it to a dissertation. it's one piece of bad news off to the next for ukraine and ukrainians. benjamin thank you very much for your analysis from washington. and let me take you through some of the other stories making headlines that the south china is foreign minister, has accused the us of meeting good with evil by imposing what he called arbitrary task. so in chinese goods long he said that us was punishing china off to it had helped us contain its festival prices. us president trump has signed his chinese production of the drug is a reason for the increased live agent. this is from mexico, as presidents tanya shane valve has haled, what's he called an excellent and respectful phone call with mr. trump, me following the call, the white house agreed to a full week postponement, so you can import tax on mexican goods. the winehouse light has said the pool is

extended to some canadian now so complete and indistinct. the vatican has shed an audio, a message from alien pope francis with a crowd of fateful and some feet a square. the front of the things people for they prize in is 1st address since he was hospitalized 3 weeks ago with double pneumonia. finds what is prompted in florida and the caribbean. after the failure of a space ex dealership test flight, the rocket exploded just minutes off the lift offical video posted on social media a. p is to show flaming debris from the spacecraft. january starship test flight, also ended in an explosion. built korea is closing its borders to west and tourists, just weak software. it began letting them back. in. last month, western tourists were able to visit for the 1st time since north korea sealed its borders and cove. at it, in 2022 or upright, has se travel to north korea is canceled until further notice. it's unclear what
5:10 am
led to the abrupt changes general as jean h. lee has covered no career extensively and has more on what's going on these tories for the 1st western tourist to get into the country in more than 5 years. so it was a baby step on the part of north korea to allow them in. and really a strong sign that the country was starting to open up. you know, we did see russian tours in the country last year, but this was the 1st time we saw some british tours as trailing tours in the country. but i should point out that they were only allowed into a very special place, which is ross on which is in the far northeast. and it's what we call a special economic zones. one area that the north koreans can kind of use as a testing ground. it's a little bit of a special area. so north koreans course, there are, they are on a, for economic purposes or, or a custom to dealing with foreigners. so it was seen as a, as a, a good step toward the reopening of north korea. but that might also be
5:11 am
a reason why they're stepping back. maybe it was too much, too soon at a time when they are clearly unsure about re engaging with the west, unsure about having prying eyes on the ground. certainly devastating for the tour companies that have been waiting for this moment. but as i said, when the announcement about these tours came up, was just hold you horses and wait because you never know with north korea, somebody is going there has been going there for many years. never know until you were literally on the flight. just killing young or on that print of killing young or to north korea, whether you will be able to get in. things can change at the very last week. you mentioned the waste and those who were allowed to pass on. do we know how they were received there? and if they were able to talk to regular north koreans, i did see some reports as they did come back with some some insight into what their trips were like. and those would been to north korea before did say that it seemed to be more restrictive than it was in the past that there every movement was
5:12 am
watched and controlled. that is not unusual when it comes to poorest in north korea . they are usually on a very orchestrated trip. but usually there are moments when you can interact with the locals. i think they saw a little bit of that. there were some reports that they were surprised by by how dilapidated some of the structures were, and i'm not surprised at all. the last 5 years has been very difficult for north korea because on top of the border closures where they the country did their, she did shut that border. that meant that a lot of goods did not come in either. there was the, it was people who couldn't come through as well. not only did foreigners, but also north koreans couldn't come through that border, bringing all the things that they usually bring from abroad. so it's been a tough time for north korea over the past 5 years. and i think on top of that the sanctions uh yeah, i think that's something that they do not feel comfortable with foreigners see, they are not comfortable with their own people. seeing widely with the state of the,
5:13 am
the country as they are very good at controlling the narrative. and that's part of the reason why they restrict the flow of people in and out of the country. and so what we see in their state media is very cultivated and curated view of the country . and so when you open up the country, it does mean that you lose a little bit of control of that narrative. and so that may be part of the concern that they have about letting in foreigners we're going to go and then tell the rest of the world what's happening inside the country. and just briefly, the allowing russians to pyongyang was that a sweetener for russia's liter. oh, absolutely, i don't know, but a sweetener, but it is a source of income that king german is certainly considering as he tries to build this relationship with russia, one of the few friends that they have right now. north korea does have some site that they're trying to build up as potential tourist sites. and right now,
5:14 am
chinese tours and russian tours are the ones that they feel more comfortable with, who they also believe will understand how to fall into line a little bit when it comes to the messaging. so i do think the north branch are looking at those as potential avenues for a little bit of income. and those are tours that they might feel a little bit more comfortable with. but let's see. there is a the canyon marathon, which is set to take place the spring. we'll see if that goes forward. i always have to remind the americans, us citizens, that they are under very strict restrictions when it comes to traveling to north korea. and it comes with both ethical and security concerns. so anyone thinking about north gray has to take all of this into consideration. okay, we'll have to leave it that jean h lee. thank you very much for the insights. really interesting stuff. so you can scratch that next holiday to north korea that brings you up to date on the bank for his own. stay with us here on dw, for the story of a moment. when i scan, women had a chance to sit at
