4:00 am
economic turbulence and we can count on a gradual recovery, economic recovery. the government ensures stable financing of all budget expenditures, we spend more than 40% of the general fund of the state budget on the wages of the military and state employees, almost 25% goes to the payment of goods and services, including the purchase of equipment, weapons, ammunition, and equipment for our defenders. more than 18% goes to social welfare for providing pensions and benefits, more than 5% are transfers from the local budget, we understand how in the following to finance key expenditures this year, we will certainly need your help, just as this year in 2024 we will need strong financial support from partners, approximately $42 billion, this is a large amount, but it only includes critically needed budget expenditures, i mean our own
4:01 am
direct budgetary funding. as for specific sources of income, we expect to receive $18 billion from the european union. to this end, we are preparing a plan for ukraine together with the european commission within the framework of the "ukraine facility" program with a total amount of 50 billion euros for four years. we are grateful to the european parliament, which has already approved this initiative. we plan to receive about 12 billion from the usa, we are working on an unchanged one. support from our strategic partner. in addition, there are multi-year programs from japan and norway for 5.5 and 7.5 billion dollars. accordingly, we will be able to attract part of these funds next year. let me remind you that ukraine also has support in the form of an annual imf program of $15.6 billion and cooperates with other allies and international financial organizations summarizing the financial block, i want to thank you. to the deputy corps for
4:02 am
effective cooperation, we count on the support of the draft budget for 2024. the second key challenge for the state is the provision of security and defense forces and the development of our military-industrial complex. we all understand that now the war is not a sprint, a marathon. therefore, we must be hardy, stable, ready for a long-term struggle. ukraine appreciates and thanks all partners for their armed support, especially the significant contribution of the united states. and the european union, by almost 44 billion dollars and 25 million euros, respectively , were given to us in arms and military aid. at the same time, ukraine is working on strengthening its own defense capabilities. in 2023 , defense spending will account for more than half of all government spending. in january-august , almost 317 billion hryvnias were allocated to the purchase of equipment, weapons, ammunition, and personal equipment. protection fuel
4:03 am
food for our security and defense forces. we radically changed the approaches to the development of the ukrainian military-industrial complex. created on the basis of ukroboronprom a fundamentally new company according to modern corporate management standards. they placed a bet on new design developments, manufacturability , technology transfer, a special emphasis on drones, which determine the nature of modern warfare. we have created a fast track for the rapid introduction of the import of drones into ukraine and their equipment. the government expanded the list of military and dual- use goods that can be imported without the permission of the state export control service to speed up these processes. bureaucratic procedures for defense purchases of ukrainian drones have been simplified. the path of a drone from development to its purchase is now as short as possible. production of a drone in a year. increased 100 times.
4:04 am
more than 200 ukrainian companies started developing drones. in 2024 , the ukrainian military industry will have even more resources, spending on defense production will increase sevenfold to 55.8 billion hryvnias. in addition, we have provided more than 48 billion hryvnias for the replenishment and expansion of the drone army, the ukrainian drone army. the enemy already feels the strength and power our weapons that's even more. the third challenge that we are overcoming, and to which we are responding today, is the fulfillment of social obligations to ukrainians. the war sharply exacerbated the problem of poverty, increased the number of internally displaced persons to almost 5 million people, changed the veteran environment, for 8 months of the current year , we spent 346.5 billion hryvnias from the general fund of the state budget on social security.
4:05 am
more than 18% of all expenses, including uah 181 billion for pensions and more than uah 117 billion for various types of benefits. at the same time, we change the system, we do to make it more efficient and effective, we are implementing a new philosophy of social policy, in particular , we have centralized social payments through the pension fund of ukraine. digitization continues, a single information system of the social sphere has been created, which will unite all registers, it simplifies bureaucratic procedures and makes the process of providing social support more transparent and understandable for our citizens. out of more than 30 types of social benefits and services, 18 have already been digitized, the rest are in the stage of preparation for digitization. we introduce the principle: money follow a person, that is, funds are allocated to provide a service to a specific person, this allows more efficient use of budgetary resources.
4:06 am
for the first time in the social sphere, this was tested on the yeozodrovlenya project, this is a mechanism for paying for health and recreation services for children with disabilities and children from large families, funds for the purchase of vouchers are paid directly to parents, and they themselves choose the institution where their child will rest and recover. we will extend this principle to support services for veterans, large families, idps, and other social services vulnerable categories. we plan to create a competitive market of social services, they will be purchased by a single centralized buyer, and services will be available to individuals, public organizations, and communities themselves. also, in the plans to implement the principle of guaranteed basic social assistance, it will depend on the level of income, and it will be received by the most vulnerable categories of the population. we are reforming the pension system, firstly, we will introduce a points system for joint pension, the number of points will depend on how much money is paid, as a contribution for a specific month in comparison with the average salary in ukraine during the period
4:07 am
when a person worked. points will be accumulated for all years of payment of contributions, the value of one point will increase each year, in accordance with the level of inflation and the growth of the average salary. as a result. the size of the pension will clearly depend on how much money a person has paid as a contribution and how many years he has worked. veteran policy is a separate direction, its goal is to adapt defenders to peaceful, civilian life life, to open up a wide range of opportunities for veterans, to preserve the memory of their feat for posterity. its key elements are the reform of the vlk, the reform of the ministry of finance, to create a fast, inclusive and transparent system without bureaucracy and corruption. the second is the veteran's assistant institute. it will help in employment training, social protection, rehabilitation. these are service offices for veterans' affairs under regional military administrations to coordinate the implementation of state, regional and local
4:08 am
support programs. next are grants for development veteran business under the program there is work. uah 47 million have already been allocated as grant aid to veterans and their families, we should reach the level where thousands of veterans will have their own businesses. for successful rehabilitation , we are preparing the opening of modern rehabilitation centers throughout ukraine, and we are already increasing the state order for rehabilitation specialists. another element of the new veteran policy is affordable housing. we expanded yesel's mortgage program. now a soft loan at 7% is available for war veterans and their members families veterans too. are priority participants in the e-restoration compensation program for housing damaged and destroyed by the russians. next is the perpetuation of the memory of fallen soldiers, these are military memorials, these are street names , these are memorial signs, and the most important thing is the national military memorial cemetery,
4:09 am
where the heroes who gave their lives for ukraine since 2014 will be buried. the government made a decision to speed up its design. and allocation of land on the territory of the gatna community of the fastiv district of the kyiv region, works interdepartmental working group that coordinates the process, we are at the design stage for the ministry of veterans affairs, one of the key tasks and requirements is to open the first stage of this complex by the end of the year. regarding funding for the next year: in the draft of the state budget for 2024, almost 469 billion were allocated for social policy, plus 5% to what they had this year, of which almost 272 billion were for pensions, more than 136 billion uah for assistance, almost 50 billion uah for benefits and subsidies and uah 5.8 billion for the protection of people with disabilities, in 2024 there will be
4:10 am
the funding of veterans ' programs has been doubled, a total of uah 14.3 billion, these are expenses for housing, for all types of rehabilitation, for the work of veteran's assistants for the construction of the national military memorial cemetery. one of the main challenges and at the same time focuses of attention remains energy, passing the heating season. russia has already launched attacks on... infrastructure, we understood this and prepared for it, the winter will be difficult, the attacks will be complex from the point of view of the whole, i.e. not only substations or tetz. what has been done? above all, we are essence strengthened our air defense system. last year at this time we didn't have any western complexes, today we have patriots, nasams, airesties, crotals, cheetahs, sumpets and many other anti-aircraft systems. defense, we are constantly working with partners to increase the number of systems, and the main thing is to provide
4:11 am
a sufficient number of missiles for these systems. during more than a year and a half of the war, russia fired a significant number of its reserves of cruise and ballistic missiles, but it must be understood that these missiles have not run out and will end in the near future, therefore one of the main vectors of our work, together with the president's office, diplomats, you, our parliamentarians, is the interruption of the supply of electronics. and components that are necessary for the production of these missiles and drones in russia, a serious threat remains kamikaze drones, shaheds, which the russian military receives on a regular basis, in september we saw this by their number, the level of attacks was at a record level, we are constantly increasing the level of countermeasures this threat, as well as the president of ukraine i was in spain yesterday, where important agreements in this direction were also reached. regarding the repair company of our energy industry, the preparation of the infrastructure for the heating season,
4:12 am
the minister of energy hermanich galashchenko will report in detail. another big challenge is the implementation of the rapid recovery program. at the beginning of the year, we identified five priorities: energy, housing, people, critical and social infrastructure, humanitarian demining and the recovery of our economy . platform donors for ukraine, the steering committee of the platform includes our allies from the g7 countries and the european union. one of the main tasks of the platform this year and next year is to provide financing for restoration projects. ukraine's needs for rapid reconstruction remain at the level of about 15 billion dollars. only a part of such needs was financed this year, the rest of the costs are transferred to 2024. in 2023, ukraine allocated uah 62.3 billion from the disaster relief fund to various recovery programs. uah 18.9 billion was spent on implementation
4:13 am
works at energy facilities. regarding the restoration of critical infrastructure , the local budget provided 11.4 billion hryvnias for the implementation of projects in the social sphere and housing and communal services, 8.5 billion hryvnias were allocated for the construction of aqueducts to provide people with water after the terrorist attack on kakhovskaya. c 3.6 billion was directed to the program of construction and restoration of infrastructure facilities, residential and public purpose public buildings. 3.3 billion was allocated for the experimental project of the complex restoration of six settlements, these are borodyanka tamoshchun in kyiv oblast, trostyanets in sumy oblast, posad-pokrovsky in kherson oblast, tserkuny in kharkiv oblast, yagidne in chernihiv oblast. we are actively implementing the restoration program, this is repairs and restoration of housing for our people, 4.4 hryvnias have been allocated for this , payments have already been agreed for 1,600 ukrainian
4:14 am
families to repair their own homes, these are targeted funds in the amount of up to uah 5,000. right now we are launching the second component of the program, which is housing certificates for those who have housing completely destroyed and it will be possible to use them already in november. the third component is compensation to those who made repairs at their own expense. here i thank the parliament for adopting the relevant changes, i expect that it will start soon. implementation of this element. humanitarian demining. according to the demining plan , 470,000 hectares of agricultural land in the de-occupied territories should be surveyed. now we are reaching an indicator of about half of this figure, we will accelerate. in the draft state budget for the 24th last year, for the first time, we pledged 2 billion hryvnias for humanitarian demining for this purpose. we are launching a marketplace for humanitarian demining services through prozoro. companies, land owners will be able to purchase demining services from official licensed
4:15 am
operators through prozoru. the state will then fully or partially compensate the costs. this should significantly speed up the process of land clearing, where possible. a pilot competition for the sale of services has already taken place in zhytomyr oblast. soon we are planning to hold a large international donor conference with humanitarian demining of ukraine in croatia, we plan to attract additional financial resources from various countries, donors and organizations. i know there are questions about the fund for liquidation of the consequences of armed aggression, so i will say now and immediately next year we plan to fill it with confiscated russian assets. now assets. we are working on relevant cases with our partners. we also have a reserve fund of almost 45 billion hryvnias, which will allow us to finance part of the capital expenditures in both the infrastructure and energy sectors. in in accordance with the concept of strengthening the stability of democracy, we are also preparing a unified reform plan that will take into account proposals from our partners and our own efforts.
4:16 am
in particular, the unified reform plan will include the imf beacons, provisions laid down in the association agreement with the eu, requirements for receiving eu macro-financial assistance, seven recommendations of the european commission, ukraine's plan within the framework of the ukraine facility program, recommendations on reforms from the united states, our ukrainian anti-corruption strategy until 2025 , economic reforms of the world bank, all these plans are currently in the government's work, we will combine them, in particular new proposals, into a single document, this plan is in the works, but the work is far from over. not only the government, we also call on the parliament, law enforcement agencies, anti-corruption agencies, independent experts, and civil society to participate in its development and finalization. finally, i am grateful to all parliaments for their work, constant coordination, interaction, and support. over the past 18 months, we have overcome many challenges together,
4:17 am
we have formed the foundation for our victory, for our recovery, for our european future. we must remain coordinated, reject contradictions, work for victory as a single team of ukraine. mr. chairman, deputy speakers, honorable people's deputies of ukraine. thank you for your work, for your statesmanship, and in these difficult times for our country, it is more important than ever for us to be united, because only unity will shape our path to victory. thank you for your attention, glory to ukraine. kudos to the heroes, thank you. thank you, please take your place, dear people's deputies, on the rostrum for the report the minister of energy of ukraine, herman valeriyovych hlushchenko, is invited, please, herman valeriyovych, dear chairman, dear people's deputies, regarding the preparation for
4:18 am
the next heating season, well, of course, the challenges are huge and the challenge... actually consists in those attacks that are absolutely obvious , russia will continue systematically and massively on our energy system. so, regarding readiness in general, the most energetic, i want to give such a general understanding, that we will be fully ready, both from the point of view of generation of electricity, and from the point of view of transmission of electricity. energy and relevant resources for the heating season. accordingly, this means that the generation will fully ensure consumption at the required level, as well as the resources that are necessary for the generation of the corresponding electricity, and there are and will be provided, in more detail,
4:19 am
several figures, so, well, first of all, let's start with ... gas, well, first of all, i want to thank the verkhovna rada for the law that allowed us to implement european legislation, with from the point of view of certification of gas storages of ukraine, and in fact, this is a very big event , which today shows that even during the war, today foreign companies began to store gas in ukrainian storage facilities . , that is, despite even the military risks, today european companies store their gas in ukraine , today we already have more than two billion cubic meters of gas, non-residents, i.e. foreign european companies, are stored in
4:20 am
ukrainian warehouses, and according to the plans we see, concluded contracts, by winter this volume will be increased to 3 billion. that is, it is very, very essential, first of all, it gives an additional volume of physical gas, which gives us the opportunity to balance the system accordingly. secondly, this is the volume that, if necessary , if we need additional volumes of gas, can be appropriately purchased by the state, if the naftogaz company is involved, or more precisely, if such agreements are reached with the relevant non-residents, but for what is important to us is that, in general, this total volume of gas, for which we we plan to release, as of today, it already amounts to 15.6 billion cubic meters of gas in our storages, this is with the planned accumulation of 14.7, which we calculated taking into account how much gas we need, including the possibility of
4:21 am
generating electricity using gas, because that's unfortunately what we went through last year when the russians hit certain fuel supply routes and we had no choice but in the interest of national security to generate... electricity using the appropriate gas and we're going to see , which is appropriate the volume will reach somewhere around 16.5 billion cubic meters of gas, this is more than what we had last year, last year i want to remind you, we started with a figure of 14.5 billion cubic meters, so it is very important and again the most important thing... that even despite the war, there is trust in ukraine and in our warehouses, foreign companies continue to pump gas , regarding coal, today we have 1.3 million,
4:22 am
1 and 3,000, 13,000 tons of coal in the warehouses of the relevant generating companies, about 90,000 tons in us at the warehouses of the mines and accordingly, we control the situation with the need for it stable supply during the lean season, today the key companies that use coal for electricity generation have concluded the relevant contracts, and today the first part of the batches of imported coal has already arrived in ukraine in order to stabilize and guarantee accordingly the operation of the generating equipment, which is important, the key is an unconditional repair campaign, and indeed this year, the scale of such
4:23 am
a repair campaign has never been seen in ukraine, of course, again, these are the consequences of the russian strikes on the power grid, it is obvious, but we have set appropriate tasks for all companies, without exception, for all types of generation in order for them to be as ready as possible for the heating season, that is, what are the plans in us by generation, now in more detail, so, first of all , we have planned that we will start with nuclear generation, which even with today's loss of the zaporizhzhia nuclear power plant in our system, and today i want to remind you that exactly ukraine supplies electricity for the operation and maintenance of safety systems at the station, and this is 70 mw of electricity, today we are still nuclear generation, it is key, basic, and
4:24 am
it produces more than 50% of the country's electricity, so in the relevant plans, which we will definitely implement , it will be that all nine blocks that are on the territory controlled by ukraine during the heating season will work at full capacity. power, so in that sense, it's base generation, really, which really helped us last winter, even with massive missile strikes and massive strikes on electricity in energy, to go through and stabilize electricity production itself, means that there is still an important event, and this is a truly historic event , for the first time, together with our american partners, the westinhouse company, we developed a new fuel for the reactor of the vvr 440 type, and today
4:25 am
this fuel has already been loaded into the rivne unit and, accordingly, this will ensure the stable operation of this type of equipment, which is important, that before this equipment was produced exclusively rosatom and the russians had a monopoly on the production of this equipment in general, thanks to our cooperation with the company, today five countries, which until now had a monopoly dependence on russia in the supply of this type of fuel, and they, it no longer exists, and the relevant contracts are already being concluded in order to move the russians out of the market for the appropriate supply of nuclear fuel, that means, with regard to thermal generation, we are also undergoing the largest repair campaign, it is still ongoing now and certain types of work will be carried out during the heating season, but we...'
4:26 am
we plan to reach 4.5 gigawatts, which, if necessary, thermal generation will be ready to give to the energy system, this is the amount of generation, it also provides for a certain necessary reserve for the system, so, well, unconditional thermal generation, unfortunately, it has probably suffered the biggest attacks during the heating season of the past, and therefore definitely the volume of restoration work there is probably the largest among all... types of generation, as well as hydra, which was also the subject of such systematic attacks by the enemy during the last winter, today we are also moving fully in the recovery plans, and we plan to reach more than 2x capacity, and the key is that the system will provide the opportunity to fully
4:27 am
operate the water that will be available during the heating season, respectively , in order to generate, generate electricity, and what is important is that in addition to scheduled repairs, which are carried out on all types of generation, we planned to add 1.7 gw to the system additionally, that is, those units that were destroyed almost completely, which in fact were being restored. and one for today with 1.7 gv 1.5 has already been added, and in principle, according to all plans and works, we see that it will be fully implemented, this is our plan, regarding this additional introduction of 1.7 g, which will be added to our energy system, thank you, thank you, herman valerivych, please take your seats,
4:28 am
gentlemen, let's move on to questions on a specific topic to the members of the cabinet of ministers of ukraine from the parliamentary factions and groups. at the conciliation council, we agreed that the parliamentary factions and groups would ask questions in a circle in the following sequence. first, the parliamentary faction of the servant of the people questions. then european solidarity, homeland, voice for the future, trust, platform for life and peace, restoration of ukraine. if there is time, the circle will start again, it takes up to 50 minutes. please, let us perform, before we perform, i ask the representatives of the faction of groups to sign up, but the order will be as i said, please sign up from the faction of groups, who will speak, but in the order that i announced, i want to see who will speak on your behalf, sign up, most wise, dear colleagues,

4:30 am
the european commission, and it was italy that gave us these panels, and they should go to hospitals, and 24 hospitals in the zhytomyr region, kyiv, volyn, odesa, and the city of kyiv should receive autonomous power from these solar power plants, which will be installed there on roofs i actually wanted to ask what is the status of this, whether all the necessary equipment is already there, whether the panels have already arrived, and when finally hospitals can already get this alternative source of electricity generation. thank you. thank you, thank you for your question, dear, in fact, the delivery of these panels is planned for today, because the italian company ying provided it there, but the issue of concluding a contract between the italian company and the european commission was delayed a little. they have now finalized it and this is what will be delivered. thank you please,
4:31 am
yuzhannina, nina petrivna, european faction.
