more than 18% of all expenses, including uah 181 billion for pensions and more than uah 117 billion for various types of benefits. at the same time, we change the system, we do to make it more efficient and effective, we are implementing a new philosophy of social policy, in particular , we have centralized social payments through the pension fund of ukraine. digitization continues, a single information system of the social sphere has been created, which will unite all registers, it simplifies bureaucratic procedures and makes the process of providing social support more transparent and understandable for our citizens. out of more than 30 types of social benefits and services, 18 have already been digitized, the rest are in the stage of preparation for digitization. we introduce the principle: money follow a person, that is, funds are allocated to provide a service to a specific person, this allows more efficient use of budgetary resources.

for the first time in the social sphere, this was tested on the yeozodrovlenya project, this is a mechanism for paying for health and recreation services for children with disabilities and children from large families, funds for the purchase of vouchers are paid directly to parents, and they themselves choose the institution where their child will rest and recover. we will extend this principle to support services for veterans, large families, idps, and other social services vulnerable categories. we plan to create a competitive market of social services, they will be purchased by a single centralized buyer, and services will be available to individuals, public organizations, and communities themselves. also, in the plans to implement the principle of guaranteed basic social assistance, it will depend on the level of income, and it will be received by the most vulnerable categories of the population. we are reforming the pension system, firstly, we will introduce a points system for joint pension, the number of points will depend on how much money is paid, as a contribution for a specific month in comparison with the average salary in ukraine during the period

a sufficient number of missiles for these systems. during more than a year and a half of the war, russia fired a significant number of its reserves of cruise and ballistic missiles, but it must be understood that these missiles have not run out and will end in the near future, therefore one of the main vectors of our work, together with the president's office, diplomats, you, our parliamentarians, is the interruption of the supply of electronics. and components that are necessary for the production of these missiles and drones in russia, a serious threat remains kamikaze drones, shaheds, which the russian military receives on a regular basis, in september we saw this by their number, the level of attacks was at a record level, we are constantly increasing the level of countermeasures this threat, as well as the president of ukraine i was in spain yesterday, where important agreements in this direction were also reached. regarding the repair company of our energy industry, the preparation of the infrastructure for the heating season,

the minister of energy hermanich galashchenko will report in detail. another big challenge is the implementation of the rapid recovery program. at the beginning of the year, we identified five priorities: energy, housing, people, critical and social infrastructure, humanitarian demining and the recovery of our economy . platform donors for ukraine, the steering committee of the platform includes our allies from the g7 countries and the european union. one of the main tasks of the platform this year and next year is to provide financing for restoration projects. ukraine's needs for rapid reconstruction remain at the level of about 15 billion dollars. only a part of such needs was financed this year, the rest of the costs are transferred to 2024. in 2023, ukraine allocated uah 62.3 billion from the disaster relief fund to various recovery programs. uah 18.9 billion was spent on implementation

operators through prozoru. the state will then fully or partially compensate the costs. this should significantly speed up the process of land clearing, where possible. a pilot competition for the sale of services has already taken place in zhytomyr oblast. soon we are planning to hold a large international donor conference with humanitarian demining of ukraine in croatia, we plan to attract additional financial resources from various countries, donors and organizations. i know there are questions about the fund for liquidation of the consequences of armed aggression, so i will say now and immediately next year we plan to fill it with confiscated russian assets. now assets. we are working on relevant cases with our partners. we also have a reserve fund of almost 45 billion hryvnias, which will allow us to finance part of the capital expenditures in both the infrastructure and energy sectors. in in accordance with the concept of strengthening the stability of democracy, we are also preparing a unified reform plan that will take into account proposals from our partners and our own efforts.

several figures, so, well, first of all, let's start with ... gas, well, first of all, i want to thank the verkhovna rada for the law that allowed us to implement european legislation, with from the point of view of certification of gas storages of ukraine, and in fact, this is a very big event , which today shows that even during the war, today foreign companies began to store gas in ukrainian storage facilities . , that is, despite even the military risks, today european companies store their gas in ukraine , today we already have more than two billion cubic meters of gas, non-residents, i.e. foreign european companies, are stored in

ukrainian warehouses, and according to the plans we see, concluded contracts, by winter this volume will be increased to 3 billion. that is, it is very, very essential, first of all, it gives an additional volume of physical gas, which gives us the opportunity to balance the system accordingly. secondly, this is the volume that, if necessary , if we need additional volumes of gas, can be appropriately purchased by the state, if the naftogaz company is involved, or more precisely, if such agreements are reached with the relevant non-residents, but for what is important to us is that, in general, this total volume of gas, for which we we plan to release, as of today, it already amounts to 15.6 billion cubic meters of gas in our storages, this is with the planned accumulation of 14.7, which we calculated taking into account how much gas we need, including the possibility of

generating electricity using gas, because that's unfortunately what we went through last year when the russians hit certain fuel supply routes and we had no choice but in the interest of national security to generate... electricity using the appropriate gas and we're going to see , which is appropriate the volume will reach somewhere around 16.5 billion cubic meters of gas, this is more than what we had last year, last year i want to remind you, we started with a figure of 14.5 billion cubic meters, so it is very important and again the most important thing... that even despite the war, there is trust in ukraine and in our warehouses, foreign companies continue to pump gas , regarding coal, today we have 1.3 million,

1 and 3,000, 13,000 tons of coal in the warehouses of the relevant generating companies, about 90,000 tons in us at the warehouses of the mines and accordingly, we control the situation with the need for it stable supply during the lean season, today the key companies that use coal for electricity generation have concluded the relevant contracts, and today the first part of the batches of imported coal has already arrived in ukraine in order to stabilize and guarantee accordingly the operation of the generating equipment, which is important, the key is an unconditional repair campaign, and indeed this year, the scale of such

a repair campaign has never been seen in ukraine, of course, again, these are the consequences of the russian strikes on the power grid, it is obvious, but we have set appropriate tasks for all companies, without exception, for all types of generation in order for them to be as ready as possible for the heating season, that is, what are the plans in us by generation, now in more detail, so, first of all , we have planned that we will start with nuclear generation, which even with today's loss of the zaporizhzhia nuclear power plant in our system, and today i want to remind you that exactly ukraine supplies electricity for the operation and maintenance of safety systems at the station, and this is 70 mw of electricity, today we are still nuclear generation, it is key, basic, and

it produces more than 50% of the country's electricity, so in the relevant plans, which we will definitely implement , it will be that all nine blocks that are on the territory controlled by ukraine during the heating season will work at full capacity. power, so in that sense, it's base generation, really, which really helped us last winter, even with massive missile strikes and massive strikes on electricity in energy, to go through and stabilize electricity production itself, means that there is still an important event, and this is a truly historic event , for the first time, together with our american partners, the westinhouse company, we developed a new fuel for the reactor of the vvr 440 type, and today

this fuel has already been loaded into the rivne unit and, accordingly, this will ensure the stable operation of this type of equipment, which is important, that before this equipment was produced exclusively rosatom and the russians had a monopoly on the production of this equipment in general, thanks to our cooperation with the company, today five countries, which until now had a monopoly dependence on russia in the supply of this type of fuel, and they, it no longer exists, and the relevant contracts are already being concluded in order to move the russians out of the market for the appropriate supply of nuclear fuel, that means, with regard to thermal generation, we are also undergoing the largest repair campaign, it is still ongoing now and certain types of work will be carried out during the heating season, but we...'

we plan to reach 4.5 gigawatts, which, if necessary, thermal generation will be ready to give to the energy system, this is the amount of generation, it also provides for a certain necessary reserve for the system, so, well, unconditional thermal generation, unfortunately, it has probably suffered the biggest attacks during the heating season of the past, and therefore definitely the volume of restoration work there is probably the largest among all... types of generation, as well as hydra, which was also the subject of such systematic attacks by the enemy during the last winter, today we are also moving fully in the recovery plans, and we plan to reach more than 2x capacity, and the key is that the system will provide the opportunity to fully

operate the water that will be available during the heating season, respectively , in order to generate, generate electricity, and what is important is that in addition to scheduled repairs, which are carried out on all types of generation, we planned to add 1.7 gw to the system additionally, that is, those units that were destroyed almost completely, which in fact were being restored. and one for today with 1.7 gv 1.5 has already been added, and in principle, according to all plans and works, we see that it will be fully implemented, this is our plan, regarding this additional introduction of 1.7 g, which will be added to our energy system, thank you, thank you, herman valerivych, please take your seats,
