neil: out with the old, in with the same old. welcome i am neil cavuto, look at new congress, looks like the old congress, republicans still rule the house, and elected the same ruler for the house, but this is a messy house, and a very big mess for john boehner, tea partiers, who made him speaker two years ago do not much like the way they have been treated since, they are not happy. they are not happy with tax hikes they say did not have to happen, and they are not happy with spending cuts that did not happen. two years they stormed city, vowed to stop kicking the can down the road are now feeling

their own cans getting kicked. so don't let today's festivities fool you, there is a kettle boiling in the house, and its tea partiers not one bit happen about what happened. they are spent. but that does not mean still not stuing, just ask these folks. not happy, there are a lot of tea partiers who did vote for speaker boehner, but many still chafing still. >> it is a big huge mess. you know, i'll have to tell you, like the new senator fromtection tech said, -- senator from texas said, politics turn on the dime. we have put an end to the same old same old. neil: one of the arguments i

republicans would not offer up anything of their own terms in revenue, no, no, i understand you. but in the en in particular with the spend it was like nothing, nothing. >> well, but we'll come back to that spending thing. you know that. neil: no you won't. >> yes, we have to. neil: no, you punted on this one you will punt again. >> i believe because you have a debt ceiling issue, otherwise we'll have sequestration. >> you can move the goal post. >> well, i believe that $1.2 trillion is a good goal over the next 10 years. neil: $1 to1.2 trillion that isa rounding error. >> we take 10% off everything, there are programs i would like to eliminate and keep others. but you know, there were a couple things that happened we made.

first of all, yes taxing the go up on those people who as a couple make $450,000, and capital gains and dividend will go up, i want to thank those people. they are some of the first to put manage on the table. and we should not demonize them as wealthy, it is a great thing you grew up in america or come to america, and strife to make a business or do something or have an idea to become successful, and you many money from it, that is greater, that is what makes america, those people who have, i want to thank them personally for the fact they are going to help us. right now in this time period. there are also, the 2% increase that go back t to payroll tax, t now coming back, that is money that goes into the social security fund. even the very minimal wageworkers are putting a little bit of table. neil: are right.

neil: our media moment. a new segment. what a moment for john boehner, like a moment from hell. in almost every paper, leading almost every newscast. the speaker of the house sounds more like the satan of spending, crueling holds up the vote on the much needed sandy aid. easier to push the bad boehner argument, i guess, not true though.

because, reality, the sandy bucks are not going just to the victims, far from it millions doled out to fisheries in alaska, and roof repairs in washington d.c., not one sandy related. speaker wanted to keep the aid package clean. they are good at throwing good money after bad in washington. and pork if goodies for themselves, forgetting the folks who don't have much for themselves. greedy politicians are taking their money, and john boehner gets fried, look there are no saints in washington did you beplannedding accountability -- demanding accountability, john boehner deserves better.

doing what you are suggestions which is let's look at all of the pork in this bill, "new york times" puts it on page 23 that tells networks don't bother, and the whole point, is to separate the republicans to cause what nbc was calling a civil war, that is what they are interested in, that is what obama white house wants. neil: i don't see the same thing with democrats, a greater deal with wars in middle east and iraq to question every penny, and every piece of waste which is fine. the question is money is spent, and whether it goes to wrong tank at wrong time to wrong regiment is fine, but you have to be level and fair about it you have to look after abuse and waste wherever it goes. and god fe forbid in a $6 billin package how they came up with that sum for the area, is beyond me, but you have to say, where

neil: the country is off the cliff, but that does not mean we're off the cliff, credit agency moody's warning that deal passed is not cutting it because it does not cut enough.

now if washington does not act over next couple of months, we might be saying good-bye to another triple-a rating. moody's, skewed that but now hinting not this time. what would be reason? >> look, they said if we actually went over the cliff it would be a reason for them to not downgrade, it would have from a deficit perspective, settous that path quickly, and more meaningful way. they would like that, the numbers work better in near-term. that is not the case, the question is do they wait until they see what happens on the debt ceiling. maybe they hold off until then but i think -- >> a couple months. >> just a couple months away. that will be another big fight. but i don't know it has quite

picture a little bit clearer for businesses, and maybe bring back some pent-up demand. but we're not finished in terms of the whole long-term deficit reduction, debt reduction, that comes to play with rating agents is ahead of us, but the tax was such a big uncertainty, now we know the rules of at least that part of the game. neil: what about their attitude? a crowd that is in the top tier. they have higher taxes, it has to affect their psyche. >> not only that, but much has been said that taxes are not going up on the majority. but lost in the shuffle is payroll tax, some say that is just 2%, that is 4.2 to 6.2, that is a 50% increase. consumer confidence has remained resilient. when the rubber hits road, and they get the check, we have to

neil: well, house speaker, to hear democrats tell it who needs republicans at all? and house is left to either beg's rubber-stamp -- being a rubber-stamp, a strategy that has democrats thinking they have the republicans' number. and the house as well. not a great way to do business, is it? as ronald reagan's former advisor, a far cry from the way his old boss did business. i could never imagine a day where your old boss, reagan would delight in humiliating democrats. >> he used to say he started life as a democrat, the union head for actors union, he talked about that show he was trying to

build bipartisan, and he was one that said, he wanted to build a monument in washington for fdr . and nobody had done it before. so, you know he was a guy who really believed in trying to be bipartisan. then you had, the tip o'neill, and ronald reagan tax cut. neil: you think about it, they did a lot of their best work in private residence of the white hoose, and hashed over deals. but they learned how to work with each other. i am asking, democrats, i have talked to a few, who said it could work for us, we den get cuts. -- we didn't get cuts we're on fire, we can triangulate this. to use an old clinton term, and just leave the house as last bastion to look golden. >> i hope not. the republicans certainly did lose on everything they said they wanted .

indicates if you make a debt ceiling, hostage, to spending issues, it is not happening on my watch. and we'll be on the brink in another couple months. >> the debt ceiling is a very dangerous thing to play with. neil: will republicans make a big error trying to force the issue. >> i don't know how, i don't know how you do it. because if you -- it is not like this legislation you go over the cliff, the economy slides into a recession. with the debt ceiling, if you don't have authority, what do you do? you stop paying bills, if you are federal government. you stop sending checks to our supplier. neil: that really hurts the ones who are perceived as making it possible. >> in short run, hospitals do not get reimbursed for the medical expenses. neil: i think that is it, republicans are afraid of their own shadow, what is to compel democrats to offer spending cuts

if they think that the republicans are afraid? >> i think that thing that helps is every expert in washington agrees that long-term entitlements need to be changed. neil: we've been saying it for a while, a lot of american people are far happier with raising taxes on the rich. >> but the had the said i'm not changing social security in the contact of improving the budget. i will do it to strengthen social security. the rhetoric will move in this direction. neil: that means it has to be truthful. >> well, basically, kind of thing that republicans talked about a little bit changing the intectioninindexing formula. neil: that was repudiated. >> that is right. neil: do you think they will revisit. >> i think that because president said he was not prepared to do it as part av budget talk -- part of the budget talks in his state of the union, first and second, he talked about fact that social

security is not viable the way it is, it needed to be changed. there are certain things he would not accept, not accept cuts to current beneficiaries, no republican suggested that. high would not accept, -- he would not accept hurting very needy, nobody suggested that, but that left a lot of room to gradually transition from the current system to one with a lower replacement rate. neil: you think that there is room for hope, and president is more open to addressing spending than he appears to be. >> i hope so, i think so. neil: the congressional -- do not touch entitlement, and others saying leave medicare alone. >> he will say, i want more revenue along with spinning cuts. i think he said i want dollar for dollar match, that sounds like he is prepared to do spending cuts.

you know, somewhat controversial, but that's who i look up to mainly. personally, i'm very excited about going to college. it's something new, and it's something different than what i'm used to. i'm definitely going to be a little out of my element, but that's what makes it so exciting is that, you know, it's something fresh. well, there's so many opportunities that i think i could miss out on if i didn't go, you know. getting into college takes planning and vision. you know, it's just like when i take a brick wall and turn it into a canvas for my art. painting's helped me realize i've got what it takes.

neil: what about those who do not qualify? >> you make it clear work this welcoming arms to people who want to work here not welfare, we give back of the hand to w.h.o. come jus just -- who come here just for welfare, and a lot stricker about sending people back who don't want to work, most do come here to work, most came originally because they wanted to work not because they wanted to go on welfare, the number of latinos on welfare, there are fewer of them than white americans, latinos want to come here to work. that is why they come here. neil: what the president is doing now is cultivating voters not helping them. >> absolutely, but republicans should not sit back and say, gee, that is not right, they should get in front of the issue, and say we're as much against the ins as you are. we want a guest worker program,

fine. what are your ideas? that never came through. neil: steve, you wanted mitt romney to win, but was the election take away that morning said no to cutting down government because democrats seem to be behaving by demanding that en tightments -- entitlements are off the table. what do you think? >> no, the republicans won the house. and they control the house, and republicans did that because they want to cut spending. i think that american impeachment, fundamentally in the heartland, in small, understand we have a revenue issue here, and a spinning issue in the country. already, we try revenue thing that is we drove off the cliff, and they you know threw them a bone with some revenue, now the spending cuts have to come, every small business in america knows. neil: they are not coming. >> you don't raise rates.

neil: but they are not coming, you have been bemoaning this and criticizing both parties for years now you talk about unfunded liability that's dwarf whatever numbers that traditional politicians talk about, the only way you can do it, is to obscenely raise taxes, even that would not do it. >> if you take total nit worth of top 400 individuals on "forbes" list this is $1.7 trillion that is a year and a half of budget deficits, 17 weeks of worth of increase in our financial hole, that is if you confiscate all their money, this was about taxes, there was 3 mandates coming out of the elect, president got a mandate to raise taxes on wealthy, and republicans got a mandate to cut
