rri: we will have all of that and more. but first, our top story tonight is we allnow that coress c never seem to get aything done. now, you mightay that they are blowing up their homework. washington is nowhere close to a deal on student loanates. thout congressional congressional acti on the interest rate on fedal student loans, those loan rates will go double the 6.8%. -are to weigh in, we have our two ests. what you have to say? >> i think in the down economy, e governmentas to keep interest rates low. a lot of people are struggling to find work. they can't pay back their loan as it is. see the link with the rates at all-time hghs. let th rates double this is noa well thought out plan by congress.

gerri: is anything well-thought-out? let me get to mar using these loan ratessshould double. why is that? >> it doesn't make that much of a difference. it is going to double the amount of debt is the real problem not e cost of the debt. each year students graduated with thousands of dollars worth of additional debt. >> i know a lot of people who are facing student loan de. but wwen you face other set of taxes and regulations and the ads every month, it does add up. we already see the all-t high and we want to see that go even higher. we will see the stent loan will worseecause of the inaction of coness. if we incrementally increase the te that is one thing. but thdoubles overnight, we will see this bubble burst once

and for all gerri: lets lo at it from the federal government pot of view of the taxpayer. if we keep that lo interest rate of 3.4%, it will cost the government $41 billion, $41 billion over 10 years. at do you say to that? >> it would be bett spent doubling or tripling the pell grant which doubles the rate. doesn't affect who enrolls in college. gerri: he makes a good point. maybe it cane better used elsewhere. >> i think that is a valid pot. when we look at the interest rates, i'm not saying s 3.4% fo theext 10 years. but the sudden doubling of it is not very we. i know a lot of students have done their college decisions based on the 3.4 rate. now thatou are going to tll going to go to the college based on the 3.4% rate.

they ave been planninon that for y years. but if you double it overnight, it is not a wise thing to do. anything thatongress does, it is not always wellhought-out. gerri: no, not generally. check out these facts. 50% of students actually trying to earn a bachelor's degree get one in four years. in reality,y, theerformances of these kids who get these federal dollars, it is pathetic. mark, what should happen to the system to fix that? >> first of all the loan limits should be set more rationally based on ability to repay the debt as opposed to lting me borrow unlited amounts of money. we need to put more money into enabng students toraduate from college. i would like to say someone who graduates with a baelors degree is more than double the federal income tax of seone who has a high scol diploma. investing a college education is

not just an ininvestmentn the students future, but an investment in the future of the country's. gerri: charlie, i don't know. i think we have oversold the college education put too much emphasis on it. what do you say? >> i think we are going to subsidize, let's rethink the way we do it. how about we look at return on value or we don't give them a study li -- one that is in relevant whereas engiering woulbe sometng that is somethinreally need it. but maybe there is a middle pth that says let's give these loans to something that could result in this and future business growth. gerri: getting your reaction to what you think congress will have happened. mark, you first. >> congress isikely to do nothing because that'shat they do best. they are too far apart to reach

its books are such a mess of the department of justice is freezinghe funds altogether. we now is ken berger. what is going on? >> it is a thetic mass and basifinance that they are not following. the government cannot even keep track of where the money went. they don't have received. it appears that some of the money wwsspent on heaven kws what else. such a disaster of basic accounting. gerri: you are always monitong the securities. so you kno it is about how the money should be monitored. t's delve into what we are describing here. big brothers and sisters, totaling $20illion. as you say, this mixed up with the operating money. so it can be mixed up with the deral tax dollars. why's that a big no-no? >> you cannot know wther the

government money was ud for the purpose that it was dedicated to. if you don't have that mey in a separate account to trk it, there iso way to know. it coulde used for any appropriate person that you can imagine. gerri: what they are saying about t the charity is astonishing. what is intesting is that this is a security that the president has gone behind. they provide one-on-one mentoring relationships for low income kids and they really try to bring people along who are living in a situation that is not ideal to their growth. ultimately, what they want too is good. but they have totally messed up and what shouldave in your? >> you're talking about kids and military families, so forth, what should happen here is that those basic things should be put into place. they need to gethe financial stuffn place or they have to

put the controls in place. i thinthat they are going to have to this publicly. the public should see exactly what corrective action they shoulde and not just something they do inecret behind the scenes. we found out that they didn't didn't even have their board check the fingsith the irs and they were supposed to. has not be on their website gerri: we don't know what is going on. here was their response. our work was never compromised they said. we are dappointed that we fell short in meeting the procedural guidelines set by the department of justice and financial personnel are in place and inteal controls and networkwide training is underway. >> when they are saying thing has been compromised, how do we know that? question not begin with. secondly, the devil is in the details. if there are not fundamental corrections put into place that

gerri: a big victory f folks saving for retirement with 401ks. a class action lawsuit was settled over excessive fees. the companies ll pay $35 million in compensation that may not seem like a lot of money if they could open the floodgates. it is also the latest for workq)s in a series of lawsuits

against the managers of 401k plans. joining us now is the ceo of the online 401k. you know, i have read about this case and it is astonishing to me what these companies weredoing. describing the problems that they had in maging the these things. >> okay, so the participants of these pls probly started seeing that mething wasn't right in their statements. th said that they thought that these were unreasonable. also they were beingimited to which investments they could chse and that they were sort proprietary investments of cigna. proprietary meaning that they were funds being run and managed >> is used to happen all the time. >> remember enron and others. so with this, they think

something is wrong they were able to find counsel. the sad part it has been six years and the process at this >> you think that this is a drop >> the plan itse was overion? $2,000,000,000 or six years ago. $35 million is approximately 1.5%. so that is the percentage fee that we are talking about. gerri: meaning this is a years worth fees? >> the settlement was retroactive that is coming up on 14 years. gerri: okay, what i want people to take away if you assume all the time that your 401ks being well-managed and it is fair and that is not always the case.

>> unfortunately it is not. i'm going out on a limb. don't he very many friends in the industry. but charging a percentage of assets, li all the compaes do, i don'tthin it is the right model anymore. maybe there was a time for that. but the bottom line iset's assume you have been participating and you have been able to tuck away $100,000. the way that th fee structur works is you will be paying 10 times as these that i am. and i don't think you'll be getting 10 times the service, do you? gerri: that is a good point. >> 4ks are gd. they are the only vecle that we have there are employers with

gerri: so how do you master the art of complaining? you shouldever accept it defectivproduct or service. todd, welcome back. why do people not complain more often? >> a recent study by the university of arizona. 51% of people didn't complain because they felt plain and simple it wasn't worthwhile. that doesn't surprise me. i think it is a lot of factors. there is a feeling of hopelessness that no one cares. peeple are passive aggressive and they don't want to do much abouu it. embarrassment and humiliation and public repudiation in front of others that you will be me to look foolish and stand out like a sorthumb. a fear of failure or just being rrdiculous. another k thing is we are so tied to our devices a we are

>> remarks u.s. city is inew york, here again is gerri willis. ♪ gerri: ben bernae's taper talk might have happened all to send. despe federal reserve aasurance is the economy's getting better,irst quarter gdp growth gettin revised down to just under 2%. with more on this, an economist with the university of maryland. i thought this was a big revision. tell me what you make of this. >> well, consumers are spending the way we thought. sinesses are remarkably hasn't to invest.

they're just not convinced the economy is taking off. they willave customers. they see uncertainty about the costs associated with obamacare and would just rather look for other places to invest. gerri: you look back at the recovery. of course it has been slow, but3 it has been a recovery. are we do for receson? >> i don't know that that is the cacase. it seems as thoh the economy is content to slog alo. the second half o barley be a little bit better, but it will be anything to che about. this recovery is for a half years, averaged about 2%. the comparable amount of me during the reagan recovery was 5%. gerri: the world has definitely changed when it comes to the strength of recoveries, that's for sure. one bright spot is housing. we have seen some impressive numbers, but is housing enough to take the entir economy with it >> not really. new home construction is only about 3 percent of theconomy. so even if you have a significant jump in n-home construction, it gives you a little bit of a boost of growth for quarter, but you really

cannot write it. the real question is, why aren't rising housing vals turning in stronger consumer spending. and the answer to thats, savings rates are already pretty low. unless people want to start loading up on credit-card debt and taking on second mortgages again, that's n going -- consumers -- there is a much more puts to be had. gerri: incomes have not grown very much. we have not seen -- air what has not gotten that much bigger even if you're working, but the big question about this gdp growth, will the seven impact on bernanke as he looks in the fall toward changing his policy? >> wel bernanke is between a rock and hard place. if he starts tapering he could cause a receson. on the other hand, this continued quantitative easing is creating aot of distortions in asset margins. housing prices should not be rising apace that they are, but forery cheap mortgages. agricultural man -- land values are inflated. a lot of distortns in the

corporate bond market, jet bonds and so forth propping up companies that really should not be. the onger this goes on the more likely we get bubbles and they but and then a much bigger crisis. i think he would like to get out if h can, and he is looking for a graceful way out before his term is up. gerri: take away the punch bowl. thank you for coming on. great stuff. interesting commentary. >> take care. thank you. gerri: another disappointing report for obamacare. any report showinghat the white house is in f a challenge to get young adults to buy health care insurance. with more on this, tim clifford, president of abc benefits and talent. tells how you cducted this survey? >> this survey was conducted over the last four years by the adp research institute. we compile data from 1705 of our large employers representing about 640 employees. a very significant data base. compiled over two don 10-13.

the reason we did this was to have a basine so we can understandow people have made decisions around constan participation in insurance programs over the last four years. the baseline so that we can begin t immediately see the reaction as it rolls and over that -- certainly by january 1st and the affordabl care actually begins to impact. gerri: one of the most interestg things out of this survey i thought was only about half of adults under the age of 30 even participate in existing emoyer health benefit programs. they don't even want to pay for that. how likely is it that they are going to want to pay for obamacare? >> it is a startlingtatistic. we have already -- always and the younger fol tend to participate at a lower rate. they participate 50 percent of the time, when those over 40 years of participation 70% of the time. clearly they have this issue with him the folks. the affordable care act is really designed to bring more young people into the insurance rolls andower income folks.

those two populations. guess what, young folks typically in both ose categories they don't he the money to purchase insurance which is what we have seen up until now. of the affordable care actnd the exchanges that folks mak the decision to move into the insurance rolls. having said that, this insurance is not going to be free from most peoe. there wille subsidies. gerri: well will be the actual cost benefit analysis the people under 30 will be making?@ >> is probably somewhere in the range of three to 9 pcent of income that they will be charged. gerri: i have to tl you, when you are under 30 don't have that muchf a margin of error in alecky if yore ming your c payment and paid for your apartment most of the time. you know, w need these young people to be involved in the program because they're bankrolling everyone else's health care. >> they do. they do.

they stabilize the risk poll. under folkestone to get to the doctors less. they incur les cst. one of the strategy is to try to get yng folks into the exchanges, io the insurance ros with employers. hor, we also see that some of the pricing is indicative that prices for younger folks are going to rise. they have been rising. tually,hey rise as the increase in thosender 30 have been the highest of any age category. we think this of the strategies of the pricing i the excnges is actually goi t tilt u it is going to be very interesting. gerri: your prediion is that we may not get these young folks to play along. >> our prediction s hat this fos group, this is the ultimate focus group of those under 30 who are targeted would -- by this program. the kimmel wit the study a few weeks ago.

gerri: do you rememr your first car? fond memors of your first time behindhe wheel? ying yr car for a team can be a headache. joing me now, senior analyss for evidenc all right. you know, i remember i had as chevy, and my parentdid not buy it. i bought it myself. you say there are important factors to consider. what are they? >> well, safety is always a big one. parents want to keep their kids safe no matter who they are. look for cars with goodafety features, not just air bags and seat belts and things that we know about, but some of the newer features like back up cameras. also lane detection morning is always good. anything around safety. parents a to do there research. rri: not too small. iteems to me that there is a change. so you want something fast and good-looking. what the parents think about that and act in a kind of square

the circle? that is going to be a tough one. that is one of the few this that these teens and parents are going disagree about, but coming summer to the middle, looking at cars may be just a little bit bigger then come back. you know, perhaps midsize sedans. bet the end of the day the team is getting the car, so they're pretty thankful for that as something that they can get around townn. definitely something that is probably a bit larger, not too big because you want them necearily in a big suv. that's more of a driving challee. you know, something that is just the right size. gerri: the honda accord you like $22,000. that's a nice midsized sedan. >> it's a good car. it is relatively new, so it has a lot of the advanced safy features, things lik rebecca cara is actually standard. no matter what. it's naae that we all know. on the accord is something that has been around for a long time and a lot of people just that.

gerri: al was surprised. wh you like that? >> well, it's a compact is tv, but it's not b. the visibility on that cars prettyood. lynyrd team is looking behind their shoulder to make a lane changes should be fairly easy and also,t haseen known as a safe car for a long time. i think that helps. gerri: heres one that i did not expect. they used jeddah,ot one now buthat he doesn't 11 or old. >> well, every parent is in the position to get their kid the newest car with all the bells and whistles. it that weould throw in a used car. talking to our 90 euro en turns. they said that is not girls car. that balance is something that isafe to my goodrice, is good fuel ecomy. gerri: s what about the american car. is trene othose like? >> and there a tons out there. they have c certainly made a god comeback. i think the new malibu is goo choice.

in our d.c. does a reptvery year call ttinghe waters. what we do is collect informatn about monitoring results and whether beaches have been closed or placed under a swimming advisory by the local beach officials. that is over 3,000 beaches along the coast in great lakes. gerri: you see its pollution caing this problem. tell us about that. gerri: so we're looking for in the water when beach managers got to test it is a kind of bacteria that indicates whether there are bacteria, viruses, parasites in the water that can make people sick. gerri: i understand from your study that one in 20 people get sick from being on beaches. i was surprised to was that my where is this a jury coming from? >> well, the bacteria and viruses and parasiteshat we see in the water is coming from a couple of places. the main culprit that people at the beach to know where the sources are

two is storm water, which is rain falling on our urban and suburban landscapes. and then falling down without treatment usually into our rivers and streams a ulmately g to the beaches. that cannalso cause overflows of systems that handle our sewage. and so you get human andnimal things in it if it can make people six. gerri: jack paresis sewage is part of the equation here. you know, i was sort of shocked to hear this. on the other hand, if you spend a lot of time at the beach you know that this happens. less talk about where peopl could go. your superstar peachesha -- superstar beaches that are tycally very clean. >> sure. nrdc rates 200 beaches out of 3,000 that we present information about on a five-star scale that looks at -- two stars rth of water quali information as well ashree stars worth of information about

whether the beach in place best practices that tell people whether the are problems at the beach a to monitor frequently, things like that. gerr a couple of the good ones re in alabama, gulf shores, alabama, orange county, delaware , and then repeat offenders, ones where the problems happen every single year, a couple of california beaches here. in new jersey beach, beach would beach and ocean county new york, ontario beach in monroe county. how come things t better? >> well, we have seen the rate cut pollution nationally is easily stagnate for many years now. and what that tells us is that the policies that clean up o polluted beaches need to be improved. and, as i said, what the big prlem here is is thisrban slobber, the storm water that is coming off of our cities and towns. clean that up takes action and
