information is. gerri: to be clear. >> most consumers are baffled. they get the explanation of benefits and it's kind of an oxymoron. so but at the same time it is so important for the consumer to be aware of this and understand this. gerri: what is the deadline? >> generally 45 days. gerri: so if you don't take action, you will definitely want to know that. here is from blue shield of california. one of the bills that you sent, there it is right there, take a look at that. we are going to zoom in on the

part that will capture your attention. it's right here. explain what it means. >> basically what it's saying is that if you have a separate communication that is sent to the member, and we need additional information, the fact is that they got to pieces of information. gerri: elv says that we don't have the information and then it says that we need another letter. this is crazy. showing you a sense of how crazy this billing is. this is blue cross and blue shield. take a look at this. we are going to zoom in on a piece of this and you can see what we are talking about.

this is another issue. please tell us about the. >> this is really fascinating. an example of them saying that they didn't have the address. they are sending out checks all the time that the address that was submitted arguably was wrong. again what it also says that the member needs to contact the provider to submit these claims again. and again if you don't read this, you could be really responsible. >> even a small one, even a glitch, what do you think? >> what i think is going on is dealing with this enormously complicated system. you are looking at the fine

print, the fact is the most important part of the message is in this small print and most people don't read it, they don't see it and we are opening up that envelope. gerri: before we go, i want to touch briefly on us. these are done by the medical association, the american medical association. there is a price tag associated with it. so that doesn't happen. what you see is a number, which is another reason people don't understand. >> let me give you an example. this is a funny one. >> you see these codes that were wrong and it turns out that it was what was in the tradition that was citing myth, which has to do with organs being in the wrong part of the body, totally miscoded and how would you even know that.

certificate programs for a faster and cheaper education. some getting bigger paychecks as a result. joining me now is a professor at georgetown university. welcome to the show. it is so great having here. just how popular are the certificate programs, and why are they becoming such a big thing? >> well, they are very flexible. much more prevalent than people realize. 18% have a certificate and they actually can be combined with a higher education degree. you can get a two-year degree and even if people get a ba aba and then get a certificate. these are occupationally oriented programs that are really part of the specific job. gerri: one of the things that they don't see from the outset of this to it is finishing the program and getting placed in an appropriate job.

these programs tend to be specifically focused and we really don't get a lot of general skills. if you don't use those skills, just a little bit more than half get placed well. so if you don't do that, you don't get that much from this kind of training. >> b1 are the institutions addressing those concerns? >> they are trying. things change. i mean, you know, we think they can do a better job of it. that they need to be put under pressure an a program of the department of labor called gainful employment that we are trying to evaluate each program in each school to identify those programs of successful and the education and the placing of the students and that would be a way to get rid of those that are not fruitful. gerri: in the meantime, let's talk about what people are getting out of these programs.

will conserve areas are they studying so what are those jobs? >> obviously in the i.t. field. if you are an i.t. person you will make more than a lot of people with a ba degree. but the more certificates are kind of more manually oriented and airplane mechanics and so forth and so on. machines of different sorts. then there is office management. gerri: and skill, even though it is specific, that is not something that will go away. it seems seems like pretty good deal to me. that is the kind of thing that you want to do. particularly if it's what you dreamed of doing. >> really want to build on your own life and then he will be most happy. you can bring more joy to it and you will get better at it.

there are some dead-end careers out there. but most people have had some skills and they can find a niche for themselves and, you know, have a good career. gerri: how much do these cost? are they less expensive? >> less expensive than a four year degree. so certificates run from three months up to two years and they pay what they cost, it depends on where you go. have the certificates are in public community colleges and then it's very cheap. just a couple thousand dollars a year. but then another half is done by these private private for profit schools. >> yes, we will do another segment on that someday. i think the certificates are interesting. the price tag is sure attractive to a lot of people out there. we need to leave it there, but thank you for coming on. you are so articulate on this topic and we appreciate it. >> i am glad to be here.
