russia's proposal to turn over its chemical weapons. ashley: many prices selling off on that news as traders try to hedge what will happen next ahead of the president's address to the nation tonight. in the meantime it is time for stocks every 15 minutes, the dow up triple digits, let's head to the new york stock exchange, nicole petallides. what about the dow shake up? nicole: this is a big deal because we haven't seen this kind of shake up on the dow jones industrials in over a decade. we are talking about three dow components that are on the move. here are the names that are moving off of the dow jones industrial average at the close of trading next friday september 20th including aluminummaker alcazar, a hewlett-packard and banc of america. those three are out. what is going in? goldman sachs, nike and visa. the that the name is joining the dow jones industrials. this is a big deal, haven't seen this in over a decade but also the fact the one of the reasons

the three names that were chosen to be removed are underperformers over the last several years of hewlett-packard is a great performer but the other thing is their price, they are among the lower prices than you can see the dow jones industrials is the price weighted index of bringing in goldman sachs, nike and visa and you may remember the other recent moves, united healthcare replace kraft, city was replaced by chalmers and gm was replaced by cisco systems. lori: apple's latest event about to get underway and expectations are it will announce not one but two new versions of the iphone. never done that before. our reporter robert gray is that the event in california with the latest. >> right behind me apple headquarters, and a tightly then this should bring everything, and inside, luminaries in there.

peter: the president is having meetings with senate democrats and republicans. he will be briefing them on his decision to begin discussions at the u.n. security council to as the white house puts it seriously explore the viability of a russian proposal to secure syria's chemical weapons that could lead to a u.n. resolution to put syriac's chemical arms under international control to, quote, ensure they are verifiable and enforceable destruction. for now an american military strike on syria appears to be on hold to give diplomacy another chance and as you mentioned the security council will be meeting in closed door emergency session at 4:00 this afternoon but the administration is continuing to lobby congress to make sure a strike remains a credible option and its congressional resolution on syria. >> a lot of people say nothing focuses the mind like the prospect of a hanging. it is the credible threat of force that has been on the table

for these last weeks that for the first time brought this regime to even acknowledge that they have are chemical weapons arsenal. >> the white house hopes the president's speech will rally public and congressional support for his serious strategy. is on shaky ground and the senate looks like it would be voted down if it were held today. on a bipartisan basis despite support from speaker john bain. >> clearly members reflect their constituents. the american people have not been supportive. he has not made the sale to the american people. that is why tonight is so important. >> to show how import it is here's the latest fox news poll what the u.s. should do in syria. 68% of those polled say stay out of syria, it is a civil war. 23% say help because it is a humanitarian crisis. the president's polling numbers

on his handling of syria just 29% approve of it, 60% disapprove. lori: thank you for that. we get more reaction from russia. vladimir putin says syrian chemical weapons handover the plan, will only work if the united states rejects these use of force, developing story, the latest as the day wears on. dennis: how has the president backed himself into a corner? many would say yes. my next guest says while agreeing to syria's proposal to turn over its chemical weapons may not be the best option, at this point president obama has no better choice. joining me now brian gardner, senior vice president of washington research investment bank and broker dealer k. b w. thank you for joining us. if you look at this it was clear the president was struggling to get any backing for military use in syria, not only from congress but all the national polls showed that the people

overwhelmingly did not support these military strikes. did mr. obama get an out from assad? >> in the short term he has gotten an out. this was not going in a good direction. this goes back to the votes in the u.k. parliament where they rejected use of force that precipitated the decline in support in the u.s. and the administration candidly has not done a good sales job to lead the american people to a place where they would agree with use of force in serious though he was left with the prospect of a humiliating defeat in the house and the senate some of this is the out that he needed in the short term. doesn't solve all the problems because the secretary just mentioned in the clip that you just played this is a regime that hasn't even acknowledge they had chemical weapons and now they are saying they're going to turn them over to some kind of international peacekeeping group to monitor, take possession and monitor them. it is not perfect solution by

any stretch but the administration has a little more time in tonight's >> still has to sell the public of why the use of force in syria might be needed. ashley: they have thrown out the original versions of the original, regretting it as we speak but i am sure -- john kerry kind of alluded to is this, the threat of a hanging. the president will say it took my stand, my administration's stand of the threat of force to finally get the syrian regime to admit they have chemical weapons although i don't know whether i have seen that officially and we brought them to this point because of we didn't have that read they wouldn't have done anything. >> you start to get into an important point. tonight in a speech if the administration tries to take a victory lap and claim their stance, their toughness has led us to displace the speech has been a failure. if the president takes it from there you can take a short

victory lap but lays out a case of why it is in america's interest to intervene in syria not just for syria but brodeur in the middle east because of what it means as a proxy with our battle with iran and the north koreans not to mention a more global platform. if he lays out a strategy and the message of why it is in u.s. national security interest to intervene in syria than the speech can be a success but a simple victory lap, the speech is a failure. ashley: how does the president come out of this assuming the plan gets un approved lender everyone says that is the way to handle that how does he come out of this? he has been called many things, the reluctant commander-in-chief, then he finally decides to take a stand and doesn't have anyone to stand with him. how does he come out of this? >> in the near-term i think he is a bit weakened at least domestically. you will go into some domestic battles on the budget, the fed,

aesthetic of it, and -- >> i disagree with that little bit. and get bored with two, options. and so many elaborate colors and designs and people want to customize their devices and to represent them. lori: is this enough? are these features many of them are rumored ahead of the announcement today to entice smart phone buyers who now have a choice of smart phones on the markets right now to upgrade and iphone. >> if we are honest most iphone users use iphone now so embedded in the operating system, same for android, is a rare you have someone with and android device that switches to an iphone or iphone to android so really people they are competing against today is themselves. they need enough features to justify someone who already has an iphone to upgrade to the new one. a small percentage will switch but that is a small percentage.

they have been doing this for a while now. the last few years, they always seem to have just seen a features to justify getting rid of the old one and buying the new one. lori: fingerprint technology, is that worthwhile security? is that enough in and of itself to entice a buyer especially, answering my own questions with new security and privacy concerns we have to think about. >> is more secure, harder to guess, you can't guess someone's fingerprint so that is nice. it does offer more security levels, also kind of neat, as the cool factor the remind us of the james bond movies and all that stuff so i think that is a good factor for a lot of people because all so that is one of the few new features of the device that doesn't come with i was 7 little phones that because that is software. this is a hardware features so this is something you have to buy the new phone in order to use. lori: another bit of breaking news out of the conference, tim cook saying apple won't cut the

price of the previous iphone apple is replacing. why is that interesting? >> i am not sure. it sounds like they are going to get rid of it which makes sense because if they are launching this 5 see it will probably replace the level, the price point they were going to sell the old i phone for so they will get rid of that replace the 5 sea and the new 5s will be the top tier. lori: apple shares briefly turned positive and reversed and still lower, hovering around $505 a share so we're still getting news and we will bring it to you in checking with you later this hour, thanks so much for now. ashley: the new iphone 5 c will feature an 8 mega pixel cameras, one of the new features people were looking for powered by and a 6 chip with photo filters so the camera -- lori: better camera. ashley: supersize surprises for mcdonald's. not just shining today. lori: three days in the valley

at 96.81. look at the stock while i tell you tidbits pertaining to mcdonald's. how about steak and eggs? that is something mcdonald's is working on. they started to launch a steak egg and cheese, 540 calories. that is less than a big mack. and a blitz box, which is 99 supposed to bring on value. they have a dollar menu. this will be a value type thing. back to you. ashley: nicole, thank you very much. silicon valley is the hotbed of jobs creation that we all can't live without, right? the pc, the laptop and the smartphone and startup companies that make it all happen. liz claman is there for her first day coverage of three days in the valley coverage. liz?

what will they do to prevent it again or trading glitches as a whole whether it's a "flash freeze" or flash crash? >> it is never ending it seems like. we'll have to accept this as a way of life so to speak but mary jo white, a pretty tough person. former u.s. attorney for the sound district. she has been around for a while. everybody thought regulation, they regulate the stock markets would not be her forte. cracking down and putting people, helping bring enforcement actions be her forte. she is faced with a dylan maher. the markets look like they're dysfunctional to the average investor. greifeld is particularly in the cross-hairs coming out with a facebook ipo and some other things and now this, i think he's got a real problem. he has both a business problem i think, a business model problem i think. the facebook thing hurt him i think with potential customers to get listings. i think this thing hurts him a little bit and now he has regulators breathing down his

throat. ashley: you need credibility. >> yes. it has hurt the nasdaq. would i say this, bob greifeld is a really smart guy. he is a good manager. he did not cause the flash crash or "flash freeze." there is a little too much fingerpointing. clearly if you're mary jo white you have to hold people responsible. whether he deserves it or not he is on the hot seat. there will be 13 other people there i should point out. lori: who is advocating for investors, who are not so confident investing? >> i think mary jo white would say she is. that is why she is demanding solutions. we should point out there will be 13 other people there. duncan neiderauer from the new york stock exchange and others. it is a confab. clearly all eyes will be on greifeld. what is he going to do? remember this whole pricing mechanism that screwed up, sip, secured information processor, that is his responsibility and he is going to be on the hot seat. ashley: will be interesting, charlie. >> that forward-looking answer. lori: we have to split because -- >> are you excited? ashley: i don't think she is. lori: take as lot these days.

nike, yes, household names this is something optically will look better for the mainstream investors. those same investors you were just talking about who probably aren't getting their voice heard in washington, d.c. right now. lori: so that said, the companies that are being added to the dow according to liz macdonald and her calculations would have added several hundred points -- ashley: 500. lori: to the industrial average performance itself. i understand most people use the broad market average, s&p as benchmark, if the market could have been stronger, that much higher with those, it has to cause some interest and reshuffling invests obviously with index funds and the like? >> exactly. we're going to see a lot of mutual funds start shifting in and out of certain names and in and out of sectors to make sure they're properly weighted. yes, volatility in those stocks when they're added would have add ad lot more points to the dow than where we are. that is the fun bit. if we look back and inserted these names what the performance would have done. it is important to see how we wrap up here moving forward once

david? >> not really. this is how these things go everywhere. just enough feettures to justify an upgrade for the most part. one thing i'm waiting for them to announce is still the fingerprint scanner which everybody keeps talking about. that is a real hardware difference that will push people to buy the new device. i'm waiting for that. we'll see how that goes. other than, there is bunch of, nice upgrades but like you guys are saying not just anything terribly exciting yet. ashley: is there a little bit, david, of device fatigue, not only for apple but the industry as a whole? making these adjustments, these news, i guess, expandings things these devices can do, is there a little bit of fatigue about this stuff? >> fatigue in what way? kind of we're bored by it? ashley: is it that exciteing? you don't seem to be very excited. the average consumer may not be excited either. >> i'm a little jaded, in all fairness. i run a website that does this. i mean i guess it is harder, getting harder and harder to

simply put your finger there, it will recognize you. not only do that but allow you to make payment, secure payment online. not only that of course, apple being apple, making it very easy or at least trying to buy more things from who else, apple. you will be able to use the touch i.d. to buy itunes purchases. you hear a song. i'm sure you will by it at touch after button instead of touching a couple of buttons at once. it will make it easy to get you to check texts in traffic. we don't want to see that. nonetheless came out -- 5s will come tout to replace the 5. you see the banner up there with the colors. tag line was, brighten every one's day. three colors that are new from the break from black and white, with space gray, silver and gold. they will have a new less expensive iphone for first time t will replace the 5. it is 5c. a lot of people say it will stand for cheap. they haven't explained what it stands for.

it will be much less expensive at top of the hour. as exact same inards as the 5 but have a plastic casing. it will have a more memory. 64-bit processor. some of the specs for first time in a smart phone. high resolution camera. catching up to some rivals with the burst capture. you take a bunch and it will choose the best one and don't have to take 15 pictures of the kids to come up with one you like. the battery life is supposed to be a little bit better like this. as far as siri goes, they have male and female voices. tracy you can choose a guy to give you directions. maybe you shouldn't because he won't stop and ask. search twitter feeds. with siri if you need to do it, you should be able to. tracy: i should have the male voice because my kids programmed my phone to call me sexy. it says, hello, sexy. it would be better if it was a male voice. >> by the way, tracy? beware. it can recognize more than one

petallides talking about the dow 30 shake-up. alcoa, bank of america, hewlett-packard, out. visa, nike, goldman sachs in. we're joined by jim bianco, president of bianco reserve. hey, jim, what do you think of this move? part of it has to do with, it is very formulaic on one hand but on the other hand there is cachet to being in the dow, right? >> it is formulaic, in one respect. the dow is has unwritten rule doesn't like stocks under $10. so good-bye alcoa which was $8 lars stock. other stocks thrown out, bank of america and hewlett-packard were the next lowest stocks in the dow. we brought in visa, goldman sachs and nike. absolutely there is a lot of cachet for being in the dow 30. it says you're one of the premier companies in the united states. tracy: they usually do two in and two out. interesting they decided to do three. you said in your notes, actually

coming out. dow is good for the stock price. how so? >> yeah, usually, remember now, it's a committee of people that decide when the stocks go in or out and usually the committee will pick stocks that have underperformed poorly like alcoa, they go down to $8. after a massive period of underperformance, they say you're out. they look around and find companies like goldman sachs or visa that have done very well. they say you're in. over the next year or so, the underperformers bottom and rebound and outperformers tend to peak and underperformers thrown out of the index actually wind up doing better over the ones that come in over the next year. tracy: we did a little legwork on your point there. really smart people in our brain room found that when bank of america was added to the dow back in february 19th, 2008 it has actually been down 16%. honeywell, altria pulled out the same day. those stocks are up 10% and almost 15% respectively. so your point is well-taken here. maybe it ain't all that being in the dow at the end of the day.

>> right. and also there ace also some sector ramifications of it too. we put in a high price, remember it's a price index. so the higher the price the more influence it has. high-priced goldman sachs, high-priced visa. they will be the second and third most highested priced stocks in the index so the financial will get a big overweighting this is lot like november '99 when microsoft and intel came into the index. four months later was tech peak and all over at that point. the dow got those in just at the top. tracy: absolutely right about that. plays around with the market cap. clearly blowing it out of the water now with these new companies. >> that's right. we have a much heavier market cap. it's a much bigger index than before. >> i want to also call everyone's attention to your taper point. you do not believe the fed will taper in september. how come? >> fed believes in forward guidance. the fed believes in telling us what they're going to do before

they do it. they have given us tons of foreign guidance when they will raise rates. they have given us how the taper is supposed to work. i think before they start tapering they have to tell us why they're doing it, how it will work. how they go from 85 to zero. what circumstances would cause them to increase purchases. there is still a whole lot there they have to do. remember the fed believes this idea. tell them first what you are going to do and then do it. we need a step one before we get a tapeer. >> that is interesting. a lot of people think step one happened already. jim, thank you so much for your thoughts. >> thank you. ashley: more breaking news. apple just announcing that the pricing on the 5s starting at $199. we'll have latest on the new iphones next. plus analyst tom forte tells us what it could mean for the stock. tracy: plus america's shale boomoneer natural resources is one company leading the way in domestic drilling. its chairman, scott sheffield is here in a fox business exclusive

announcement. ashley: not much of a game chinker then? what does it do for the company? >> is very big are they're offering a lower priced device. ashley: $995c. >> ipad mini, equivalent for the iphone line. this is very important announcement. this should make it easier for apple to penetrate emerging markets. would be interesting to find out what the prices without a contract. ashley: what about some other features? new operating system offer as lot. what stands out for you? >> well the new operating system was something they discussed before. it will include the apple radio streaming service which think is interesting. and they're now including five different apps that used to have to pay for if you buy a new ios product, be it a smartphone or other ios product. ashley: what about fingerprint technology? >> well the fingerprint technology i think was low-hanging fruit to the extent they have give or take 525 million accounts. and basically they're going to make it much easier for you to make purchases on that smartphone which is a good product. ashley: sites such as banks will

be very interested in this. i kind of surprised they haven't made announcement along those lines as well. basically pointing toward being able to buy on itunes and unlock your phone. >> think of it as authentication, making much more secure, for smartphone purchases which is important for mobile payments. ashley: you mentioned china, do you think we'll get some sort of announcement from china mobile, the big humongous carrier? >> that is the expectation. they announced they will have two events. one in the u.s. and one tomorrow in china. ashley: that is critical for apple that that part of the world. >> that would be excellent new distribution for the company and another potential catalyst for the stock. ashley: so, were you expecting any surprises today? and i'm assuming we haven't seen anything new come out. could there have been something, an i-watch, or something you thought may have been a wildcard? >> glad you asked me about the iwatch. they talked about having element in the next generation phone somewhat of a motion sensor and

used like nike fuel band or fit of that nature. ashley: right. >> suggestions to me they have technology in place to do an iwatch and they're including technology in the next generation phone. ashley: still a big fight against the android devices though, isn't it? obviously apple comes with the cachet. everyone loves their products but android has loyal customers as well. >> you could argue there are very much parallels between motorola's strategy and apple. motorola has higher end with the droid and and apple doing the same thing with the 5s, and 5c. ashley: assuming this is over and we pretty much got the highlights. what kind of reaction will we get? eh, or good? >> historically not unusual for stock to trade up on speculation after big announcement such as today and the stock to pull back after announcement. it will be interesting to see how well the stock holds up after today and tomorrow's news. ashley: tom, great stuff. thanks for being here. >> my pleasure.

12 horizontal, 15 vertical and 700,000 producing wells. >> we have 7,000 wells. tracy: excuse me. 700,000. i'm propelling you into the future. >> yes. we have thousands of loafcations. we are ramping up to 50 horizontals and 15 verticals. we'll be up to 65 rigs the next five years. the company has plenty of capital, a great balance sheet. so we're very excited about doing something to an old field that has been around for 40 or 50 years. tracy: this was a game-changer for you, wasn't it, when you figure out what you could get out of it? >> it's a game-changer for us and also a game-changer for the company. tracy: right. >> the permanent me an basin, this will get up to 2 1/2 million barrels next 20 years. permanent mean basin will five million barrels a day for the. tracy: the global oil report that by 2020 the u.s. could become the world's largest oil producer. do you believe that?

>> yes, i believe what happened in the bakken and eagleford and what is happening in the permean basin, all these key areas will allow us to pass saudi arabia and russia, 2020 and 2022. -- permian. tracy: you have to talk about exporting it. we could get to the point where we have extra to give away. there will be an underground exporting business for you here as well, wouldn't there be? >> there was an export ban and the administration and congress in 1975 and 1979. today we're exporting coal. we'll be exporting lng. we're exporting 3.2 million barrels a day of products coming out of refineries. so only thing we're not exporting is crude. at some point in time we'll be asking the administration to allowing some exports of crude. tracy: you and in break were talking about how the government in general is very slow to understand this. this process could take a few years. natural gas exports are having a tough time right now this could

for now, and american military strike on syria is on hold to give diplomacy another chance. russian president says that in order for this plan to succeed, the u.s. must renounce its plans for a strike on syria. a strike remains a credible option in any congressional resolutionnwith syria. harry reid spoke to reporters after the president met with senate democrats. take a listen. >> if we will have any success diplomatically in the future on this issue, we have to make sure that the credible threat of military action remains.

the only reason russia is seeking alternative to military action is that the president of the united states has made it very clear that we will act. peter: just to show you how important this is, the network asked what should the u.s. do in syria. 68% said stay out. it is a civil war. 23% said help, humanitarian crisis. 11% are unsure. tracy: thank you so much, sir.

ashley: urging congress to keep pressure on syria over its chemical weapons. joining me now is a congresswoman of indiana. what was your impression after that hearing? you heard about the situation in syria. >> he needs to make the case to the people. i left indiana about 24 hours ago. i have been in d.c. for about seven hours. i have more questions right now than i did before i got here 24 hours ago. i think that the water continues to get murkier.

i am hoping that we see the president make some clear statements to the american people. they need to have a clear understanding of what has been going on. ashley: there are those that say maybe he will use it as an opportunity for a little bit of a victory lap. it was his strong stand that has got us to the point where the country may be willing to have their chemical weapons taken over. >> let's not forget the skeptics in this situation are the american people. i think one of the eyes of skepticism that remains and for me, look at who the players are. russia has been an ally to syria. i think given their historical

ashley: apple finally announcing its long awaited sequel to the iphone5. the stock, well, welcoming that news with a thud. dennis kneale covering that story. dennis: i think the markets are underwhelmed. apple traded up a bit in the days preceding the announcement. these are all little refinements. nice cute little things. look at this, a question of cannibalization. apple has never before introduced to phones out once. the five c and the 5s.

would you pay twice as much for the upper model? if you have a 5s for $200, you only have to pay 50% extra for twice the memory. these are going to kind of go to war with each other. tracy: was the idea to compete with samsung? the reason we have a samsung phone is because they are cheaper. now they have it all. dennis: i think that reason people have samsung phones is because they like the features better. the reason samsung's share is now better than apples is because it does sell cheap phones in the developing world. i thought the five c would be into the developing world. it is not cheap enough for those

people. in china, they may sell lots of those five c. i do not see why i should buy a 32. 5s for 50% more than what i pay for a five c. dennis: what about the fingerprint id stuff? dennis: is it revolutionary? is it really that big of a burden? plus, what if it does not work right. how do we know that they will get this right. the first technical problem could show up with the fingerprint and then that would be a big embarrassment for apple. tracy: dennis, you are right. coming up on "countdown to the closing bell."
