online. use a one of the things to protect yourself is to not to add google search for your state website or the government website. how so? >> the search engines are not prioritizing the official size anymore than third-party sites were potentially even scams sites. right now if you look online through a search engine you are finding the official site results are getting mixed up with some of the stories about side seven problems. your best bet is to start with the federal government's official site, the health care side. gerri: i agree. that is the sub you want to go to. here is what is amazing. when we started out with help for homeowners and all of the obama administration programs for homeowners who were in trouble, those things became objects of scams, people trying

to give money. now you can kind of tell those. then misspell the presint's name or something is wrong. it's pretty obvious that it was not a real sight. now the looked totally real. >> and in some cases if you look at the state site and you look at a legitimate third-party sites, the official state site will look like this campsite. it's professionally done. gerri: really? they look like they're not open for business. >> in some cases, yes. i show my wife one site. i won't name the state, but i showed it terror. she said it looked like a total scam. gerri: the usual things and look for. is this a legitimate side or not may not work this time around. you really have to go in the front door. anything else you would say to protect yourself?

what else should i be doing? >> a couple of things. even when you're on a legitimate site, be careful of some of the instructions that are being given. i have seen legitimate third-party sites encouraging people to do dangerous things. print out an application and e-mail it back. that has all your rsonal information, and e-mail is a post card. don't do that. the other thing is, this is where they mature security product can really help something like transmigrants titanium ore and other security company product. it provides multiple layers of security. we can protect against the spam e-mail, the bad sites. multiple layers. gerri: thank you for bringing this to us. a lot of people are trying to figure out what's going on.

thank you so much. >> sure. thank you. gerri: you will just find these on the on-line exchanges. there are scams in all shapes and sizes. that list is tonight's top five. number five, the medicare scare tactic. the aarp report is seniors gone about saying they received phone calls warning that medicare is going away. you have to sign up for obamacare. this is not true. this is a lie. don't respond. number four, fake obamacare websites that we just discussed. the pennsylvania health exchange site was not drawn by the government and has been shut down. number three, the bogus navigators. these people opposing as someone trying to assist you, but they are actually just stealing your identity. number two, phony phone calls. calling people trying to confirm eligibility for obamacare and must have your social security

services. gerri: that is mandated by law, the services that have to be covered. the idea is that bynum will cover 90 percent of your cost and you have a high, high monthly cost. you're out of pocket cost wou be low. want to talk about out of pocket expenses because i don't think there's been a lot of conversation about that. talking about deductibles. that's what you pay out of pocket, but there are other out of pocket expenses as well. less talk about some of those. >> a dollar amount, $30 copay to go to a doctor. $10 copay to get a prescription. usually with most of the plans i have seen once you hit your deductible you might be paying a copay for a while until you hit another important number. the annual out-of-pocket limit. once you're paid cost sharing that adds up to that you are done for the year. the insurance company pays for everything.

>> is different depending on the plan. the most to can be is $6,350 per year, and that's if you have a catastrophe. you are topped off at tt. gerri: this is your out-of-pocket limit. it is limited. cal insurance. >> that's like hospitals, a 20 a 30%. gerri: i know people just want to look at the monthly premium and say i can afford that, no i can't. e devil is in the details. and the subsidies, have you get them, what you do, how is this going to work? and of the irs is involved.

♪ gerri: day number two of the government shut down, and lawmakers are still at odds trying to agree on a solution with none in sight. president obama meeting with top lawmakers from both sides. rich edson joins us live with the latest from the white house. forty-five minutes of meetings. how's it going? >> it has been going on for some time, longer than we thought, especially when the billing on this for the white house is that there were no negotiations which would take place. republicans have given no indication that they plan on changing the tactics. neither democrats. alice is voting on those smaller stopgap measures, funding measures for the viejo and to keep the national parks open. the senate says that will rejected. all that is going on down the street from something that was

not posted be that much of the negotiation, they have been in there now perhaps longer than an hour. gerri: two is in the room? >> you have the congressional principles, folks who have been up here a number of times of for dealing with debt ceiling in government spending in funding. top republicans and democrats in the house and senate, senate majority leader, house speaker, senate minority leader, top democrats in the house. gerri: of fall room. one of the expectations? the rhetoricround this of the last couple of days has been unbelievable. is it possible to are we to hopeful to think something should happen tonight? >> i think so, and because there really is nothing forcing either side to give up. both sides think in some respects they can still possibly move this along. there is some unease in republican circles, saunders -- cumbersome michael grimm had a meeting.

that might be the type of event that would cause that. does not seem like we're there yet. both sides going into this meeting sticking to their guns as if it were a week ago. gerri: what is interesting about this i think, and you mentioned this system is so eloquently, they have not been talking. maybe this is a breakthrough. it has really been both sides lined up facing each other and not having the secret negotiations that you normally expect. december ended january. they ended up working something out. before you knew it they had a

work with the senate colleagues. it is time for them to appoint conferees. all we're asking for here is discussion and fairness for the american people under obamacare. the president and my democratic colleagues in the senate, i wish they would listen to the american people and sit down and have a serious discussion about resolving these differences. gerri: that was house speaker. you just heard him exiting the white house. sitting down with the president and other congressional leaders discussing the government shut down the we have been talking about. he said it will not negotiate. democrats will not negotiate. he said conferees should be appointed, and what he means is he wants the senate to appoint conferees to getogether on this issue of the shutdown. he says all we're asking for is a dcussion. the republicans are not being accommodated by the democratic party here and that they will not negotiate. it is entirely possible that
