team now charged with fixing health care dot guv. the investment firm was at the center of vicious attacks by the obama campaign against governor mitt romney. they tried to paint him as a greedy lead and added a touch with everyday americans. white house press secretary jay carney today praised his work in the private sector without mentioning the name by name in delivering what sounded a lot like a direct slap at sibelius is ability or inability to manage the obamacare rollout. >> those of you know he is an expert in the field of effective management. tapping his experience and expertise as they address the challenges that have come up with the administration of the website. as you know, jeff has led some of the company's top management firms providing top sector

companies with best practices and management strategy and operations. lou: you can almost hear the obama bus backing over sibelius. carney dodged a question about the white house attempt to sideline her. but he did refer almost every question asked about obamacare to the health and human services department. fox news chief white house correspondent ed henry is at the white house tonight with our report. >> at the white house, spokesman jay carney faced a second straight day of tough questions about the healthcare.gov and it suggests no one will be fired of the mishaps because president obama wants the team more focused on getting people health insurance than figuring and who is to blame. >> here are not interested in monday morning quarterbacking. >> the woman accused of fumbling the rollout would not answer fox questions early today. >> do you take any responsibility for the website? >> there are new signs she is at least being sidelined if not danced by the president as a

former ceo and management consultant who has served in various ministries and post and is close to the president is being drawn in to hhs temporarily to oversee the fixing of the website. the move came as the pressure built over "washington post" report revealing just days before the launch the administration tested this site to see if it could handle tens of thousands of customers and it crashed despite a simulation in which just a few hundred tried to log on at the same time, raising new questions about what the president knew about the problems and why the administration pushed for >> i am sure he knew in september that there was no way that this government-run website work. you put that at the end of any website is more expensive and does not work. >> referring the question about whether anyone in the white house was informed of a failed test to hhs and also ducked questions about the mounting cost to fix the website. >> what is your new estimate. >> a couple of things, the budget is something that is housed over an hhs, and i would refer you to them.

>> pressed by a "washington post" reporter, he then referred the post questionnaire but hhs to hhs. >> i would address your question to hhs. i don't have any information. and this is an operation being run by hhs. >> we took his advice and decided to call to try to get some answers to those questions. so far no response. then we noticed on the website their same because of the high-volume of press calls reporters to go to, you guessed it, healthcare.gov, to try to get some answers. retried there, did not get the answers. we have sent an e-mail, fill out form on the web been awaiting. lou: of course there is still the 800 number available to you. great work as usual. critics of the obama administration is design of the health care website blaming politics for many of its problems.

the obama administration's plan to downplay the sticker shock of high premiums in direct conflict with the website designed for the needs of the american health care consumer. fox news chief national correspondent jim angle has our report. >> website contractors wanted to let people shop for insurance before slogging through to the end of the entire website, but they were given different marching orders. >> they were told effectively to bury the price is to prevent sticker shock so that some of the worst part of failing to use best practices occurred for clear political reasons in the 11th hour. >> the administration did not want to scare people away. >> they were afraid there would be sticker shock with this and that with that sticker shock people would immediately leave, so they wanted people to deal to go one, find out what the subsidy was going to be so that aid reduced the sticker shock. >> that created a traffic jam. in addition to reports of sticker shock for those who are young and healthy, widespread

with average increases i and those for young men even higher. >> thirty to 50 percent higher on average, in some cases 100 percent higher. you see a lot of people who would see premiums increase by roughly 100 percent. essentially doubling there premiums. >> families are getting letters telling them that on january 1st all health plans that do not comply with obamacare requirements including the list of ten is essential health benefits such as newborn care will be cancelled. >> there being told at the end of the year they're going to be repriced. in many cases the premium is doubling, sometimes even tripling, and this is coming as a shock to lots of people. >> and everyone in the plan will have to find a new one which congressman iss says violates and obama pledge. >> breaking the president's promise that if you like the carrier you have you could keep it. hell, no. the affordable care act in its very rules are guaranteeing miions of people will be thrown out of the health care they want. >> that in the turmoil at the

website is creating havoc, so much so that some analysts doubt the ministration can reach its estimate for ensuring the uninsured. >> 7 million people enrolled in these changes by march 301st. the pace we're going it would take 50 years to get to the full enrollment projections that are five years out. >> reporter: after all the chaos the administration is so desperate to sign up more people, it will now let them shop as in as a log on, whether that will help enrollment or simply highlight the sticker shock is an open question. lou: thank you. the obama administration says the average monthly premium from a so-called mid tier monthly premium for health insurance is $320. the actual cost varies widely by state and individual needs, of course. pinkston obamacare a family of four in north dakota will see premiums rise by almost 32%, 30 percent in texas, 25 percent

higher in indiana, arkansas, florida. the sticker shock is much higher for 27-year-old adult's in arizona who now face premium increases of more than 171%. it is over 168 percent in georgia, 157 percent in arkansas with vermont and cans is rounding out the top five. talk about sticker shock. new reports of fraud and abuse at the internal revenue service. the irs payment to $1,302,000,000,000 in improperly earned income tax credits over the past decade, including more than $10 billion last year alone. that according to a newly released treasury inspector general report. reducing improper tax credits, but the addresses of the only agency plagued by improper payments. the federal government had $30 billion in improper medicare

payments last year alone. 19 million in medicaid payments and an additional $3 billion in improper social security and food stamp benefits. it is a government that is not working quite the way we would want to. on wall street, stocks finished higher despite a tepid jobs report. the dow gaining 75 points, s&p up ten closing in a new record high, the nasdaq up ten points. employers added only 140,000 jobs last month, but the unemployment rate fell to read just over 7%. apple unveiling its new ipad air along with the new versions of its computers and software. nokia also unveiling its first tablet, and the latest version of microsoft surfaced tablet the stores the data. shares of netflix dropping, that's right, dropping, down more than 9% on concerns that the stock may be overvalued at

lou: a certain personality and perseverance. you have to have all of that plus, how would you say, a cast-iron stomachs and spines of steel the top rate in this environment. >> no question. theegulation is coming down on us as we speak. making it that much tougher. they're not going to hire full-time employees. everyone will be part time now. lou: u.s. seen that already reflected in the monthly employment reports. certainly we do have them. and it is operating to think that we are going to have to manage people that way. we're going to have to have people who are going to have no choice but to work part-time. >> in my industry it affects single moms, people of middle-age, youngbear and middle-aged. lou: he said middle-aged. >> it does. hard working americans and it really impacts and pushes them down on hard times fast, and it hurts. lou: it does hurt. i am one of those guys, i was

who serves as vice chairman of the gop doctors caucus. great to have you with this, congressman. let's turn first to your legislation. i mean, if you pull personal data from the obamacare digital servers, they are done. >> the attempt of the legislation is to protect americans not to destroy the portal site for obamacare, but if you go on there and when you begin to enter your affirmation it says to you under terms and conditions the u.s. government can share all of your animation with whoever we choose. and, you know, mr. mcafee, an expert in this area who came up with the mcafee security software says that this is a hacker's dream. this is a fraudulent jane -- danger were people connect these websites to my your social security number, personal

information. what this says is until the secretary of hhs comes up with a secure website portal that americans should not be required to impart their vital personal information. lou: it is we're sitting here talking about this. of all of the conflict in the political drama that the nation has witnessed in the nation's capital, this website is a disaster. it seems to be fairly clear to most folks that this is worse than anything anyone imagined. the president seems to have no choice now but to start bringing in people, as he is doing, to try to fix it. what is your judgment? first, what is the converse is you? the house oversight committee. my gosh. what are you guys thinking about here when you look at three years of run-up time to this launch, and this is what they produce? >> well, the house republicans

are shaking our heads. three and a half years, almost four years now since this law was passed. someone somewhere upwards of over $600 million spent, and this is what we did, something the secretary told us would be, perhaps, an enjoyable experience for customers. no, it has failed. look, we should have expected this. in fact, that is the reason why we wanted to delay implementation. the reason why is, you have the department of hhs, the department of the u.s. government taking over one sixth of the largest economy in the world, and not as single person in that process has ever run a business. cd-i that was put in charge of this, this is not really there wheel house. this should not be a surprise. if this is happening now with this software and this internet portal, what is going to happen when we get into the actual functionality of this law? it is going to be even worse and

more dangerous. lou: we don't have, obviously, complete white house lazar for 2013. cabinet members are far less likely to be entered into the white house logs, but we have only four white house visitor entries for secretary sibelius. douglas schuman when he was running the irs, and that worked so well for everybody. he racked up 157 visits. but for visits for something this important, a program that is supposedly the signature for this administration is rolling out, and a half for talks in person? >> well, a federal bureaucracy has no clue as to what it has no clue about. what i am saying is a federal bureaucracy has no knowledge or understanding of how to operate a business. so the president goes out to make his speech, signs it into law and just thinks that

everything will happen magically. everyone will do what they are supposed to do when, in fact, it is left to the most incompetent people. and so now we have a situation where secretary sibelius is creating a tech surge. remember, president obama was against a surge. he thought that was a bad idea, but that is precisely the model that he is using to try to revive. rewriting 5 million new lines of software and he is going to have to bring in experts from around the world to do what should of been done to begin with. lou: one thing that does appear, congressman, it looks like you republicans are going to get your way. i can right now not imagine how in the world there would not have to delay the individual mandates. probably to get some equity to the consumer out there. probably one year's delay would be just about right, which is what you all were asking for all

lou: the house oversight committee asked for all white house technical documents on the obamacare train wreck including records of meetings wh outside contractors such as cd-i, the

canadian company behind health care -- healthcare.gov. i cannot imagine putting that up on their corporate advertising, but we will see. just exactly who is see gi group? $950 in federal contracts last year. that 29 largest contractor. big contracts now with the apartment of homeland security, the permit of defense perry never set. it beat out four other companies biing for the health care -- healthcare.gov contracts, but the federal government must be very forgiving. these are people with good hearts because tci has some well documented failures. the contract was terminated in 2007 while building a federal gun registry -- no, not in this country, but in canada. we don't know if that influenced the obama administration's selection, but it was terminated because of cost overruns and delays, starting to sound a
