[applause] ♪ lou: president obama's public approval rating has sunk to the lowest level of his presidency just one year after being reelected. his public disapproval rating has risen to the highest level of his presidency and unfortunately for the president, there is no evidence of a political or policy success either at home or abroad. the mako. ♪ lou: good evening, everyone, the obamacare train wreck in the president's efforts to mislead congress and the american people continue to take a toll on the president's popularity. a new cbs news poll measuring

the president's job job approval at a record low 37%. that is a 9% decline in just the last month. the president now has a record high, 67% approval -- disapproval, rather, which has risen 8% in one month. those horrific numbers have been attributed largely but not exclusively to the failed obamacare rollout. the same poll found only 31% approval for the president's health care law. and that number dropping through 7% of those who think the law should remain untouched. and reports today that democrats on capitol hill are as frustrated with the obamacare failure with one unnamed individual claiming president obama is even more incalculable than george w. bush. fox news today obtained e-mails that show the president's top aides were fearful that the website would be a disaster, e-mails written just one week

before the failed launch of health care.gov. >> a private e-mail sent on september 25 by cms officials to government colleagues was obtained by dear life and it references a meeting that includes chief technology officer in maryland cavanagh. when they were here yesterday, one of the thinagh. when they were here yesterday, one of the things that she conveyed was this fear that the white house had about the website being unavailable. and said that i think we should have a more complex conference and answer and president obama

>> they are suspicious of comprehensive bills, but if they want to chop that thing up into five pieces, as long as all five pieces get done, i don't care what it looks like as long as it's actually delivering on the core values that we have talked about. lou: the core values, i am sure, include the national interest at border security along with verification of status to name a few. but any movement on immigration had to include advancing seven or eight immigration bills and ryan agrees with speaker boehner. our first guest says obamacare is similar to the '90s, but democrats say it is a way in which they went overboard on the size and scope of obamacare.

also a divide between the united states and key other allies. the kuwaitis are not happy, on one hand, france come out of all the countries, they are very critical of that situation and let's speak about the united states. we have a consensus? when the president wanted to ask congress about bombing syria, why not ask congas about engaging with the country with the regime that has been on our list for 30 years. so yes, there is no consensus neither here or overseas and the problem is to get whatever the agreement as and the problem is that they want to give up an

agreement and use it against our allies. iraq, and syria, that is what the agreement is for, for them. lou: secretary kerry is in a difficult place. he is the front man for agreement and a strategy in which you use an agreement, effectively a treaty against our allies and a starting point for a true change of facts and events on the ground and this includes enormous acts of foreign policy stupidity. >> this is going to be one of the biggest strategic mistakes. after what was done in libya, after what we have not done in syria, this is another addition in the same direction. the regime basically has not changed direction or narratives. we should see the leaders as

>> obamacare. lou: that was a great line. most of us had to sign up for obamacare we would probably be scared unless we were members of congress, of course. we ordinary citizens have to deal with health care, m.s., frustrating, a failure, but here are a few of congress's the buffers. and let's be clear, it is then and it is us. members of congress and their staffs, well, they get a lot of face-to-face help of a personal help enrolling in d.c. health care exchanges. it really works that nicely for them. much too busy for just being regular folks. they can call a special customer service line if the insurance companies have dddicated solely to the congressional staff. consumer options under obamacare for the rest of us, of course, are few. for example, residents in west virginia, new hampshire shopping

reelected the year ago if he had not lied about you can keep your plan? >> of vienna said you can keep your plan of this would have blown up a long time ago. simple case of he who takes your gold makes the rules, not how you share your go with them. this is really a bad deal. if he had not live in had not been less than truthful he would not be in office today. lou: his approval rating. we are sitting here looking at 37 percent approval rating, the latest poll, we are looking at a disapproval of 57%. this is stunning stuff. and what proportion would you say is because obamacare blew up , and what proportion would you say is the president found lying over the course of more than three years to the american people. >> i think it is all of the above. i even think of the president did not lie about you can keep your health care plan we still would have obamacare. nancy pelosi has been the best speaker of the house, she kept

bills. they are not paying attention. in 2014 they will. we will see more of rage when people go to the ball. lou: i get a kick out of young people expressing sticker shock that the cost of obamacare as if they really believed the great leader was going to a bring them all of the cookies and shiny things that they inferred that you would. what is going on? >> they believe it. they got a slap in the face. wait until they figure out that the iranians really want to kill all of us. when this thing gets done, if it works out a way that they want we are really going to be in bad shape. >> it is a lesson to the young people. we always like to see young people learn. why there's not more of rage. lou: many people. i think there is plenty of outrage about domestic policy which is part of why there is not more average about foreign policy. our attention has been turned in with the past few years.

lou: who the hell are we that we seem to be so vulnerable to bright and shiny things like tv, national media. all of the nonsense, the circus. i mean, don't we have anyone left? who really wants to insist irrespective of party or radiology that the government actually works for people? >> quality profile in courage because it does that happen that often. we were talking about this. we don't have people today regardless of the partisan position who will stand up for america in a way that makes sense until the truth. that is a serious problem. >> at some point once we have more people on the government old people will stand up and take notice. some of the outrage that we have seen in the past like occupy wall street and other protests, those protesters were paid or lobbied to go out and do this. that was false outrage.

lou: my next guest step on public-sector unions in 2011. he won, faced a recall election, one command he now says in his new book, real in government coming from the state cannot from the federal government. joining us now is the governor of wisconsin, scott walker, his new book is unintimidated, a governor story in the nation's challenged. we recommend the book you highly. good to have you with this. >> great to be with you. thank you very much. lou: your story in wisconsin i think is certainly unique. what you have managed to accomplish there is certainly commendable as well as unique. the unions, where do you stand now? you have overcome odds, overcome massive political power against you. where the stand now? >> well, we want our second election in the same term. most important for the people of

wisconsin of reforms are looking. this december, our third consecutive year of property tax is going down on a median value home. the three a half billion dollar budget deficit that has become a surplus. along with cutting taxes we have improved the economy, may strategic investments and education and higher education. a much better place to live in all because we made prudent decisions to a half years ago. lou: tough decisions. you argue principles are critically important. polls less so. you are a living example of what you are trying to communicate to the republican party. what is the reaction from the party establishment to your book, to your thinking, and to your counsel to a party that desperately -- if i can put it this way -- desperately need some guidance. >> not only wisconsin, but around america, there are 30 states that now have republican leaders as governors and nearly

as many that have republican legislative majorities. the message, whether the tea party patriots our weather is the establishment republicans are anything in between is the real reform is happening in the states. -should be a model for what we need to do nationally because we're optimistic, speaking in terms of relevance and most importantly we have the kurds to act on the conventions. lou: now the wall street job of reporting that your campaign, a number of groups, specifically in the recall election are now being subpoenaed by a special prosecutor. tell us about that. your thoughts? >> well, certainly nothing is ever dull. in this case any time we get near an election is seems to be quite a bit, they get even more exciting. but it is one of those. what they said in the "wall street journal" this past weekend is about as much as i

know right now. it will not distract from our efforts to push forward with even bigger reforms, tax reform, education reform, the big thing is the entitlement reform, all the things that we talk about in detail and hopefully give inspiration. lou: i don't use that word, inspiration, very often. i am delighted that you have used it because the american people right now are not being despite by their -- inspired by their political leaders. both democrats and republicans. how do you go about that? to inspire now as this administration produced has seemingly abdicated responsibility your interest in creating jobs and a growing economy, carrying out its basic responsibilities of governments. >> part of a we talk about in the book, there is a big contrast, one that was missed out this last presidential election. the defining factor is the president and his allies measure success in large part based upon how many people and dependent on

the government, food stamps, medicaid, employment compensation. we say as conservatives, the center-right voters across america should define success in government by just the opposite, how many people and no longer dependent because we haven't power them with the skills that they need to get the job that they deserve with the dignity that comes from working in the private sector. that is true freedom and prosperity. we should be the ones pushing that. we should put our power in the hands of the people. lou: you reference in the book and number of times, chris christie talking about what he did in the states, taking on the teachers' union in reforming public pensions. do you think that he is as strong and viable candidate for the party? >> i think any of the 30 republicans, i mentioned christie, bobby general, rick perry, susanna martinez, one of the great things in america today, we should be optimistic

all across this great country, particularly in battleground states, states that the president carried in the last presidential election in, there are reforms -- reform-minded republicans leading and state governments and those of the people who should be helping to lead our country. we need to step up and take a larger presence. those are some of the takeaways we mention in our booking greater detail. lou: in the book is entitled and intimidated. and i love the title, by the way. are you going to run for president? >> i am up for governor next year. will focus on that, not just because i am on the ballot in 2014 because when i put out in the book is that many of the key battleground states in america were ultimately states where democrats control everything. the chief reason given the legislative branch, we flipped all those things, wisconsin and a lot of my neighboring states. that was the key to our success. the reason i say we should focus on 41st as we can hold the

house for republicans, elect particularly with the failures of obamacare, reform-minded people. then after we do that we can put a new chief executive in nationally will help us lead the cause. we have to do it focusing on 141st. lou: do you believe the party is ready? is there this time on my 2012 a ground operation? is there this time a national strategy, one that is specific with tactics seeking a real assessment of what would be the desired outcome, as you said, told the house, to take the senate and prepare for 2016. >> i think that there is. i hope that the party across the country and in particularly in key states will model what we did in wisconsin. we talk about it in the book. between january of last year and june 5th, the help of the national party, state party, and my campaign, we make more than
