year just to do that. 212 billion bucks in total. the 9.8 million in property taxes and assessments or infrastructure spending. for 14.5 billion and the funding. $62 billion in washington supposedly earmarked for just the sort thing. roads and bridges. and i had to literally laugh out that in stmlus were supposedly ready for shovel ready construction projects. i saw some troubling but it wasn't there. not for bridges and not for roads. unaccounted and those pushing for moredough are unaccountable. it has to stop, my friends. because this is killing us. because we are the ones getting locked out of our own lockbox. when politicians replace the funds that thy stole and i

happened when they promised that all the dough with good education. and we are still paying for the idiotic privilege. it ends as does the unaccounted gravy train ttonowhere funded by hard-working americans whose money is going nowhere. stop it and itemize it and detailing. and after all of that, pushing for still more funding. if we find hat you really are out of go, we will give you more dough. but not a penny more until you give us more than just your thoughts. we want answers and we want your numbers. we want your proof that this money isn't jt going to disappear. because after spending chileans in war and poverty, i'm asking and the american people are demanding that before you show the money, sho us what you have done with the money. it is that simple.

and over to rick who was also feeling sick. because he was the head o a lot of folks. the former pennsylvania senator said it is not callous to question wre the money is going. and every time that i question about more funding for any host of an issue, it's the same answer that i get. you don't know w what's going o, bu i'm telling you that it is like you are heinous to even raise the issue. >> you mentioned two programs. one is infrastructure spending and the other is one poverty. and there are plenty of examples in just those two areas in a lot of areas of the government exists with adverse consequences and we look at the one poverty and the attempt to help in the harm that has been done to the american family and to communities as well where government has replaced moms and dads and community organizations

and looking at the infrastructure spending. there's a lot of very interested initiatives going on at the state level. it forces them to spend money on maybe good things like bike paths and all of these other things that are really nice. but they are the bread-and-butter projects are really make the economy click and they are not things that should be dictated from washington dc. so on top of that the rules and regulations that washington has and how you have to spend the money, all of these things that just make it expensiie for the state and local governments to spend the dollars. >> a lot of the federal politicians have cited this and it turns out that it is a state run road with other costs within the state take care of them and usually do.

but there is overlap here and no one knows who is in charge of building one. so there is that overlap in a confusing issue here. but there is also a lack of priority going on and you talked about the bike path and a bridge that was falling down. i would err on the sde of he bridge falling down. but no one seems to be policing a pecking order of projects here. and that worries me when a request for money. this is a state and local function. the reason the federal government got into the roads and bridges was to build an interstate system and something that i support. but it makes sense to have road race and connection for us to be a viable entity economically to have those kinds of networks. but really the bulk of the work must be done at the state and local level and that is where

the taxes and increases come from. and so there is going to be more money ithould be with local projects in mind and the federal government should focus on one thing and that is o keep the major arteries of the interstate and thorough fairs open for commercial traffic and potential for military use. neil: republicans and democrats, why are they afraid to rein in on us, it could be anything from good money combat money in the war on poverty. to a number of other initiatives. >> wehave determined whether we care about something by how much we spend on it. and that is always the moniker

here in washington dc. you don't care unless you're going to spend money. you mentioned one poverty is the best example that we have spending more money on things is simply wrong. there is a study done looking at e state of california and the state of texas in those states have very similar standpoints, most the same percentage in texas has a higher percentage of african-african- americans in california does. for every two people in poverty there are three in california. if you look at cost of living and not just income, but all th factors and it shows that spending all this money to help the poor doesn't really result in poor people but more cost government. it requires a higher cost of living.

neil: i readily see it. i travel over these highways and bridges myself. and i readily see abuse going on in missing funds going on in countless federal wars on a variety of social ills. but have yet to see any improvement her i more or less say hold the phone and look at what we are spding. because right now we are repeating the same mistake and it won't make it any less of a mistake. have at it, call me anythg you want. and what is the difference between chris christie and the irs mess? well, theare using criminal prosecution threats against a new jersey governor. but the fbi nics and criminal charges in the face of lots of damage. talk about scandals.

and i also don't think that the federal government is being consistent with a catastrophe of governing and let the irs scandal go by. i just find it outrageous that the irs may be getting died by the justi department and i hope that they really looked at it. and instead they have an honest prosecutor who is paying attention. neil: i understand it and i wonder about the irs thing. we are to know that the woman who was put in charge was a big obama contributor. and they were clearly targeting conservative groups and tea party groups that were going on and that is more than just disrupting traffic by disrupting a lot of people's lives and staring them in the process. but leing that aside, how can

neil: target shoppers and neiman marcus shoppers, government experts are right. all of the official mea culpa is is not cutting it. >> no, it's not. this is a serious problem and consumers have been severely affected. neil: i was told that some of

target like to point out the severity. >> absolutely. our complaint alleges that that is one of the things that targeted wrong. they did not notify consumers immediately. had they done that, a lot of the damage could have been prevented. and they could have taken some proactive measures and had their credit card replace and they could've been vigilant about activity on their account. and so yes they sat on the information way too long. neil: and now it's high time that the american people knew this and understood the

implications. governor come i didn't even know they bear the cost of this even when it is not their fault when the banks are hearing this fromm tailers. why is that? >> i think it is a combination of law and the system involves not jut banks and ultimately retailers. the banks on the hook inmany instances with broader damages that come. neil: ar these affiliated cards and i don't know if there is such a thing. but the affiliatio is the one on the hook. >>f course it may be a bank in a certain case.

and there is monitoring that occurs by credit card companies and banks stand behind these cards and expose themselves. >> i think you know more about this than i do, governor. that we have been very lucky with a lot of these breaches because is huge and massive as it is come, they have not resulted in 50 or 60 million americans having money drained from their account.

our indury is advanced as any and we are viewed as the leader of the pack and we have work to do and you can construct some dramatic scenars where we are well beyond the targets an area which is concerning. both legislative and regulatory to advance the cause of cybersecurity protections and a couple of things are that we do need to be able and we are doing things to make sure that our physical bank robbery laws are squared off with the cyberlaws.

attack. >> i am ticked for a couple of reasons. general keith alexander is the director of the nsa and he has been testifying under oath before congress that the they are spying on everybody. they have 52 terrorist plots and the next day, the day after his testimony, e said wasn't for the two but it was three and the committee said ellison three. and since then the federal judge found it unconstitutional. and the president's review board which also has two seasons of intelligence community professionals on it that said they didn't stop the nsa plots in the study that you are talking about review the

transcripts of everyone that has pleaded guilty. every single one since 9/11 and there is no reference in there that the information came from nsa spying. so putting aside for the moment whether it's constitutional or lawful. what good is it if it hasn't stopped anything. >> in other words it bad guys know it's a possibility that we are watchg their e-mails or at listening in on their calls. they will be careful. >> edward snowden has done the government a favor because the bad guys wouldn't notice had they not been a whistleblower. and they will find another means neil: the nsa is raining again and they are going to cool it, but i don't believe it. >> the only way for them to rein it in his they mean what it ys
