believes that racism is partly to blame for his low job approval numbers and his high disapproval numbers, not benghazi, or the irs targeting of conservatives, operation "fast and furious," department of justice surveillance of reporters or the jobless economic recovery. when asked about his decline in the polls, president said quote, there is no doubt that some folks who just really dislike me because they don't like the idea of a black president. there is a historic connection between some of the argument that we have politically and the history of race in our country, and some times it is hard to disentangle those issues. the president added to the day a controversy by citing his support for marijuana legalization effort in colorado, and washington. and using class warfare rhetoric to do so. the president said quote, middle class kids don't get locked up for smoking pot.

lou: the president's wide ranging interview with the "new yorker" has provoked all sorts of questions and controversy. i am joined to help us assess what the president said, perhaps what he meant, and perhaps when he wished he had not said, fox news political analyst, columnist for the hill, juan williams, thank you, juan. first. thedent saying, in effect erasism is the reason his numbers soft ended over the our of last two years, i can not think of anything more -- well, troubling for him to say, and have revealed martin luther king

day than those words. >> it is crazy, if he says his numbers, his poll numbers have declined over last few months in part because of race, that is just absurd, it plays to racial aning itnism in the society -- antagonism to the society, and you in the book have written just about this point of speaking to the idea of us as one idea as opposed to separate groups, tribal, rare racial or , the president is saying less that, my suspicion said he knows he did not get the majority of white votes in 2008, and less in 2012, his hope i suspect is that, as he said, you know, while some whites might not like him because he is black, he is aware there are others who like him because he is a person of color, are those people the ones that define american politics?

absolutely not. lou: what is troubling mere, thank you for the kind words about the book. just, for me it is difficult to understand why a president, who could have been so eloquent in 2004, talking th the country asa family, could have descended to level of slice and dice gangsters and group in identity politics -- by the way that is republican, that is democrat. but for the president to have descended to that level, he had such an opportunity to elevate himself, and the nation, is jus -- i mean it is stunning, and disappointing it is not improving. >> no. and i must say, that you know, look he had some opposition, i don't doubt that there are some whites that don't like hem because he is black, okay. but what he have seen, i sense this in the interinterview in

the new yorker. is that he has a more of a sense of less offensive optimism, can-do, hopeful, and more sense of being kind of consigned to, well this is the best that can happen. i can only do so much. more was the victimhood that plays into racial attitude that i think is not helpful to the country oo anybody, more matter -- no matter your race, i was surprised to see that coming from the president. lou: to your point, he talks about the government as a col on s cols on suss. oneeday, buth he must recede, and wait for another perhaps, an opportunity at some dispan point. he is a man who arg tic articuln of government and ri his own roe in it.

as a man who is hanging on for life. >> yes, he said he is like a guy in a stream at one point, one of the moments in history, he is trying to hold on. then he gets mad, at robert carroll the historian who wrote about lind lindhlyndon baynes jt say it is a book about lbj, it was not an insu insult to you, t you could understand this is a do-something president versus a guy who i don't want to say is do-nothing but you get the idea. >> and a terrific historian, as you note, had a subject who also came to the presidency through tragic circumstances, but from the senate to the vice presidency. and then succeeding john f.

lou: -itis told you that we were going to get some insight into the president's thinking we turn to no other than david doctor robbie ludwig. joining us now is doctor ludwig. because i can't believe what this president said.

>> when i was reading that, i was thinking that he is telling himself that and he wants to make himself feel better. because there are going to be people who don't listen to him because he's lack. but that having been said, that is not why he doesn't have the approval rating that he once had. because people will make exceptions even if they are racist. and even if they are they will say that i may not like the group and its one single person in this case. it could be obama. he is the exception. lou: juan williams talks about victimhood. because the government is beyond his control and he said clearly it is beyond his control and he

feels like he's just hanging on there. and that's troubling talked. >> it's very frightening. he seems like he's very honest. and that seems to be his trouble. that he has good intentions without the ability. police the least i think that he has good intentions. but he's unable to execuue this. and so one can see where he would feel powerless and in some cases he is right. lou: is cheap quality here as we watch them being revealed seems to be that he is a likable fellow. but you say the same thing about others. they wouldn't be very good if they want likable. >> yes, but i have to say that he appears to be a man with decent family values.

he came from a family that in some ways was unorthodox. his wife came from a traditional family. he seemed to want to be a good family father. so i think his heart was in the right place. and he could play some of his favorite president and he realizes that he's nothing like them which is also a little bit disturbing. >> what drives a president or anyone, really to say that something like this is a lot better? he weighs into an argument that someone that didn't go to medical school. because of you are using a substance and clearly marijuana is not healthy. it's not good for the lungs. not recommended for those who only want to apologize to all those who are apologizing and

trend watching in colorado and washington might now do and it's also different in the marijuana people use on the street. >> the one you look at what is happening prediction in this country, when you look at whether it's pot or alcohol or cocaine or heroin, we have a problem here that isn't being addressed by state governments were the federal government adequately. for the president weigh in on this level -- one in the world? >> i think he is trying to play the middle rolled. it has become legalized in certain states. and i think that he can point out part of this. >> are you saying basically that he is a good guy? >> yes. >> he is a fine fellow as good intentions. but he's not ready for the job and he doesn't have the right characteristics for the job. i would like to have lunch with him.

is because there are some racist americans. what do you think? >> it is always because president brought obama is black. and it's always because of race. the new yorker was nothing new here. president obama loves the uniqueness of being the first black president. but when it comes to accountability for his failures, that is when he is like you have to hold me to another vendor. and his approval ratings are down because he had presided over one of the worst economies in history. >> it does explain where that stuff comes from at msnbc. he's having those guys and i'm always wondering where these guys get the idea that the americans he brought obama. they elected him twice and now they find him exactly at the front of that knowledge.

>> is the largest in american history. people like them and they only became racist after i won twice. >> i guess that would be -- i'm not sure what that would be. and he also didn't get specific about much. he sees that is better than alcohol. so why were you not bad at all? >> by way on all the other things but the president wants to weigh in on.

the fact is that marijuana is a gateway drug. and i think it will be interesting to see. they are basically saying go smoke a joint, it's not as ad as alcohol. see how that works out in colorado and washington. i shook my head and laughed and rolled my eyes. what will he come up with next. >> he does have some expertise on the matter. in states where they want to legalize it, anything that the president of the united states is behind it. let's do it here. lou: what is the profit? what is the point? >> is a failed foreign policy and economy that is still stalled and frankly they chaos with the affordable care act which is hurting a lot of people and creating tremendous anxiety.

lou: the anxiety. lou: the new york mayor is competing heavily he decides that people shouldn't be allowed into the state. conservatives who support gun rights, they say have no place in new york. so crystal, what is going on? i can't even begin to believe. john gibson i were talking earlier about this. this is getting ridiculous now. all of government is designed for talk radio. >> can you imagine if governor cuomo is a conservative governor of a red state and he said just the opposite of this? he would be called a racism all sorts of names. the one i first heard about that he reminded me of killer when heller said let's exterminate the jews.
